In presenting this paper may I preface my remarks by recognizing the presence here to-day of the many delegates from the overseas mining communities throughout the world. That is to say - those delegates not representative of Companies resident in Australia. This does not mean that my comments following are directed solely to the Australian exporter - far from it. The Company which I represent is internationally based. The experiences we have had in dealing and negotiating with our good friends the mineral cargo shippers vary very little in any operational area. However for the purposes of this exercise this address is based on some of our experiences within the Australian trade scene with the emphasis on the fact that we believe it has application to all trading areas.

At the Tenth International Geological Congress, Mexico, 1906, Waldemar Lindgren presented "The Relation of Ore Deposition to Physical Conditions." Retrospect ranks it as the outstanding offering at that Session and as the most fundamental contribution up to that date on the philosophy of ore deposition. Elaborating thereon in his text-book "Mineral Deposits," Lindgren analyzed ore-forming processes under conditions prevailing from great depth up to surface; explained the nature of deposition in each environment; and developed a comprehensive genetic ore classification, which brought wide acceptance and enriching contributions by many. Since Lindgren's latest edition (1933), have come wealths of material relevant to ore genesis, particularly through amazing renaissance and proliferation throughout science. Current publication regarding ores now emanates largely from a generation caught in pressures of the breathless modern tempo, which tempts scant reflection upon earlier truths. Consequently, today's thrilling output contains not a few offerings that need challenge because supplanting interrelationship and system by what seems, collectively, an assemblage of strange, ad hoc and often self-contradictory concepts. From these latter some merit may eventuate but at the probable cost of present confusion and delayed progress. The following pages, naming numerous post-Lindgren advances, record the conviction, held by many, that Lindgren's philosophy, progressively improved, remains the soundest approach to understanding ore genesis.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. It is becoming evident that traditional methods of econometric analysis are inadequate in estimating-the long-run supply of minerals. Econometrics is limited to extracting estimates from observations of the theory predicts that the least cost deposits will be exploited first.1 The estimation of parameters from past data then must lead to biased projections of the future. Mining conditions in the future will be worse than in the past and it is the impact of the future conditions on cost that we need to know. In this paper we present a methodology for dealing with this problem. We estimate a "cumulative cost" function that yields the long-run marginal cost of mining as a function of cumulative output produced over time.2 This is relatively easy to do for coal mining in the United States where exploration for new deposits is not a major factor in supply. The first step of the procedure relates cost to the rate of output and to the geological conditions of the mine. The second step combines geological information on remaining deposits with the cost function to yield the cumulative cost function. A central theme of both these steps is the interaction of economics with geology. The best deposits are selected first and in each step of the estimation allowance must be made for this fact. The problem of depletion is part of the general problem of structural change. The change through depletion in the nature of the exploitable mineral stock is only one factor that calls for an analysis sensitive to the changing circumstances of the industry. O the American coal man, Australian coal mining most appear to have little, if any, influence on American coal-mining practice and to bear little relation to it. Actually, the relationship has been close, for Australian operators have carefully studied American practice by reading American technical publications, by consulting American engineers, and by visits to Ameriean operations. They have leaned heavily on America for their supply of mechanization equipment and many American mining-machinery manufacturers are active in that country, supplying its needs and furnishing technical assistance. Australia's influence on American coal mining has been obscure and probably negligible. However, it seems reasonable to assume that this influence will increase. The wartime development of air transportation will inevitably bring these two countries into much more intimate contact than existed in recent years. New Technologies, New Challenges and New Opportunities For quite some time now, numerous explosive manufacturers have spent untold man-hours and millions of dollars trying to develop a blast initiation technology that would “once and for all” provide users with what was once believed to be only a theoretical possibility...nominal timing. Zero “cap scatter” (the amount of variation of delay timing from the targeted nominal) has been the industry’s goal ever since delays were first introduced into the marketplace. Just as adding delay time between blast-holes improved blast performance since their introduction, having the wrong delay or a poorly timed blast has proven to be very inefficient and in many cases hazardous. The question of how precise a blast initiation system needs to be still remains unanswered, but electronic detonator systems being used today indicate that significant improvements can be achieved over conventional pyrotechnic detonators. These systems can typically provide single digit millisecond ranges of variability, if not sub-millisecond in some cases.

"A study has been done of the scale-up of laboratory bench-scale flotation to continuous plant circuit performance. It was found that the impellor speed and the air flow rate influenced the results and in this case extreme values of these operating variables were required in order to reproduce the plant rougher results in the laboratory. Despite the experimental uncertainty introduced by these extreme values, it was demonstrated that the plant performance could be predicted and experimentally reproduced with bench-scale tests.IntroductionThe mineral processing industry relies heavily on batch flotation testwork to design flowsheets, evaluate reagent s and compare various types of ore. The batch tests are generally regarded as being directly comparable within themselves, but quite often they relate poorly or not at all to continuous circuits. Obviously this dilemma generates considerable uncertainty with wide-ranging ramifications. One of the manifestations of this unfortunate situation is the commonly expressed opinion that ""it may work that way in the laboratory, but it will never work that way in the plant"".In a previous publication, a method was described whereby the results of batch bench-scale tests could be used to simulate a locked cycle flotation test series. The work to be described here is a continuation of that investigation with an extension to the simulation of an actual plant circuit. It would have been preferable to progress from laboratory batch data to a continuous pilot plant and then finally to a full-scale plant operation. However, because that possibility did not present itself, an attempt will be made to show that the performance of an existing plant circuit can be successfully simulated from batch data. The success of the procedure can be judged by the agreement among the plant results, a locked cycle test and the predicted results based on batch tests."

"Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The paper will also consider the ways in which the cultural and differing economic interests of an aboriginal owner and a large mining company have been accommodated in the both the exploration and development agreements"

The purpose of the work covered by this contract is to develop a means of designing splice connectors which will significantly improve mine trailing cable splice performance. A brief discussion on splice problems is presented as an introductory means and substantiates the need for the development and test programs outlined in this report. Because of the empirical nature of this effort, time has been devoted to explaining the derivations of the test procedures used. Special attention is given to the splice flexing machine which served as the backbone of the test program. In order to familiarize persons with connector terminology, a section is devoted to a glossary of pertinent terms. Various types of cable joints are also defined. The major effort is a connector design parameter study. Utilizing the optimum parameters developed along with the suggested design procedure outlined in Appendix I should result in significantly improved splice performance and thus meet the objectives of this contract. A field test program was instituted for the purpose of insuring adaptability of connector design and associated installation tooling along with a field performance study. During the course of work, other significant factors affecting splice performance were uncovered. Although not covered by the scope of this contract, a brief discussion is presented for the purpose of stimulating interest in what is considered other fruitful areas for improved splice performance.

[Methods s of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century, used Moissen's pyrophoric manganese.3/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. "The authors were tasked with introducing safe and efficient drilling and blasting practices to a small artisanal mine located in the Eastern Province of Rwanda. The current mining methods employed at the mine are inefficient as rockbreaking is conducted utilizing hammer and chisel, or by drilling and blasting with no understanding of the rockbreaking process. The paper discusses the drill and blast cycle, as well as the associated activities necessary to support the mining cycle. The challenges and critical aspects in implementing drill and blast activities are discussed, as well as some of the technical aspects, i.e.drilling pattern, initiation and timing of the blast, and handling of misfires. Ancillary issues such as ventilation, training, communication, effective planning, logistics, and human relations are also examined. IntroductionRockbreaking accounts for 60% of the direct mining costs in small-scale mining. When drilling and blasting practices are poorly implemented the process becomes inefficient and dangerous. The introduction of a proven drill and blast system to artisanal mining offers a number of challenges, with safety being considered the backbone of any sustainable operation and a standard that cannot be compromised.The paper is based on a project at an artisanal cassiterite (tin) mining operation in a small village in the Kayonza District in the Eastern Province of Rwanda. A drill and blast programme utilizing industry best practice was introduced at an underground development end; a raise developed at an inclination of 23 degrees. The underground working is accessed via a 17 degree incline shaft with an operating length of 105 m and serviced by a single drum winder. The winder operates at a speed of about 3.5 m/min hoisting two 1 t wagons from the bottom of the incline to surface for tipping (Figure 1)."

One of the more challenging aspects of the unfolding age of space travel centers about the opportunity for man to use the natural resources of other worlds. The first of the extraterrestrial worlds to be exploited will be the moon. After only a scant few thousand years of scratching the earth's crust, man will embark upon a venture that for centuries has excited the imagination of many (while staggering that of most) and may become a reality within the next decade. There has never been a time when so much money and effort will have been expended to exploit an area about which so little is known. Paradoxically, this effort combines much of the detached objectivity so typical of our analytical time with the proverbial optimism of the indefatigable prospector. As the earliest manned lunar missions will be brief and exploratory in nature, astronauts will not be expected to attempt to exploit any of the possible lunar natural resources. In later missions, with a more extended period of time available for the astronauts to stay on the moon, it may be desirable or even necessary to "live off the land". The resulting exploitation of lunar resources will be intended primarily to reduce the dependence of manned missions upon terrestrial logistic support and to reduce the cost of maintaining lunar bases.

Particles of nickel flash furnace malle (45 per cent i) were oxidized in a dropping-particle furnace. The particles melted and the molten drops simulated those produced by the atomization of molten matte. The partly oxidized droplets were quenched and then reacted with silica flux to form high-grade matte (70 per cent i) and a fayalite slag. This paper describes the experimental equipment and deals with chemical aspects of the investigation such as volatile impurity distribution and thermodynamic considerations. The overall behaviour of minor elements such as Cu, Co, As and Pb was similar to that observed in conventional converting.

The emerging problem of electronic waste has promoted the interest in exploring metal recovery from secondary sources under the umbrella of urban mining. This study presents the physical and chemical characterization of various components present in end-of-life laptops to help ascertain the sites of metallic values and develop sustainable and environment-friendly recycling. The recycling potential of a laptop is evaluated by sequential disassembly, separation, and characterization of components such as body (49.8 wt.%), printed circuit board (9.7 wt.%), hard disk drive (4.9 wt.%), and battery (12.4 wt.%). The printed circuit boards comprise metallic values, majorly copper (25 wt.%), tin (5.8 wt.%), and lead (3.1 wt.%). The precious metals (Au, Ag) with an economic advantage are abundantly present in electronic components such as integrated circuits, capacitors, resistors, and processors. Critical elements such as lithium, cobalt, and rare earth elements are detected in the discarded laptops' batteries and hard disk drives. The recycling potential representing the amount of material that can be recycled in various components, depending on the type, concentration, and purity, is determined in the range of 36–100%. On average, a unit laptop contains~ 386 g of Cu (14.45 wt. %), 49.73 g Co (1.86 wt. %), ~346 mg Ag, ~141.2 mg Au, ~650 mg of rare earth elements (Nd, Dy). This study presents a database for investigating integrated and economical recycling techniques from different components of a laptop, and an overall process flow is also proposed.

The paper presents a study on the oxidation of polymetallic gold ore by oxygen in an autoclave. It presents optimum parameters of autoclave leaching of sulphide refractory ore in self-generated sulphuric acid solutions aiming to get products with favourable technological characteristics from which precious and other useful metals can be recovered. A high partial oxygen pressure (1.5 MPa to 2 MPa), high leaching temperature (190°C to 200°C), pulp density 80 g/L to 240 g/L, ore fraction size 76 µm and leaching time up to 4 hours yield good results in rich ores. The full extent of copper and zinc conversion as well as a high extent of iron conversion has been achieved, while lead, gold and silver and a minor part of iron remain as a solid residue among gangue minerals.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. The material will he presented in three parts. as follows I. United Stares Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Other Foreign Patents. Part I appeared in early 1960. Part II follows.

This report presents a summary of the results of a four-phase program conducted for the Bureau of Mines to evaluate underground mine fire detection systems. In addition, Phase IV is presented in detail. The major accomplishments of this program are: 1) quantification and prediction of the distribution of fire products in a mine pas¬sageway; 2) quantification of "equivalent protection" by fire detectors as contained in Title 30 of the Code of Federal Regulations; 3) definition of detection criteria; 4) design of a detector test program for determining detector spacing requirements; 5) design, construction, operation, and calibration of a fire test apparatus for evaluating mine fire detectors; 6) quantification of several mine fire sources; 7) evaluation of several fire detector types including heat, CO and CO2 gas, and ionization smoke detectors; 8) development of generalized spacing criteria for mine fire detectors; and 9) development of performance specifications. Reports for Phases I through III are included in Appendices.

This report describes in detail the circuitry used in the Automated Time Domain Reflectometry System and the testing and modification done to the system to improve the units performance and consistency. The analog ATDR software is described and explained in detail. Also attempts to implement the same Assembly Language program in a higher level language (PLM) are documented along `h two versions of the PLM program - one which uses a data filtering approach to limit noise and another which uses data averaging to reduce noise. The field testing of the analog and digital ATDR units is described along with the hardware modifications that resulted. The analog unit has been abandoned and the digital unit adopted for most field tests. Tests indicate that the digital units are much more consistent and less confusing for the lay-person to operate. The results indicate that the it can locate an abnormality in a test cable to within 5% of the true location (provided the cable phase velocity is known). The units can consistently locate shunt type faults which are less than 300 ohms and series type faults which are greater than 30 ohms.
