The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Graham was the first to demonstrate that inorganic substances were also adsorbed on charcoal. In 1830, he reported that iodine dissolved in KI solution was adsorbed on charcoal. Rock disintegration processes are usually inefficient and costly operations in mineral beneficiation, mine development and oil well preparations. Thus, there is a strong need for improving the energy efficiency of unit operations such as drilling and comminution. The effects of selected cations and anions on drilling efficiency in a hard rock formation (Dakota Sandstone) were studied. The zeta potentials and the tensile strengths of the drilled samples were measured under similar chemical conditions. The chemicals tested included MgCl2, Na2CO3, AlCl3, NaCl and Dodecylammonium chloride. The results indicated that drilling rates can be enhanced or retarded depending on chemical conditions such as the solution pH and the type and concentration of reagents. Drilling data are correlated with mechanical (tensile strength) and interfacial (zeta potential) properties of the rock formation. The mechanisms involved are discussed in light of Rehbinder's and Westwood's theories.

The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. Much has been written and many discussions held on the virtues (and evils?) of a Company-owned motor fleet. Almost invariably these dialogues take a generalized form and thereby lose something since the individual circumstances, geography and philosophy - particularly in diverse industries, is never quite the same. In considering the nature of my remarks today, I felt a departure from the general approach might be in order, and in lieu of that, will attempt to present a concise picture of how we in the Lehigh Portland Cement Company view this problem and the steps we have taken in our efforts to solve it. At the outset a word may be in order about the Lehigh Company itself, what we do, and the problems that confront us specifically as well as the cement industry at large. We are primarily a manufacturer of portland cement operating 10 plants with a total annual capacity of about 23,000,000 barrels. We market this material in 30 states, shipping both from the plants directly as well as through a system of 18 distribution terminals. About 150,000 truckloads of cement are shipped to customers each year.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. The ventilation of a bituminous coal mine by means t of a Forced and, or, Exhaust system of ventilation is certainly not new to the mining industry, however, we know from experience that the ventilation of every coal mine presents a variety of problems which are in some instances approached by different methods or means, As in every such problem, there is some difference of opinion as to the advantages and disadvantages of s Exhaust versus Forced ventilation, particularly with regard to safe and effective ventilation of an active pillar area in a gaseous coal mine. We at Island Creek, certainly concede that it is possible to safely ventilate a coal mine by means of Forced ventilation, However, following many years experience in operating a coal mine in an extremely gaseous coal seam, we prefer using an Exhaust system, that is, to reduce the inside mine pressure to a minus atmospheric pressure by means of a mechanically operated fan. This method assures that the return air moving through established airways toward the fan will continue to move in that same direction for a limited time should the fan stop for any reason, also assuring that in the event of a large area fall, the air from the abandoned workings will move directly to the suction side or to the return airways.

Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The concept of the system is to minimize costly unscheduled breakdowns of equipment by replacing components earlier than their "life" expectancy. Periodic unit services are scheduled according to pre-set constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can provide accountability of all man-hours reported and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better utilization of manpower and an overall improvement in equipment reliability and availability.

The purpose of this paper is to describe the roles of cement and concrete in construction in general and, more specifically, as construction materials of the Southeast. For purpose of this discussion, the Southeast will include the geographic area composed. of the following 13 states: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and West Virginia. In one sense, cement by itself is not a construction material. It is a finely ground manufactured mineral product, usually gray in color. Cement is mixed with water and sand, gravel, crushed stone, or other aggregate to form concrete, the rock-like substance that is the most widely used construction material in the world. Because cement is seldom used by itself for construction but is usually a component of concrete, there is no such thing. as a "cement" sidewalk, a "cement" highway, or "cement" building. Neither is "portland" a brand name. It is a generic term used to describe any cement that hardens in the presence of water and is made to standard specifications .. For all practical construction purposes, therefore, all cement is "portland." The name "port-land" was selected by the English inventor of the product in 1824 because concrete made with his product resembled natural building stone quarried on Portland, an English island. Although portland cement is not the final material which finds its way into completed construction, as the principal component of the most widely used construction material in the world, the location and process of its manufacture warrant some discussion

Operations and Research; from the earlier development, testing and installation of fine shear screens in the Minntac Step III concentrator to the most recent testing and operating data that has resulted in the installation of Derrick Multifeed sandwich deck screens in Minntac Steps I and II. Pilot-plant test results that were obtained at the Coleraine, Minnesota Research Laboratory are also reported and demonstrate the effects of feed rate and feed percent solids on sandwich screen performance with two sizes of Minntac fine screen feed.

The properties, origin and industrial uses of kaolin clay are briefly reviewed. The general waterwashed beneficiation process is described. Yost aspects of filtration and solids-liquid separation as practiced in the kaolin industry are mentioned along with devices that are currently in the developmental stage. The paper focuses heavily on the well known art of rotary vacuum filtration, including general construction and operating details. Devices under investigation that might be used to mechanically or electrically dewater clay slurries to higher cake solids levels than can be achieved with rotary vacuum filters are described briefly.

Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

Management is a major part of sustainability research. Many different aspects of sustainability have already received significant research attention, but the management processes in mining from the perspective of their impact on society are less understood and integrated as a holistic frame. It is evident that mining technology has received major blame in past ecological disasters and major mining-induced environmental hazards, but the management-mining process has escaped unscathed. This should not have happened. Instead, the management processes should share equal blame with obsolete technology for the failure to identify and monitor potential environmental hazards before their inception of mining. We will present an emergent style of management for the future of mining. It challenges the actual ?mind-set? of mining management. It describes balance and equilibrium: physical, chemical, and biological in nature as an understanding of nature?s language, which is Geomimic along side ?the bottom line?. The goal is to minimize loss instead of maximize profits (waste design) at the design stage of mining and to develop clean technologies (nature's values) to achieve non-social environmental impacts that provide a prosperous legacy to future generations.

The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].
