Fire is still a scourge of the mining industry, although many precautionary measures have been and are being taken to reduce the incidence of fires and to combat them. Generally, the success of fire extinguishment is directly proportional to the speed of attack, and the speed of attack in turn is dependent upon the availability of materials and trained personnel. Preparations for firefighting are frequently neglected because they are considered emergency needs and do not contribute directly to coal production. Fire incites panic--a fact often overlooked--but such chaos can be minimized by training people in the use of equipment and procedures. Heat, smoke, and fumes hamper the approach to a fire; however, a relatively new technique of attacking fires with high-expansion foam may well contribute greatly to firefighting. The foam is transported to a fire and used at a considerable distance, thus permitting the firefighters to work more safely.

The fact that methane ignitions continue to occur at the mining face indicates that monitoring with machine-mounted methanometers does not always indicate the presence of high methane concentrations. Methane concentrations at the face change quickly due to changes in airflow. By measuring these changes in airflow, it may be possible to predict changes in face methane levels more quickly. Currently there are no techniques or instruments to accurately measure airflow in by the mouth of the ventilation curtain or tubing. Tests conducted in the NIOSH ventilation test gallery compare the data provided by one-, two-, and three-axis ultrasonic anemometers. The effects of changes in airflow direction and turbulence on instrument readings are discussed, and guidelines are given for selecting the type of instruments to be used for monitoring airflow near the mining face.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

Procedures have been developed which permit determining in either existing or new mines the optimum diesel equipment deployment schemes and the effect of. diesel exhaust on mine-air quality. Specifically, the following areas are covered in the report: 1. Description of diesel deployment schemes in four underground coal mines that were visited is provided. 2. Description of the analysis procedure to determine the number of shuttle cars required to maintain maximum theoretical continuous miner (or loader) production rates in typical room-and-pillar mining systems and of exhaust contamination resulting from the deployment of diesel powered shuttle cars are provided. Sensitivity analyses to determine the effect of changes in input variables on production and contaminant concentrations are also discussed. 3. Description of the analysis procedure to develop the locomotive operating parameters is provided. Assessment of both production performance as well as estimates of the magnitude of diesel exhaust contamination of the mine air are also made. 4. Recommendations for extensions of this research are outlined and include developing and testing procedures for 1) determining equipment duty cycles for the diesel equipment, and 2) studying the exhuast contamination of mine air on the basis of these duty cycles.

Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with so many "inflection points" and "counterflexures" that they obscure the issue. Some of the investigators have neglected the very essence of the problem, namely the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration. Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. The U.S. Bureau of Mines conducted a series of laboratory tests in a full-scale model to determine the respirable quartz dust capture efficiency of an irrigated-filter collection system while testing different filter densities, different filter materials, preconditioning water sprays, and wetting additives in the spray water. Impactor samplers were operated upstream and downstream of the filter unit to determine overall dust collection efficiency. The impactor filters containing the 0.7-to 4.7-J.l-m size fractions were analyzed for quartz content, and these data were used to calculate quartz dust collection efficiency. The results of this testing indicated that (1) increased ftIter density improved quartz dust collection, but also resulted in a significant increase in pressure drop across the filter, (2) an alternate synthetic filter material improved dust collection without increasing pressure drop, (3) preconditioning sprays mounted in the system ductwork can have a beneficial effect on dust collection, and (4) additives to the spray water did not significantly increase dust collection.

Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. Diesel tailpipe CO, C02, NO, and N02 concentrations by the Emissions Measurement Apparatus (EMA) were found to compare satisfactorily with simultaneous concentrations by instruments in the MSHA engine certification laboratory in Bruceton, Pa. The EMA was then applied to the measurement of LHD vehicle diesel tailpipe gases and smoke opacity in the White Pine and Brushy Creek Mines. A general experimental approach was developed by which instruments could be compared for the measurement of diesel exhaust pollutant concentrations in the 1/2 to 5TLV range. The concentrations are changed by varying engine speed, dynamometer load, and the portion of the exhaust which enters the dilution tunnel. Dräger detector tube diluted exhaust CO, CO2, NO, and NO2 measurements were compared with simultaneously taken portable instrument measurements. Diesel exhaust interference inaccuracies were separated from inaccuracies due to detector tube calibration by comparing the instrument readings with both actual detector tube readings and detector tube readings corrected by recalibration of the detector tubes alongside NBS traceable calibration gases. The detector tubes' accuracy was found to be only slightly affected by diesel exhaust interferences and it was concluded that most measure within certification limits established by the National Institute for Occupational Safety and Health. The effects of 2 exhaust system configurations on the pollutant concentrations in a dead-end heading were studied. Both of the configurations exhausted the gases near the roof, directing them toward the crosscut, and both improved the stratification of the air in the heading, due to the bouyancy of the hot exhaust gases. One of the configurations was a pair of Fume Diluters which diluted the exhaust with air by a 10:1 ratio, and the second system was simply a pair of exhaust pipes, bent to direct the exhaust similarly to the fume dilutors. By redirecting the exhaust, the concentration of C02 measured on the LHD vehicle was reduced by as much as 507, in dead-end headings up to 200 ft long. The Fume Diluters showed no improvement over the simple redesign of the exhaust system.

The Bureau of Mines evaluated creep properties of Zn-Cu-Ti alloys that were annealed after finish-rolling either cold) or at 480° F (249° C). Compositions ranged up to 1.25 pct Cu and 0.36 pct Ti. Most data are for sheet annealed after finish-rolling to 92-pct total reduction. Annealing times were varied at temperatures between 320° and 560° F (160° and 293° C). For a number of the alloys, annealing after hot-rolling at 480° F affects creep properties very differently in longitudinal and transverse sheet directions. The detrimental result is that the anisotropy in creep properties between the two directions can be vastly increased. Conversely, specific annealing treatments of certain heavily cold-rolled alloys result in surprisingly low anisotropy in creep properties and the low anisotropy coincides with excellent creep resistance for both directions. Supplemental data are presented on tensile, hardness, and thermal expansion properties, and microstructures.

An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular industry or commodity. 2. Recirculation is dependent on the processing requirements of a particular commodity, the manner in which the water is used, cooling and condensing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

Underground longwall mining of coal causes large scale disturbance of the surrounding rock mass. The disturbance can increase the rock mass permeability through a reduction on the stress as well as formation of new fractures in the rock. Methane gas contained in the disturbed rock mass can migrate towards the low pressure mine workings and present an explosion hazard. This paper describes the application of a finite difference program to develop a geomechanical model that predicts permeability changes within the rock mass. The calculated permeabilities are used as input to a reservoir simulator that models methane desorption from the coal matrix, methane release from the rock layers and flow towards the mine excavations. The model also considers the basic characteristics of the mine ventilation network. The geomechanical model uses empirical relationships between fracture permeability and stress to calculate permeability changes around a longwall face. The extent of rock failure is determined using a strain softening model that considers both rock matrix and bedding plane failure. The cave rock (gob) is modeled as a compressible, granulated material. The calculated horizontal and vertical permeabilities around the longwall face are averaged and used as one of the inputs to the reservoir model. The reservoir model was developed and calibrated against records of methane flow at a study mine in southwestern Pennsylvania. Good correlation between actual gas production and model outputs has been achieved. The modeling approach provides a basis for estimating methane inflow and optimizing control measures.

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. There are several portions of the handbook which should prove most useful to the inspectors. The Bureau of Mines conducted surface joint and stress measurements, airborne remote sensing imagery studies, compass-oriented borehole televiewer surveys, numerical simulation of fractured wells, and well productivity studies in a four-quadrangle study area of Ohio, to determine the effects of earth fracture systems on the deliverability of gas storage fields. The results of these studies indicate that much useful information about a gas storage reservoir can be obtained and put to practical use by studying--(1) oriented cores for fractures and directional permeability, (2) orientation of induced hydraulic fractures for alignment of well patterns, and (3) aerial photos and multispectral scanner imagery for general surface geology comparison and to determine if some, development patterns can be generated by such results. The absence of known tectonic elements associated with flat-lying sediments, such as faults or fracture zones that can be seen on the surface, indicates that the use of remote sensors such as radar or aerial photography is not likely to be useful in picking well locations for drilling. Studies similar to those discussed here should be conducted in gently folded and strongly folded sedimentary formation areas to determine if the increased knowledge of earth fracture systems under these conditions might be beneficial in gasfield and gas storage reservoir development.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Considerations in the mine shaft layout, design, sinking, outfitting, testing and commissioning are set forth against the background of requirements of applicable parts of Code of Federal Regulations, Title 30.
