THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

Five sewer connections were required to divert Combined Sewer Overflow (CSO)from existing outfalls to an old underutilized large diameter brick sewer (the Easterly Interceptor). The connections were part of an on-going CSO control program by the Northeast Ohio Regional Sewer District (NEORSD) in the City of Cleveland, Ohio. Each connection was made by pipejacking and hand-mining a fiberglass-reinforced polymer (FRP) pipe through soft glaciolacustrine clays and silts. Jet grouting was utilized to stabilize the soils and fill the voids surrounding the interceptor prior to making the underground connection. Reinforced concrete liners were constructed inside the aging brick sewer to provide structural stability during ground improvements and connection work. The project also involved micro tunneling two approximately400 foot lengths of FRP pipe through soft ground using a slurry pressure balanced machine.

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies, and loss of wildlife habitat as a result of mining, industrial activity and urban sprawl. Over the past three years, a diverse group of educators, natural resource managers and business leaders has been assembled under the auspices of a local college to provide unique natural resource education opportunities for the region. By leveraging the collective experience of these present generation natural resource professionals, the Mojave Sustainability Project hopes to provide the next generation of professionals with that knowledge and those technical skills upon which tomorrow’s community can rely. This paper is a case study of how partnerships between academia, government, industry and the community can serve to address the regional social, environmental, and economic needs of today, while investing in the development of those professionals who will balance these needs tomorrow.

An unprecedented expansion of the global zinc industry is currently under way. While most new projects and plant upgrades remain committed to traditional processing technologies, recent advances in zinc solvent extraction (SX) have created opportunities for new process routes for both primary and secondary materials. The first commercial plant to use zinc SX for the mainstream processing of a low-grade ore is under construction and promises to become one of the lowest cost zinc producers. Several other oxide and sulphide projects in various stages of feasibility are considering the inclusion of SX in their process flowsheet. Zinc SX has also proved advantageous in the reprocessing of secondary materials, particularly for the treatment of zinc residues and furnace dusts. This review focuses on recent installations and projects underdevelopment that feature zinc SZ as the key separation step.

This brief discusses the installation and application of sleeved piles of two different types for two different projects, the W, Seattle to Harbor Island Swing Bridge Project and the Seattle Access Project. A description of these relatively novel piling systems is given, as well as some notes on their installation and application. As implied by the term "sleeved" these are piles which consist of two piles, an inner pile combined with an outer concentric sleeve pile. Background, Swing Bridge The Swing Bridge project is virtually unique in the world in that it is a "lift and turn" swing bridge. It is also a concrete, cast -in-place segmental bridge which is designed to be moveable.

In 1933, R. paris1 published a phase diagram for the entire Mg-Ca-Zn system. He reported the existence of a ternary intermetallic phase, Mg5Zn5Ca2, which formed a quasi-binary with the magnesium solid solution. Since then, no extensive work has been reported on the system. Recently however, indications of the existence of a second ternary in-termetallic phase in equilibrium with the magnesium solid solution led to a reinvestigation of the solid phase equilibria involving the magnesium solid solution. The 335°C (635°F) isothermal section was chosen for study. Metallography and powder X-ray diffraction were selected as the best mutually corroborating methods for determining the solid phase constitution. Seventy-six alloys were prepared from singly sublimed (99.95 pct) magnesium, electrolytic (99.95 pct) zinc and USP calcium. The analyses of some of the alloys are shown in Fig. 1. The alloys were melted in a graphite crucible under a chloride flu and chill cast in a split graphite mold. Dif-fusion couples (see Fig. 2) were prepared by casting molten Mg-20 wt pct Zn alloy around a cylinder of Mg-30 wt pct Ca alloy. The alloy samples and the diffusion couples were sealed under argon in Pyrex vials and annealed in a furnace capable of controlling within 1/2°C of 335°C. At the conclusion of the anneal, the alloy samples were quenched in ice water and the diffusion couples were air cooled. Procedures standard for magnesium alloys were used for metallographic examination. Powder X-ray diffraction patterns were taken on a G. E. camera with a 14.32 cm dim using nickel-filtered copper radiation. The redetermined 335°C (635°) section of the Mg-Ca-Zn phase diagram is shown in Fig. 1. Geostatistical methods have become well established in the last two decades for the evaluation of ore reserves in base metal, industrial minerals, coal and gold deposits of the Witwatersrand type. However, there has been considerable debate about the applicability of geostatistical techniques when applied to vein-type gold deposits with hydro or epithermal mineralisation. The main problems stem from a lack of spatial continuity and the highly erratic sample values that characterise these deposits. This paper reviews some of the current geostatistical techniques that are applied to the evaluation of gold prospects.

Mining is increasingly occurring near or below the water table. This has led to a higher rate of handling problems associated with increased moisture and increased adhesion, which lead to a higher rate of blockage events within the materials handling chain. Typically, these ores and minerals are known as ‘wet and sticky materials’.Currently there is very limited knowledge and/or methodologies for effective design of efficient materials handling systems when it comes to handling wet and sticky materials. However, there is one major parameter that significantly affects handleability of a wet and sticky ore; namely, its moisture content. Flow property testing has shown that when moisture is reduced, the adhesive properties of the ore are also significantly reduced, thereby increasing ore flowability.The research embodied in this paper investigates the moisture reduction rate through a loose packed bed of iron ore using dry, ambient temperature airflow. A comparison of the predictive capabilities of a proposed drying model to data obtained from on-site experiments using iron ore fines is made. Building on an assumption made by Hukill (1954), a second term has been proposed to account for rewetting effects in the drying process. "The last 25 years have seen tremendous economic pressure placed upon the base metal processor. Industry has responded with technological innovations that have contributed to significant reductions in capital and operating costs. Major changes in processing machinery and philosophy are highlighted for the main unit operations of a base metal mill. Changes in our attitudes on what is environmentally acceptable are also discussed.INTRODUCTIONNewton's law of motion paraphrased states that nothing will change unless there is a pressure to do so.Aase metal processing as a primary commodity related industry has been under severe economic pressure over the last 25 years. This has been brought on by over capacity from new operations in the L.D.C. 's, through material substitution in a host of traditional base metal applications and generally reduced world-wide economic activity. In addition to shrinking markets our collective environmental consciousness has raised effluent standards and workplace hygiene and the employee's as well as government's economic expectations of how much ought to be derived from ''nature's riches''.Industry has responded with technological changes which, it was hoped, would counteract the cost squeeze in which it found itself.I would like to briefly enumerate the major changes, as I see them, that have taken place in the main unit operations that form the normal processing chain for base metals.While the following paper will mention several brands of products, I would like to emphasize that these are the ones that I am most familiar with and is not to say that they are the only manufacturers which have contributed to changes. In fact it ls fair to say that all makers of mining and processing equipment have made improvements to their products, to a greater or lesser degree; they have had to, to still he in business in 1986."

To improve the ventilation of large-opening under-ground stone mines by using stoppings made from stone left in place. Background Underground stone mines typically use large room-and-pillar openings with little ventilation control. Stone miners may be exposed to contaminants that include silica dust, diesel particulate matter (DPM), exhaust gases, nuisance dust, and face shot (blasting) fume gases. The health risks from breathing these fine particles and toxic organic materials are well documented. Although contaminants such as dust or diesel exhaust can be some-what controlled at the source, the escaping contaminants are often diluted and removed from work areas using ventilation with minimal controls. In many cases, current mine ventilation practices use trial-and-error techniques to improve ventilation. The growing realization of the importance of a healthy work environment along with increased regulations will require many stone mines to implement new ways to improve ventilation. In-place stone stoppings are one option. Mine air flows from one point to another because of a pressure differential between those points. This pressure differential is established using a mechanical fan in conjunction with separations (stoppings) between high-pressure (intake) and low-pressure (return) airways. The separation of intakes and returns is an important concept that is used in most other types of mines. Normally, air moves through underground stone mines with minimal control technology. Fans are placed in locations where they are thought to be most beneficial, and intakes are not separated from returns. In a few smaller underground stone mines, proper ventilation can be achieved with a few strategically placed fans. However, as these mines increase in size, moving adequate quantities of air through-out the mine becomes harder, and separation of intakes and returns becomes a problem. Building traditional mine stoppings to separate the intake and return airways in entries with a cross-section area often exceeding 800 ft2 is difficult. The stoppings must be able to withstand both the dynamic pressure from face shots and the static pressures created by the fans. Construction and maintenance difficulties, as well as high costs, are the main factors preventing these traditional mine stoppings from gaining wide acceptance by the stone mining industry.

Mining companies have traditionally organized their structure around a scheme easy to manage: Mining Department and Mill Department. In a challenging landscape for mining, with decreasing grades, increasing rock hardness and more expensive energy, this way to organize departments has resulted in internal disputes and often contradictory targets between both mine and mill. These compete for individual, separated budgets whose Key Performance Indexes often damage each other’s output. The results are increased total production costs and reduction of profits. Some companies have completed the first step in eliminating these inefficiencies by creating Fragmentation Engineers and Fragmentation Superintendents. With all the knowledge available on the overall fragmentation process and costs, in this document an overhaul of the traditional management structure is proposed. Is a step further Mine-to-mill and mine-to-leach programs. Since comminution is the most expensive step of the mineral exploitation, it should be taken as a whole, not divided into competing departments. Thus, mining departments should be re-grouped into: transportation, fragmentation and flotation.

This contribution focuses on the role of stress analysis for mine planning and the selection of suitable computer programs for the task with special emphasis on coal mine pillars. In this regard, barrier pillars that defend a set of five main entries at the Crandall Canyon coal mine in central Utah were formed during extensive longwall mining north and south of these main entries. Numerical analysis for ground control guided the mine planning and permitting. Retreat mining of pillars led to disastrous events August 6 and 16, 2007, with the loss of nine lives. A most difficult lesson taught by the Crandall Canyon tragedy is the need for education in the selection and use of computer programs for pillar design. Much of this contribution is taken from a report prepared for the Mine Safety and Health Administration (Gates, et al, 2008). Details appear in Appendix Q of the report (Pariseau, 2008). The Crandall Canyon mine is about 16 miles west of Huntington, Utah, in the Wasatch Plateau coal field. Geology of the Wasatch Plateau is described by Doelling (1972) as gently dipping Cretaceous sandstones, mudstones, coal seams, and shales. Joint systems are present in strata above and below coal seams where cleat systems are present as described by Hucka (1991). Several major fault systems transect the field and form grabens with 450- 760 m of drop. One such structure is Joes Valley fault that crosses the Crandall Canyon mine. Mines in the Wasatch Plateau are generally developed from outcrops in steep canyon walls. Overburden increases rapidly as mining progresses into the plateau; mining depth varies with topography between 450 and 600 m in the region of interest. A stratigraphic column derived from a borehole into the mine is shown in Figure 1. There are 11 layers in the column.

The literature contains little thermodynamic information regarding inter-oxidic compounds of the ferroalloy elements and, as a result, thermodynamic considerations of extractive and utilization processes involving these elements have been hampered. As part of a Bureau of Mines program to improve this situation, this paper reports the heats of formation of three calcium vanadates and two magnesium vanadates. There were no previous similar data for any of these compounds. The experimental method was hydrochloric acid solution calorimetry, using calorimetric reaction schemes involving the vanadates and their component oxides. The results were expressed as heats of formation from the component oxides and from the elements. Corresponding free energy of formation values were calculated. The data show that the calcium and magnesium vanadates are stable with respect to all possible decompositions in which vanadium remains pentavalent. This conclusion is similar to the one drawn by Koehler6 for three sodium vanadates.

Increased mechanization .of coal mines has emphasized the need for study of actual power requirements of the various machines employed in the production of coal and losses in the distribution of power to these machines. These studies are being made in order that hazards, excessive use of power, and high maintenance cost of equipment resulting from these losses may be analyzed and eliminated where possible. Research on the use of electric power in-coal mines was suggested by the Advisory Committee of the Bureau of Mines in 1937, and it was decided to begin with a study of individual machines of various types under operating conditions in modern coal mines. The transmission of power, particularly line losses and inadequate return circuits, should be a part of the investigation. This report presents some of the data of an initial study in commercial mines. ACKNOWLEDGMENTS The superintendents, engineers, and other officials of the two mines studied cooperated fully and aided in setting up and transporting the test equipment, giving such information as was requested.

This paper describes the successful management and construction of the 5.18 m (17 ft) diameter, segmentally lined, North Dorchester Bay CSO storage tunnel in Boston, MA. This 3,300 m (10,830 ft) long tunnel was mined through variable soft ground with only 6 m (20 ft) of cover, using an earth pressure balance tunnel boring machine. These extensive data collected from the projects unique automated and internet accessible geotechnical and TBM monitoring system, will be examined and used to explore the relationships between geological conditions, TBM operating parameters and measured settlements. The paper will also discuss the use of screw revolutions as an indicator of muck volume.

Macraes Mining Company Limited operates a 2.1 million tonnes per annum gold processing plant at Macraes Flat, Otago. This uses a conventional CIL route to treat oxide ore, and a flotation, grind, CIL route for sulfide ore. This paper describes the design and operation of this process plant.
