The San Vicente Pipeline project involves the construction of an 8-1/2 foot diameter water pipeline in an 11 mile long tunnel in San Diego, California. The tunnel will be excavated in extremely variable geologic conditions consisting of strong granitic and metamorphic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. This paper discusses the challenging geologic conditions and some of the key design evaluations for the project. Currently design work for the project has been completed and construction will be underway by mid-2005.

DURING the course of an investigation on the high-temperature creep behavior of TD Nickel* (Ni + 2) vol pct ThO2), it was observed that the creep fractures were similar in appearance to low-temperature ductile fibrous fractures and creep ruptures by cavitation. Microfractographs of fibrous ruptures are typically characterized by a dimpled appearance, with second-phase particles frequently found near the bottom of the dimples.'-4 These somewhat resemble creep ruptures by cavitation, in that fracture occurs by void formation, with the subsequent growth and final merging of the voids to form a complete fracture.' It is the purpose of this communication to describe the creep fracture of TD nickel and suggest a mechanism for the rupturing process. The discussion is relevant to material crept to fracture in vacuo at a constant stress of 18,000 psi, over the temperature range 900" to ll00°C. The material used in this investigation was 1/2-in.-diam bar stock supplied by Du Pont, contain- ing 2.3 vol pct Tho2. The final fabrication treatment consisted of -95 pct reduction by swaging followed by a 1-hr anneal at 1000°C. Transmission and replica electron microscopy revealed that the material had a fibered structure with a transverse grain size of -1 µ and a longitudinal grain size of 10 to 15 µ. Selected-area diffraction indicated that the fiber axis was parallel to (00l), in agreement with the results of Inman et a1.6 The thoria particle size varied from 80 to 1000Å, with an average size of 400Å, and the mean particle spacing was about 1200Å. The remarkable structural stability7 was confirmed by annealing for 6 hr at 1300°C (about ' 0.9 the absolute melting point). Transmission electron microscopy revealed that the only structural change was a slight decrease in dislocation density. Furthermore, recrystallization or grain growth during creep has not been observed. All specimens were annealed in vacuo at 1300°C for 3 hr prior to creep testing. Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

Signgareni Collieries Company Ltd. is operating the JK Opencast Project, at Yellandu, with a rated annual capacity of 1.6 Mt of coal with an average stripping ratio of 4.3. This opencast coal project has three working sections, OC-II block, C-Block and D-Block These workings are operating in close proximity to the JR-5 Longwall Shed, 26-Dip Incline, other structures of 26-Dip, and a Township. There were complaints about ground vibrations and fly rock problems caused due to blasting operations, especially in OC-II and D-Blocks. In view of this, studies were taken up to eliminate the problems of ground vibrations and fly rock.

"Factors which affect the separation achieved in a hydrocyclone are discussed and illustrated with graphs of some mathematical relationships.Definitions of separation and sharpness include comment on use of elutriation devices.A plea is made for better evaluation of field data prior to their reporting or use in calculations. Methods of evaluation are suggested, with samples of the relevant calculations.An example of the effect of percent solids errors is given, with computer printout and plotted corrected recoveries.INTRODUCTIONThe range of interest in cyclones runs from a simple demand for classification results to a detailed study of published equations defining cyclone characteristics. Probably this group covers as broad a range and, in an attempt to offer something for everyone, I will begin with general operating comments, then move on to more analytical topics. Ideally, an author would compose his paper after the discussion period, when he would have a better idea of the areas of special interest to his audience.Sor'1e of you may share our incurable fascination with classification, especially as performed in cyclones. It is amazing that such a simple device could be in use for more than 20 years and retain as much mystery as it does. Substantial parts of the mystery have been solved but some remains, to keep up our curiosity. There is at least one valid reason: the unusual compactness of this device, which makes internal observation very difficult. What other unit can you think of which performs such a complex separation between particle sizes, shapes and specific gravities at such high capacity? Retention time in a cyclone is typically 3 seconds!Mutual Agreement - In a cyclone, every parameter of geometry and of operation interacts with every other. In an orderly discussion of individual parameters it would be necessary to repeat, in every section, 11 if all other factors are equal"". Could we agree now, for our mutual convenience, that that phrase is clearly understood between us during the remainder of this paper?"

The distribution of chrome spinels in a magnetically fractionated ilmenite concentrate sourced from the Murray Basin was characterized by XRF assaying, quantitative electron microprobeanalysis, grain mapping, automated mineral phase clustering, and modal analysis. At least 14 distinct chrome spinel types were present in the concentrate. There is considerable variation in the amount of each chrome spinel type present, although a high-Mg, high-Al phase makes up close to 45 per cent of the total spinel population. Magnetic fractionation results showed significant variation in the composition and relative abundance of spinels reporting to each fraction. Low magnetic field strength fractions (ie. high susceptibility grains) were dominated by chrome spinels that are mid-range in Al and Cr. These spinels have the highest magnetite, ulvospinel and Fe(Al,Cr)2O4components. In comparison, the high field strength fractions (i.e. low susceptibility grains) have the majority of the grains with high-Al contents indicating a higher proportion of Mg(Al,Cr)2O4component. Spinels high in a (Al,Cr)2.67O4non-stoichiometriccomponent are absent at low field strengths but tend to be concentrated in the high field strength, non-magnetic fractions. Intermediate field strength fractions tend to exhibit a broad spread in spinel compositional types. A mild roast treatment of the sample had no clear effect on the distribution of chrome spinels between different magnetic fractions, but it did cause a change in the magnetic properties of the accompanying ilmenite grains. The effect of more extreme roasting conditions on the magnetic properties of the chrome spinels is to be determined.

The Piedmont physiographic province of east-central Alabama lies in a humid subtropical climatic zone. Such an area with mature land forms underlain by rocks rich in feldspars provides conditions condusive to development of gibbsite, a major source of alumina; a raw material for which the United States relies on foreign suppliers for 85 percent of its needs. Gibbsite occurs in the northern and inner sections of the Piedmont Province of Alabama in Coosa, Clay, Randolph, Chambers, Elmore, Tallapoosa and Lee Counties in soils and saprolite derived from amphibolites, granites, feldspathic hornblende gneiss and other gneissic rocks. The major occurrences of gibbsite are in areas underlain by hornblende gneiss in Chambers and Randolph Counties. This region provides the proper physiographic and mineralogical setting for large areas containing up to 25 percent of saprolitic gibbsite. These areas provide potential sources of alumina that could be used to meet the United States future needs. Narrow zones and pockets rich in gibbsite also occur in soil and saprolite derived from areally restricted feldspar rich zones of narrow linear amphibolites in the inner Piedmont and feldspathic zones in various granites distributed throughout the Piedmont.

In 1983, U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources in the Carrizo Gorge Wilderness Study Area (WSA). The 14,571-acre WSA, located 42 miles east of El Centro, CA, is underlain primarily by Mesozoic granitic rocks and pre-Cretaceous metasedimentary rocks. Six prospects were found within the WSA and two mines are adjacent to it. Mineral deposits within the WSA have had insufficient development and rock exposures for calculating resources. The WSA contains no identified mineral resources; however, further exploration may disclose gem quality minerals. Two mines adjacent to the WSA, the Pack Rat and Beebe Hole, have produced gem quality kunzite and aquamarine from pegmatite dikes. According to the owners, a significant amount of gem minerals have been mined here in the last decade. Based on past production and the characteristic minerals indicating gem-bearing pockets, additional pockets are likely. Similar pegmatite dikes occur from Mt. Tule to Carrizo Gorge and may contain gem-bearing pockets. Pegmatite dikes also occur in the WSA near Rockhouse Canyon, but contained few of the mineral associations indicative of gem-bearing pockets. Manganese occurrences north of the Beebe Hole and Packrat Mines and within the WSA contain low concentrations of manganese. Significant sand and gravel were not identified. There is no evidence of deposits of oil and gas, or geothermal energy.

In order to derive the population distribution of gold nanoparticle morphologies as a function of size, highresolution electron microscopic (HREM) observations and structural analyses were done for over 4000 particles (3-18 nm) grown by an inert gas aggregation (IGA) source using helium. To obtain structural features threedimensionally and not to skip high-contrast images, twenty photos were taken for each particle by changing tilting angle of a specimen holder in combination with the through-focus procedure. For the reliable structural determinations, HREM images and their tilting sequences were directly compared with multislice-simulation results for icosahedral, decahedral and face-centered cubic morphologies, and finally the population distribution of each morphology was obtained as a function of size. In the present sample, icosahedral particles were dominantly populated over the whole observed size range and decahedral particles with non-spherical truncated bi-pyramid shape were secondly dominant. Even though a large number of sampling has been done, few crystalline particles were observed.

"Effect of mill speed on grinding kinetics has been investigated with a view to using mill speed as a manipulated variable for control and optimization of the grinding circuit performance under variable ore hardness conditions. Dry and wet batch grinding tests were carried out for quartz, limestone and cement clinker in a 29 cm x 18 cm laboratory ball mill. Mill speed values selected were 55 and 70% critical. In the case of dry grinding operation, with an exception of quartz, for all materials studied the effect of mill speed on grinding rate was found to be insignificant for sizes finer than about 35 mesh. In the case of wet operation, grinding rates were found to be approximately proportional to the mill speed. The implications of these results are discussed.INTRODUCTIONIt is well known that mill speed has a considerable effect on the grinding rate of the ore particles l-3 For particles of a given size there is an optimum speed at which mill grinding efficiency is maximum (i.e. specific energy consumption is minimum) 3•4. Mill speed can, therefore, be effectively used as a manipulated variable to deal with the disturbances arising from changes in the size and hardness (grinding rate) of the ore being fed to the grinding circuit. Though, it has not been the case so far, with recent developments of ring motors2 and frequency inverters5 a continuous variation of mill speed has now become feasible, and it is expected that mill speed control will soon be a regular feature of plant operation2,6."

The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

"Pre-concentration of precious metal and base metal ore types is becoming more relevant with the discovery, development and operation of many lower grade deposits around the world. The fluctuations in metal prices and currencies expose many mines to risks especially dealing with low and variable ore grades. Pre-concentration, the process of concentrating the valuable metal into a smaller mass yield, effectively results in the introduction of higher feed grades to milling circuits. Gangue rejection, the removal of lower S.G. waste rock from the circuit, not only results in higher downstream grades but also potentially removes harder, non-valuable mineral, providing significant power savings within the circuit. The pre-concentration or ‘gangue rejection’ process offers a number of benefits when considering the treatment of marginal ore deposits, especially if it can be performed at a coarse crush size; these benefits include a reduction of the operating costs and the feed of more metal units to the mill. Gekko Systems has effectively utilized the Inline Pressure Jig (IPJ) to pre-concentrate the valuable metal, achieving high primary recoveries into a range of mass yields resulting in upgrade ratios between 2 and 10 times. This paper explores: the benefits of pre-concentrating ‘marginal’ ore deposits prior to the milling circuit; the selective rejection of ore types that may affect either the recovery or comminution process; and also looks into the potential to effectively reduce the ‘cut-off’ grade when considering the mine planning process. Case studies of projects using the IPJ to pre-concentrate and reject gangue are also included. Pre-concentration and gangue rejection provide the potential to develop marginal ore deposits, thus providing higher grades, less gangue and more metal at a lower operating cost to producers."

This document is Volume II of a two-volume report on underground and surface coal mine fires occurring between 1950 and 1977. Volume I discusses the methods of data acquisition, data analysis procedures, results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of coal mine fires during the period from 1950 through 1977 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 14 indexes keyed to the master list and annotated bibliography. The appendix contains three different parts: o The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires) o The annotated bibliography of journal articles about selected fires from the MSHA bibliography o A listing of non-reportable fires (one section each for underground and surface mine fires) Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

In 1985 at the request of the Bureau of Land Management, personnel from the U.S. Bureau of Mines examined a 27,680-acre portion of the 30,420-acre King Hill Creek Wilderness Study Area (10-19-2) in order to evaluate the mineral resources. The study area, in southwestern Idaho, is underlain by Tertiary tuffs and basalt. There are no known mining claims or prospects in the study area, and no mineral resources were identified. The Volcano mining district is immediately north, but mines there are in granitic rock which does not crop out in the study area. Oil and gas leases were offered for land in the southern part of the area, but no applications were filed, and the lease offering was withdrawn (1985). INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the King Hill Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

Black lung disease, or paeumocomosis, is a serious health hazard for workers working in a coal mine. Though the exact cause of black lung disease is not known, it is certain that prolonged inhalation of fine coal particles, ever present in the mines, does give rise to black lung disease. For a long time, it also has been known that limestone applied to coal dust mine surfaces tends to hold down coal dust thus preventing it from refloating in the air of the coal mines. Since the humidity in the mines may be generally high, this also might be an important factor in the particular substrate system behavior. Fine solid particles stick to other particles and surfaces very indiscriminately. The term adhesion is used for the phenomenon of attachment of particles to surfaces whereas cohesion is used for the phenomenon of attachment of particles to each other. The measurement of the force of adhesion of coal particles to coal substrates presents a great problem, especially in the case of particles in the size range of a few microns. These micron sized particles are at the limit of the resolution of the optical microscope and therefore an electron microscope has to be used for this purpose. The forces of adhesion between these particles and substrate may be very strong and can exceed the weight of the particle by four to five orders of magnitude.

"The outlook for Eastern Canada is decreasing coal production over the next few years; however, a reappraisal of the long-term requirements and increased prices of coal could lead to a revitalizing of the industry. The market for Western coal is expanding and is expected to exceed 50 million tons per year in the metallurgical and thermal power fields. Western coal reserves are currently estimated at 119 billion tons. Technical developments in Eastern Canada include a shearer and gate-end support system to mechanically cut the stall and brushing at the tail-end of a longwall. In Western Canada, the most modern equipment is used in mining, beneficiating and shipping coal. Results to date on the underground hydraulic experiments exceed expectations. The importance of reclamation is recognized and plans have been made to restore and re-vegetate disturbed areas and mine dumps. In Eastern Canada, experiments were started to determine the feasibility of coal reclamation from mine dumps, including one dump that is on fire. The Mining Research Centre, Mines Branch, continued to conduct research work oriented toward solving Canadian mining problems The Western office of the Centre, opened in 1970, was set up primarily to study problems associated with a resurgent coal industry."

The investigations recorded in this bulletin were conducted by the Pacific Coke & Coal Co. in cooperation with the United States Bureau of Mines and the University of Washington. They cover one phase of a comprehensive investigation to determine whether coals from an extensive, undeveloped area of Pierce County, Wash., can be used in the manufacture of coke for the iron blast furnace. The completed investigation had three parts: (1) A geological survey of the coal property, (2) washing and crushing tests of the coals, and (3) coking and by-product tests. The geological survey, which was not conducted in cooperation with the Bureau of Mines and the University of Washington, included systematic tracing of the coal beds by test holes throughout the property, except some portions covered by an impenetrable layer of glacial drift. By this means all of the beds were correlated, their thickness and general character were determined, and tonnage estimates were made. Only such parts of the survey results as are necessary to a full explanation of the investigations described herein are included in this bulletin.
