"Name your poison," wrote Forbes, Jan. 3, 1983, in an article describing the plight of much of the mineral industry as it entered the new year. "To ask which (mining) segment is better these days is almost like asking which of several stones would make a better life preserver." "The scene has seldom seemed darker or apparently less promising," said the Mining Journal in June 1982. And the Northern Miner described the year as the third in a "3-year drought which has completely dried up (company) coffers." Thus, 1982 became the worst year for much of the mining industry since the Great Depression. Low prices, commodity surpluses, output reductions, layoffs, temporary and permanent closures, and financial losses made headlines as the general recession continued to hurl blows at an industry facing strong foreign competition, increased government regulations, and plummeting market demand. At fault were tight US monetary policies and the resulting high interest rates that, while forcing inflation to slow, also threw the economic wheels of the country into reverse gear. Automobile production, housing starts, consumer durable sales, and capital spending all fell dramatically. US industrial production fell about 8.5% in 1982, with the GNP dropping by 1.7%. Production Value Not a single mineral escaped this recession. According to the US Bureau of Mines, US nonfuel production value dropped for all but four out of 21 metals and 14 out of 44 nonmetals. Production quantities increased for only gold, lead, and zirconium among metals and for only six nonmetals. Total nonfuel mineral production value dropped a whopping 21% from 1981 levels, the largest decline since 1938 and the first since 1971. Production value was estimated at $20 billion. Metal commodities showed heavier losses than nonmetals-37% vs. 12%-because of their link to depressed automobile and construction industries. Prices From peaks in early 1980, prices of precious and base metals, ferrous and nonferrous metals, and virtually every mineral dropped to 30-month lows in June 1982. Gold dropped to $9.64/g ($300/oz) compared to a high of $27/g ($850/ oz). Silver was quoted below 164/g ($5/oz) versus a $1.61/g ($50/oz) high. Copper was offered at a five-year low of $1.22/kg (55.5¢/lb) compared with a high of $3.30/kg ($1.50/lb). Lead went for 53¢/kg (24¢/lb) versus $1.21 (554). Nickel begged for buyers at $4.19/kg ($1.90/lb) compared to a high price of $7.72/kg ($3.50/lb). Molybdenum was available at or below $8.82/kg ($4/lb), down from a high of $44/kg ($20/lb). Cobalt went for $11/kg ($5/lb) versus $55/kg ($25/lb). Adjusted for inflation, increased currency costs, and currency devaluation, many of these prices are the lowest reached in decades. Financial Profits & Losses Low prices severely impacted companies' earnings, turning profits into sometimes disastrous or fatal losses. "Refuge alternatives provide shelter to miners trapped underground during a disaster. Manufacturers must demonstrate that their refuge alternatives meet the U.S. Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and management of heat from the occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements and carbon dioxide generation that are representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current U.S. coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in.) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in a refuge alternative. The highest likely metabolic heat generation ranged from 113 to 134 W, depending on occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 L (0.81 cu ft) of oxygen per hour per person and 20 L (0.71 cu ft) of carbon dioxide per hour per person, which means the margin of safety is 50 percent or more compared with the MSHA requirements. The information on metabolic heat generation can be used to assess refuge alternative thermal environments by testing or simulation. The required oxygen supply and carbon dioxide removal can be used to assess refuge alternative requirements. Previous studies on semi-soluble minerals such as calcite (1) and apatite(2) and sparingly soluble minerals such as quartz (3,4) have given evidence for significant changes in their electrokinetic properties as a function of aging time. Such changes are relevant to mineral processing operations where the crushed ore particles might not have yet reached equili¬brium with the water that it is in contact with. In order that these changes be studied under controlled experimental conditions for long periods unattended or with fairly less intermittant attention, a streaming potential apparatus with an automatic streaming system was constructed. Also, a new streaming potential cell was incorporated into the system so that the effect of temperature, a variable coming into increasing usage in mineral processing operations(5), could also be studied. Conventional streaming cells(6) cannot be safely employed to conduct studies as a function of temperature since they have many glass joints that are prone to leakage, parti¬cularly under pressure, in the course of an experiment. This paper describes the new apparatus and some typical results that have been obtained with it far temperature effects.

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

Mineral exploration consists of the acquisition of data and their interpretation to ascertain the presence or absence of uncertain events. In general, the amount of uncertainty decreases during exploration when targets become increasingly well defined. Decisions on further exploration and whether or not mining should be commenced are based on new information using both objective facts and subjective reasoning. Computers play an important role during all stages of exploration. Three recent books (References 1-3) on decision-making in exploration and mineral-resources evaluation provide additional background supplementing the papers in this volume and articles in scientific journals or other conference proceedings (e.g., References 4 and 5) dealing with the subject. Other new developments to be considered are that microcomputers are becoming increasingly important in the earth sciences (Reference 6), and so are applications of artificial intelligence (Reference 7). Microcomputer- based technology allows rapid communication between field parties and main office. Expert systems are becoming increasingly sophisticated aids for mineral exploration an can now contain objective rules based on statistical theory (Reference 8).

Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize biomass productivity, the influence of reclamation practices on biomass production must be well understood, which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass estimations and, also, the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, experimental biomass production plots on reclaimed mine sites established in Wise County, VA, are used for a comparative study of satellite spectral derivatives, which are evaluated against groundbased biomass estimates. Metrics based on four spectral derivatives, band ratios and spectral transforms were regressed against biomass measured in situ for different species. The results demonstrate that greenness and principal component 2 (PC2) were more efficient than the other spectral derivatives for monitoring the biomass of this reclaimed area. Also, it is shown that Landsat-5 TM has provided promising results for monitoring of the biomass changes occurring from 2008 to 2010 over the study area.

Sintering as applied to agglomeration of ferrous fines has shown little growth in the United States in recent years. The general concensus was that most of the existing facilities would remain in production at a reduced tonnage to dispose of and recover solid waste from steel plants. Further growth for ferrous sintering technology was not in sight in the United States and in the early sixties expansion came to a virtual standstill, however, we witnessed a rapid emergence of a tremendous pelletizing industry. On other continents, due to different raw materials supply and capital structure, sintering technology continued to grow, with a more cautious development of pelletizing installations. In the U.S. the diminishing supply of good quality, high grade coarse ore resulted in eventual disappearance of high grade ore fines for sintering. The finely divided concentrates produced from lower grade ores were not amenable to this type of agglomeration, but were more suitable for pelletizing. Furthermore, pellets seemed to possess all the features of an ideal blast furnace feed; namely pellets are free flowing, uniform in size, strong, with extremely uniform chemical composition and good reducibility. Importance and demand for such well stabilized furnace feed further increased as size of newly installed blast furnaces continued to grow. The in- creasing demand for a uniform, stabilized burden coincided with the effort to produce a fully beneficiated burden for smelting, thus reverting the blast furnace to its primary function of smelting.

During the 1920's, approximately 11,000 small gasifiers were in operation in the United States. They converted about 15 million tons of coal per year into low Btu gas. In some cases, hot raw gas was used for applications such as firing open hearth furnaces or brick kilns. In other cases the gases produced in the gasifiers were cooled, cleaned and desulfurized for various utility and industrial purposes. The steel industry was by far the largest user. The most important fact was that the conversion of coal to a usable fuel gas was demonstrated to be commercial. During the late 1940's and early 1950's, this form of energy was largely replaced by natural gas as the pipeline net work was expanded. Producer gas was no longer economically competitive. Over the past twenty-five (25) years, government controls on the interstate price of natural gas have maintained this situation. At present only three commercial small coal gasifier plants are still in operation in the United States. These facilities are operated by the Glen-Gery Corporation which is located in eastern Pennsylvania; the National Lime and Stone Company which is located at Carey Ohio; and Holston Defense Corporation which is located at Kingsport, Tennessee. There are, however, numerous operating gasifiers in other parts of the world. Recent events indicate that this situation is changing. The quantity of domestic natural gas available to the interstate market has been declining at the same time that demand for all forms of energy has been increasing. The current potential market for gas with a heating value ranging from 100 to 500 Btu per cubic feet has been estimated at sixteen (16) quads (16 x 1015 Btu) per year. This is expected to grow to twenty (20) quads by the year 2000.

The Prairie Creek intrusion, near Murfreesboro, Arkansas, is the site of the only commercial diamond mine in North America. Three major lithologies are associated with the intrusion, a hypabyssal peridotite, a volcanic breccia in .which the majority of diamonds occur, and associated tuff. Previous studies, including mining history, geological, geophysical, petrological and whole-rock and mineral chemistry are reviewed. The recent suggestion, by other workers, that this intrusion may be more correctly called a lamproite is examined and supported. This has serious implications for diamond exploration in Arkansas and elsewhere in the U.S.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor --will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

You may think long before this talk has been completed that the speaker is belaboring the obvious. Please let me put to rest here and now any doubt which you may have in this regard by assuring you that is precisely my intent, and for a very specific reason. We all profess to know and recognize the obvious, but I am impressed increasingly how often we forget or fail to act upon the obvious. Shortly after starting my first job upon graduation from college, I was asked by my boss to participate in a course on practical communications, particularly as applied to conveying proposals effectively to the client -- be he customer or company president. The concept or philosophy underlying this program was so simple and obvious that in my youthful brashness I saw only a gross waste by the company of e good, solid $1930 in compelling me to take the course. The sequel to this experience occurred about five yews ago when I was directing a 300-man marketing group. At that time I enrolled a dozen of my department heads, and subsequently about a hundred other personnel, in the contemporary version of that sane program. Why? -- because they all knew the obvious, but I could see how imperfectly they were implementing it. Truly, a wide chasm exists all too often in our beliefs on the one hand and our practices on the other.

"Atmospheric monitoring systems (AMS) have been widely used in underground coal mines in the United States for the detection of fire in the belt entry and the monitoring of other ventilation-related parameters such as airflow velocity and methane concentration in specific mine locations. In addition to an AMS being able to detect a mine fire, the AMS data have the potential to provide fire characteristic information such as fire growth — in terms of heat release rate — and exact fire location. Such information is critical in making decisions regarding firefighting strategies, underground personnel evacuation and optimal escape routes. In this study, a methodology was developed to calculate the fire heat release rate using AMS sensor data for carbon monoxide concentration, carbon dioxide concentration and airflow velocity based on the theory of heat and species transfer in ventilation airflow. Full-scale mine fire experiments were then conducted in the Pittsburgh Mining Research Division’s Safety Research Coal Mine using an AMS with different fire sources. Sensor data collected from the experiments were used to calculate the heat release rates of the fires using this methodology. The calculated heat release rate was compared with the value determined from the mass loss rate of the combustible material using a digital load cell. The experimental results show that the heat release rate of a mine fire can be calculated using AMS sensor data with reasonable accuracy.IntroductionFires at different stages generate different gases and smoke toxicity hazards. When fires occur in underground mines, a significant amount of toxic gases and smoke enter the mine ventilation system and are carried throughout the mine ventilation network, increasing the hazard potential for personnel even if far away from the actual fire. Although fires that develop to the point of rapid flame spread pose imminent hazards, fires in their smoldering, pre-flaming stages can also contaminate the mine atmosphere with debilitating levels of smoke and toxic gases.The most important parameter for evaluating the fire hazard in mines is the heat release rate (HRR), which is directly related to the rate at which heat, smoke and toxic gases are produced and transported by the ventilation system and which provides an indication of the time available for escape or firefighting (Babrauskas and Peacock, 1992). The HRR is also an important input parameter to mine fire simulation models."

Researchers from the U.S. National Institute for Occupational Health and Safety (NIOSH) studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the continuous personal dust monitor) within a sociotechnical system (STS) framework to mitigate respirable dust sources. The results address how to best incorporate the overarching principles of meta-design STS during the technology integration process. Specifically, quantitative and qualitative data show that a prominent focus on the social factors within an STS framework could help reduce organizational unpredictability and may improve communication within the system to help reduce technology adoption time.

The application of post-tensioning in segmental structures was introduced in the early 1900s and has been successfully applied in different types of structures including immersed tunnels, bridges, buildings, metro stations, and stadiums. There are, however, only five known circular concrete tunnel projects where the post-tensioning approach has been adopted. This paper discusses the application of post-tensioning to mitigate the high internal operating pressures in an effluent outfall tunnel project 7 miles, 11.3 km long, currently under construction for the Los Angeles County Sanitation Districts, LACSD. This project will be the first use of post- tensioned segmental concrete tunnel linings in North America.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau of Mines philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau of Nines programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine comnications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved nine communications systems.

The Gualcamayo Mine is located in the Andes Mountains north of San Juan, Argentina (Fig. 1). A property of Yamana Gold Inc., it declared commercial production in July 2009 and has a total mineral reserve and resource base of approximately 88 t (3.1 million oz) of gold. Crushing operations for the openpit mine are located in a 13,500-m3 (477,000-cu ft) underground cavern with a ceiling height of 22 m (72 ft). More than 3,600 m (11,800 ft) of tunnels are used to access the cavern and convey the ore. The project as described in this paper relates to the design and construction of the main cavern, conveyor system exit tunnel, the mechanical system access tunnels and two 4.2-m- (13.7-ft-) diameter shafts (Ore Pass #1 and Ore Pass #2) (Fig. 2). Preliminary engineering for the project was performed by Hatch Chile. Rizzo Associates Argentina, S.A., a division of Paul C. Rizzo Associates, Inc. (Rizzo), was contracted to provide geomechanical and geotechnical support for the construction of the access tunnel system and geomechanical design and construction supervision for the cavern and shafts.
