A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

Sophisticated models have progressively been developed to address the challenges related to long-term, openpit mine planning under conditions of geological uncertainty. Prior research has acknowledged that strategies for mine planning and the design of mineral concentrators are interdependent; thus, it is highly desirable to optimize them together. However, achieving detailed holistic optimization of the mineral value chain remains unresolved because of the inherent limitations associated with mathematical formulations and computational processing capacity. This paper details a method that contributes to bridging these limitations by employing a novel parallelized variable neighborhood descent approach combined with an embedded mass–balance component using linear programming techniques refined through Dantzig– Wolfe decomposition. This approach is exemplified through a case study of a gold deposit, which illustrates the enhanced performance capabilities of the new algorithm. The findings demonstrate significant improvements in the optimization process for mine planning, providing a stronger link between the mine’s output and processing plant’s capabilities.

Construction of Boston’s C11A1 Section of the Central Artery (I-93)/Tunnel(I-90) Project beneath the existing MBTA Red Line Subway at South Station required excavation to depths in excess of 33.5 m (110 ft) through permeable sand and gravel subject to almost 27.4 m (90 ft) of hydrostatic groundwater pressure. As tacked drift tunnel underpinning system was designed to provide positive support to the active station prior to mainline tunnel construction. As part of this system, a permeation grouting program was developed to facilitate tunnel excavation. This paper describes the design and implementation of the grouting program, in sit testing, and the overall performance of the grouted soil mass.

Wireless technology is a hot topic for anyone involved in the design, operation, maintenance or upgrading of mines or mineral processing plants because wireless technologies overcome barriers that have prevented many useful data inputs. Wireless communications can contribute to worker safety, satisfy environmental concerns, support plant security, track human and physical assets, and improve equipment maintenance. The cost structure of wireless is compelling and users can realize savings ? up to 90 percent less installed cost than wired instruments ? since wireless technology eliminates the need for expenses associated with cabling, engineering, construction and documentation. Many applications previously considered too expensive have become economically feasible with wireless. Two examples are continuous monitoring of safety showers to notify operators when one has been activated, and monitoring effluents to ensure environmental regulations are being met. In many cases, wireless transmitters can be installed where wired devices were too expensive to justify, or were not feasible due to physical or technical barriers. Examples include monitoring temperature measurements inside a rotating reactor or monitoring process variables in a tough, corrosive environment too challenging for a wired solution. Wireless also gives operating personnel mobility with the ability to communicate from remote or hard-to-reach zones. According to a recent Venture Development Corp. survey covering radio frequency (RF) of microwave industrial monitoring and control products, these features are contributing to the expected nationwide growth rate for industrial wireless applications of 19 percent annually from 2007 to 2012 (Taylor, 2008). At the same time, mineral producers have many questions about wireless systems including their applicability, reliability and security in this industry. Just what can wireless do? Is it secure and reliable? Can these instruments stand up to the rigors of the industry? Can wire-less technology provide the flexibility needed for mining applications?

Many mining engineering graduates enter the mining industry lacking training in mine emergency management. As a result, mining universities in the United Sates and other countries are beginning to form volunteer student mine rescue teams to train mining engineering students in handling mine emergency situations and give them hands-on experience managing potential emergency scenarios underground. In the early 1980s, the Missouri University of Science and Technology developed the first collegiate mine rescue team in the United States. For approximately 30 years, it was the only successful collegiate team until the Colorado School of Mines (CSM) started its program in 2009. Currently, there are at least five collegiate teams in the United States and one in Canada. At the Freiberg University of Mining and Technology in Germany, the goal is to adapt the Colorado School of Mines Mine Rescue Program to develop a collegiate team of its own. Currently, mining engineering students cover the theoretical basics of mine rescue in an occupational health and safety lecture and take a basic, one-day mine rescue training course at the Central Mine Rescue Station in Leipzig. The course covers the basic mine rescue topics and gives students the opportunity to experience working in elevated heat and smoke conditions while wearing breathing apparatus. This training gives students a small insight into the importance of mine rescue and mine emergency management. Collegiate mine rescue teaches students the importance of mine rescue and mine safety by giving them hands-on learning experiences before entering the mining industry.

"The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

The Brunswick Mine, a Division of Noranda Inc., produces zinc, lead, copper, and bulk lead-zinc concentrates through underground mining of a large massive sulphide deposit. The mining method employed is longhole open stoping with delayed backfilling. In 1996 Brunswick began a review of its mining methods and backfilling operations. In 1997 the decision was made to convert the backfill system from cemented and uncemented rockfill to paste backfill prepared from mill tailings. This paper will describe the features of the backfill preparation and distribution systems, review the handling of technical issues, and discuss experiences since plant commissioning.

Introduction The Harzwasserwerke, a public body of the Federal State of Lower Saxony, supplies drinking water to an area bordered by Braunschweig, Bremen, the Northern and the Western edges of the Harz-Mountains. From the very beginning in 1928, the Harzwasserwerke have been systematically constructing reservoirs in the western Harz which have the function of collecting and storing the frequently occuring flood waters as well as providing drinking water. The Grane-Reservoir with a capacity of 45 Million cu.m., the last of the big reservoirs, was built in 1968-1970. A system of connecting tunnels effectively enlarges the natural catchment area of this reservoir and the surplus waters of the Oker and Radau valleys - where floods occur particularly during the spring - are being conducted to the reservoir. By building the 4.800 m long "Radau-Tunnel", the waters of the Radau valley will now also be used more efficiently and its surplus waters will pass to the Grane Reservoir via this new tunnel and the Oker-Grane-Tunnel which was finished in 1970. The Project The Radaustollen has been planned and put out to tender by the Harzwasserwerke as a conventional "Freispiegelstollen". The horseshoe profile has a cross-section of 8 m2. Lining was required only in disturbed rock areas; lining of the whole tunnel was not necessary. The gradient of the tunnel is 4 % 0 rising = 25 m over the total length of 4.800 m.

Rockfall hazards are ubiquitous in mining environments making their control critical for safe mining operations. The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

In this paper, the problems which occurred on introduction of dense medium cyclone coal washing in Australia are reviewed together with the subsequent measures taken to obtain a satisfactory magnetite. Specification and testing of magnetite for exploration, quality control and in-plant check purposes is discussed. The disposition of Australian magnetite deposits in relation to the main coal producing areas is examined, and comments are made on the economics of mining, milling and beneficiating magnetite for coal preparation uses alone. Future trends in the Australian Coal Industry are predicted, and the need for a planned approach for the future is demons traced.

"In the global mining industry, there are those who seem resigned to the fact that the mining industry has always operated according to certain time-tested principles that don’t involve jumping on every new technological trend. Others expect that mines will soon have autonomous electric vehicles running around the clock. The truth lies somewhere in the middle. In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. In recent years, considerable advances have taken place worldwide in the design and construction of first tunnel linings. With these advances, there is a tendency to move away from traditional support that includes heavy open profiles of rolled steel arches, to a lighter solution with the use of an optimized tubular steel cross section rib, and shotcrete reinforced with steel mesh and/or steel fibers, providing a continuous support (Lunardi, 1982). The development of tubular ribs has provided greater design options, increasing flexibility to engineers and contractors while providing a efficient and cost effective construction method. In this article, the authors describe numerical and experimental investigation on this problem, suggesting as a new first lining steel arch design approach by using tubular ribs cross section as new technical solution for first lining underground support.

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

PotashCorp?s Aurora phosphate mine, in Beaufort County, NC, operates four low pressure boilers and four high pressure boilers to meet its process steam requirements. Maintaining these boilers is critical to meeting production demands. Processing phosphate ore into phosphoric acid requires large amounts of sulfuric acid and steam. Ore is mined from the phosphate deposit with large bucket excavators after 9 to 30 m (30 to 100 ft) of overburden is removed. The phosphate ore is mixed with water to make a slurry that is pumped to the mill. Elemental sulfur is burned in the presence of air to make sulfuric acid. This process is highly exothermic and boilers produce steam while cooling the process. The phosphate ore is reacted with sulfuric acid and the resulting products are refined into different grades of phosphoric acid for fertilizers, feed stock and food additives. Plant operators at the mine were challenged with boiler feed water that was high in silica and other contaminants. As a result, boiler operations were experiencing difficult, labor-intensive operations and equipment deterioration. This resulted in higher operating costs and diminished processing performance. The facility was operating an aged boiler feedwater pretreatment system that included warm lime softening followed by pressure filtration and a cation/anion/mixed bed demineralizer system. The demineralizer required frequent regeneration and chemical usage was high and costs were difficult to predict. Depressurized well water (DPW water), used for plant utility water and boiler makeup, is very high in silica, in the range of 60-70 ppm. Silica can form scale at pressures below 600 psig. Above 600 psig, silica starts to volatize, carrying over with steam to potentially form deposits on downstream equipment and processes. Mine officials decided to upgrade the boiler feedwater pretreatment system to a state-of-the-art reverse osmosis (RO) membrane system. This new system, which started up in March 2009, has improved operating performance and reduced water consumption and overall operating expenditures.

This presentation will represent a diversion from the central theme of Cordilleran geology, in both time and space, as we move 2,000 miles east of Spokane to eastern Canada, specifically the province of Quebec, to discuss a major new Archean-age volcanogenic massive sulphide deposit called Louvicourt. The deposit is located in the Val d'Or camp in the prolific Abitibi Greenstone Belt some 400 miles north of Montreal. It was discovered by Aur Resources in June, 1989 on a property operated under the terms of a joint venture with Louvem Mining, a Quebec company controlled by Ste. Genevieve Resources Inc. of Montreal. As a geologist, I am proud to be able to describe Louvicourt as a geological discovery, as it was found by doing systematic deep diamond drilling based on a geological concept. The deposit is essentially blind from surface and lay undiscovered for the 10 years that the Louvem mine was in production just 2,000 feet away from its easternmost workings.

Engineers at the Freeman United Coal Min¬ing Company, located in West Frankfort, Illinois, have been using a computerized production planning and maintenance reporting system, which have been designed exclusively for underground coal mining. This paper will explain a dynamic graphical simulation and computerized time study system that has been used to design and evaluate underground production systems for optimizing productivity. Also with the aid of customized software, detailed records on changeable components of underground equipment, including the vendor's name, date installed, operating and maintenance hours, etc., have helped Management to select the best available components for their equipment. The MPASS System, Mine Performance Analysis Simulation System, developed through a cooperative agreement with Freeman United, Ketron Inc., and the U. S. Department of Energy utilizes new methods to analyze and design production systems in underground coal mines. What is the primary function of an impact assessment? Many people at the International Association of Impact Assessment?s (IAIA) annual conference said that it is time to return to the fundamentals and consider the underlying drivers of impact assessments ? human health, safety and security. This fall, managers struggling with those fundamentals will receive extra support when a new course focusing on health and socially responsible security is launched online and in British Columbia, Canada, home to many of the world?s junior miners. Now in its 33rd year, the IAIA conference recently held in Calgary, Canada, typically brings together a range of professionals who work in the impact assessment field, including academics, as well as people conducting applied disciplines, such as social and environmental performance management. It is a chance for people grappling with how to assess impacts from projects (for example, dams, mining and other extractive projects), to compare notes and to talk about developments in how to measure, track and report on them. The comments about returning to fundamentals rose as participants talked about the ongoing and increasingly recognized divergence between three main impact assessment streams: environmental, social and health (EIA, SIA and HIA, respectively). Discussions in sessions and in the corridors included calls for streamlining, for integration, for improvement and sharing of practice ? particularly in the HIA stream, where those deeply engaged in the health discipline questioned how HIAs and their intended outcome of protecting human health can be better integrated into the EIAs or SIAs that dominate the impact assessment realm. EIAs and SIAs have become the main tool, particularly from a permitting perspective for large-scale mines, but seem to leave projects with little real information about what they need to do. Human health is not the only concern re-emerging. Although not reflected at the conference, there appears to be an emerging understanding of the need to link the determinants of health with socially responsible security practices. Companies conducting independent social performance assessments for international financial institutions based on the International Finance Corporation?s Environmental and Social Performance Standards increasingly wrestle with both community health and security issues as extractive companies encounter challenging social environments around the world. Once again, the intended outcome is to better protect human health, including avoiding health impacts from conflict, abuses and violence.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices.
