As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. As you are aware, he had been elected an honorary member of this Institute, as well as of our sister Institutes in England and in America...

Typically, large volumes of data are collected during geotechnical investigations for mining projects but rarely is this done in a comprehensive manner that enables all aspects of the geotechnical environment to be evaluated. A geotechnical core logging process has been developed to record mechanical and structural properties of the rock mass. The method enables data for a wide range of rock properties and geotechnically significant major structures to be collected including rock strength, joint surface condition, fracture frequency and fracture orientation. The logging method is unique in that sufficient data is collected to enable the independent determination of all the major rock mass classification systems including rock mass rating (RMR), (Bieniawski 1976, 1989; Laubscher, 1990) Norwegian Geotechnical Institute (NGI) tunnelling quality index (Q) (Barton, Lien and Lunde, 1974) and geological strength index (GSI) (Hoek, Kaiser and Bawden, 1995). The logging system has been specifically developed to allow better and more precise appreciation of rock mass and structural conditions across the project area thereby optimising the use and application of the available geotechnical data and improving confidence in the outcomes of geotechnical investigations. This paper describes the core logging process with case examples showing how the logged data can be used for underground and open pit mine design.

Whilst the fossil fuel-based power industry moves towards carbon capture and storage (CCS) or so-called 'geosequestration', the minerals industry should adapt to reap the benefits of the new technology. If CCS becomes viable, the door is open to potential key developments in mineral processing. For example, truly continuous steelmaking could at last be realised using natural or manufactured gas combined with generic melt circulation. Iron ore fines would form a thin molten layer moving countercurrent to the gaseous reductant on one side of a melt circulation loop with efficient post-combustion without deleterious effects of slag accumulation on the other. This eliminates oxygen steelmaking because carbon has no access to the circulating molten iron. Steelmaking merely requires addition of the appropriate low level of carbon and in-line impurities removal to meet product specification. Concerning non-ferrous smelting, nothing short of virtually zero gas emission will be acceptable in the future. For dolomite-hosted Zn/Pb sulfide ores, typified by those in the Carpentaria region of Northern Australia, the way forward proposed is sulfur fixation at the mine site employing the highly exothermic reaction of SO2 with dolomite, followed by encapsulation of sulfated dolomite in fused ore slag. This releases enough energy for direct ore smelting to individual metal products. However, without CCS the strategy would be unacceptable because of greenhouse gas emissions. The scheme is advocated for direct ore smelting at McArthur River. As a result, the environmental problems of disposal of flotation tailings are avoided. Also, highly energy intensive ultra-fine grinding is eliminated, as indeed froth flotation itself, with overall very significant energy savings and exceptionally high increases in metals recovery. Zinc and lead recoveries approaching 99 per cent are predicted to be entirely feasible.

Characterisation and Processing of Electronic Waste for the Recovery of Metal Values Electronic waste (e-waste), which is a hazardous waste, can indeed be a good source of metal values especially for Cu, Pb, Sn including the precious metals such as Au, Ag, etc. In the present work a protocol for sorting and disassembly of e-waste consisting of computers, TV sets and mobile phones, as well as the characterisation and processing are investigated. E-waste consists of assorted materials consisting of metals, plastics and polymers, ceramics and glass. These components are classified into nine categories. The components, in which metal is embedded into non-metallic base, require complete pulverisation for liberation of the metal. The liberation size is observed to be around 1 mm. Several stages of crushing, shearing and shredding and grinding are required to achieve the required feed size. It is evident from detailed chemical analysis that the pulverised particulate is quite rich in metal values. Computer waste has 23 per cent metal by weight with over six per cent Cu while TV waste has 20 per cent metal with about 4.5 per cent Cu. Mobile phones are much richer in metal content with about 56 per cent metal including 32 per cent Cu in it. Metal content is observed to be more significant in the larger size classes and Pb and Cd are found to be the major contaminants. Morphological studies show that a substantial fraction of the particles is flat or elongated. Based on detailed characterisation, a flowsheet is developed involving dry and wet methods to separate the metallic materials from the plastics physically. It is established that according to this flowsheet a metal rich fraction with over 90 per cent recovery of the metal values can be achieved. Considering the relatively inexpensive unit operations involved in the flowsheet it is envisaged that it would provide a commercially viable scheme for processing large tonnage of e-waste.

From time to time efforts have been made to classify rocks according to their hardness, toughness and abrasiveness, and to use these classifications to provide an indication of the ease or difficulty with which they may be drilled. However, rocks classified as of similar type on this basis may vary considerably in their .resistance to the penetration of a rock drill bit due to differences in their physical state.For instance, fine grained rocks of granular texture are more difficult to drill than equivalent' rocks of coarser structure, altered rocks drill more readily than unaltered ones, and silicified rocks usually exceedingly hard and tough may be so shattered by movement as to be drilled at a rate comparable to quite soft rocks. This research concerns the mineralogical study of the physico-chemical reactions taking place at the pozzolan-binder interface. Lime binder/ pozzolan mixtures have been prepared for different natural zeolites. Analcime, phillipsite, chabazite, erionite, mordenite and clinoptilolite were mixed with portlandite and water, after which the progress in the reaction was quantitatively determined by thermogravimetrical analyses from three to 180 days. A first and important step was the thorough characterisation of the raw materials by quantitative X-ray diffraction (XRD), X-ray fluorescence (XRF), scanning electron microscope energy- dispersive X-ray (SEM-EDX) measurements of the zeolite minerals, Brunauer-Emmet-Teller (BET) specific surface area measurements, grain-size analyses and cation exchange capacity measurements. Beside these zeolite samples with varying Si/Al ratios, two clinoptilolite samples exchanged to the calcium, potassium and sodium form were studied and the difference in their short- and long-term reactivity was assessed. Also the difference in reactivity between identical clinoptilolite samples ground to different grain sizes, obviously having different specific surface areas, was determined experimentally. The results indicate that the external surface area only influences the short-term reactivity, whereas the cation content has effect on both long- and short-term. Na-exchanged samples combine clearly more portlandite in the first few days, whereas the reaction slows down afterwards compared to K- and Ca-exchanged samples. The early reactivity of the unexchanged zeolite samples could be explained by these two parameters, but their long-term reactivity seemed to be related to their Si/Al ratio. Samples with zeolites rich in Si reacted faster then their Al-rich counterparts.

The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

The variation of carbon monoxide and hydrogen utilization with the amount of the reductant in the blast furnace bosh gas was investigated for the No. 4 blast furnace at The Broken Hill Proprietary Co. Ltd.iron and steel works. Newcastle. The degree of CO utilization decreased with increasing CO in the bosh gas; the H., utilization increased with the H., content of the gas. Empirical relationships for CO and H., utilization are proposed.H2, is 3-6 times as effective a reductant as CO at present levels of CO (34-39 per cent) and H2 (6-10 per cent) in blast furnace bosh gas. H2, gas injection into the blast furnace is proposed as a means of lowering the coke consumption, and the economics of H2 injection are evaluated.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. This paper gives an overview of the difficulties associated with determining the strength of hard rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large scale pillar collapses in South Africa were caused by weak partings which traversed the pillars. Currently two different methods to determine the strength of pillars are used namely, empirical equations derived from the back analyses of failed and stable cases and numerical modelling tools with an appropriate failure criteria. Both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods are popular and easy to use, but care should be exercise that the results are not extrapolated beyond the range of the data which were used to derive them. An example is the Hedley and Grant formula (derived for the Canadian uranium mines) that has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value) to design the pillar layouts. Very few collapses have nevertheless been reported and it might even be too conservative an assumption of pillar strength in these mines. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many flawed assumptions. An area where numerical modelling is invaluable, however, is to study specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling currently provide a solid basis to conduct pillar design. It is therefore recommended that both these techniques be utilised when confronted with a pillar design to obtain the best possible insight into the problem.

"A few situations are first reviewed where practical shortcuts lead to acceptable solutions where none seemed to be possible. These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. In the plants, minimising the impact of border effects in incorrect samplers, so that the resulting samples are approximately correct and acceptable in practice because the bias risk attached to them is controlled. OWING to the gradual depletion of the hitherto plentiful supply of firewood in the immediate vieinity of Queenstown and Gormanston, which caused a steady increase in the cost of fuel for domestic purposes, the Mount Lyell Company took steps several years ago to make available as a substitute electric current from its Lake Margaret hydro-electric supply. In order to make this practicable it was necessary that the cost of electric power for heating purposes should compare favourably with the cost, of fuel, and the installation of domestic appliances brought within reach of the average householder, and efforts have been continuously directed towards this end since the year 1928.WATER HEATERSThe installation of electrical apparatus in local dwellings began with hot-water services, the heating elements being the types then procurable on the market and adapted to meet requirements.These, however, did not prove satisfactory, but the study of their bilure resulted in a type being developed locally which has overcome all difficulties. The first type of water heater evolved was an outside circulation one the element of which consisted of an iron pipe through which the water passed, insulated with micanite and wound with nichrome wire, the latter being covered with alundun cement to keep it in position and prevent oxidation. This was insulated on its outside surface with a layer of asbestos flour, and connected to the hot-water container as shown in Fig. 1. It was found, however, that the iron pipe had a short life, due to a certain amount of acidity in the water, and a copper pipe was substituted which proved very durable. Some heaters with this improved type of element are still operating after six years of use. The resistance wire is run at a very low current density, which ensures durability.

The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.

A sulphide ion selective electrode (ISE) is suitable for control of sodium sulphide additions in flotation because it has a rapid response to changeS in S2- concentrations, can indicate -low concentrations at differentpH values, suffers from few interferences, and is robust enou'gh to use in a pulp. Three sulphidization techniques were studied using the lSE electrode for measurement and/or control of S2- levels. Metallurgy was assessedfrom concentrate grades and copper recovery.With slug additions of sodium sulphide, sulphidizing conditions were poorly defined and reproducibility tended to be poor. Although acceptable metallurgy could be achieved by multiple additions, sodium sulphide consumption was high.Controlled potential sulphidization readily gave good metallurgy. The optimum potential of the lSE for sulphidizing was about -500 mV versus SCE, but depended on sulphidization and flotation times; suitable times were3 and 5 min respectively for three to five stages. Application of this technique to previously untested ores gave good metallurgy in a first test in spite of variation by a factor of three in the sodium sulphide requirements ofthe ores.Simultaneous sulphidization and flotation was satisfactory when conducted at an lSE potential of -450 mV versus SCE. Mixed cha!copyrite-oxide copper ores responded satisfactorily.Besides optimizing sulphidization conditions it is also necessary to optimize xanthate additions (e.g. by measuring xanthate residuals).
