Recent litigation in Pennsylvania between three coal-mining companies and a private water company resulted in the payment by the coal companies of the equivalent of about $500,000 to buy a new water supply to replace that which had been damaged by acid drainage from strip mining. An investigation of the relevant facts indicates that the water could have been treated by spending about $40,000 on equipment and $15,000 yearly for chemicals, labor, and power until the contamination could be reduced about 80 pct. The water company's supply, furthermore, had deteriorated largely by reason of dry weather before stripping was begun by the coal companies. Payment to the water company should not have exceeded $300,000 and could have been as low as $100,000. Strip mining of coal is common in Pennsylvania. The most important objection to it in Pennsylvania is generally acid pollution of runoff water. An outline of the methods, therefore, that could be used to reduce such pollution, to compare acid-contaminated waters, and to treat such waters to make them satisfactory for public and industrial use is worth-while. The watershed of the West P~M Water Co. covers about 4.5 square miles, 20 miles west of Pittsburgh, and has two 90,000,000 gal reservoirs sup- plying about 1,300,000 gal daily for public and industrial use of which 450,000 gal daily are for two railroads. The pollution arises from weathered derivatives of typical "Coal Measures"

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

Surface mining operations typically require run-of-mine material to be sized for further processing. In-pit crushing facilities serve this need, as stationary, semi-mobile or fully mobile units. Although in particular fully mobile crushing facilities have been in use for over half of a century, other surface mining techniques have typically been implemented. However, with increasing operating costs in truck and shovel operations, and other economic considerations, mobile crushing plants are increasingly a viable option. The operational and economical parameters in relation to the optimal surface mining equipment selection will be reviewed. The role of the mobile crushing technology within the continuous vs. noncontinuous surface mining operation and basis for mine planning are also discussed. Current applications and respective case studies will be reviewed. Key performance indicators will be presented. These performance parameters can be viewed as a tool to aid in the equipment selection process. The future direction for further research and development in mobile crushing facilities will also be presented.

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. Reference is made to the operating experience of contractors at a number of sites and feedback from the resource companies as managers of the projects.CITATION:Connelly, D, 2013. Although trace amounts of Indium are found in many ores, commercial production of the metal has come almost exclusively from residues, flue dusts and slags generated by Zinc recovery operations. Our paper attempts to summarize the various approaches used to recover Indium from these by-products. Some comments on production and price trends are included as well as our views on future availability.

The properties of crude petroleum continue to interest the Bureau of Mines and constitute an important phase of its major studies on the mineral resources of the United States. The Bureau's interest in the subject has been intensified by frequent requests for information on the characteristics of crude petroleum from various producing fields. Since its inception the Bureau of Mines has collected and analyzed samples of typical oils and at present has surveyed and classified crude petroleums from nearly all the known oil fields of the Western Hemisphere. Results of these surveys have been presented in various Bureau of Mines publications. (See bibliography, appendix A, p. 145.) The nature and comparative value of crude oils from various countries and the extent to which these oils may be considered potential competitors for markets are of manifest importance to the petroleum industry in all lands, largely because all crude oils, wherever produced, are either actual or potential competitors for a market with all other crude oils. The numerous discussions of foreign production of oil that have appeared in the technical press in the past indicate the great interest of the United States in this subject.

"Automated mining systems are increasingly being seen as a key requirement for a productive mining operation in the future. The importance of an integrated communication network infrastructure to support such systems is growing.This paper outlines the introduction of automated mining systems in large conventional mines as well as their growing role in block cave mines currently operating or being developed. The paper will then focus on a case study of how the communication infrastructure is fundamental to the operation of such systems and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation system within the overall mine operation.Mining operations already embarking down this road are discovering that the required network must be based on a true enterprise level architecture to not only enable the mine’s current plans for remote and automated mining, but also provide a scalable and integrated platform for future developments and requirements. The emerging issues for the communication network to truly support automation systems include: increased complexities of operating and maintaining multiple networks integration issues with disparate systems problems with reporting particularly as demands for corporate reporting and compatibility with enterprise systems become the norm ongoing management challenges, which will only increase with the proliferation of new technologies.The paper will explore how certain mining operations are addressing this by adopting a long-term strategy for automation deployment, which includes laying the necessary foundation architecture to meet their current requirements, while supporting their future visions for the fully automated mine.CITATION:Paine, R and Kent, D, 2014. High stress in rock masses can cause significant instability problems such as squeezing deformation in soft rock and rock bursts in hard rock. The support system applied in burst-prone areas in high-stress conditions is required to be able to carry high load and accommodate large deformation of the rock mass without experiencing any serious damage. Yielding support systems are promising to provide support for both squeezing and burst-prone rock mass encountered in mining or tunnelling at depth. They are ideally strong and stiff initially and then ductile after yielding (Potvin and Hadjigeorgiou, 2020). With respect to support design, a ground support system has to create a safe working environment under both static and dynamic loading conditions by providing the functions of reinforcing, retaining, holding and connecting elements (Cai and Kasier, 2018). Rigid rock bolts and cable bolts perform reinforcing and holding functions of a ground support system. In highly fractured ground or with large excavation spans (eg at roadway intersections or in caverns), unstable ground depth can exceed the length of typical rigid rock bolts (ie greater than ~3.0 m). In such cases, flexible cable bolts are needed to tie the reinforced and retained rock mass back to deeper and more stable rock. The flexibility of cable bolts allows anchor lengths greater than the tunnel opening that would otherwise restrict rigid bolts. Cable bolts also offer higher strength to weight ratio, with tensile strengths 2–3 times that of standard rebar bolts. This high strength comes at the cost of lower strain tolerance, typically around 5–7 per cent at break. Despite the lower strain tolerance, cable bolts are often used as dynamic support in demanding burst-prone ground conditions. The lower strain tolerance is compensated by allowing sufficient free length for stretching or incorporating a yielding device. There are a number of dynamic cable bolts available on the market and a number of testing campaigns have been undertaken to quantify the dynamic performance of these cable bolts. This paper reviews the existing range of dynamic cable bolts and discusses the potential areas for improvement and further research.

Introduction Research concerning all phases of hoisting practice, but more particularly the causes and prevention of hoisting rope deterioration and the improvement of safety dogs 158 for shaft conveyances, has been carried on intensively for the past three years in the Province of Ontario. Prior to the hoisting accident at the Paymaster mine on February 2nd, 1945, there had been no fatalities in the Province due to a hoisting rope failure. It was probably on this account that little original research on hoisting problems had been undertaken here and that the mining industry had been content to look to British, South African, and United States investigators for new developments in this field. Except for the Paymaster accident this might still be the case since, in any industry, it is apparently necessary for a serious accident to occur before any extensive programme of preventive research is launched. When this accident occurred, the Government of Ontario, with the close co-operation of the Paymaster officials and the mining industry as a whole, took immediate steps to determine the cause. A five-man, non-industry committee, selected from the Faculty of the University of Toronto with Dean C. R. Young as Chairman, was appointed by the Government, and a three-man Committee consisting of R. D. Parker, General Superintendent of the International Nickel Company of Canada, Limited, R. L. Healy, General Manager of Wright Hargreaves Mines, Limited, and R. E. Dye, General Manager of Dome Mines, Limited, with the latter acting as Chairman, was appointed by the Ontario Mining Association.

"The U.S. Bureau of Mines (USBM) established on August 15, 1983, a Generic Mineral Technology Center (GTC) for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRls) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRis at Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through researching and advancing the fundamental understanding of all aspects of respirable ~~9t associated with mining and milling and the interaction of dust and lungs. Other Center activities include the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications in the respirable dust area. IntroductionExposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration.The stated objective of the Federal Mine Safety and Health laws is to"" permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease ."" Significant progress has been made in lowering the dust levels in mines since the inception of the Bureau's respirable dust research program. It is generally agreed that mines are less dusty today than they were a decade ago. However, the most serious hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found."

"There is an ever-increasing demand these days for efficient methods of removing metals from solutions especially for selectively recovering a particular metal from a mixture of metals in solution.Up until the mid l 930's the only methods widely practiced for such separations involved precipitation techniques or electrolysis. Both these methods have limitations and indeed can only be used for certain metals.It is only within the last 40 years or so when synthetic ion exchange materials became available that chemists in industry and universities have been able to apply ion exchange techniques to a wide variety of separations that not only would be impossible by precipitation methods but which are now achieved with much greater efficiency.Ion Exchange TechniquesIon exchange is a unit process that can be applied using either liquid ion exchangers or solid resin particles. Liquid ion exchange - or solvent extraction as it is often referred to - is used in a number of special areas dictated mainly by the nature of the separation.On the other hand, ion exchange resins are much more widely used and consequently a great deal more is known about their application to a variety of metal separations.In both systems there is a loss of the ion exchange material which in the case of solvent extraction results in hydrocarbons going to waste. The ion exchange resin systems lose resin in the form of small particles, referred to as ""resin fines"", and these are insoluble.The loss of liquid ion exchanger is due to the fact that it is slightly soluble in water and consequently the loss is a function of the volume of liquid with which it comes into contact and is not related to the amount of metal processed."

"The economic and strategic importance of PGE bearing deposits is fuelling renewed exploration and development efforts in the precious metals mining sector.This paper presents a review of the various techniques used in the processing of PGE bearing ores, from primary benificiation to processing routes for the different flowsheets that have been developed amongst current producers. Recent innovations such as preconcentration of ore using gravity separation, recent trends in flotation circuit design and the development of hydrometallurgical routes for the direct treatment of flotation concentrates without the need for smelting will be discussed. Data from recent projects will be presented to illustrate common characteristics of PGE ores and concentrates.INTRODUCTIONThe six platinum-group elements (PGE): ruthenium, rhodium, palladium, osmium, iridium and platinum, together with gold and silver, are considered to be ""precious"" metals. The recent spike in platinum and palladium prices coupled with the projected increase in demand for the metals has fuelled a spate of exploration and new projects in the PGE sector. Historically primary producers of PGE metals have controlled the flow of information relating to the mining and processing of these ores into the public domain. Very little published information relating to individual operations and processes is available in comparison to the abundant literature relating to other metals.The purpose of this paper is to provide a general overview of the issues relating to the processing of PGE ores. Each topic discussed could easily be the topic of a paper or book and so in many cases only the surface of the topic will be scratched. An attempt has therefore been made to provide as many references as possible.This paper discusses the classification and location of PGE ores, the mineralogical factors that affect recovery of PGE's, methods currently used for recovering PGE's and process trends in PGE metallurgy."

The Technology Transfer Seminar on Mine Communications held on March 21-77, 1973, at the Pittsburgh Mining and Safety Research Center, Bruceton, Pa., presented information about recently developed equipment, instruments, and techniques for use in mine communications systems. All of the basic ideas presented in the fine seminar are operational in the Bureau of Mines Safety Research Mine in Bruceton.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health and personnel from Coeur Silver Valley, Wallace, ID, conducted tests using rock strain strips and Split-Set rock bolts instrumented with strain gauges to monitor wall rock strain at the Galena Mine, Osburn, ID. The objective of the test was to identify whether strain on the rock bolts increased prior to a rock burst. Although results were inconclusive, researchers learned that the Split-Set rock bolts yielded in stick-slip fashion in the highly jointed walls of the stope. The bolts were also bent as stress was redistributed following blasting and subsequent movement along joints in the wall rocks.

The interest in spark plasma sintering has been growing considerable over the past few years. This has been brought about by the unique advantages of the process, which include reduced sintering temperatures and times and the production of materials with unique microstructures and properties. Despite its current reputation as an outstanding process that has solved major problems such as nano-powder consolidation, it has so far been largely limited to the manufacture of simple shapes, due to its inherent geometric configuration. In this paper we present preliminary results on spark plasma "extrusion" that can allow the production of extended geometries via electric-current processing. Preliminary results on the processing and microstructure of spark plasma extruded aluminum are discussed.

The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.
