The separation of feldspars from quartz has been the subject of numerous studies since 1930 and the flotation process so far proved to be the most suitable method. In the conventional process, feldspars are separated from quartz using a cationic collector and hydrofluoric acid as an activator of feldspars. There is no general agreement on the mechanism of fluoride activation of feldspar surfaces and the role of fluoride ions is briefly discussed. The use of HF is no longer acceptable due to environmental and health problems, and a few new reagents schemes have been reported. The available evidence shows that the success of these new reagent schemes is very limited. A new reagent scheme which is environmentally safe and cost effective for the separation of feldspars from quartz is yet to be resolved.

The new Track Etch* technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The Track Etch method is being used in several exploration programs in various locations around the world. The Track Etch exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the Track Etch technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies is discussed.

Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

Vehicle fires in underground mines pose a certain risk for which measures to prevent or mitigate the fires are highly important. Fire protection measures can be divided into active and passive measures, where active measures require an external power to work in the event of a fire, and passive measures could include an existing partition preventing fire spread. As passive fire protection does not rely on activation, it is expected to provide high reliability and a robust solution, and should be considered during the design process. This paper investigates passive fire protection measures that could be implemented in the design of mining vehicles. It was found that passive fire protection should include the use of several measures simultaneously to ensure fire protection throughout the different phases of a fire. Threshold distances for fuel components were calculated, and it was found that combining hydraulic hoses and electrical cables resulted in larger threshold distances. A pool fire along the underside of a vehicle will pose a certain risk, and passive measures should be focused on ignition prevention, making high demands on the insulation/shielding along the underside. Any occurring tire fire may pose a challenge, and the priority should be on preventing ignition. Potential measures include shielding the wheelhouse and applying fire-resistant sealings.

Thermal reactivation of eluted carbon is an essential part of most carbon-in-pulp gold recovery plants. The effectiveness of the reactivation procedure depends on the nature and level of contaminants adsorbed on the carbon, the efficiency of the elution and the temperature, residence time and atmosphere within the kiln. The most commonly used kilns are evaluated in terms of their operating parameters and performance. Data obtained both in the laboratory and in the field emphasize the importance of carbon feed moisture content, kiln atmosphere and carbon conditioning on the activity of the kiln product.

Industrial usage of clays for current and new applications will continue to grow into the next century. The rate of growth will be highest in the less developed areas of the world. Transportation costs are a significant part of the delivered price, so the location of reserves and processing facilities for kaolin, bentonite, and palygorskite (attapulgite) are reviewed relative to serving these emerging markets. New value added applications will increase in the more developed areas which will require high quality raw materials, more sophisticated processing, and rigorous quality control.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

The production of kaolin and calcium carbonate in North America exceeds 13 million tons sold into higher value market segments. With a few exceptions, the markets supplied exhibit mature growth rates. In some market sectors, technology changes have and continue to occur shifting pigment-type consumption and growth. New sources of supply will impact current businesses. New product and process developments for kaolin and calcium carbonates are continuing. Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

Two new coal use technologies are on the verge of commercial acceptance by the utility industry: atmospheric fluidized bed combustion (AFBC) and gasification combined cycle (GCC). Generating plants under construction or in planning will replace older pulverized coal (PC) boilers or substitute for new PC boiler capacity. This paper reports recent developments in the commercialization of AFBC and GCC, emphasizing the potential impact on the coal mining industry. The influence of coal quality characteristics on fuel selection is explored by means of preliminary economic calculations for different coals and competing fuels.

Streamflow and water-quality data for the northern part of Swatara Creek, which drains a 112-km2 area in the Southern Anthracite Field of east-central Pennsylvania, indicate iron, copper, and lead, and to a lesser extent manganese and zinc, are transported with suspended particles during stormflow conditions. During stormflow conditions, concentrations of these constituents typically peak prior to peak stream stage as a result of scour and transport of streambed deposits. In contrast, sulfate is transported mostly as a dissolved ion. Concentrations of sulfate, specific conductance, and pH are inversely related to streamflow, indicating dilution and acidification during stormflow. This effect is attributed to the mixing of poorly buffered stream water having pH 6.0-6.5 with weakly acidic storm runoff having pH 4.0-4.5 and low dissolved solids.

Coal mines and power plants utilize different methods to control dust for the safety of their workers and to protect their installations. The methods that they use are limited by the Environmental Protection Agency or the states in which they operate. Now there is a new technology for controlling dust at conveyor transfers! The Passive Enclosure Dust Control System utilizes several proven technologies to mitigate fugitive dust. This new system has been proven to be four times more effective than standard enclosures utilizing bag house collection and is considerably less expensive to install and operate.

Fuzzy logic is a useful tool for Sustainable Development (SD) decision making because it can express uncertainty, both in the informational and in the decision-making environment. The general linguistic definition, acceptability for environment (air, water, nature, risk, etc.), as well other aspects of sustainable development (health, management issues, etc) is proved to be useful in approximate reasoning and decision-making. According to this definition, the various fuzzy functions of environmental acceptability can be constructed. This construction is based on the concept of special kinds of fuzzy functions generally defined as Linguistic Variables (LV), which are suitable for mapping to fuzzy sets. Various SD indicators could be used as domains of such functions, expressed either in their physical values (e.g. production, emissions, risk of accidents) or in Measure of Preferences (MP). The most important MP are mentioned below: Stated Preferences Techniques (SPT) of economic evaluation of environment, economic instruments of environmental protection mostly based on Revealed Preference Techniques (RPT), preferences scales (ordinal, cardinal) according to various methods of their construction, etc. Also, the possibility theory (analogous to probability) could be exploited in such construction. It could be used together with environmental engineering modelling formulas for the purpose of determining fuzzy functions. The appropriate forms of linguistic variables, considering limit cases for this purpose, are also discussed.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

Computer programs developed as part of the PROSPECTOR project at SRI International can indicate where the highest grade hypogene copper occurs in porphyry copper prospects. The programs are useful in selecting drilling targets in untested porphyry deposits. Because of mineralogic, structural and lithologic variations in porphyry-type deposits, three distinct computer programs have been constructed; however, this paper considers only the stockwork type in homogeneous rock (similar to the Lowell and Guilbert model). The programs represent models in the form of inference networks that utilize the mineralogic, alteration, lithologic, structural, geochemical and geophysical data normally collected prior to a drilling decision. One example of an application of the PROSPECTOR program for a stockwork-homogeneous porphyry is given: Island Cooper in British Columbia. Computations based on the surface geologic, geochemical and geophysical data for Island Copper clearly disclose the best hypogene grade of the deposit. Other deposits were tested in the programs as well, and in each case PROSPECTOR programs indicate the region with the highest hypogene grade.

The Institute of Gas Technology (IGT), under sponsorship of the U. S. Department of the Interior, Office of Coal Research (OCR), and the American Gas Association (A. G. A. ), has been undertaking the development of one of several processes to convert coal to high-Btu gas as a means of supplementing natural gas supplies. It is anticipated that there will be a significant need for such gas in the foreseeable future in order to meet the ever increasing demands for this preferred fuel form. HISTORY The development of the HYGAS® Process is based on various studies conducted at IGT starting back as far as 1945. Initial work was directed toward production of synthesis gas with subsequent catalytic methanation. By 1964 the concept of the direct hydrogenation of coal to produce methane noncatalytically was well-founded and the chemistry was reasonably well established. Work up until this point in time was financed by the American Gas Association. In 1964 the U. S. Department of the Interior, Office of Coal Research joined with A. G. A. to support the program. The objective at that time was to develop the necessary know-how to enable the design of a pilot plant, a necessary step in the ultimate commercialization of the process. Work for the next three years (1964-1967) emphasized investigation of fluidized-bed technology in the hydrogasification step, where moving-bed technology had been previously employed, as well as identification of commercially available catalysts acceptable for catalytic methanation of the CO and hydrogen in the hydrogasifier effluent under operating conditions in the system. By 1967, the preliminary design of a 3 ton/hr pilot plant had been finalized, and IGT received authorization from OCR to proceed with the detailed design and construction of that facility. The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation on the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). 

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.
