Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges. Marine mining on the continental shelf was first attempted in 1900 for gold off the beaches of Nome, Alaska. Attempts continued until 1990 with cutter-suction, airlift and bucket-ladder dredges. Offshore Thailand profitable production of tin resulted from clamshell, bucket-ladder and trailing suction hopper dredges. Today in Indonesia numerous bucket-ladder dredges continue to mine tin. Off the coast of Namibia and South Africa nearly a dozen large and medium sized vessels are engaged in diamond production. The obvious risk results from the working environment. Vessels and lives have been lost in the past. At best the availability of mining equipment is reduced. Leaving aside the marketing and financing aspects, otherwise the most important risks are technical. They manifest themselves as diamond production short-falls with obvious financial consequences. Bias and deficiencies in sampling equipment and procedures may result in misleading grade estimates, even serious under-estimation. Inadequate sampling in terms of sample support and density may result in over-optimistic grade determinations, especially if under-sized mining blocks are outlined. Quantitative measurement of the geotechnical characteristics of the sediments to be mined is an essential stage in a feasibility study. Without a full understanding of the bedrock profile and the overlying sediments the ease, completeness and speed of excavation during the mining process cannot be properly estimated. Both historically and at present the greatest negative discrepancies from production estimates result, not from grade shortfalls, but from significantly lower mining rates than thought possible by the operators. The learning curve in marine, production mining is steeper and longer than is generally recognised by newcomers to the industry. Examples are provided from tin, gold and diamond mining experiences.

Drilling into an active hydrothermal system linked to convergent-margin felsic magmatism is a listed priority of the Ocean Drilling Program that addresses several fundamental geoscience issues. Solid and fluid products of felsic rock-water interaction, and the consequences for global chemical fluxes and for ore deposition, should differ from those in basaltic mid-ocean ridge environments already successfully tested by Legs 106, 139, 158 and 169. So, too, will fracturing controls on fluid pathways, and sources for metals and ligands. Researching the subsurface volcanic, structural/hydrologic, and mineralisation/alteration architecture of a drilled felsic-hosted system also has economic implications, especially for land¬based mineral exploration. A first-order hypothesis to be tested states that fluids derived from volatile-rich magmas are more important than recirculated seawater in convergent-margin hydrothermal systems - economic geologists increasingly appeal to this for creating "world-class" massive sulfide orebodies. Another hypothesis proposes "subhalative" massive sulfide deposition within hydraulically expanded volcanic products as a factor in generating large orebodies. Many second-order hypotheses such as leaching fractionated volcanics to cause gold enrichment in back¬arc systems also need testing. The thoroughly surveyed, active, PACMANUS hydrothermal field in the Eastern Manus back-arc basin of Papua New Guinea will be the site for ODP Leg 193 commencing in November 2000. It lies near the crest (1655-1750 m) of high-standing Pual Ridge, a 40 km-long edifice of dacite/rhyodacite with basal andesite all having geochemical and isotopic affinities with modern arc volcanoes of nearby New Britain. PACMANUS includes at least three focussed, high-temperature "smoker" sites with Cu+Au-rich massive sulfide deposits, and a field of diffuse, lower temperature venting through intensely altered dacite where modelling indicates significant subsurface mineralisation. Isotopic characteristics of deposits and vent fluids suggest magmatic contributions to the mineralising fluids.

The United Kingdom marine aggregate mining industry is the second largest of its kind after Japan. Materials for the construction industry, sea defences and for many other purposes are exploited from shelf waters at depths of 30-50 metres by self-contained suction dredgers which often screen material to obtain a cargo of a particular quality. Assessment of the environmental impact of such mining activities both within the boundaries of the dredged areas, and in the zone of deposition of outwash from the dredger has in the past been mainly based on predictive models based on the settlement rates of the individual particles and assumed Gaussian diffusion principles during the settlement phase. Recent studies which we have made on both the mass balance for materials rejected during the dredging process and direct measurements of the settlement of material in the dispersing plume suggest that the zone of settlement is much less than that predicted from diffusion models. Instead of a downstream settlement plume of 10-20 km in the tidal currents of U.K waters, our measurements show that inorganic components of the dredger plume reach background levels in the water column within 880 metres.

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

Six active Kermadec arc submarine volcanoes located between 34°S and 36°30’S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the R/V Ka’imikai-o-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits, and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, including metal-rich plumes and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial polymetallic sulfide deposition. Hydrothermal venting at a water depth of approximately 1,650 meters near the base of the northwest caldera wall of Brothers volcano has produced a field of chimneys, some of them seven metres high and discharging black smoker venting. Temperatures up to 300°C were measured from the active vents. Clark volcano has a double cone summit at a water depth of 875 meters. The shallowest cone has a near-summit hydrothermal vent field with five-meter tall venting chimneys with smaller structures around the periphery.

As we enter into the 21st Century, miners are looking more attentively at new mining technologies allowing decrease environment damage along with operational cost. This technic would allow developing of poor and difficult mineral deposits, including the World Ocean offshore zone. Borehole Mining is an underground/underwater remote method of mining carried out from floating platforms or vessels. Definition of Borehole Mining (BHM), working schematic, main technical data and its advantages are given. The method is currently in use in mining of different type of raw materials, such as: uranium, iron ore, quartz sand, coal, polymetallic ores, phosphate, gold, diamonds, rare earths, amber and more. It is also in use in oil and gas stimulation, salt domes storages building and environmental problems solution. Recently recorded data of Borehole Mining productivity (80-100 t/hour/hole) and a depth of mining (over 1 km) has been achieved in a last couple years. Remoteness of method not only secures complete safety of operations but also allows wide sector of underwater applications. The World leaders in Borehole Mining are Russia and the United States. Based on previous experience the Universal Tool for Seabed Borehole Mining has been developed for wide sector of usage: from exploration and mining - through oil & gas stimulation to souterrain storages construction and lake's bottom cleaning.

Lemkein seamount located in the west of the Kuwajleen Atoll of RMI is a relatively samll, simple-shaped, peaked type seamount with its base at 4,500 m and summit at 1,452 m water depths. Ferromanganese crusts were identified in the water depth range between 2,000 m and 2,500 m, and they were mostly observed on the northern slopes of the seamount. Among various substrate rocks, breccia occurred most commonly with crusts and formed the thickest crust layers. Average thickness of the Lemkein crusts was about 5 cm. Their chemical compositions were similar to other crusts found in the RMI area; Mn=25.82%, Fe=15.29%, Co=0.74%, Ni=0.56%. Lemkein crusts were characterized by their four distinctive internal layers; 1) Massive Layer 1; 2)Porous, Fe-stained or sediment infilled Layer 2; 3) Massive to slightly porous Layer 3; and, 4)Massive, Dense, Phosphotized, CFA veined Layer 4. Layers 1 and 2 were generally similar in composition, but highest Co concentrations were measured in Layer 1 while relatively higher concentrations of Al, Rb, Fe, and Ti were observed in Layer 2. Layer 3 showed higher concentrations of Ca and P than Layers 1 and 2. Based on the Co-chronography, the age of Layer 1 is 0¡?6 Ma (growth rate = 1.50 mm/Ma), Layer 2 is 6¡?15 Ma (1.75 mm/Ma), Layer 3 is 15¡?27Ma (1.76 mm/Ma), and Layer 4 is 27¡?45 Ma (2.06 mm/Ma). These preliminary results indicated that high Co contents in Layer 1 resulted from slow growth rates; Layer 2 was formed under relatively strong influence of high terrestrial input; and, Layer 3 was probably affected by a minor phosphatization event occurring in 15 Ma.

Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

The extension of the Mid-Atlantic Ridge north of Iceland has collectively been referred to as the Arctic Mid-Ocean Ridges (AMOR). The AMOR extends from the northern shelf of Iceland, to the Siberian shelf in the Laptev Sea, passing en route through the Norwegian- Greenland Sea, the narrow gateway of the Fram Strait, and across the Eurasia Basin. The AMOR is 4000 km long and is divided into six super segments: 1) the Kolbeinsey Ridge, 2) the Mohns Ridge, 3) the Knipovich Ridge, 4) the Molloy Ridge, 5) the Lena Trough, and 6) the Gakkel Ridge. After continental rifting at 60-50 million years ago, around 2.5 million km2 of oceanic seafloor has formed by seafloor spreading - resulting in the formation of the Norwegian- Greenland Sea and the Eurasian Basin. This northernmost part of the global ridge system is anomalous in several ways: The seafloor spreading takes place at an ultraslow rate (less than 2 cm/y) with spreading rates decreasing northward to around 1 cm/y at the Gakkel Ridge - which is the most slow-spreading ridge on Earth. As a result, the volcanic activity along the northern part of the AMOR is low, the oceanic crust is unusually thin (around 3,5 km at the Knipovich Ridge, Kandilarov et al.2010), and the rift valley is deep (average water depth > 3 km). In the southern part of the AMOR, the ridge system is affected by the Icelandic plume and a hot spot below Jan Mayen. The ridge-plume interaction results in higher volcanic productivity, unusually thick oceanic crust (9-11 km, Kandilarov et al. 2012) and shallow ridge segments (1500-100 m). The AMOR also display contrasting spreading regimes, whereas some super segments are dominated by orthogonal spreading (Kolbeinsey and Gakkel Ridge) others are characterized by highly oblique spreading (Mohns and Knipovich ridges). Some ridge segment displays asymmetric spreading, like the Mohns Ridge where core complexes preferentially form along the northwestern flank. Together these variations in ridge characteristics results in large diversity of hydrothermal systems and associated mineral deposits.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State&apos;s continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State&apos;s continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

The Atlantic Continental Shelf (ACS) of the United States includes about 391,000 km2 extending from the shoreline to the 200-m isobath. It varies in width from a fraction of a kilometer (offshore of southern Florida) to about 150 km (offshore of Cape Cod, MA). The contained volume, of sand and gravel is estimated to be on the order of 3-7 x 1.011 m3. Concentrations of potentially commercially important heavy minerals (HM) exist locally, particularly in high-energy depositional environments (for example in channels, tidal deltas, ridge and swale areas, and submerged former shoreline complexes). Recently completed and ongoing studies of HM assemblages in vibracore samples from the south shore of Long Island Sound, NY, offshore of Ocean City, NJ, offshore of Cape May, NJ, offshore of the mouth of Chesapeake Bay, VA, offshore of Myrtle Beach, SC (grab samples), and the ACS offshore of Florida provide the information base for this presentation (Table 1). The surficial sediments of the ACS contain local concentrations of HM that compare favorably to those in currently mined onshore deposits as shown

"INTRODUCTIONHydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean [3, 4 - 8]. Now, commercial interests gain more and more attention. Mining systems are being developed which involve fragmentation of the crusts and their separation from the substrate. The effectiveness of such activities greatly depends on physico-mechanical characteristics of the crusts and rocks on which they form. This determines the importance of the engineering geological study of the objects.This article comprises the results of the engineering geological studies of the crusts samples (72 samples) and their underlying rock substrates (75 samples), which were carried out during the research cruises 6-06, 6-07, 6-08, 6-13 (2006-2013) on the Magellan Seamounts guyots in the Western part of the Pacific Ocean by the specialists of the State Scientific Centre Yuzhmorgeologia [10 - 13, 19, 20]. A chemical and geological study of beach samples from the Mexican North Pacific was undertaken in order to evaluate the chemical composition of the beach sediments and it s association to lithology, climate, topography and weathering. The North Pacific Mexican littoral is characterized by arid weather with wide coastal plains and three geological provinces. The sands from the area are mainly finer, well sorted and show high maturity because of the high wave regime and the high energy conditions produced by the California Current in the coastline. The provenance index reflects that the region has a source of deep seated rocks, now exposed and dissected. Factor analysis made using the chemical composition showed the samples can be differentiated by five factors: 1) SiO2, 2) Al2O3; 3) Cu; 4) Sr and P2O2 and 5) Na content. Samples located in the northof the study area showed the highest values of Fe2O3 (17.72%), TiO2 (2.43%), V (576 ppm) and Zn (141 ppm) associated to methamorphic rocks present in the area.
