Improvements continue to be made in rapid excavation and tunneling technology. There are several ways to examine the impacts of such improvements. The most common procedure is to monitor current developments and to evaluate prospects for expansion of present types of uses. Other approaches are called for, however, if the technology might be used in ways not now imagined, if the search is for information for managers of technology development, and if the issue is that of the wise use of the technology by society. The first section of the paper will pose these matters as questions. These questions will be examined from the point of view of the processes of technology development and utilization, and then further examined against the backdrop of processes at work within the urban area. Such an examination will provide insight into the way technology developments should proceed. The final section will present some comments that may be useful to those guiding the development of the technology and to those who might provide leadership for its wise utilization. THE QUESTIONS Three questions are posed: 1. Are there uses for the technology beyond further penetrations of its present markets? 2. Can information be supplied to managers of technology development so that they may improve the assignment of priorities among development choices? 3. How can society make wiser use of the technology?

The commercial development of the shallow (2200 ft2 400 ft) Windalia sand reservoir at Barrow Island provided the opportunity to conduct an intensive drilling programme using equipment and techniques designed for optimum performance.During the initial exploratory and reservoir delineation phase, 12 specific Windalia test wells were drilled using drilling equipment with an optimum depth range of 6QOO ft - 8000 ft and a 9 5/8 in by 7 in. casing programme was employed. The average time from commencement of move-in to rig release exclusive of coring for five representative wells was 187 hr during this phase.Development drilling commenced December 1966 with one rig, with the second in operation January 1967.As of January 1 1968, 168 development wells had been completed. The two rigs employed are drive-in units equipped with a telescoping .gelf raising doubles mast.Optimum depth range with 4 1/2 in. drill pipe is 2500-4000 ft. Casing programme is 8 5/8 in. by 5 1/2 in. Efficient performance was achieved immediately. The average time from commencement of move-in to rig release for 15 wells drilled early in the development programme was 99 hr.By application of experience and further modification of techniques, performance was improved to an average time of 72 hr per well for 15 wells recently completed.The major drilling problem on Barrow Island is surface hole drilling due to the very hard surface limestone combined with complete loss of circulation at sea level.In this operation, significant improvements have been effected. During the exploratory phase drilling, 12 1/4 in hole to set 9 5/8 in. casing, average penetration rate was 23 ft/hr. At the commencement of the development programme penetration rate, drilling 10 5/8 in. hole to set 8 5/8 in. casing, was 28 ft/hr for the 15 early wells considered, improving to 55 ft/hr for the 15 recent wells considered.This programme is a team effort and much credit must be given to the enthusiastic co-operation of the two drilling contractors.The current field record is 2 days 4 hr with a 4 1/2 hr move including the drilling of mousehole and rathole.

"Zinc-iron alloy coatings can be produced by either thermally alloying hot-dipped galvanized steel or by electro deposition. Stelco Inc. produces a thermally alloyed Zn-Fe alloy-coated steel, which is mechanically wiped to remove free zinc.A more extensive use of Zn-Fe alloy-coated steel has been predicted for unexposed autobody and structural part applications, since this material is characterized by good spot weldability and formability, and provides superior corrosion resistance under automotive primers.This investigation has examined the coating composition, corrosion resistance, spot weldability and formability of Stelco's Zn-Fe alloy-coated steel and found its properties to be similar to those of Zn-Fe alloy-coated steel produced by post coating annealing.IntroductionRecently, there has been increased automotive interest in galvanneal, which is characterized by good spot weldability, good paintabilityt and good corrosion resistance when primed. Stelco produces a thermally alloyed zinc-iron coated sheet product similar to galvanneal. However, this product is produced by mechanically wiping the free zinc from the surface of hotdip galvanize to expose the underlying zinc-iron alloy.The surface of Stelco zinc-iron alloy-coated sheet is matte gray and has longitudinal streaks which result from contact with Kevlar wipers during production (Fig. I). This paper describes the coating composition, corrosion resistance, weldability, formability and surface appearance of Stelco zinc iron alloy coatings and, wherever possible, compares these properties to those of galvanneal."

Generating short- and long-term mine production schedules in isolation and independently from each other means that only a local optimum can be achieved when each scheduling phase is carried out. The globally optimal solution however, can be achieved when integrating scheduling phases and accounting for the interaction between short-term and long-term activities simultaneously. This paper addresses the task of integrating short- and long-term production plans by combining the short-term objective of minimising deviation to targeted mill feed grade with the long-term objective of maximising net present value (NPV) into a single mathematical model. A case study is presented which compares the present values of the same stope data set scheduled via separate long and short-term models and than by the proposed integrated model which applies a predetermined penalty for each tonne of metal deviation to target for the respective ore tonnage being processed. This allows an operation to obtain a globally optimal scheduling regime when taking into consideration the cost and loss of value resulting from fluctuations in grade to the mill over the short-term.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. "This paper describes an innovative method, used for the first time in India, for the construction of a 1.0metre-thick positive plastic concrete cut-off wall (CoW) at the upstream toe of the dam at the Kishanganga Hydro-Electric Project in Jammu & Kashmir- India. The extremely difficult bouldery geology with an overburden laden with very hard Panjal Volcanics (quartz, feldspar, muscovite and chlorite minerals) boulders of up to 0.8m to 1.8 metres in size with UCS of up to 265 MPa and the requirement of socketing the CoW into the underlying hard bedrock (UCS 265 MPa) for 1.50m made the choice for the excavation methodology critically difficult. After having evaluated several other existing methods – including hydromill trenchers – the Civil Contractor Hindustan Construction Company, in agreement with its Foundations Engineering Consultant (Ricerca e Sviluppo – Cantieri e Gestioni) opted for a two-stage construction method: firstly, preliminary full-depth drilling and “surgical” blasting with full-length inclinometer checking of borehole verticality to ensure the exact location of rock fracturing and fragmentation coincided with the required position and that it was vertical, notwithstanding efficient trenching into the bedrock of a nominal 1m by 1.5m section; and, secondly, excavation by using heavy duty mechanical rope grabs made locally and developed by the Consultant in collaboration with the Contractor. The details of the methodology and the salient construction data is presented and commented for the 33-metre deep CoW installed at a working platform elevation of 2364.50 m above sea level in a very remote area.BACKGROUNDThe Kishanganga Hydro Electric Project (KGHEP) is a ROR (run-of-the-river) project is located on the Kishanganga River some 140kms North-West of Srinagar, capital of Jammu & Kashmir State of India, for generating 330MW of power in a 90% dependable annual year. The key components of the project are: Concrete Face Rockfill Dam (CFRD), Chute Spillway, Plastic Concrete Cut-off Wall (CoW), Head Race Tunnel (HRT), Surge Shaft (SS), Inclined Pressure Shaft (PS), underground Power House and Transformer Hall, Tail Race Tunnel (TRT).The Power House Site is accessible throughout the year from Srinagar while the remote Dam Site, with its tortuous road climbing the Rajdan Pass at 3556m (11,667 ft) above sea level and several 20-tonne capacity Bailey bridges removed prior to snowfall, remains inaccessible for around 4 months between mid-November to mid-May due to winter and heavy snowfall - the only access is by helicopter, weather permitting. Temperature at the Dam Site drops down to minus 27degrees Celsius during winter, therefore, careful planning from the beginning was most essential for the successful delivery of the Project.This paper deals with the Cut-Off Wall construction which was performed, for the first time in India, adopting a “Drilling and Surgical Blasting” method. The objective of a mine planning exercise is to plan a safe mine that maximises net present value (NPV) for the project. Two primary elements are key to design of a mine plan optimised to maximise profit: selection of an optimised production rate and selection of an optimised equipment fleet. Both depend upon accurate estimations of capital and operating costs for the equipment and for the life cycle of the mining operation. Once a trial production rate is determined, a primary equipment fleet, ie excavators, haulers, and blasthole drills, can be determined based on material characteristics and haulage distances and gradients. An auxiliary fleet, dozers, road maintainers, service trucks, etc can be determined using less rigid productivity criteria. With an equipment fleet determined, operating and support personnel can be assigned based on shift requirements and equipment operating needs; and material and supply requirements can be estimated. Knowing the areal dimensions of the major equipment items, road widths and repair shop dimensions can be determined. Personnel numbers and supply requirements determine the square metre sizes of offices, change rooms, and storage facilities. Reliable sources of capital and operating unit prices and costs for all these items are referenced in the paper. Once preliminary capital and operating cost estimates are calculated by applying unit costs to equipment, personnel, material and supply needs, potential profit can be tested using DCF techniques. An optimised mine plan can then be determined by testing the potential profitability of multiple mine production rates. Because of the economies of scale, full capital and operating cost estimates must be completed for each production rate in order to produce meaningful comparisons.

The key drivers for the copper smelting industry are a complex mix of economic and "human" factors which combine to drive technology in new directions and can provide a strong indication of future industry trends. Recent examples have been the drive to achieve increased scale of production and resultant cost efficiencies by using a single furnace high intensity smelting vessel, and the broad acceptance of Top Submerged Lancing (TSL) technology for this duty. The development and adoption of continuous converting processes to counter the increased pressures faced by the Peirce Smith converting process is another example of the need for innovation. This paper discusses the merits of the continuous converting process, describes how the Ausmelt TSL batch converting process has been adapted to the new Ausmelt Continuous Copper Converting (C3) process in response to these industry trends and examines the Ausmelt continuous converting flowsheet options available to the end user.

The gold mining industry in South Africa stands to benefit much from the implementation of the self-directed work team concept. Its introduction implies flatter hierarchical structures, empowerment of the workforce and increased participation. Research indicates that half of the initiatives to implement self-directed work teams, however, fail, and it is therefore imperative for companies to be aware of the factors impacting on the effectiveness of self-directed work teams in order to focus on these early in the implementation phase. The objective of the study was to qualitatively determine these factors. Semi-structured interviews based on the phenomenological method were carried out. The sample included members of, and individuals involved with, self-directed work teams (N= 26) from a large gold mining company in South Africa. Results show that most respondents rated the availability of resources to do their work as the most important factor affecting their effectiveness.

It has long been recognised that Australia can benefit substantially in an economic sense from its rich resource base. The significant resources of the Gippsland Basin are a good example of the wealth of this nation. As cited in popular debate, Australia must value-add to its natural resources to ensure its long term economic prosperity. The significant oil, gas and coal resources of the Gippsland Basin have provided the Strategic Research Foundation with the basis for two major research and development initiatives ensuring the long term economic development of the Basin and Australia. The gas and coal reserves of the Basin together with the area's extensive history in electricity generation provide the rationale for establishing Ceramic Fuel Cells Ltd. A consortium comprising Australia's leading industrialist - BHP, State energy authorities and the Nation's major research and development organisations, has formed Ceramic Fuel Cells to undertake and manage research, development and commercialisation of solid oxide (ceramic) fuel cells which convert fossil fuels directly to electricity with greater efficiency and less pollution than existing technologies. The oil and gas resources of the Basin together with the valuable experience of the operators in recovering these resources, have provided the impetus to investigate the feasibility of a Marine Engineering Research Centre. The commercially oriented research, education and training objectives of the Centre are well supported by the leading industrialists in related industries.

THIS REPORT presents methods and principles useful in designing underground mine openings and pillars in competent rock formations. Two types of formations are considered: (1) Massive formations, in which openings are generally mined with an arched roof, and (2) bedded formations, in which openings are generally mined with a flat roof. Design principles for openings and pillars in massive formations are obtained by considering the maximum tangential stresses developed around single and multiple openings for stress fields of various types. Design principles for openings and pillars in bedded formations are obtained by considering the average stress in pillars and the maximum stresses in roof layers. Experimental procedures for making stress, strain, and in situ physical-property measurements in underground mines to check design calculations are outlined and the results discussed.

This paper describes how knowledge of the orebody morphology and ore morphology can be used to optimize the planning, mining, and metallurgical output from an open pit copper mining operation, such as to significantly increase the stability of the whole value chain process, and increase the reliability and value of the process outputs. In the case under consideration, the orebody contains both copper and cobalt. This in itself provides a challenge, in that the two metals do not occur in consistent ratios across the orebody as a whole. Furthermore, mineralogical differences within the orebody have a significant impact on plant performance in terms of throughput rates, acid consumption, and recoveries. In order to stabilize and optimize the plant performance, it is necessary to firstly have a complete understanding of the geometallurgical factors that affect performance, and then to have a sound knowledge of how these are distributed within the orebody. These models then inform the mine planning strategy that optimizes cash flow and NPV, and also allow the development of a stockpiling strategy that not only stabilizes the plant, but also allows variations in the plant feed according to ore type and grade in volatile price scenarios. Integral to the realization of these opportunities is the establishment of an appropriate measuring, control, and reconciliation system, customized to the optimization objectives. The paper describes how all of these factors and strategies can be integrated to produce optimal value from the orebody through to final dispatched product. It also shows the significant value that can be released through such an approach.

The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater. An investigation has been carried on samples of three Queensland coal dusts to determine the potential explosibility of dust-gas mixtures. The explosion potential of the samples was classified by the lean and rich limits of explosibility and the limiting oxygen concentrations for each sample. Plotting of these points showed 2-dimensional flammability limit surfaces for coal dust/oxygen, methane/oxygen and coal dust/methane mixtures. From these plots the 3-dimensional flammability envelopes defining the explosibility of the mixtures were defined. The explosion limits of the coal dust/methane/oxygen system were seen to be influenced most by the explosibility characteristics of coal dust. Methane exerted a stronger influence over the explosion limits when the coal had a low volatile content

An account is given of experimental apparatus for generating a short duration high velocity water jet and the effect of its impingement on various rock samples under air or water cover. The penetration was found to be highly dependent upon the rock structure; in general material with closely interlocking grains was resistant.The damage sustained by a stationary sample held close to the jet did not vary greatly whether the sample was in air or confined under a water layer; but when the sample was translated under the jet there was a marked increase in the damage sustained.Some consideration was given to the possible practical application of a water jet for deep hole drilling and an estimate made of the power requirements and transmission losses for such a system.

The apparatus was of a modified Sieverts type1&apos;2 with a reaction tube designed to function also as the cell component of an oxygen pressure gage. The reaction tube assembly is shown in Fig. 1 and described in Table I. The main body is a 1-in.-OD 15 mol pct calcia-stabilized zirconia tube. The ground-glass joint, g, the male part of which carried a prism for optical pyrometer use, was connected to the remainder of the Sieverts apparatus. The calibration of the cell (at its 1000°K operating temperature) for internal oxygen pressures (PO2in) in the range 0.2 to 10 9 atm was made against internal air pressures measured by mercury manometer and McLeod gage. At very low po2in values down to l<Tn atm the performance was checked by comparing pQ calculated from electromotive force measurement when the apparatus was filled with a) pure CO gas and b) a CO-CO2 mixture of the ratio CO-CO2 = 1:0.398, with Po, values calculated from the equilibrium constants of the following reactions at 1000°K:

During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa&apos;s mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.
