Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

CODELCO is considering the implementation of high-density tailings management at the Chuquicamata mine in northern Chile for its long term disposal plan. To achieve this, CODELCO commissioned the design, construction, and operation of a 70 t/d pilot plant, fed by existing tailings. The testing programme was completed in May 2011, and consisted of laboratory rheological and characterization assessments, pipe loop testing, beaching trials, and analyses of deposition behaviour for solid contents ranging from 57?68% (w/w). This paper describes the characteristics of the pilot plant, the testing programme, the beach trial analyses, and the resulting beach profile predictions based on the stream power theory. CODELCO also used other predictive beach slope methods, such as the equilibrium slope concept, which are not discussed in this paper. The final beach profile for design will be selected after an expert analysis of all methods has been completed.

Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia's geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

Recent advances in computing, rendering, and display technologies have generated increased accessibility for virtual reality (VR). VR allows the creation of dynamic, high-fidelity environments to simulate dangerous situations, test conditions, and visualize concepts. Consequently, numerous products have been developed, but many of these are limited in scope. Therefore, the National Institute for Occupational Safety and Health researchers developed a VR framework, called VR Mine, to rapidly create an underground mine for human data collection, simulation, visualization, and training. This paper describes the features of VR Mine using self-escape and proximity detection as case studies. Features include mine generation, simulated networks, proximity detection systems, and the integration and visualization of real-time ventilation models.

"A number of Reports of Investigations pertaining to the extraction of potash from cal¬cined polyhalite have been made by various members of the Nonmetallic Minerals Experiment Station of the United States Bureau of Mines. These reports describe results obtained in the study of samples of polyhalite (2CaS04.K2S04.MgS04.2H20) from deposits of possible com¬mercial importance in Texas and New Mexico.3Storch and Clarke6 in their initial paper presenting data on the properties of Texas polyhalite demonstrated the desirability of calcination and subsequent hot extraction with water as a satisfactory pronedure for treatment of this potash-bearing salt. Their preliminary data have been supplemented by an additional report7 dealing more particularly with the leaching of raw and calcined polyhalite with water and with saturated sodium chloride solu¬tions. Further data8 have been reported as a result of experiments made in a small labora¬tory rotary-tube furnace under various calcination and extraction conditions. Hot water was used as the leaching solution in all of these tests.In addition to the data on calcination and extraction, two processes as proposed by Storch and Clarke have been published by Wroth,9 and more recently a number of very promising processes have been proposed by Storoh and Fragen.10"

In this U.S. Bureau of Mines study, four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner sections averaged 0.59 and 0.26 mg/m3, respectively. The stageloader-crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feeder-breaker contributed 0 to 0.2 mg/m3 of dust. A 1,000-ft increase in belt entry length or a 200- to 500-st-per-shift increase in production resulted in roughly a 0.1-mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

Many countries, provinces, territories and states in the European Union, Australia, Canada, the United States and elsewhere have begun implementing sustainability programs. Most of those programs, however, stop short of sustainable management of aggregate resources. Sustainable practices do not always have to be conducted under the title of sustainability. This case study describes how Lafarge implemented the principles of sustainability even though there was an absence of existing local government policies or procedures addressing sustainable resource management. Jefferson County is one of three counties in the six-county Denver, CO, region that has potentially available sources of crushed stone. Crushed stone comprises 30percent of the aggregate produced in the area. And it plays a major role in regional aggregate resource needs. Jefferson County is home to four of the five crushed stone operations in the Denver region. Lafarge operates one of those four quarries.

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. The point-source function introduced by Horner' us a solution to the general unsteady-state equation for the flow of fluids through porous media has been utilized to calculate pressure profiles for adjacent wells as a function of time. By trial and error, the time at which the pressure waves meet to cause interference can then be calculated. For this calculation, the time of interference is arbitrarily defined as that time when both pressure waves exhibit a pressure decrease of 25 psi ar the same point within the formation. To illustrate the method, an example involving two adjacent wells producing at different rates has been worked out and is presented in detail. INTRODUCTION The initiation of production of a new well is usually accompanied by pressure drawdown measurements in order to establish the extent and characteristics of the formation. The interpretation of such pressure drawdown data is based on mathematical developments involving a single well in an infinite reservoir. If more than one well is present in a reservoir, the possibility of interaction between wells exists. Therefore, care must be taken in interpreting the pressure drawdown data. It becomes important to be able to determine when this interaction, or interference, becomes significant. This paper presents a method for the prediction of the approximate time of interference between two such adjacent wells. The basic differential equation describing the pressure distribution existing during unsteady-state flow of a slightly compressible fluid has been solved by Hor-ner.' for a constant production rate from a circular homogeneous reservoir of infinite extent. The solution utilizes the point-source function to define the pressure at various points within the formation as a function of time. Mine sites and construction projects have faced problems with blasting a smooth back wall. This lead to safety concerns with slope stability and rock falls from the walls. Decades ago Dr. Calvin Konya began a special type of blasting called “Precision Presplitting”. This form of presplitting used relatively light loads based on the rock type being blasted. The explosive loads were estimated for each rock type and adjusted as blasting progressed. This current research project also determined a new equation for prediction of the ground vibration from one type of presplitting and compared it to vibration from production blasting.

"In Turkey, the growing demand for lignite has resulted in increased lignite production and an emphasis on improving underground recovery. This has resulted in a gradual increase in the application of the retreat longwall mining method and also in the extraction of the safety pillars protecting permanent underground structures (drifts, shafts) in mines prior to their abandonment.Extracting these safety pillars presents a special hazard to mine employees and the stability of the mine. Often subjected to high stresses, the behaviour of these pillars is not always predictable. Special care must be taken to ensure that infrastructure does not collapse prematurely, and that working conditions remain safe. Otherwise the extraction must be halted, and the remaining coal lost.This investigation reports on a study of the stability of safety pillars during the final extraction phase of the Hustas mine in Soma, Turkey.” The model construction was based on mine plans, and material properties were derived from physical properties testing. Observed subsidence effects from other mining events were used to calibrate the overburden lamination thickness.The model results compared well with surface physical disturbance occurring as a result of mining, as well as with conventional longwall stress redistribution theory and underground observations. The study has shown that properly calibrated models can be useful in assessing mine safety during remnant pillar extraction. The LAMODEL results demonstrate the convenience of this easy to use software."

This report reviews the current state of the art of remote control techniques for underground continuous miners. A delineation of aspects requiring additional data is presented. Also a summary and delineation are presented in overview form for the related section functions: roof control, haulage, ventilation, power supply and rock dusting. The automated remotely controlled continuous miner project is a long-range research effort. However, the program has been divided into intermediate steps resulting in incremental production increases throughout the program. Data are developed relating the impact of our proposed research and development accomplishments to potential productivity impact.

Gold was determined directly in eight different mill cyanide solutions, by atomic absorption spectroscopy in an acetylene-air flame. Some of the mill solutions were diluted with water to bring them into the most sensitive absorption region (5-50 p.p.m. Au) whereas those solutions with very low gold content «2 p.p.m.) were concentrated by evaporation.Calcium was complexed with ethylene diamine tetra-acetic acid (EDTA) to avoid the undesirable effect of a precipitate on atomization.When added to standard gold solutions, EDTA had no effect on absorption, nor did any of the impurities common in mill cyanide solutions.Known amounts of gold, ranging from 2 to 30 p.p.m., were added to mill solution'aliquots and recovered to within 100 ± 2·5 per cent. For duplicate determinations under normal worKing conditions, standard deviation was 1·32 p.p.m.Excellent agreement was found between atomic absorption gold values and accurate fire assay values.INTRODUCTIONAtomic absorption spectroscopy has been shown to offer a rapid and accurate method for the determination of trace amounts of a number of metal ions. The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft 3/sec) of water into Southern California. The 13 km (8-mile) tunnelling project is well underway and consists of two, 5.8 m (19-ft) diameter TBM bores through extremely variable geological conditions. An extensive and essential pre-excavation drilling and grouting program was performed in all reaches of the Arrowhead Tunnels Project, located north of San Bernardino, CA. This program supported the advance of two hybrid hard rock TBMs though extremely challenging ground conditions under substantial ground cover and up to 27 bar (900 ft) of ground water pressure. The well known San Andreas Fault lies nearby and has greatly influenced the local geological conditions. This paper will describe the means, methods and materials used throughout the numerous phases of the pre-excavation grouting program. It will also describe many versatile, flexible and innovative drilling and grouting methods and equipment systems utilized to improve performance, save time and costs in constantly changing geological conditions. Considerable lessons learned have been learned while overcoming some extremely formidable ground conditions and safely advancing the tunnels.

Low-level aeromagnetic data available in digital form have been combined to produce a new 1:100 000 scale map of total force anomalies of the Coromandel region, New Zealand. The map incorporates data from 13 surveys flown between 1977 and 1990 and shows the regional magnetic pattern as well as more detailed localised anomalies. In addition to magnetic anomalies, the map also depicts data to aid interpretation, including small-scale maps of topography, geology, magnetic intensity gradient and apparent magnetisation. The primary magnetic anomalies of the Coromandel region are associated with Late Miocene and Pliocene volcanic rocks, but have been locally modified by intense hydrothermal alteration caused by geothermal activity. Epithermal gold-silver and porphyry copper deposits are associated with zones of hydrothermal alteration. The map of magnetic anomalies can be used as an aid to mineral exploration and the interpretation of the processes that control the distribution of mineral deposits in the region.

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.
