Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

South Africa is one of the leading producers and exporters of coal globally. A significant amount of the country’s production is obtained from previously mined underground bord and pillar workings. This coal is in the form of pillars and remnants on the roof and floor of the old workings. The good quality coal pillars were left behind as primary support during underground bord and pillar mining operations. Due to the depletion of virgin coal reserves, the pillars and remnant coal are now removed using opencast mining rather than underground methods. However, the secondary extraction of pillars and remnant coal from the old workings using opencast methods entails some serious challenges that have a negative impact on the safety and productivity of the operations, affecting both personnel and machinery. If these risk factors and challenges are managed properly, then the opencast mining operations could remove the pillars safely at recoveries competitive with those of virgin coal operations. In this study we review the recurring challenges affecting opencast pillar mining by means of field investigations and consultations with experts at five opencast pillar mining operations, and evaluate the best practices used to combat these challenges. It was found that each mine has its own unique conditions and challenges.

The ?Kolwezi Zinc Plant?, in French ?Usines à Zinc de Kolwezi? (UZK), has produced about 910 000 dry metric tons of residues during the hydrometallurgical treatment of calcines from sulphide zinc concentrates. The zinc hydro plant residues contain on average 19.47% Zn, 2.7% Cu, 2.1% Pb, 26.6% Fe, 0.12% Cd, 0.39% As, 157ppm Ag, 447.8 ppm Ga, 475.4 ppm Ge, etc. This material was dumped in five ponds in the vicinity of the plant. The high Fe content in the ore concentrates induced important conversion of some of zinc and copper into ferrites during the roasting process. Those ferrites are very stable compounds, which are difficult to leach with dilute sulphuric acid solution. Therefore, they mainly report to the leaching residues. Hot leaching has been successfully applied to the treatment of zinc hydro plant residues. The method, however, presents the disadvantage of simultaneously dissolving iron(Fe). It is then necessary to remove an important iron quantity from solution prior to zinc and other metals recovery.

During the past ten years there has been an upsurge of interest in the development of selective ion exchange resins and solvents, and of ion-exchange and solvent extraction equipment tailored to the special requirements of mineral-processing circuits. It is therefore not surprising that the recent Symposium on Ion Exchange and Solvent Extraction in Mineral Processing, held at the National Institute for Metallurgy (NIM) on 7th and 8th February, 1980, was a resounding success. Norman Hanson Visiting Fellowship The Norman Hanson Visiting Fellowship, supported jointly by the National Development Fund for the Building Industry (inaugurated by the Building Industries Federation (8.A.)), the Institute of S.A. Architects, the Association of S.A. Quantity Surveyors, and the National Building Research Institute of the CSIR exists to finance fully or wholly visits by eminent authorities from overseas to South Africa for the purposes of seminars, informed discussions, consultation, and possible active participation in scientific, technological, and development projects of importance to the building industry.

This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

"Mineral Resource estimation (MRE) and classification are highly dependent on the confidence in the model of the orebody geometry, known as the geological model, within which the estimates are constrained. An understanding of the geology of a deposit is thus fundamental to the Mineral Resource evaluation process. The geological model is a function of the structural and depositional complexity of the geology captured by drilling information, which is limited in the early stages of a project. The information effect has a significant impact in terms of the interpretation of the geology as well as the estimation of grade continuity and the resultant risk associated with the Mineral Resource estimate and classification.Therefore, as new drilling information becomes available, it is necessary to update and refine the geological model to appropriately constrain the resource estimates. The grade information is also updated, including statistics and the spatial correlation characteristics. This refinement is based on geological interpretations derived from the drillhole information that becomes available throughout the life of the mine; orebody knowledge that comes from working experience of the deposit, as well as familiarity with the software package used for modelling, is also important.In updating, the potential to identify new resources in previously unknown areas may be realized. The opposite may also occur where previous interpretations of ore continuity are refuted. Both scenarios could result from a better understanding of the geology of the deposit and thus a more realistic MRE, which reduces geological risk. This paper describes how newly drilled advanced grade-control holes for a gold deposit in Mali were used to refine the 3D geological model for the deposit in an attempt to identify the potential for additional oxide ore using conventional geostatistical evaluation techniques."

Nowadays the development of automatic on-line sampling systems has enabled large amounts of data to be available to plant managers. These data are inevitably prone to random and sometimes systematic errors. Data reconciliation methods are used to deal with random errors. In these methods, the measured data are adjusted in accordance to their error, so that the mass conservation law is satisfied at the same time. Measured data may also contain systematic errors, using these data in mass balancing software will result in inaccurate or even irrational results. In this paper three methods for detecting systematic errors (global test, node constraint test and maximum power constraint test) were presented. A step by step method to locate the systematic errors was demonstrated. Then, the new version of Movazen©, a mass balancing software, was introduced and used to locate systematic errors in the measurements taken from the Sarcheshmeh pilot plant copper flotation circuit. "The valuation of diamond ferous deposits depends on (i) the density distribution, (ii) the size distribution of stones and (iii) the selling price structure prevailing at a particular time.In the density distribution the stochastic variable is defined as the Dumber of individual stones found per sample unit irrespective of the stone size. The density distribution is discrete and allows for barren sample units.As diamonds often occur in clusters, a Poisson mixture distribution is derived which is entirely new, as existing discrete distributions cannot represent the stone number frequencies found in nature.For the sizes of diamonds, which are measured by weight, a new compound logarithmic normal distribution is developed.Combination of (i), (H) and (iii) leads to a meaningful appraisal of diamond ferous ground expressed in monetary value per production unit of mining.Finally, confidence limits are calculated which allow for inference from sampling to recovery."

Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

Muckpile fragmentation formed by blasting depends on the specific charge factor, the discontinuities in the rock mass, and the rock strength. Determination of the discontinuity characteristics and rock strength is a long and difficult process. These two parameters are directly associated with the rock drilling speed. Therefore, it is the drilling speed of the machine used for the blast-hole, rather than the blasthole discontinuity characteristics and rock strength parameters, that is used in the prediction of muckpile fragmentation before blasting. Primarily, it has been suggested that the muckpile fragmentation values can be correctly determined by establishing correlations between the efficiency of the loader and muck pile fragmentation, since fragmentation is directly correlated with the former parameter. Subsequently, a correlation predicting the drilling speed of the drill machine was developed according to the discontinuity characteristics of the blasting surface and the rock strength. Finally, a correlation was developed predicting muckpile fragmentation according to the specific charge factor and the drilling speed of the drill machine The data was obtained by conducting blasting tests in two different limestone quarries.

METRICATION In order to bring South Africa into line with metric countries the world over and in view of the indisputable advantages of using the comma as a decimal sign, the Metrication Advisory Board has decided to recommend that the comma be used consistently as decimal sign as from April 1, 1971. Numbers consisting of more than three figures are separated by spaces into groups of three to the left and right of the comma, and not by commas, e.g... 2 734 671,512 73 A quantity such as 12,41 kg is read as "twelve comma four one kilograms" and 31,34 km as "thirty-one comma three four kilometres." A motor-car previously described as a 3.8 litre model now becomes a 3,8 litre model. THE BRITISH COUNCIL AWARDS 1972-1973 The British Council invites applications from permanent residents of all races in the Republic of South Africa and South West Africa, for the following awards:- SCHOLARSHIPS Scholarships are available to such residents who hold University degrees or comparable professional qualifications. The scholarships are tenable for post-graduate study at Universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October 1972. All arrangements will be made by the British Council and the scholarships will include tuition fees, a maintenance allowance, approved travel in Britain, return fares to Britain, a books grant and a clothing grant. "Multiple-point simulation (MPS) methods have been developed over the last decade as a means of reproducing complex geological patterns while generating stochastic simulations. Some geological spatial configurations are complex, such as the spatial geometries and patterns of diamondbearing kimberlite pipes and their internal facies controlling diamond quality and distribution.Two MPS methods were tested for modelling the geology of a diamond pipe located at the Ekati mine, NT, Canada. These are the single normal equation simulation algorithm SNESIM, which captures different patterns from a training image (TI), and the filter simulation algorithm FILTERSIM, which classifies the patterns founded on the TI. Both methods were tested in the stochastic simulation of a four-category geology model: crater, diatreme, xenoliths, and host rock. Soft information about the location of host rock was also used. The validation of the simulation results shows a reasonable reproduction of the geometry and data proportions for all geological units considered; the validation of spatial statistics, however, shows that although simulated realizations from both methods reasonably reproduce the fourth-order spatial statistics of the TI, they do not reproduce well the same spatial statistics of the available data (when this differs from the TI). An interesting observation is that SNESIM better imitated the shape of the pipe, while FILTERSIM yielded a better reproduction of the xenolith bodies. IntroductionThe simulation of geological units poses several technical problems that challenge the capabilities of available geostatistical simulation approaches and their ability to deal with spatial complexity of categorical variables. The spatial geometry of diamondbearing pipes and their internal facies controlling diamond distributions are a specific and well-known difficult modelling problem. The geometry of a kimberlite pipe is typically like an inverted cone (Figure 1); the wider part is known as the crater and is located near the surface, and the narrower, deeper part is known as the diatreme. Xenolith bodies can also be found inside the pipe. A very important contribution to the geological modelling of the contours of the pipe is the measure of uncertainty about the location of the contact between the kimberlite pipe and the host rock."

Namibia's newest mining enterprise, the Navachab Gold Mine, was officially opened by President Sam Nujomo during June 1990. The mine is a joint venture between Erongo Mining & Exploration Company Limited, Metal Mining Corporation of Canada, and Rand Mines Windhoek (Pty) Ltd. Erongo has a 70 per cent interest in the mine, while Metal Mining and Rand Mines hold 20 per cent and 10 per cent respectively. Anglo American Corporation and its associates hold two-thirds of Erongo shares and CDM (Pty) Ltd one-third. The Mine is managed by Erongo Mining & Exploration Company. The property is located some 10 km southwest of the town of Karibib and 170 km west-northwest of the Namibian capital of Windhoek (Fig. 1), the name of the Mine being taken from the farm on which the gold deposits were discovered. Navachab is an opencast operation and was brought into production in December 1989 at a cost of around R84 milion-RS,2 million under budget. The plant is designed to treat 840 kt annually at an average gold grade of 2,6 g/t. This wil produce 1900 kg of gold per year, which at today's prices will earn Namibia more than R60 million in foreign exchange.

"The effect of particle size on the flotation kinetics of a low-rank coal was compared using air bubbles and oily bubbles. Five kinetic models were applied to the data from the tests to derive the relationships between the flotation rate constant, the ultimate recovery, and the particle size fraction. The results show that oily bubble flotation (OBF) resulted in a lower ash content and higher combustible recovery than air bubble flotation (ABF), especially for the -125 ??m size fraction. It was found that the flotation of a low-rank coal in individual size fractions using air bubbles and oily bubbles can be best described by a first-order model with rectangular distribution of tendency to float and the classical first-order model respectively. OBF yielded higher ultimate combustible and ultimate ash recoveries. The flotation rate constants for OBF were higher in all the models except for the fully mixed reactor model. The ultimate recovery values and modified rate constants first increased and then decreased as the size fraction decreased. The trend of the flotation rate constants as a function of the size fraction was similar in all the models except for the fully mixed reactor model. IntroductionFroth flotation is a physical-chemical separation method that is widely used in coal beneficiation for the separation of fine coal particles from associated minerals in water slurries. Since the cumulative recovery of a component in the concentrate is proportional to flotation time, the flotation process can be considered as a time-rate recovery process (Emad, Mohammad, and Bahram, 2010). Therefore, the general mathematical flotation models that incorporate both a recovery and a rate function can describe flotation time recovery profiles.The kinetics of coal flotation, as a measure of coal recovery as a function of time, have been studied in detail by many researchers. Different kinetic models have been proposed and published in the literature. The order and the rate constant are strongly dependent on the flotation conditions, such as the particle size and size distribution, the bubble concentration, the reagent concentrations, and the operating parameters (Zhang et al., 2013). The particle size has been reported to affect the flotation kinetics to a great extent (Yoon, Luttrell, and Asmatulu, 2002; Ntengwe and Witika, 2011). Numerous researchers have studied the aspects of flotation kinetics while paying special attention to particle size (Meftuni and Ibrahim, 1997; Rubinstein and Samygin, 1998; Graeme, 2012). However, the effect of particle size on the flotation kinetics of a low-rank coal has been relatively little discussed."

"The purpose of this study is to understand how ore loss and dilution affect the mine call factor, with the aim of subsequently improving the quality of ore mined and fed to the mill. It was necessary to know the relationship between ore mined and delivered for processing in order for the mine to operate efficiently. A review of the literature suggested the mine-to-mill integration approach as a standard intervention to address declining mine call factors. A case study was undertaken at a gold mine in the Free State on the influence of the fragment size distribution on ‘free gold’, the effect of ore loss and dilution on the mill efficiency, and time tracking of ore movement from source to the plant. The study revealed that fragmentation, underground accumulation of ore, and dilution have a significant influence on the mine call factor and mine output. It was difficult to quantify the total ore loss due to the time lag between mining and milling, which is extremely variable, when estimating the mine process inventory. However, it was possible to estimate the total dilution with some degree of precision by analysing the daily blast and head grades. It is therefore recommended that mines accept that some gold loss and dilution will always occur during blasting and transport of broken ore, and this loss must be minimized.IntroductionThe mining of high gold grades is obviously very beneficial for the economic viability of an operation, but optimum recovery of the product is required to maximize profits (Chapman and Bindoff, 2010, p. 13). Although integrating these two requirements is very difficult, due to the various activities occurring between mining and processing, it is indispensable. The main driver of this integration is the impact that different ore types and characteristics have on head grade. According to Isokangas et al. (2012, p. 871), mining and processing operations involve a series of well-defined sequential stages that are complementary in an efficiently operating mine, with the performance of one operation affecting that of another. An attempt to optimize each function separately without considering the whole extraction process will not result in the optimum efficiency of the entire mine. Several researchers have developed a proven methodology for revealing these inefficiencies (Dance et al., 2006, p. 1)."

"SynopsisA number of important areas in nuclear fuel cycle, at both the front end and back end, offer ideal opportunities for the application of non-destructive evaluation techniques. These techniques do not only provide opportunities for non-invasive testing of e.g. irradiated materials, but also play an important role in the development of new materials in the nuclear sector. The advantage of penetrating radiation used as probe in the investigation and testing of nuclear materials makes X-ray and neutron radiography (2D) and tomography (3D) suitable for various applications in the total nuclear fuel cycle. The unique and different interaction modes of the two radiation probes with materials provide several opportunities. Their complementary nature and non-destructive character makes them most suitable for nuclear material analyses, analytical method development, and the evaluation of the performance of existing nuclear material compositions. This article gives an overview of the X-ray and neutron radiography/tomography applications in the field of nuclear material testing, and highlights a few of the success stories. Several selected areas of application in the nuclear fuel cycle are discussed to illustrate the complementary nature of these techniques as applied to nuclear materials.IntroductionDuring the development of new materials for the nuclear industry, materials testing and characterization are of the outmost importance to maintain safety standards and reliability. No compromise on safety in the workplace in any area within the total nuclear fuel cycle can be tolerated, and therefore most in-situ material characterization and testing is conducted by certified and qualified personnel schooled in destructive and non-destructive testing (DT and NDT) methods. Certification and qualification in NDT can be obtained through many training centres in South Africa in accordance with European, American, and other international standards (SGS, n.d.; SAIW, n.d.; African NTD Centre, n.d.)."

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. "SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."
