This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

Falls of ground have historically been the main cause for fatalities in underground mines. Although recent advances in technology have reduced the number of such accidents, when failures occur they usually result in severe consequences. Risks of rock falls, use of heavy machinery and electrical apparatus, entry to confined spaces, working in noisy and dusty environments, and working on unstable platforms are some of the hazards in ground control operations. Managing these risks requires a management regime involving strict adherence to operational codes of practice and an enshrined culture of safety. These should be subsequently reinforced through active participation of management, systematic training, and stringent internal and third party auditing. Accident reports show that the major contributing factor in most rock fall accidents is the failure to adequately manage known risks due to the lack of a systematic process. OHSAS 18001 (Occupational Health and Safety Assessment Series) is an international occupational health and safety management standard specification to develop occupational health and safety at the workplace. This standard is intended to help mine operators control occupational health and safety risks. Addressing the requirements of OHSAS 18001 can be a complex and demanding task. A comprehensive guide for efficient and accurate implementation of this standard is provided in this paper. The discipline can be used to establish an accountable management system foreground control activities in underground coal mines. The paper also provides guidelines for preparing necessary documents, devising safety policies, procedures, performing risk assessment, and handling instructions. Finally, the paper concludes by providing a sound analytical basis in terms of the creation of a robust safety management system foreground control operations in underground mines. Full benefits of implementing an effective and systematic operational health and safety management system are illustrated. The procedure adopted and prescribed in this paper can be used in all underground coal mines where lack of appropriate ground control practices can create deficiencies in both safety and productivity.

By sharing my experiences I want to encourage you to consider your own experience with leadership, taking on change, learning from and contributing to the development of others.I have been very fortunate to be part of many new innovations into underground mining over the past 40 or so years; most of it with Conzinc Rio Tinto Australia (CRA)/Rio Tinto operations.•From hand-held drills and a homemade single boom Jumbo mounted on an old Airtrak, to the sophisticated twin boom jumbos with high speed drifters all controlled by an on-board computer;•from a Scraper winch and a Wagner 2D loader to fully automated electric LHDs that navigate to the tipple, empty the bucket and return to where they come from;•from hand-held cut-and-fill and timber stoping in Broken Hill to the bulk mining methods of a block cave where at Northparkes we mined more ore in a month than we mined in the total five years of operations at Currawang;•from hand-held scaling and bolting with no skin protection to installing ground support with Jumbos and sophisticated Cable Bolters and the introduction of in cycle shotcrete;•from hand-held ladder rising and shaft sinking to Box Hole rigs, Raise Bore Machines and Blind Hole shaft sinking; and•from Gelignite based AN60 stick explosives, ANFO, fuse firing and half second detonators to Powergel, Emulsions and electronic computer programmed detonators that can somehow be initiated by ‘Blast Ped’ travelling through the rock.

An amphoteric collector was tested for dolomite removal from phosphate ore. The effects of some operating parameters and their significance on the flotation of dolomite were studied using statistically designed experiments. The parameters studied were impeller speed, pH and collector dosage. Analysis of the results showed that pH is the most significant parameter. Moreover, a concentrate containing 0.53% MgO and ~31.1% P2O5 with a recovery of ~ 90% can be achieved at optimum values of studied parameters, i.e., a pH of 12, an impeller speed of 1,000 rpm and a collector dosage of 2.5 kg/t.

Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

The reality of rising electrical power costs and the haunting prospect of decreasing electrical power availability are a threat to the growth of new projects and expansion programmes that could negatively affect the sustainability of mining operations. These threats require the adoption of effective power saving measures aimed at three principal objectives: the elimination of wastage, the reduction of power usage particularly during peak demand periods and, more importantly, improving the efficiency of high power-demand processes. It is reasonable to assume that the greatest impact will be achieved by concentrating on those processes that are large electrical power consumers. For Anglo Platinum operations, mine ventilation and, currently to a lesser extent, mine cooling are two continuous processes that fall in this category. It is estimated that these may consume fifteen to thirty-five per cent of the power delivered to the shaft head-depending on the shaft's design. Mine ventilation systems suffer from inherent, historical inefficiencies that lead to excessive power consumption. Air cooling systems are designed to be energy-wise in terms of modulating refrigeration plant operation to meet the underground requirements while maximizing use of 'free' cooling from surface conditions. Currently about ninety-five per cent of the refrigeration capacity used in Anglo Platinum mines is dedicated to surface bulk air coolers. The net thermal efficiency of these systems is compromised as mines expand in depth and on strike. Looking to the future, this practice will be complemented by more energy demanding underground cooling tactics requiring considerably higher electrical power consumption per unit ton produced. To counter this increase in power consumption, more energy-efficient systems and advantageous transient strategies such as thermal storage and the use of ice-on surface and possibly even underground-are being considered. This paper describes work currently undertaken and planned by Anglo Platinum operations to reduce power consumption by main fans during off-shift periods, the associated efforts currently introduced to reduce underground air leakage, the possibility of introducing more efficient auxiliary ventilation systems, the feasibility of thermal storage, and a brief look at energy recovery system as a means of countering the anticipated power demand associated with underground cooling. With a brownfield project comes control integration challenges. The Khumani Iron Ore Mine’s second phase expansion posed a number of challenges as there was substantial brownfields work conducted. The fi rst phase was the compilation of the modifi ed process functional specifications for the project. The second phase was an audit on all of the operational sequences; this included a comparison between the SCADA sequences, sequential starts analysed from the historian data (with the potential for improvements made by the plant operators in manual start-ups) and what was proposed in the process functional specification. Differences, inclusions and missing equipment were highlighted. The third phase was the comparison of interlocking and control in the PLC with the updated process functional specification; this was done during the coding process. Running parallel to the three phases was the SCADA integration; tie-ins to the existing SCADA were conducted on maintenance days and shutdowns, in many instances with ‘dummy’ equipment to get the operational staff accustomed to the new interface. This paper details each of the phases, the success of this methodology as well as the pitfalls experienced.

Analysing a flotation plant?s operating performance requires accurate metallurgical sampling. Typically, the aims of performing flotation plant surveys are to establish a consistent and accurate understanding of the operation of the circuit as well as to identify potential areas for improvement. Once the data have been collected, a mass balance is required to provide a consistent set of data from which plant performance can be assessed. Mass balancing is a key skill that many metallurgists and mining industry professionals are familiar with. Mass balancing reconciles the feed and product streams throughout the plant and is sometimes used for accounting of the material entering and leaving a system (eg. JKMetAccount). However more common reasons for mass balancing are: better understanding of the flowrates within a system, assessing the quality of data obtained from sampling and surveys, and providing a key dataset for assessing and improving the performance of unit operations. Mass balancing requires practice and experience to determine if the results are reasonable. There are various software programs available to assist in the mass balancing and understanding of processing plants. This paper is focused on JKMultiBal initially developed by Gay (1993), and then later commercialized by JKTech. JKMultiBal in its current release is for balancing data in both one and two dimensions, i.e. balancing data on either sized or assay bases as well as size-by-assay. With the recent trend in flotation circuits becoming more complex, JKMultiBal has been used to gain a better understanding of the processes occurring within the circuit. This paper provides a description of the program as well as several case studies where the two-dimensional mass balancing has resulted in improvements in plant performance.

Mining at Newmont Mining?s Phoenix?s Mine is currently done by surface operation in the Fortitude and Bonanza pits at a combined rate of approximately 100 kt/d (110,000 stpd). A portion of the orebodies targeted by these pits was mined previously by underground mining methods, dating back to the mid-to late-1800s. Most of the underground workings (voids) are located in the west central area of the Bonanza pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This article presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

"Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. Researchers from the Spokane Research Laboratory, National Institute for Occupational Safety and Health, in cooperation with engineers from the Department of Mining and Geological Engineering, Montana Tech, Butte, MT, conducted tests to evaluate the tensile strength, fiber count, and adhesion of shotcrete applied to panels at the Chief Joseph Mine, a research and training facility operated by Montana Tech. The tests were conducted in the mine ramp 45 m (150 ft) inward from the access portal at a 15.25-m- (50-ft) long test area divided into five 3-m- (10-ft) long sections. The shotcrete was applied with an Aliva 240.5 machine fitted with a predampener. Different amounts of fiber were entrained for each panel. Background data for the tests were obtained from earlier tests in Nevada, where the typical amount of fiber in the shotcrete is 6.54 kg/m3 (11 lb/yd3). All shotcrete was applied to a minimum thickness of 76 mm (3 in). Cylindrical cores were drilled at the wall-rock interface, and adhesion was tested after 28 days of curing. The goal of this research is to reduce the need to install multiple supports at the advancing face by creating a safer mining system that limits the time miners are exposed to unprotected roof.

Coal bursts are one of the least understood yet the most critical hazards in underground coal mines. The ground motions induced by seismic events can trigger unstable failure of coal and rock mass and degrade the surroundings of an excavation. Therefore, the characteristics of ground motions should be fully investigated for an improved burst risk management. This paper analyzes ground motion features of a longwall panel from a typical underground burst-prone coal mine in China. The results showed that most of the ground motions on roadways were hardly initiate coal bursts due to insignificant energy input to the damage. The intensity of ground motions in near-field zone were nearly 20 times higher than those in far-field zone. The strongest vibration on roadway was induced by a coal burst with energy of 28,600 kJ, which can cause ground motion of 0.77 m/s and equivalent dynamic stress of 14.69 MPa. The findings of this paper can improve the assessment of seismic risks and its management.

The mechanical properties of a low carbon low alloy steel in the austenite and _-ferrite regions have been examined by thermal-tensile tests using a Gleeble-1500D system at temperatures in the range 600oC to 1300oC and at a strain rate of 10-3/s; these being the conditions that apply to the unbending operation during the continuous casting of steel. The yield strength and tensile strength of steel decreased with increasing test temperature and the embrittlement zone occurred in the temperature range 800oC to 970oC. In the embrittlement zone, the fracture surfaces and microstructures of the tensile specimens were examined by scanning electron microscope. The results showed that the cause of the embrittlement at 950oC in which the minimum %R of A was around 36% is the second phase particles precipitated along the _ grain boundary during deformation leading to inter-granular brittle fracture.

Most empirical and numerical approaches to design in rock mechanics incorporate rock mass classification. Numerical design methods generally use classification values to calculate input parameters for stress-based failure criteria. Empirical methods use classification to allow comparisons between similar rock mass conditions, generally based on a graphical design technique that differentiates stable and failed opening geometries. Classification systems are the best tool available for assessing rock mass properties; however, there are problems with classification systems that should be high-lighted. Rock mass performance can only be realistically estimated by coupling a unique description of the rock mass with known loading conditions. Current classification systems cannot provide a unique classification value. The weightings applied to quantify rock mass properties for classification can result in significantly different rock masses having the same classification values. These weightings have been proven effective for tunnel design and support, but classification systems are now used for many more applications. Rock classification systems evolved from a quick and easy field tool for estimating tunnel stability and support requirements. The need for a rapid field tool means that rock mass classification is relatively insensitive to improved methods of measuring rock mass properties. Problems with classification systems and their application are highlighted in this paper. These problems must be recognized and documented before improvements can be made. An understanding of the evolution of classification systems and their application for both numerical and empirical design approaches is invaluable in highlighting current shortcomings.

During the meeting of the Institute last year at Port Pirie, the opportunity was taken to sample the lead bullion coming from the blast furnace and various stages during the refining process. Also, in the desilverising section, the upper zinc rich phase was sampled as the silver content built up and in the cupellation operation a series of samples was taken as the silver content of the bullion increased. In these two cases, the samples were taken under the supervision of a member of the staff of the Broken Hill AssociatedSmelters.In the following account of the microstructure of the samples taken, only the main phases present have received attention. In this connection deduction from phase diagrams of binary alloys has been used in conjunction with the assays carried out on duplicate samples taken at the same time as those for micro examination.

One of the manifestations of the dynamically induced failures in deep coal mines is the violent ejection of coal from the ribs. A possible protection against such failures is the use of a specifically designed dynamic support system with reinforcement units having the sufficient capacity to absorb the kinetic energy of the dynamic failure and a skin support that can adequately contain the disintegrated coal. With this method of mitigation in mind, a recently introduced yielding rock bolt, trade name Roofex, has been identified (Harvey and Ozbay, 2009) as a possible energy absorbing component of a dynamic support system. According to the manufacturer?s specification, the Roofex bolts can yield 300 mm (or more) displacement while holding 80 kN pull load. In order to assess the performance of this support unit in coal ribs, a series of in situ pull tests performed in two coal mines in Colorado. The results show that, under conventional pull test loading conditions, Roofex yielding bolts perform very close to their claimed specifications, thus showing a potential for their use as the main energy absorbing component of a dynamic support system. Further studies are required to confirm the in situ performance of these bolts under dynamic loading conditions and also to develop a containment component for a dynamic support system for the mitigation of dynamic coal rib failures.

The LaModel program has been used successfully in the United States for many years to design pillars to ensure global stability of pillar recovery operations. However, the recent Crandall Canyon Mine collapse showed that further research was required to improve the design of pillar recovery under deep cover. Toward this end, a new calibration procedure was implemented in LaModel. This calibration procedure prescribes techniques for calibrating the critical LaModel input parameters based on empirical abutment loading and pillar strength, as utilized in the time-tested ALPS and ARMPS programs. The calibration procedure is intended to help guide a novice modeler in choosing calibrated input parameters that produce a standard model that fits within the verification database. However, the rigid parameter specification incorporated in the calibration procedure also removes most of the flexibility in LaModel for specific calibration to the unique conditions at a given mine site. In this paper, a number of the LaModel input parameters are varied outside the bounds of the suggested calibration and the effects on the model results are analyzed. Ultimately, it is shown how the LaModel user might vary certain input parameters to adjust the model to site-specific conditions, while still maintaining the general accuracy and philosophy of the recommended calibration.

"The SR 83/US 331 highway is located in the Florida panhandle, where it connects the Walton County beaches to the I-10 corridor. The roadway is of vital importance to the economy of the area as well as its safety since it represents the primary hurricane evacuation route from southern Walton County. The Florida Department of Transportation (FDOT) decided to increase the number of traffic lanes from two to four and improve the geotechnical properties of the moderately deep, very loose foundation soils, that had affected the highway rideability for years. The soil mixing was selected as the method to meet the unique deep ground improvement challenges of the project. The design required that Shallow Mixing Method (SMM) be used to build a 10-foot thick platform that transferred axial load to the bottom soil layers through a series of Deep Mixing Method (DMM) columns. Upon completion over 8,300 SMM columns and 1,500 DMM columns had been installed, with no remedial work required. Also, only 1% of the almost 1,500 specimens tested did not meet the specification requirements. This paper will describe the challenges encountered and provide valuable information that may be useful for other future projects, including details not previously published.INTRODUCTIONThe counties of Walton and Okaloosa have been a very popular vacation destination for many ears. The 50-mile long coastline boasts beautiful, sugar-white beaches and waters the color of emeralds. The popularity of the area has been growing even further, over the last few years. A consequence of this phenomenon is a fast-paced increase of the traffic flow on the SR83/US331 highway, especially at the bridge that connects the Walton County beaches across Choctawhatchee Bay (Fig. 1) to the heavily traveled I-10 corridor. The highway plays a very important role for the area also as a commercial link and as the primary hurricane evacuation route from southern Walton County. The increase in traffic has produced higher travel time, when not a complete traffic paralysis, and exacerbated the issue of ground settlement where accelerated wearing of road foundation occurred due to the presence of very loose, moderately deep, soils, that had afflicted the highway for several years. The Florida Department of Transportation (FDOT) decided to put an end to these issues by increasing the number of traffic lanes from two to four and improving the geotechnical properties of the foundation soils. The Design-Build Maximum Price Request for Proposal (RFP) issued for the expansion of the Choctawhatchee Bay Bridge saw the participation of numerous D/B teams which produced various technical solutions. Among them, the FDOT selected the Skanska/Parsons Brinckerhoff (General Contractor) proposal which provided for the use of soil mixing as the ground improvement technology. The design/build team assigned Foundation & Geotechnical Engineering (Designer of Record) the ground improvement design which Treviicos South (Specialty Contractor) would execute."

Solution mining, primarily by heap leaching, has emerged as an important method for mining gold and silver in the United States. Heap leaching offers many economic and environmental advantages over conventional production techniques, in particular for lean ores and old mine waste rock. In order to more effectively pursue research on heap, dump, and in situ solution mining of gold and silver, the Federal Bureau of Mines conducted an extensive survey of leaching practices and problems. This presentation summarizes trends and statistics. Leaching is projected to provide 20 pct of primary mine produced gold and 10 pct of primary silver by the end of 1982. Current leaching practices in the United States are reviewed; operational problems and research programs to alleviate those problems are discussed.
