The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

The marine geologist and coastal engineer have at their disposal a wide variety of geophysical tools with which to investi¬gate sea floor topography and structure. Such devices include towed magnetometers, shipboard gravimeters and a variety of acoustical systems for recording the relief of the sea floor and buried structural features. The versatility of this latter group of systems lends itself to a variety of applications essential to those projects where excava¬tion of the sea floor is required. This paper describes the use of several acoustic devices and their Limitations and presents a case history in which a rapid survey from a small vessel provided detailed information critical to the planning stage of a specific coastal project. In this discussion, shallow water is defined as depths less than 150 feet. At present, this limit includes the maximum depth of economic dredging and most other offshore activities. To be sure, the maximum depth at which routine useful work can be accomplished is rapidly increasing, but the majority of current marine activities are located in water depths here defined as shallow.

My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. The subject of this paper is broad and complex. Secondly, it is near and dear to the authors' hearts. Therefore, it doesn't seem possible to deal with every aspect of it in less space than a good size textbook. Also, if we dealt with all of the basics of feasibility studies and report preparation, we would cover a lot of material available in the literature, and would have to minimize our editorial comments. In view of these limiting realities, we have chosen to discuss selected facets of the subject, and to provide several comments which stem from our personal experiences during the past 20 years. "Think Ahead" hen someone is undergoing training to command a large ship, the following short phrase is engraved in his memory: "Think Ahead." The reason is simple enough. A battleship, aircraft carrier or oil tanker cannot change directions quickly, and if one waits to a what the other ship is going to do, there may be twisted metal and bodies scattered all over the ocean floor. The commanding officer has to use radar, forward rind aft lookouts, experience, common sense, intuition, weather forecasts, and everything else available to him to avoid trouble. Remember the USS Stark, and the fate of its captain? The fact the Stark was hit by a "friendly" missile didn't lessen the damage. How about running into a mine? Is it an excuse that no one thought about the possibility of a minefield ahead of the ship? The point is, relative to feasibility studies, that its prospective authors, and especially the commander of the efforts required to create it, must "think ahead" from the moment of their association with 4 mining activity. Recent developments in expanded PTFE membrane filter cloths offer high flow rates and sub-micron particle removal. These high strength, industrial grade filter cloths can be tailored for tubular filters, leaf filters and rotary vacuum drums. Filtration techniques using tubular filters make possible filtration of difficult slurries with the elimination/reduction of filter aids and chemical additives. This paper describes principles of surface filtration, applying the membrane filter cloth and comparisons to gravity separators. Benefits to the mining industry include clear effluent, enhanced solids recovery and accelerated cost payback.

It doesn't take any special acumen to note that US engineering and construction firms are busier than ever with mining projects in this mineral conscious world. This special issue of Mining Engineering takes a look at E&C companies-their expanding role, their special capabilities, and their challenges and problems. ME sent a questionnaire to a representative sample of E&C firms. Information was sought about officers, ownership, and amount of business. ME also asked about types of projects and commodities dealt in as well as market distribution and forms of payment. The accomnanying charts show how the 17 responding E&C firms answered these and other questions. Other ME survey questions, and a review of company literature, yielded information about financing techniques and special challenges for E&C firms. Insights were gained concerning government impacts, customer-generated problems, and promising areas for development-including synfuels-in the minerals industry. These areas are discussed later in this article. Accompanying articles in the special issue discuss the E&C company's role in mining projects, research and development in E&C firms, one approach to contract work used by an E&C firm, and an E&C project case study.

Under the terms of the 1970 amendments to the Clean Air Act, the EPA established national ambient air quality standards for a number of pollutants. Sulfur dioxide (SO2) was one of these pollutants. These ambient air quality standards have had perhaps their biggest impact on the power utilities. In an effort to meet the air quality standards set forth by the EPA, utilities using high sulfur fuels have been forced to install flue gas desulfurization (FGD) systems. The majority of FGD systems in operation today are nonregenerable systems, that is the by-product of the system is disposed of, usually into settling ponds. Limestone slurry is the most common reagent used to remove SO from the flue gases. The calcium carbonate (limestone) slurry interacts with the flue gas, absorbing the SO2 and forming a by-product of calcium sulfate/sulfite which is disposed of.

Jetbelt is the trade name for the air supported belt conveyor. It does not use troughing rollers. Jetbelt conveyors support the conveyor belt on a thin film of air. The belt rides in a steel trough which has small holes equally spaced along the bottom of the trough. Air comes through the holes under the belt, thereby supporting the belt. The air pressure is provided by a single centrifugal blower that creates very low pressure, between 249 Pa and747 Pa [10" and 30" water column], depending upon the tonnage being conveyed. The volume of air required ranges between .001415 m3/S and .00283 m3/S [3 and 6 CFM] per lineal foot of conveyor. Therefore, depending on tonnage being conveyed, a 304.8m[1000'] conveyor might require as little as 1.415m3/S [3000 CFM] or as much as 2.83m3/S [6000 CFM.]. (See Figure 1) Horsepower requirements can be less than troughing idler conveyors and considerably less than some other forms of bulk conveying. Savings are most significant in horizontal and down hill (regenerative) conveyor designs. Horsepower to lift material, of course, does not change.

The Ohio valley division of consolidation coal company has incorporated two new aspects within its coal mining concern. A new communication system, thru the cooperation of the c. & p. Telephone company, has been established in each of our mines with its central control in the general office building. In conjunction with this system, a Texas instruments 960 a computer has been incorporated into the system. The purpose for our computer is to provide modernization and improvement to our safety, production and maintenance programs. Thru proper use, the computer will help eliminate inaccuracies and inefficiences that have previously caused inaccurate analysis of problems. Due to federal requirements for more reliable communications in underground mines, Ohio valley division is making a concentrated effort to improve its communication systems. Systems such as the magneto phone and trolley phone have been looked at more critically. It was found that these systems are being used well beyond their limits. With these facts in mind, division personnel started looking for a system that would have these built in advantages: ease of maintenance and installation, increased reliability, low cost, and an inherent ability as a multiple use system.

In the last three years there have been four uncontrolled heating events in mines that have been attributed to the use of polyurethane foam as a void fill product. These heating events are due to the exothermic reaction that occurs during application of these polymeric products. These events led the Mine Safety and Health Administration to issue a safety alert on polyurethane products used in void filling and ground consolidation in mining, with the goal of educating the mining community about this potential hazard. This paper provides an overview of various types of polymeric products and best practices, the factors that contributed to the heating events, and case studies involving polymeric products.

In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air, rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine, fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage.

Fluxes are used to promote pyrometallurgical processes that rely on adhesion (soldering or brazing) or fusion (gas and arc welding) to join metallic surfaces. In the adhesive processes, the metal surfaces to be joined are not melted; the join is formed using a filler metal with lower melting point than the base metal. Fusion welding involves use of heat in excess of the melting point of the base metal. The fused joint may be achieved either by simply fusing together metal surfaces brought in contact with each other or by introducing additional molten metal of similar composition to form a fused joint. ADHESIVE PROCESSES--SOLDERING AND BRAZING In order for molten filler metal, solder or braze, to spread in a manner that creates a successful join; the work surfaces on the base metal must be thoroughly cleansed. Fluxes remove stubborn oxide films and other surface contaminants, promote wetting of the work surfaces, add fluidity to the solder or braze, and enhance workability and ease of spreading. Brazing processes involve higher temperatures than those reached in soldering. Brazing fluxes, which must remain active and effective at the higher temperatures, differ from those employed in soldering. Some common fluxes used in adhesive processes are rosin for soldering tin and electrical connections, hydrochloric acid for use in soldering galvanized iron and other zinc surfaces, and borax for brazing. Soldering and brazing are similar processes, the primary difference being the temperature at which the joining operation is carried out. Soldered joints, produced with low-melting-point fillers (solders) that melt and flow at temperature less that 450°C (Althouse et al., 1988) can sustain loads of 1 to 1.7 MPa for extended periods of time (Anon., 1966). Brazing involves the use of filler materials with melting points commonly above 500°C and generally provides stronger joints than those obtained with solder. Both processes require local application of heat to melt and spread the filler so that the molten filler can wet (adhere to) the base metals by alloying and diffusion. Soldering Soldering is a means of joining metals by adhesion using a metallic bonding alloy as the filler, commonly a mixture of lead and tin. However, the adhesion of solder depends more on its ability to be keyed into minute surface irregularities than on alloying. The most familiar application is to provide and secure electrical connections. Soft solders can range from 1 to 70% tin with the remainder mostly lead. However, for general-purpose, soft-solder work, the alloy is commonly 50% lead-50% tin. Higher lead contents provide a wider range in the melting temperature and, for this reason, a 60% lead-40% tin alloy, which yields a mushy mixture, is used for wiped joints in lead sheet and pipe work. Conversely, 40% lead-60% tin alloys are used in soldering tin and other low- melting-point materials for which a narrower range of melting temperature is required. There are numerous other solder compositions such as tin-silver, 95% tin-5% silver and antimony-tin, 95% tin and 5% antimony (Carlin, Jr., 1992). Heat needed to melt and spread the solders is commonly provided by electrically heated, copper-tipped soldering irons or by means of torches; the solder is applied by hand, usually face-fed by means of wire. For wiped joints in plumbing and lead-cable splicing, the solder is manipulated with cloth pads. The molten solder wets the joint surfaces and is drawn, by surface tension, into minute fissures and capillary openings. Other applications involve use of induction heaters and furnaces with pre-shaped solder appropriately placed prior to fluxing and heating. In some processes, the joints are immersed in molten solder. Constituents and Role of Soldering Fluxes: Soldering fluxes generally fall into one of three categories: highly corrosive fluxes, intermediate fluxes, and noncorrosive fluxes. These same categories are sometimes designated inorganic, organic and rosin-based respectively (Althouse et al., 1988). Common constituents of each group are discussed briefly below. Corrosive Fluxes (Inorganic). Work with aluminum, magnesium, stainless steel, high alloy steel, aluminum bronzes, and silicon bronzes is carried out at temperatures in the upper portion of the range for solder operations. Soldering these materials requires use of highly active, corrosive fluxes to remove and prevent the formation of the especially stubborn, hard, oxide films that form on these materials upon exposure to the atmosphere. The corrosive fluxes consist of inorganic acids and salts that are applied either as pastes or dry. They are active at elevated temperatures and, since they remain active after the soldering is completed, must be completely removed. The main constituent of most corrosive fluxes is zinc chloride with a melting temperature well above the solidus temperature of most commercial tin-lead solders. It is made by the action of hydrochloric acid on zinc. When zinc chloride is used alone, un- melted particles of this corrosive salt get caught up in the joint and weaken it. For this reason, other inorganic salts such as ammonium chloride (NH4Cl) or sodium chloride (NaCl) may be added to lower the melting temperature. A mixture of zinc chloride and ammonium chloride is very effective because the excellent oxide reducing properties of ammonium chloride and the protective action of the molten zinc chloride combine to produce a fluxing action superior to that achieved when either is used alone. The subsidence monitoring program at the Old Ben No. 24 Mine was planned in 1976 as part of the on- going demonstration of longwall mining. The construction and installation of the network of surface subsidence monuments was started in Play of 1976 and completed four weeks later after which an initial reference survey was made of all surface monuments. Mining of the first longwall panel started in September of 1976 and was completed in May of 1977. Mining of the second panel started in August of 1977 and is continuing at this time. The Automatic Data Acquisition System (ADAS), which is the subject of this paper, was installed over the second panel on March 29, 1978 near the panel center (Figure 1) and approximately 104 meters (370 feet) in front of the face position at that time. Mine No. 24 is located approximately 5 kilometers (3 miles) Northwest of Benton, Franklin County, Illinois. Coal is being mined from the Illinois (Herrin) No. 6 seam which is at a depth of about 189 meters (620 feet) at the site. The Herrin No. 6 is up to 2.7 meters (9 feet) thick in the mine but a constant thickness of 2.1 meters (7 feet) is being mined by the demonstration longwall with both roof and floor coal being left for stability. Although the seam is flat laying at the mine, it dips north- ward regionally. Topographically, the surface over the demonstration panels is essentially flat and low laying with several areas of standing water. The Rend Lake Dam (United States Army Corps of Engineers) is about 305 meters (1000 feet) north of the demonstration site.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

The research laboratory of B.U.S Engitec has identified and patented a new process for electrolytic production of lead from lead sulphide concentrates with simultaneous production of elementary sulphur. The process occurs in an aqueous solution, at atmospheric pressure, utilizing a solution of ferric fluoroborate in fluoroboric acid as the oxidizing and solubilizing medium for lead sulphide. After the filtration and separation of a residue composed of elementary sulphur and the gangue which accompanied the concentrate, the solution containing lead as fluoroborate and iron reduced to a ferrous state is sent to a diaphragm electrolytic cell where, in the cathode compartment, the lead is deposited in a compact form on the stainless steel permanent blank. The exhaust solution stripped of lead is sent to the anode compartment where the oxidation of ferrous fluoroborate into ferric fluoroboratetakes place, reproducing the oxidizing solution for new leaching. Depending on operating conditions, it is possible to selectively solubilize the lead from the other metal values present in the concentrate. The sulphur produced from the reaction may be separated from the gangue by extraction with solvent or by flotation.
