Although more than 100 thorium-rare earth minerals are known, only a few have any commercial significance. Monazite, thorite, bastnasite, and some exotic thorium rare earth ores are reviewed Commercial interest is presently centered on monazite from the Union of South Africa, and thorite from this country. Thorium became commercially important with the development of the incandescent gas mantle about 75 years ago, Gas mantles consist of thorium oxide with small amounts of cerium oxide. The thorium nitrate used to make gas mantles was first obtained from rare thorium minerals, As a matter of fact, this use of thorium is still important and is one of the largest commercial uses for thorium materials. The discovery of monazite sand placer deposits along the coasts of Travancore, India, and in some Brazilian beach s .s, and the development of the old North and South Carolina monazite stream placers gave the mantle industry of 30 to 40 years ago a comfortable inventory of thorium ore. Even today, the thorium industry depends largely upon monazite ores for its source of thorium. This paper will briefly describe some of the major thorium ores and their principal deposits insofar as they relate to the thorium industry in this country. Because of similar chemical and physical properties, thorium always occurs with the rare earth elements and with varying amounts of yttrium. Thorium may predominate over rare earths, as in thorite-type minerals, or may represent only a fraction of the rare earth content. Typical ratios of thorium to rare earths in various minerals are given in Table 1, The average thorium content of the earth's crust is about 12 grams per ton, and in this respect thorium approximates lead, molybdenum, and some of the rare earths in abundance. The ore minerals of greatest importance to the-thorium-rare earth industry are monazite, thorite-type minerals, bastnasite-type- ores, and the family of minerals which is characterized by a preponderance of the heavy rare earths and yttrium. The latter classification includes xenotime, gadolinite, samarskite, euxenite, etc, The first two, monazite and thorite, are of greatest significance.

The large volume of water used in coal preparation plants makes water recycling a necessity. Economical cleaning of dirty water usually requires flocculation with an efficient organic polyelectrolyte. This paper discusses identification of optimum flocculant systems. Supporting laboratory data with on-site tests and full scale field trials supplies information necessary for matching the polymer to the plant.

Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

To assess the potential for radioactive pollution unique to the environmental conditions of the Bacau phosphogypsum waste dump, surface samples were taken, drillings were performed on the entire waste dump's height, and the Ra226 distribution on the height and surface considered to contain a medium content of the radium of 0.57 Bq/gr was studied. Thus, the waste dump's radioactive potential was estimated at 30-40 Ci in equivalent Ra226. Also analyzed was the granulometric composition of the phosphogypsum and the distribution of Ra226 on granulometric orders, which indicated that the radium was concentrated in the very fine fractions. Parameters were set up for the classification by hydrocycloning to obtain a fine class (less than 41 microns) having a radium content of more than 0.9 Bq/gr and a coarse class having less than 0.37 Bq/gr. A chemical process was devised for removal of the radium from the phosphogypsum with the possibility for recovering the contained sulfur.

A description will be given of an approach to plant process automation based on the strategy of first developing an information system followed by later development of process models. The advantages of this approach over the unit process control will be outlined. Some insight will be given into the risks associated with this method. These risks can be shown to be primarily economic.' Some reference will be made to two Cominco installations in the interests of illustrating the generality of the information systems approach.

The Rochester Mining District is located some twenty-five miles NE of Lovelock, Nevada. The District was discovered and named in the 1860's by prospectors from Rochester, New York. For a number of years, they worked Rochester Canyon, sinking shafts and inclines and making open cuts. After reaching a depth of approximately eighty feet, the miners tapped an underground channel and were driven from these workings by a strong flow of water leaving pumps in the shaft and barely escaping with their lives. With the Rochester workings no longer accessible, the miners went to the southeast and established the Relief Mining District. About 1881, gold was found in the gravel at the mouth of American Canyon, to the east of Rochester. These placers were worked until 1895, first by the Americans who reportedly took out $1 000 000, and later by the Chinese who mined the gravel with great skill. It was estimated that the Chinese took out as much as $10 000 000.

In this paper, several commonly used computer truck dispatching criteria are evaluated. A computer-oriented truck dispatching and production simulator was developed to provide data for comprehensive cross comparison among the dispatching criteria. The definitions, primary considerations, characteristics, and performances of these dispatching criteria were investigated. From the simulation results, it was concluded that, in general, no one criterion can dominate all others. All basic dispatching criteria including minimizing truck waiting time, minimizing shovel waiting time, minimizing truck saturation, maximizing truck momentary productivity, or truck routes optimization provide a local optimal solution. To obtain a direct global optimization solution for this complex stochastic process does not appear to be likely. Therefore, the search for an optimal dispatching criterion that will fit all conditions may not be realistic. However, based on the simulation results of the mine operation, several dispatching criteria which have good potential to increase performance can be selected. It may be necessary to search for the best combination of these truck dispatching criteria for a given situation. For example, a truck flow measurement such as the truck clustering factor at shovels can be used as a switch parameter to change from one criterion to another. The values for the switch parameter at which actions should be taken to change the criterion can be established through simulation programs.

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. The total iron ore production in Sweden in 1969 was 33.3 million metric tons. 31.7 million tons were exported mainly to Western European countries. 27.8 million tons (87 per cent) originated from the mines at Kiruna, Svappavaara and Malmberget, located just north of the Arctic Circle in Sweden. Planned production for 1970 is 25 million tons during 10 months, due to a strike at the beginning of the year. Present production plans for the next five years expect an annual export capacity around 33 million tons in 1975, including 5.7 million tons of pellets. The mining and shipping at the loading terminals of Narvik on the Atlantic coast and Luleå at the Gulf of Bothnia are managed by LKAB - a 96 per cent state-owned company. 4 per cent of the share capital is owned by the private Grängesberg Company. The railway - 106 miles from Kiruna to Narvik and 130 miles from Malmberget to Luleå - is operated by the State Railways in Sweden and Norway. Comprehensive expansion of the Narvik ore port will be carried through during the next five years to increase the annual shipping capacity to at least 35 million tons and meet the development of rapidly growing ship sizes.

The West Gates Deicing Industrial Waste Pond Expansion project at Denver International Airport seeks to expand utilities to accommodate additional terminal gates. The project includes six tunnel crossings beneath taxiways and runways with lengths ranging from 239 to 2,025 linear feet. Excavation methods include shielded tunnel boring machines and steerable auger boring. Designed initial support includes liner plate, steel ribs and lagging, steel casing, and Fiberglass Reinforced Pipe and ranges in size from 24" to 132". This paper will discuss challenges associated with the overall layout and design of the project, including contingencies to protect critical infrastructure. In addition, a construction update is provided.

Occupational exposures to respirable dust and submicrometer aerosols emitted by diesel-powered equipment are a health concern for underground mining operators and regulators. A study was conducted in an underground mine with the objective to identify, characterize and source apportion airborne aerosols at the setup face and recovery room during longwall move operations.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The SPRB is divided into three geographic clusters based on coal quality. "INTRODUCTION The Liantang / Heung Yuen Wai Boundary Control Point (BCP) project, located in the north-east New Territories of Hong Kong, will form the seventh land crossing between the Hong Kong Special Administrative Region (HK) and Shenzhen in China (Figure 1). The BCP project comprises an 11km long dual two-lane trunk road linking the border crossing facility to the existing road infrastructure in HK and when completed it will facilitate future regional development and alleviate frequent traffic congestion at the existing Boarder control points.In December 2013 Dragages Hong Kong (a member of the Bouygues Construction Group) was awarded the 5.4km long Contract 2 section of the project, including the 4.8km long Lung Shan Tunnels, by the Civil Engineering and Development Department of the Government of the HK SAR. To overcome the difficult ground conditions anticipated along the Contract 2 section of the project the tunnels will be constructed using mechanical and drill and blast (D&B) excavation techniques together with a 14.1m diameter multi-mode Earth Pressure Balance Tunnel Boring Machine (TBM). Land constraints imposed on the project alignment require that the final 500m section at the northern end of the Lung Shan tunnels, under Princess Hill (Figure 2), takes an almost 90 degree turn towards the north. The resulting 354m radius curve restricts the sight-line of road users to below the minimum 110m at 80km/hr hence, the internal span of the tunnels needs to be increased from 12.6m, in the standard straight section, to 15.4m in this curved section to accommodate a widened shoulder which will provide the required sight-line distance."

Over the past several years, Newmont Gold Company (previously Santa Fe Pacific Gold Corporation) developed a new technology for the flotation of refractory auriferous sulfide minerals which is referred to as the N2TEC flotation process. Starting in April 1997, the first commercial flotation plant utilizing N2TEC technology was successfully commissioned at the Lone Tree Mine near Valmy, Nevada. The Lone Tree flotation plant was designed to process 4,085 mt/d of ore producing 494 mt/d of sulfide concentrate. A flotation tails leach CIP circuit was added to recover cyanide-soluble gold from the flotation tails. A portion of the flotation concentrate is blended with whole ore feed to the Lone Tree autoclave, up to the limit imposed by the current oxygen plant capacity. The remainder of the concentrate is shipped to either the Twin Creeks autoclaves or the Carlin roaster for subsequent oxidation and gold extraction. This paper discusses the results achieved in the commercial flotation plant compared to pilot plant testing and engineering design flotation modeling. Capital and operating cost information are also presented.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

Expansion of the Plum Island Wastewater Treatment Plant requires interconnection of three operating pump stations using only two existing 10-ft diameter shafts for access. These two existing shafts require additional support to allow access 130 feet below grade. Interconnection requires rehabilitation of an existing tunnel, excavation of two new tunnels, and abandonment of additional existing tunnels. Construction has discovered unexpected conditions at all three connection points. The CMAR contracting method has effectively accommodated project team discussion, value engineering decisions, and allocation of risk during preconstruction and construction phase services.

The Kivcet process is technologically the most advanced of the new lead smelting processes which have been developed over the past decade construction of the first commercial scale Kivcet lead smelter which has been designed by KHD Humboldt Wedag for Sociedad Complejo Metalurgico de Karachipampa is at present nearing completion in Bolivia. Some of the measures taken to minimise emission of harmful elements as well as methods employed to minimise energy consumption in the design of the smelter, are presented. Results of recent testwork which have added to the flexibility of the process are summarised.

When you think of the state of Maine, you probably think of lobsters or lighthouses. The last thing you would think of is metallic mineral mining, and that is for good reason. According to the Maine Geological Survey?s website, ?no metals have been mined in Maine since 1977.? Moreover, Maine?s metallic mineral mining laws and rules, which were last rewritten in 1991, have effectively made mining in the Pine Tree State impossible. Statutory changes enacted in 2012, however, put Maine on a path to make metallic mineral mining part of the local economy in the near future. History of metallic mineral mining in Maine Currently, Maine is not a metallic mineral mining state, though that has not always been the case. The 1800s saw various mining operations in Maine, including what the Maine Geological Survey calls a ?mining boom? from 1879 to 1882, where mining of iron, silver, copper, lead and zinc expanded rapidly. Mining and mining activity in the more recent past, however, drove the debate before the state legislature when this issue was debated in 2012.

There is an increasing requirement for geophysical surveys carried out during geotechnical investigations to provide direct information about rock quality or other geotechnical parameters. With the paucity of information to correlate geophysical results with actual rock properties, this is still difficult to achieve and additional research effort needs to be performed to address this issue. Nowadays, several researchers have been described detailed studies which designed specifically to investigate this matter. Generally, geophysical techniques which are used to estimate seismic velocities in the subsurface focus on the low strain levels that are not large enough to induce significant nonlinear, nonelastic stress-strain behavior (Luna and Jadi, 2000), which is normally evaluated when addressing liquefaction potential of soils in the shallow subsurface. Soil parameters relevant to seismic ground response (Rechtien, 1996) are density, relative density and void ratio, permeability, shear modulus, water saturation, soil fabric and stress history. Detailed characterization of elastic properties near a major construction site (e.g. a bridge) is useful for near field dynamic analysis of soil-structure interaction (SSI) effects. The coupled effect of the bridge foundation (piles, piers or abutments) and the soil immediately surrounding these substructure elements is essential for dynamic SSI analysis of these critical bridge structures. This paper presents a geophysical investigation performed along the under construction highway of Egnatia Odos, approximately 13 km west from the town of Xanthi in N. Greece. Twelve geotechnical boreholes, drilled at the maximum depth of 75 m, approximately located 20 m from the Nestos River. The objective of the survey was to obtain the high-resolution compressional and shear wave velocities of the shallow subsurface for computation of elastic engineering properties of the unconsolidated material interposed between the investigated boreholes. Joint interpretation of borehole logs and velocity images obtained by P- and S-wave traveltime inversions outlined shallow geological anomalies.
