The problem of defining the optimum final limits of an open pit mine has challenged the mining industry for the last three decades, mainly due to the great number of variables involved and the sheer computational effort required in real life applications. An actual lignite deposit is used in this study in order to introduce and apply a methodology to be used as a basis for surface mine design optimization. A geologic reserves model of the deposit is first developed with the use of an integrated geostatistical modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The optimization of the final open pit limits is then enabled with the use of a competent, commercial optimizer, and comparative sensitivity analyses are performed in order to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

As a part of the Department of the Interior's rutile and titaniferous materials development program conducted under the Defense Production Act, the Bureau of Mines investigated the potential for producing national stockpile grade rutile from plant products of phosphate beneficiation plants operating in the central Florida pebble phosphate district. The potential for producing ilmenite, zircon, and monazite concentrates from the plant products was also investigated. Results of these studies indicated that 3,000 to 6,000 tons of rutile, 28,000 to 55,000 tons of ilmenite, 9,000 to 19,000 tons of zircon, and 400 to 800 tons of monazite passed through the plant circuits annually. All of these minerals are presently being sent to waste ponds. Beneficiation of a bulk heavy mineral concentrate separated from the amine flotation tailing (froth product) of numerous plants in the district showed that it was possible to produce a rutile concentrate containing over 94 percent Ti02. Additional studies showed that over 70 percent of the Ti02 in the rutile concentrate could be isolated in a product containing 98.0 percent Ti02. The studies also showed that it was possible to produce ilmenite concentrates containing 63 percent Ti02, zircon concen¬trates containing 65 percent Zr02, monazite concentrates containing over 85 percent monazite [(Ce,La,Y,Th) (P04)], and xenotime concentrates containing over 35 percent xenotime (YPO4).

As stated by the Congress in the preamble of the act establishing the Office of Coal Research, its purpose is, "To encourage and stimulate the production and conservation of coal in the United States through research and development by authorizing the Secretary of the Interior to contract for coal research, and for other: purposes." Thus, while the overall responsibility for air pollution control from all sources rests primarily with the Department of Health, Education and Welfare, it is obvious that OCR could not perform its mandate of, increasing the utilization of our Nation's greatest energy resource if it ignored one of the greatest practical obstacles to achieving that objective. Therefore, air pollution abatement and prevention is one of the practical considerations taken into account in the selection of the OCR program. And as the severity of the air pollution problem imposes new restrictions on the use of coal, the importance of this criteria in the selection of OCR projects increases. The work done by OCR in air pollution abatement does not conflict with nor does it duplicate the program developed by HEW's National Center for Air Pollution Control. Technical members of the OCR staff maintain close formal and informal liaison with their counterparts in NCAPC. One formal agreement has been executed whereby the HEW agency has transferred funds to OCR for a practical study of the potential effectiveness of air pollution control when coal is burned in a fluidized bed comprised of inert alkaline earth material. In order to extract gold from the complex sulphur-arsenic bear­ing raw materials and to remove arsenic and sulphur from the process in an ecologically safe form we have studied oxidizing roasting of highly arsenic gold bearing concentrates with soda, leaching of cinders, processing of the obtained solution and extraction of gold from the cake. There were processed concen­trates containing from 5 to 28% of arsenic, 12-20% of sulphur in the form of pyrite and arsenopyrite. The content of gold in the concentrates was 4-75 git. The roasting temperature was changed in the range of 773-l 173K, the consumption of calcined soda was 75-200% of stoichiometric necessarily for bonding of arsenic and sulphur into the water soluble compounds, the dura­tion of the process was varied in the range of 10-120 minutes. Under roasting in optimal conditions up to 97% of arsenic and 95% of sulphur go into water soluble compounds. The out­put of cake is 65-70% of the concentrates. Introduction United States Steel Corporation's, Texas Uranium Operations operates in-situ mines located approximately 70 miles north of Corpus Christi near the town of George West in Live Oak County, Texas. In 1977, Texas Uranium Operations became the operating entity for the Burns Ranch mines 100% United States Steel ownership and also operates the Clay West mines a 50150 joint venture of United States Steel Corporation and N M Uranium, Inc. Until mid-1982, Texas Uranium operated eight (8) satellites where uranium was captured on resin and two central plants where the loaded resin was eluted, acidized, precipitated and dried to yellowcake. At present, the Clay West Central Plant is operating, as are four (4) satellite plants in a mode designed to optimize results while depleting remaining reserves. United States Steel's Texas Uranium Operations, as have some other uranium producers, managed to continue successful production during the plunge to the recent floor price of $17. Despite the fact that United States Steel does not intend to continue as--a uranium producer beyond the life of its present reserves, we naturally hope the recent trend to the pre- sent price of $24 will continue to increase.

The full utilization of tunnel boring machines for excavation in medium hard and hard rock has been limited by insufficient knowledge of rock behavior under the action of mechanical cutters. An understanding of factors affecting the rock removal process will permit: (1) the more efficient design of tunneling machines, (2) the prediction of boring performance from geologic data and cores taken from the proposed tunnel alignment, and (3) an improved excavation rate, thus a lower tunneling cost.. The Colorado School of Mines, under the sponsorship of the National Science Foundation, is studying the effects of a number of parameters in regard to tunnel boring using both full and small scale laboratory tests, analyzing field boring performance and comparing the laboratory and field data. Results indicate: (1) the field boring performance can be reproduced in the laboratory, (2) the optimum spacing of cutters or optimum spacing to penetration ratios may be found in laboratory testing, (3) it is promising to use small core samples and laboratory testing to predict field machine performance and (4) effect of joints on boring rate is significant and should be included in predicting tunnel boreability.

Recent research conducted by NIOSH's Pittsburgh Re¬search Laboratory showed that electrical current levels permitted under present regulations may not limit cable temperatures to less than 90°C in reeled trailing cables. Reeled cables, which are tightly wrapped with many turns and which carry current in an enclosed space, can become overheated due to poor heat transfer. This overheating can cause the cable insulation to soften, making them prone to damage. The damaged insulation reduces the life of the cable and can lead to shock, electrocution and mine fires. This paper describes a method of measuring the conductor tem¬perature of mine trailing cables during normal operation. The temperature is measured using a 50/125-, µm graded index multimode optical fiber located in the center of the metallic conductors. Distributed temperature measurements are made using an optical time domain reflectometer (OTDR). This system is capable of measuring temperatures with an accuracy of ± I °C over a length of 4 km at I -mintervals. With this unique way of measuring temperature, tests can be conducted that simulate actual mine conditions. Introduction The Kaiser Resources Ltd. hydraulic coal mine is located in south eastern British Columbia, Canada, at the western end of the Crowsnest Pass, next to the Town of Sparwood. The seam presently being mined is the number 10, known locally as the Balmer seam, which is a high quality coking coal, 50 feet in thickness and of an average inclination of 35 degrees. The mine was designed in the late sixties as a small scale trial unit, and was to use a single monitor unit, working 3 shifts per day on a 5 day per week basis. Experience has proved the method to be so successful as to warrant the expansion of the ancilliary facilities to cater for the increased production. The annual raw coal production from this single monitor unit has risen from 108,988 short tons in 1970 to 942,334 short tons in 1975, with a total mine labour force of about 160 men including the surface de-watering plant, mine supervision and mine administration.

Like the Arizona jeans commercial says: Arizona's not just a state, its a state of mines. Nearly 300 mines operate in Arizona making it the largest nonfuel mining state in the nation. Although copper is king in Arizona's mineral complex, nonmetallic minerals play important roles both regionally and nationally. Throughout Arizona's mineral resource development history industrial minerals have dominated over the metals for most, but not recent years. The State's metal mining industry which makes Arizona the number one mining state in the United States is a relatively young phenomenon. Arizona was an important industrial mineral producer long before her metal mining industry got started. Salt, phosphates, silicates, and oxides as food additives, tanning chemicals, gemstones, components of aboriginal ordnance, pigments, and construction materials are among the minerals produced long before copper, gold, silver, and the other metals became important. Around 92 % of Arizona's mineral industry is made up of nonfuel minerals, 86 % of that is accounted for by copper. Another 4 % is taken up by copper byproducts of molybdenum, silver, and gold. The remaining 10% of the production is occupied by non-fuel, non-metallic minerals. Arizona's 1994 industrial mineral production of nearly $380 million ranks us among the top 25 in the nation and higher than the total mineral production of at least 15 states.

I work as the Bureau's Liaison Officer for Colorado and am one of 38 Bureau employees who are stationed, for the most part, in state capitals across the nation. These offices serve all 50 states and Puerto Rico--some being assigned more than one state. Our primary task is to seek ways to achieve a closer and more productive relationship between State agencies and the Bureau of Mines. In 1970, when the Bureau initiated this nationwide system, our activities were limited to mineral supply operations. The human requirements have increased rapidly depending on population density and urbanization thus industrialization has grown steadily. As a result of the situation, the greenhouse gas emissions into the atmosphere and the global warming have increased slowly. Today this effect has continued to increase. Therefore, the effects of greenhouse gases in all areas of production must be controlled. The study presents the methods of determination the CO2 emissions (CO2-e) and energy consumption in aggregate production. The aggregate constitute approximately 70% by volume of concrete that has widespread use as construction material in the world. One of the most important elements in today's terms is sustainable use of resources and minimum CO2 emissions (CO2 + CO + NOx + CH4.vb.) at every stage of production of aggregate. Therefore, these elements must be taken into consideration in the aggregate production standards. The choice of production method of aggregate is very important for optimum use of energy and effects of greenhouse gas emissions. So the properties of the aggregate material must be known well to obtain the target. Within the scope of this study, the unit value of CO2-e that release when the production of aggregate in different formations is determined for our country. Thus, the effects of green house gas emission can be evaluated according to the characteristics of material in aggregate production planning. In this study, energies consumed during the production of aggregates at a quarry in Istanbul Cendere region were investigated by taking the different formations encountered at the quarry into consideration. The unit CO2 emission values per ton of produced aggregates were calculated as a result of this investigation. Besides, energy consumption values of previous months at this quarry were taken and the unit CO2 emission values were also calculated.

The U.S. Geological Survey estimate of the total remaining reserves of lignite in this country as of Jan. 1, 1967 was about 448 billion tons. This represents 27 percent of the total coal reserves on a tonnage basis and about 17 percent on a thermal basis. Approximately 98 percent of these reserves are in a vast lignite field located in western North Dakota and eastern Montana. This field also extends north into the Canadian province of Saskatchewan. Despite these large reserves and relative ease of mining by stripping operations, lignite production historically has accounted for less than 1 percent of the national total. This is largely due to the fact that the lignite deposits are located in an area that has no large centers of population and the economical radius of transportation is limited by its relatively high moisture and low heating value. Commercial utilization of North Dakota lignite for power production became firmly established in the mid-1920's with the development of the first successful lignite-burning equipment. Most of the early lignite-fired boilers were equipped with spreader stokers, but as the size of the plants increased, pulverized-coal firing became the more popular method, and with few exceptions, the plants built during the past 15 years are pc-fired.

This is presentation of a model which simplifies application of project management in control of the construction procedure of industrial units (mines, power stations etc). The model is made for further referrence of investors. The most demanding problem in large units is to find the best way of locating all activities within a network. The model uses term "line" (which refers to a construction unit) for a serie of activities which are to be sequentially executed (up to 1000 lines, each with 10-20 activities). The lines are coded in advance. Each line is described by a competent expert. Team of experts provide liason between lines on the basis of computer drawings. The method proved to be extremely effective. In order to provide smooth monitoring at all management levels, graphic documentation is given at 4 levels. The initial level is the third one, made based on input data (more than lo listings per one drawing). By condensation of activities along one line, another level is obtainable. Grouping of lines gives the first level (1-2 listing) for the highest management level. More detailed information is given for a limited (shorter) period at the forth level for the purposes of operational management. Each activity has three phases: prior to contracting, post contracting and accomplishment. All phases are presented at all levels, which enables investor to be continually well informed about construction advancement. Model is written in FORTRAN language. Programs comprise: maintenance of data base, calculation of time and costs and elaboration of graphic and other documentation.

The Regional Copper-Nickel Study was initiated in large part because of fears that copper-nickel development might cause adverse effects on the environment from air pollutants such as sulfur dioxide (SOZ) emissions from a smelter, and water pollutants such as acid mine drainage. The Study comprehensively examined the potential for ad- verse effects on the environment and possible mitigation measures on both a local and regional scale by first characterizing existing air and water quality, and existing sources of pollution, and then developing hypothetical development scenarios to model potential adverse effects. This paper gives a brief overview of the Study's findings concerning air and water resources.

Thickeners are simply large tanks, usually circular in shape, which are designed to allow settling of solids and to operate with continuous overflow of clear water and underflow of thick pulp. The dimensions of the thickener are usually such that dewatering of very fine pulps may be accomplished while still 1 overflowing clear water. Some thickeners such as the Genter, Hardinge and Hydrotator types combine thickening with filtering2 while others such as the Dorr type are pure thickenersl,2,3. A schematic diagram of the traction type Dorr thickener is shown in Figure 1. This type is appropriate for tanks over 15 m (50 ft) in diameter. This tank employs a rotating raking mechanism which moves the settled material toward the central discharge. For this and other thickeners, it is common to have a shallow conical tank bottom in order to conform to the geometry of the raking mechanism, and it is often desirable to elevate the tank for ease of access to the product. When the tank does not rest on the ground, the forces resisted by the cone are large, and thick plates must be employed. The fabrication of these tanks requires temporary supports in order to erect the cone. A flat-bottomed tank could also be used because the settled material would soon form a hardened conical surface. However, because of the presence of large bending forces, even larger plate thicknesses are required than for the conical bottom. Significant cost savings often can be realized by the use of a scalloped-bottomed tank such as the one partially shown in Figure 2. The particular scalloped bottom discussed in this paper (and shown in the Figure) employs radial beams forming the outline of the cone-shaped bottom. These beams are supported directly by columns. Cone segments are hung between adjacent beams. The exact geometry of these segments depends upon the cone angle and radius, the number of radial beams, and their inclination. The geometry is chosen to satisfy certain clearance restraints and to utilize the material as efficiently as possible. Surface mining has been used primarily where deposits of minerals were exposed or close to the surface. Surface mining can, therefore, be considered the oldest branch of mining. As the most accessible deposits became uneconomical because of the lack of suitable high capacity conveying systems, deep mining took its place. Only in the twentieth century was this trend reversed as high capacity production and conveying systems were developed. This rapid development was triggered by the steadily increasing demand for raw materials and fossil fuels, as well as by the ever increasing ratio between overburden and deposits.

The Electric Power Research Institute Energy Supply Program is developing coal supply forecasts. By coal supply forecasts I mean the future relationships between coal price and production levels. A representative supply curve is shown in Figure l. It will make the rest of my presentation clearer if at this point I give you some background about EPRI and the Energy Supply Program. EPRI is funded by the nation's electric utility industry to develop new technologies for the production and conservation of electricity. Most of the research is conducted by outside contractors. We participate in joint projects with the Department of Energy and other organizations. The Energy Supply Program is one of three "economic" programs. The other two are Energy Demand and Conservation, and Systems. The Systems Program's main function is to provide the means to integrate the output of the other two Programs. The primary function of the "economic" programs is to provide information pertaining to future energy prices, availability, requirements, etc. to the EPRI personnel planning R&D programs. A secondary role that is becoming more and more important is providing information of direct use to the electric utility industry. I should note that the results of all EPRI's contract work are available to the general public. A "Coal Supply Analysis System" is being developed for EPRI by Charles River Associates. To the extent possible it will draw upon existing work, but much additional work needs to be done in the area of coal supply economics.

The integration of the ESZ orebody and DOZ orebody resulted in a much larger footprint than the original DOZ Mine shape. The significant change in footprint geometry presented new cave front management challenges, specifically: longer undercut drifts. Using a constant blasting rate, more time is required to complete caving in each drift which ultimately influences the number of active faces at any point in time. The number of manageable active drifts is controlled by the planned square-meters of undercut blasting, lead/lag restrictions and other specific conditions such as the need to blast pre-charged explosives. In early 2008, an evaluation of the existing plan showed that significantly more active undercut drifts and longer cave fronts would occur in the next five years. Difficulties associated with the long cave fronts led to a decision to redesign the caving sequence. Several different boundary options based on operational, geotechnical and ore grade parameters were investigated. This paper describes the issues faced with long cave fronts, the constraints and requirements to effectively manage the caving sequence and the options considered to mitigate this situation.

The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.
