Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. The uptake of zinc, lead, and copper by the flora of the Tui Base Mine area near Te Aroha is described.Vegetation and soil samples were taken from two traverses across the Raukaka Lode. Results. after statistical analysis, indicated that Beilschmiedia tawa was a suitable species for biogeochemical prospecting for lead and that SchefJlera digitata was satisfactory for zinc.The tawa showed a negative anomaly for lead over the vein itself but not over the adjacent dispersion halo. It was concluded that lead concentrations greater than 230 p.p.m. in the wood ash of the tawa and zinc concentrationsgreater than 540 p.p.m. in the leaf ash of S. digitata denoted threshold values for anomalous mineralization in the soil beneath. Although both species contained copper, neither indicated a soil anomaly for this element.

Cyanide leaching of two West African gold ores was studied in multiple laboratories to provide process-engineering data for plant design purposes. Unusually slow leach extraction kinetics were observed using routine cyanide leach test procedures with pregnant solution monitoring. Carbon-in-leach testing, however, showed normal rapid kinetic behavior, with the same ultimate gold extractions being reached in much shorter elapsed times. Kinetic curves based on washed solids assays also exhibited more typical leaching characteristics. The results bore all the hallmarks of some equilibrium inhibition of the leaching. It was surmised that ore gangue components were responsible for weakly adsorbing gold-cyanide complex reaction product, thereby holding up soluble gold in the solid phase. The term ?preg-borrowing? was coined to describe the reversible phenomenon and distinguish it from irreversible preg-robbing. The two ores investigated may represent an extreme form of a more general effect that in most instances might pass unnoticed. The effect can lead to misinterpretation of kinetic leach curve data and underestimation of calculated ore head grades.

An account of a new method of investigating the electrical .properties J the earth's crust is presented. The method, called AFMAG, employs, as a source, natural alternating magnetic fields of audio and sub-audio frequencies. Measurements of the distortion of these fields caused by geological features are made with the aid of search coil detectors at several discrete frequencies. Many results of field surveys made with the method are presented and they illustrate its advantages and limitations when applied to the search for massive sulphide mineralization. The advantages far outweigh the limitations and in fact indicate that a major breakthrough in geophysical exploration technique and instrumentation has been made.

The gold-scheelite-quartz lodes of the Wakamarina valley were the most productive of the mesothermal gold-bearing areas in the Marlborough Schist. Most of the production came from the Empire City and Golden Bar mines which worked the Golden Bar lode. Only 134 m of its 1800 m strike length are accessible, in the No.2 level of the Golden Bar Mine. A fault has downthrown the Golden Bar Mine section by = 47 m and displaced it left-laterally by 18 m. The lode is a typical ribbon-banded mesothermal vein, averaging c. 1.75 m wide, and enclosing narrow horses of schist country rock. It is composed of bands of milky æbuckÆ quartz with thin laminae of schist. Scheelite occurs in short strings of grains within quartz on the footwall side of the lode and also in small quartz-carbonate veinlets in the foot wall and hanging wall schist. The lode quartz contains only localised traces of pyrite and arsenopyrite. They are more abundant in the wall-rock schist.   The Golden Bar lode lies within a steeply dipping normal fault, which, on its footwall side, is adjacent to a 40 m-wide, shallow-dipping mylonite shear zone. Within 1 m of the lode, the shear foliation has been dragged down to nearly parallel the lode footwall. Wall rock alteration is manifested by a marked increase in K and Rb, which correlate with abundant illite/muscovite and K-feldspar within 2 m of the footwall of the lode. Amphibole, stilpnomelane, and pumpellyite show a progressive decrease towards the lode. As and Sb increase close to the lode, but are at background levels within the lode itself. Enhanced Cr (150-430 ppm) in the quartz, relative to the schists (~40 ppm), suggests that the source hydrothermal fluids passed through and leached mafic rocks, such as the metabasites from the hanging wall of the lode (~400 ppm Cr).

A system of steel sheeting and multiple levels of high capacity double corrosion protected soil anchors were used to restrain a major slope failure that occurred at the base of the Watchung Mountains mid-way through construction of a 650,000 SF retail center along Route 22 in Watchung, New Jersey. The implementation of a design-build earth retaining structure was necessary to stabilize and repair the disturbed mountainside in a timely fashion to permit completion of the retail center on a fast track schedule. The tied back steel sheetpile wall was approximately 2,000 feet long and varied in height from 12 to 25 feet. The hillside extended approximately 350 feet above and 600 feet beyond the wall with the main failure scarp extending 50 feet above and 90 feet beyond. The wall was constructed in a top-down manner and required the installation of 475 anchors to resist loads of up to 70 kips/ft produced by the creeping hillside and groundwater flows from both a series of springs and steady state seepage through an inclined zone of fine sand. Incorporation of a unique tie point connection eliminated the need for a waler, facilitating and simplifying modifications to anchor locations based on anchor load test results and conditions encountered during construction. Post grouting also proved to be an essential element in the successful construction. This paper presents the design and the construction methods used to restrain the significant earth lateral loads produced by a slope failure using steel sheeting tied back with high capacity soil anchors with anchor loads distributed to the sheeting through a unique tie point connection on a fast track schedule. Installation techniques, testing programs, and construction quality control are also discussed.

WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

It is important to recover and reuse the metal values contained in various industrial wastes in a viewpoint of environmental preservation. Most of industrial products are made through the processes to separate impurities in raw materials, solid and liquid wastes being necessarily discharged as industrial wastes. Chemical methods such as solvent extraction, ion exchange and membrane, and physical methods such as heavy media separation, magnetic separation and electrostatic separation are considered as the methods for separation and recovery of the metal values from the wastes. In this paper, some examples of the application of solvent extraction to the treatment of wastes are introduced. The treatment of solid wastes such as Ni-Co alloy scrap, Sm-Co alloy scrap, fly ash and flue dust, and liquid wastes such as plating solution, the rinse water, etching solution and pickling solution are accomplished using solvent extraction technique.

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."

"This paper presents the geologic and ground control challenges that were encountered by CONSOL Energy’s mining operations in southwestern Pennsylvania. A sandstone-to-limestone geology transition was encountered by Mine A, where the primary 8-foot bolts were anchored in claystone. Upon experiencing roof sags and a roof fall in the return entry, 6-foot high-tension, fully-grouted primary bolts were employed along with 16-foot center cable bolts at every other strap to improve beam building and to ensure proper anchorage into the competent limestone. No longwall delay was reported within this geologic transition zone, although there was some difficulty in maintaining an open #2 entry airway behind the longwall face.The geologic encounter in Mine B was more complex, where fluvial deposits of massive sandstone channels, shale channels and pyritic-rich, green claystones were encountered on both sides of the mains, and which impacted both development and longwall ground control. In particular, poor transitional roof areas near the edges of the sandstone and shale channels often posed significant ground control challenges. In addition, hydraulic fracturing was sometimes utilized to enhance caving of massive sandstone behind the shields to relieve pressure at the face. Longwall face conditions and advance rates were documented to illustrate the effects of sandstone channels, shale channels, and green claystones on safety and productivity and to demonstrate the effectiveness of the hydraulic fracturing.Shale channels, slickensided zones, laminated roof zones, soft floor, and a regional syncline were encountered in Mine C, the combination of which posed unique ground control challenges during both development and longwall mining. The presence of soft floor, coupled with the presence of thick floor coal and deep cover, resulted in headgate convergence during retreat of the first right-hand longwall panel. Two-piece 8-foot bolts were sometimes observed to fail at the coupler within the laminated roof zone, and 6-foot, 1-piece, fully-grouted point-anchor bolts were employed as the primary bolts thereafter."

The December 16, 1987 measures tabled by Finance Minister Michael Wilson represent one more step toward the objective of total reform of Canada's income and sales taxes. While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

The Upper Devonian Kettle Point black shale of southern Ontario is poorly exposed. Structural maps pre-pared from the data of numerous wells show that the upper surface of the formation has low regular relief, and that the lower surface reflects domes in the Middle Devonian and also local subsidence of the Devonian rocks due to solution of salt in the Silurian Salina Formation. The appearance of minor amounts. of marcasite, pyrite, and calcite, m that order, as interpreted from the evidence of concretions from the type locality at Kettle Point is thought to have been influenced by a rise m the pH within anaerobic sediments preceding compaction.

Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

In mining coal, the Nation's principal mineral fuel, loss of life has been much lower recently than in earlier years when coal mining contributed so heavily to the industrial-accident death toll in the United States. Particularly notable has been the relatively small number of deaths during the past few years compared with the number that occurred 20 or 30 years ago. Reports received by the United States Bureau of Mines, covering all commercially operated mines that were active during all or any part of the calendar year 1935, showed that accidents during that year had resulted in the loss of 1,242 lives. This death toll, although regrettable, represents a material improvement over the industry's experience during most years prior to 1935, and especially over the industry's worst year, 1907, when 3,242 men were killed. Fewer lives were lost in 1933, when 1,064 men were killed at work, than during any year for which complete figures are available.
