EVEN before the surrender of Germany, a gradual reduction in output of many of the small mining iseswises in the different countries of South America had occurred. Part of this was due to restricted purchases of strategic mineral supplies, and part to economic conditions. Inflationary tendencies have keen increasing since the war started; out in the past three years they have become serious. The difficulty in obtaining supplies, and labor troubles, has also combined to reduce production in many circumstances. British Guiana The Cuyuni Goldfields, Ltd., operating he Aleck Hill mine, is increasing their yanked mill to 500 tons. This appears be one of the few important new developments in South America during recent years. Brazil The big Volta Redonda steel plant was sported as being ready to start operations. Argentina Political troubles have restricted activities during the past year, and fuel short. ges have been so acute that surplus corn as burned in some instances. In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another. The program for 1942 calls for the development of the two areas in which wells have been found and also the drilling of several wildcat structures located either by geophysics or surface geology. All production in the area of the several producing wells is somewhat less than 2000 ft. and in the other area about 3800 ft. The area of the several wells is known as the Lobato field, and is practically within the city limits of Sao Salvador. The area 75 km. northwest of the city will be known as the Candeias field.

IN THE past, we have, perhaps, been somewhat careless in our furnace practice, in the use of high-grade material, lowering the production costs through demanding high-grade ores, increasing the size of units, and eliminating heat losses by collecting and returning unused heat to our furnaces. Further economies would seem to be possible through keeping out of the furnace those materials that appear to serve no useful purpose and carry with them heat that should be used in reduction operations. In the manufacture of pig iron, about three tons of inert nitrogen pass through the furnace for each ton of iron produced. This nitrogen serves no useful purpose in the chemical actions involved, but when discharged into the atmosphere it carries away a considerable quantity of heat. Can not this loss be eliminated, at least in part, through the use of more oxygen in the blast? Many metallurgical chemists, during the past 20 years, have stated that they thought it can and have urged that the plan be tried. Others have expressed doubt, not being able to visualize how more oxygen could be used in present practice; they have regarded it as impracticable, without trying to conceive of an entirely new practice based on a new reagent. That more experimental work has not been done is due to the fact that no cheap oxygen has been available, but the committee believes that there is strong reason to expect that, should a demand exist, 99 per cent. oxygen may be made at a cost not to exceed $3 per ton. The theoretical studies of the committee have indicated such marked economy by using oxygenated air in various operations that its members strongly recommend experimental work to verify the anticipated economies. The committee has developed plans for experimentally determining the effects of oxygen-enriched air on the operation of an iron, blast furnace. A furnace with a height of 30 ft. has been built and it is recommended that the plans be put in, effect as the first step in the research.

RECENT announcement of further restrictions on gasoline consumption in the Mid-West and Southwest has focused public attention on current discussions of an oil scarcity. Conflicting arguments are advanced on the one hand that we have plenty of oil and will not need to restrict consumption as soon as transportation facilities are adequate, and on the other hand that a great impending shortage will require most drastic reductions in civilian consumption in order to provide adequate supplies for military purposes. Data can be presented to support both views, the result being that the public is confused and uncertain of where the truth lies. For a nation with about half of the known crude-oil reserves of the world and two thirds of the total production it seems almost incredible to the layman that any shortage can exist. Those familiar with estimates of future demand. however. show increasing concern regarding our ability to meet military demands without further restrictions in civilian use or wasteful production from our remaining reserves. Only by considering such facts as are available and can be made public can a true appraisal be made of whether or not we are faced with a shortage that will amount to a crisis in crude oil.

DURING the war the mineral industry, and metal mining in particular, extended itself more than any other to attain the limit of its productive capacity. Likewise, probably no other industry went quite so far toward jeop¬ardizing its own economic future through depletion of material reserves. Once we looked to Europe for most of the manufactured goods we needed. Our own limited mineral requirements were easily supplied from mines near the Eastern seaboard. With expansion and industrialization, our mineral needs increased in proportion, and the centers of mining activity moved westward to Michigan, Wisconsin, Minnesota, and the Tri-State district, where seemingly inexhaustible high-grade deposits of iron, copper, lead, and zinc ores were opened and rapidly developed.

IN no part of the world other than a small area in Pennsylvania is anthracite mining an industry of major magnitude. As the deposits of anthracite in the United States are limited virtually to Pennsylvania, the difficulties of this industry have been commonly considered a state rather than a national problem. However, there is also national interest in the conservation and wise utilization of all the country's fuel resources and in the control of interstate waterways. The anthracite industry is confronted with a serious problem of water accumulation in many of the mines, a problem that must be solved in the near future if progressively higher mining costs are to be avoided. It cannot be solved by the operating companies without state or Federal aid, or both, owing to the magnitude of the work required, the diversity of interests of the coal and surface ownerships, the hazard to the whole mining community, and interests affected outside the mining region. 'The costs of abating the ever-increasing surface seepage to mine workings and of handling this seepage once it has occurred are beyond the eco¬nomic resources of the operating managements.

ALTHOUGH Kennecott's orebody has long been outlined, it is still necessary to define further its limits. This mine, long an advocate of churn drill methods, recently supplemented its practice by using a diamond drill. So far, the diamond drill holes have been along the main canyon floor which traverses the mine area. This zone, highly fractured, is cut by numerous friable quartz veinlets encountered within the porphyry. These veinlets, formed by filling contracted porphyry fractures with hot, siliceous, mineral-bearing solutions, are often more highly mineralized than adjacent porphyry. They pulverize on contact, yielding only slight amounts of core.

THE sixteenth annual meeting of the Woman's Aux¬iliary, A. I. M. E., was held Tuesday morning, Feb. 16, at the Engineering Societies Building. The meeting was well attended, there being 99 registered from the metropolitan area and 78 from the sections throughout the United States. Mrs. Sharpless, the secretary, read the minutes of the annual meeting held a year ago, after which Mrs. Bassett, the president, gave her address of welcome. Mrs. Bassett said in part: "I would like, at this time, to welcome you all to this, our sixteenth annual meeting, and to express my appreciation to all the national officers and members of the board of directors for their loyal support and for the excellent work done by the chairmen of sections and their members. It is with much pleasure that I look back upon my visits with the sections in Washington, Arizona, Northern and Southern California, Chicago, Colorado, Western Pennsylvania and Utah before I assumed the office of president. During the last year I have much enjoyed meeting with the sections in Boston, Washington and New York. It is our duty to see that the achievement for 1932 be equal to that of the year that has just passed."

This brief resume of events, transpiring in Mexico, culled front the daily New York newspapers, since the last Bulletin-went to press, does not indicate any degree of improvement in the situation. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.

By 1959 the milling plant of Bicr oft Uranium Mines Ltd. had been in operation for two years. During this time many changes, both physical and chemical, had been made in an effort to improve plant efficiency. Investigational work had been facilitated greatly by the fact that the Bicroft mill consists to a large extent of two parallel circuits; however, the number of interrelated variables is great, and it is difficult to measure, let alone control, all of them simultaneously. The Bicroft mill staff feels that much progress has been made, but there is much yet to be done and many questions still to be answered. The Addendum outlines noteworthy developments to the fall of 1960. The property of Bicroft Uranium Mines is located in Cardiff Township in the Highlands of Haliburton County, southeastern Ontario, some 140 miles northeast of the city of Toronto and 70 miles due north of Lake Ontario. The ore-bearing dikes are classed as mafic. nonsegregated, syenite and granite pegmatite. Microline, microline perthite, quartz, sodic plagioclase, and pyroxene or biotite are the main constituents with uraninite, uranothorite, fluorite, titanite, cryolite, calcite, pyrite, pyrrhotite, and molybdenite as important accessories. The mill was designed for a nominal capacity of 1000 tpd with all sections except grinding, leaching, and clarification capable of 1500 tons. Feed was entered to one mill unit on Oct. 29, 1956, and to the second parallel line on November 13. The total feed rate was at 1000 tpd on November 15. The first precipitate was produced on November 12. By August 1958 the average entry had been increased to 1410 tpd without the installation of any additional major equipment. The overall recovery has been greater than 93.0 pct on several months, but a recovery of 92.5 pct appears to be most economical. Operating time for eight months in 1958 has been 97.1 pct although all grinding mills were relined during this period. A generalized flowsheet is shown in Fig. 1 and the plant layout in Fig. 2. The ore is crushed in three stages to -3/8-in. and then is wet ground in two stages to approximately 50 pct -200 mesh. The pulp is thickened to 68 pct solids and agitated by air for 33 hr at a pH of 1.9 as maintained by the addition of 93 pct sulfuric acid. Separation of the uranium-bearing pregnant liquor from the residue is accomplished by five-stage countercurrent decantation (CCD), following which the liquor is clarified for removal of fine slimes. The clarified liquor is treated in the ion exchange equipment in which both the upgrading of the solution and the removal of some impurities is accomplished. Addition of magnesia to the high-grade eluate from ion exchange precipitates the uranium as sodium-magnesium diuranate. After being filtered and dried this precipitate is packaged in drums for shipment. The residue from CCD and the barren solution from ion exchange are neutralized by the addition of lime and pumped to the tailings disposal area. CRUSHING All crushing is done on surface in a conventional three-stage unit consisting of a 36x48-in. Birdsboro Buchanan jaw crusher, a 4 1/4-ft standard Symons cone crusher, and a 4-ft Symons shorthead. Both the two primary and the two secondary screens are 4X 8-ft Symons rod decks. Moisture content of the feed ranges from 3 to 4 pct. In the initial installation the primary screens were equipped with 5/16-in. rods at 1 1/4-in. spacing and the secondaries with 5/16-in. rods at 1/2-in. spacing. With this arrangement the average crushing rate was better than 180 tph. To reduce the work required of the grinding circuit as tonnage was increased, several changes were made in the crushing circuit. By September 1957, both secondary screens had been reduced to 3/8-in. spacing, and rod size had been reduced to 3/16-in. to provide increased open area. Average throughput was reduced to 160 tph. Brazil is one of the most outstanding examples of economic development of our time. Its amazing growth record is substantiated by a GNP which has increased at an average rate of 92% for the period 1968-1970 and estimates for 1971 range from 11.7-12.5%. Hence, this growth, coupled with a more relaxed attitude of the Brazilian government towards foreign participation in business opportunities and the remittance of profits out of the country, has caused many exploration companies to reevaluate the potential of Brazil. Despite recent press notices and publicity, Brazil is still not a mining country in the tradition of Canada or Australia. It is still basically an agriculture and manufacturing country.

MEXICAN MINISTER TO FRANCE RECOGNIZED A dispatch from Paris quotes Alberto J. Pani, Mexican Minister to France, as saying lie lead received notification that lie might present his credentials at the French Foreign Office on May 13. This notice came at the moment the Mexican press was announcing his departure for Spain because of inability to present his credentials. MORE REVOLUTIONARY TROUBLES SOUTH AND NORTH Revolutionary outbreaks hulked large in advices from Mexico City at the end of May, says the New York Tribune. General Eznesto Danny, a major, four other officers and forty men, composing a train guard on the Isthmus of Tehuantepec Railroad, were killed recently in an attack by rebels under Felix Diaz's command. The troubles in the south, coupled with the fact that Villa's activities in the north have necessitated sending troops to campaign against him, have reacted in the capital seriously, it is reported. Military guards hi Mexico City have been doubled and machine guns have been placed on the roofs of the National Palace and the Cathedral. STRIKE AND MARTIAL LAW IN MEXICO CITY Advices from Mexico City, according to the Evening Sun, said that virtually every school teacher in the city was out on strike and that recurrent rioting was being put clown by armed trucks manned by Federal soldiers. The strike of the school teachers was clue to the fact that they had not been paid for months, but the direct incitement is said to have been the contrast between their impoverished position and that of Carranza's generals, who are described as rolling in wealth, and who flaunted their opulence on the streets of Mexico, riding about in high powered automobiles with women bedecked with diamonds and other jewelry. The city is said to be virtually under martial law with no immediate prospect. of a subsidence of the bitter feeling against the military caste.

AS applied to coal, the term processing is subject to many interpretations. To some it means preparation of coal for the market by mechanical means such as crushing, sizing, washing, or treating with oil or chemicals to eliminate dust or improve combustion quality. To others it means conversion of the coal to other commodities as in carbonization to produce coke and by- products, or to liquids by application of the hydrogenation process. I prefer to classify the various forms of mechanical treatment under the heading of beneficiation and apply the term processing to those methods of treatment that destroy the coal sub- stance through distillation or hydrogenation.

Official daily output of the Reconcavo (Bahia) oil fields, which amounted to 300 bbl., increased by the end of 1944 to 500 bbl. The new productive wells are in the district of Candeias. This figure is expected to further increase during 1945. The Itatig Company, which had drilled five wildcats in the state of Sergipe, stopped in 1944, but intends to resume work during the current year, or as soon as the war is over, in order to try the Cretaceous areas around its salt deposits. Several concessions applied for in the states of Sao Paulo, Parana arid Santa Catarina were favorably considered by the Conselho Nacional de Yetroleo, which is interested in fostering prospecting activities in the country. Several national groups are interested in exploring the federal gas field of Aratu (Bahia), a proposal having been made to use the gas in the manufacture of Portland cement. Undoubtedly the most important fact in the 1944 activities was the visit by two outstanding petroleum geologists, who had the opportunity to examine some of the principal areas and reported their opinions to the Brazilian Government. By special courtesy of the U. S. Government, Mr. E. DeGolyer spent a few weeks inspecting the gas and oil fields of the so-called "Reconcavo" of Bahia (a large tract surrounding All Saints Bay, on whose shore lies the city of Salvador) Later he exchanged ideas with Colonel Joao Carlos Barreto, President of the Conselho Nacional de Petrolco, as to the most adequate measures to develop production. Considering the oil problem in the southern part of Brazil, in the sedimentary belt including formations from the Devonian to the Triajsic, Mr. DeGolyer suggested a visit there by Mr. Lemis MacNaughton. The latter traveled during the months of June, July and August, accompanied by Brazilian geologists Avelino de Oliveira, Vice-president of the Conselho Nacionial de Pctroleo, Pedro Moura, Annibal Bastos, Burdot Dutra and J. Felicissimo, and verified the actual possibilities of the region, thus confirming the opinion of Pedro Moura, Avelino de Oliveira and Froes Abreu as to the advisability of thoroughly prospecting the south of Brazil. It is to be hoped that on the recommendation of these proficient American experts the Brazilian Government will take the necessary measurcs to carry out a complete search 01 such areas, which hitherto have been unsuccessfully drilled because knowledge of the structure was not adequate. The old Government policy of monopolistic essence has now given way to the more enlightened tendency of reconciling official action with private enterprise, which should in no way be curbed but rather encouraged. Such trend is heartily welcomed by financiers and technicians alike, who realize how indispensable is the cooperation of private capital, both national and foreign, in

Major William R. Grunow, in a brief account off his military services, says: "I take pleasure in informing you that since my return from France I have been stationed at Camp A. A. Humphreys, Va., and am now on duty as a Senior Instructor at the Engineer Officers' Training School. While in France, I served as a company commander in the 305th Engineers and was later ordered to return to the United States for assignment to new troops. Upon arrival in the United States, I received my majority." P. F. Rodegerdts gives us the following account of his military service: "I enlisted in the Naval Reserve Flying Corps in San Francisco on Feb. 12, 1918. On February 10, I was ordered to Cambridge, Mass., where I was enrolled for the course in technical aircraft construction given at Massachusetts Institute of Technology. After successfully completing the course of instruction, I spent six weeks in practical construction of seaplanes at the Curtiss aeroplane factory in Buffalo. Following this, I was assigned to active service at Akron, Ohio, on June 22, 1918. At the same time I received my commission of ensign U.S.N. R.F. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial.
