SMEThis loaner is concerned with important criteria relative to the design of small flota¬tion concentrators. For the purpose of this discussion a small flotation concentrator is defined as a facility having a designed ore feed rate of 1,000 metric tons per day (MTPD), or less. The decision to design and construct a small flotation concentrator is the culmination of a series of logical steps relative to the ex¬ploitation of a potential ore body. The information required for a rational and timely decision regarding plant design and construction is usually contained in a feasibility report. The information required in a thorough feasibility report has been summarized (1) (2) as follows: Type of mine or plant and proposed daily, monthly, and yearly production of all intermediate and final products. Quantity of indicated ore reserves. Location of project illustrated by a map showing surroundings, trans-portation facilities, and existing utilities.

The large band gap and insulating properties of sphalerite have limited the application of standard electrochemical techniques for studying its reactions with flotation reagents. This problem has been overcome by developing electrodes that rely on the surface conductance produced when sphalerite is activated with copper or other heavy metals. A brief exposure of the mineral in copper sulfate solutions results in electrodes that exhibit significant electrochemical activity characteristic of copper sulfides. Voltammetry studies conducted on sphalerite activated in 10-4 M CuS04, solutions at pH 4.6 provide information on both the amount and the nature of the activation product(s). It is shown that copper activation is strongly dependent on the electrochemical potential applied during activation. Activation at potentials increasingly negative of the rest potential causes a progressive increase in the amount of copper on the surface; activation at potentials positive of the rest potential decreases the amount of copper on the surface. The results indicate that both the kinetics of copper uptake and, possibly, the chemical composition (stoichiometry) of the activation product are controlled by the electrochemical potential.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. Formally, a mathematical model could be defined as: A set of equations whose solution will approximate the response of a physical process or system to a set of stimuli which appear as parameters in the equations. The purpose of a mathematical model is to permit the rationalization of experience to proceed by simulation rather than by physical experimentation. In the application of digital computer control to an industrial process, the mathematical model of the process (subsequently called the process model) is needed to calculate the present process performance from the measured variables and to predict the response of the process to a control change. Functionally, the cardinal element in process model development is a concise set of control objectives. These, besides implicitly defining the boundaries of the system to be modeled, will determine the accuracy demanded of the model its nature: dynamic or steady-state, and so forth, The objectives should explicitly define what process efficiencies, production rates, qualities are to lie within the scope of the computer control project, thereby providing a basis for simplifying assumptions in the development of the model. This requirement, a limited set of control objectives, is so often disregarded in formulating industrial control problems that its repetition can scarcely be avoided.

"Stretching from Norway’s capital, Oslo, to the city of Ski, a new railway line is under construction with a 20 km long hard rock tunnel. This is a major project with high demands regarding quality, cost and schedule. In addition, restrictions concerning locations close to sensitive urban infrastructure require execution with the highest level of precision and expertise. The new double track railway line forms an important part of the intercity rail development southwards from the capital and includes the longest railway tunnel to date in the Nordic countries. With its novel methods and solutions, this project offers a model for future railway project developments in the region. This paper provides general pertinent details and facts relating to this current railway project and includes a description of the project with information relating to concept and design of the tunnels, geological conditions, particular challenges, selected tunneling techniques and contracting strategies. THE FOLLO LINE PROJECT The Follo Line is a new 22 km long double track railway line under construction between Oslo Central Station and the city of Ski. The project is divided into four subprojects, as shown in figure 1. The main part of the project consists of a 20 km long hard-rock tunnel, which will be the longest railway tunnel in the Nordic countries to date.The Østfold Line is the existing double-track railway line running between Oslo Central Station and Ski serving 12 local stations. The new Follo Line will offer a direct service, without stops, between Oslo Central Station and Ski and reduce the travel time from 22 minutes to 11 minutes. After completion of the Follo Line, these two railway lines will, in combination, more than double the capacity for train transport in the region south-east of Oslo."

The Zijinshan gold-copper mine, located in Shanghang County, China, is a porphyry-type, low-grade ore deposit with a geological profile of upper gold and lower copper. Despite its low-grade nature, it has become one of the largest in production scale and most profitable nonferrous metal mines in China, which can be attributed to the successful application of hydrometallurgy as well as proper engineering design. A large-scale, open-air cyanide heap leach has been successfully implemented to recover gold under the humid and rainy weather conditions of southern China. Furthermore, according to the gold ore characteristics, a combination of gravity separation, carbon-in-leach and heap leaching processes was developed to improve gold recovery. In terms of copper extraction, copper ore of a grade higher than 0.25 percent is fed to the flotation plants to produce copper concentrate (gold is also enriched here), while copper ore of a grade lower than 0.25 percent undergoes heap bioleaching followed by solvent extraction and electrowinning to produce cathode copper. Additionally, a unique bioleaching system has been established at the Zijinshan Mine: low operating pH (0.8~1.0), high concentration of total soluble iron (~50 g/L), high temperatures (45~60 °C) and low activity of microorganism (~104/mL) in the pregnant leach solution (PLS). This review paper summarizes the practical experience acquired in developing the Zijinshan gold-copper mine and could be of use in other gold and/or copper plants.

INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. "INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

"Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. The paper will also demonstrate the value of adding photogrammetric data to the 3D Model to show surface defect discoloration. The accurate and detailed data collected by a combination of LiDAR and photogrammetric techniques provide superior data needed to inform critical asset management decisions related to maintenance, repair and replacement."

A detailed strata-mechanics investigation and examination was carried out in the E2 Panel (ML-II/7) of the XVI Bottom coal seam, which is located in the Moonidih Colliery of B.C.C.L., Jharia coalfield, India. Above this panel, the XVI Top coal seam was previously worked out by a longwall panel. Based on intensive field study and on experiments in a number of longwall panels located within various Indian coal mines, the actual behavior of the coal roof strata was evaluated and new strata-mechanics concepts around the longwall panels were developed. These concepts resulted in new methodologies concerning the behavior of roof rocks, caving characteristics, etc. within longwall panels and in the area of strata mechanics. Based on these new strata-mechanics concepts, a very simple, but realistic, model was developed to determine the optimum capacity of the powered supports. This model considered the combined loads resulting from the detachment of strata and composite layer blocks from the face and, also, loads due to the deflection of strata and composite layers situated above the detached roof rockmass. This formula, along with the other related formulas by the author, prompted the determination of the optimum capacity requirement for the powered supports to be used in the XVI Bottom coal seam, located under the worked out area. This new concept in strata mechanics and capacity requirements of the powered supports in a longwall face may be an aid to Mining Engineers.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

Samarium (Sm), as one of the rare earth elements (REEs), has gained significant attention in the production of samarium- cobalt (SmCo) magnets due to their high corrosion and oxidation resistance, as well as their high-temperature stability. SmCo magnets find applications in various industries, including but not limited to national defense, aerospace, military and medical equipment. Sm and Co have been classified as critical metals due to their economic importance and supply risk. Recovering Sm from SmCo magnets is an effective method to ensure a stable supply. The present study investigates an integrated hydrometallurgical treatment and combustion process for the preparation of rare earth oxide (Sm2O3 ) powders from SmCo. Initially, SmCo powders are exposed to nitric acid, and the resulting slurry is selectively oxidized at 250 °C to obtain Sm(NO3)3 , Co2O3 and Fe2O3 . Subsequently, the selectively oxidized powders are leached with water to extract Sm. Sm2O3 powders are produced from the obtained leaching solution using an energy- and time-efficient solution combustion process. Finally, the optimal conditions for the production of Sm2O3 are identified, and the produced powder is characterized through X-ray diffraction (XRD) and field emission scanning electron microscopy (FESEM) analysis.

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft. This paper studies the problems at the core of the mining business which need to be addressed. What kind of mining will serve our existence with nature on this planet? What kind of mining perspectives are we able to formulate without having negative effects for future generations? Is mining technologically sustainable? The values of predictions, imagination, and creativity must be integrated to define what mining should be. Those values should be in the technologies necessary to restoring equilibrium of nature (Geomimic) as well as in complete extraction of metals, better utilization of the mineral reserves, and design the usage of metals to recycle. The purpose of this research is to examine many views and perspectives for future generations and to accelerate the pace of innovation of having mining without socio-environmental liabilities by design and by understanding nature. INTRODUCTION The future of mining is being stifled by many antiquated and stagnant attitudes and policies by the industry and society as a whole. The time is now or never for real action and education against these attitudes and to upgrade them to meet the current needs of this planet if we are to survive. Doing this will prove that we understand and respect nature for us and our posterity. It will also show a positive assessment that the mining process can be reversed before the point of no return. And that is to say, only if reversibility is still an option. It may not be anymore but it’s worth a try. We need to use our imagination and engineering know-how to come up with new proposals to change the core of mining. It would entail re-engineering. There is a profound difference between the future of mining and mining in the future. The future of mining is the continuation and persistence of past practices in the industry and expecting new results. Mining in the future requires a paradigm shift for extraction through modern thinking about mining as it pertains nature. The new paradigm for mining in the future would restore equilibrium with nature. Always keep in mind the connection of mining to nature. What is the future of nature? To predict mining in the future we need to use past experiences in mining and our knowledge of modern science and engineering to formulate a prototype that will enhance mining while maintaining equilibrium with nature. Mining and protecting nature are not mutually exclusive. This new prototype has nothing to do with the level of bonding or insurance that the mining industry can legally provide. The goal of this paper is to contribute some new ideas to help transform the mining industry based on the laws of nature and its limitations. Using this new prototype we will develop the following 1.
