"The mining industry is adjusting its sights to take a shot at the rising level of non-profit taxes which threaten to handicap the industry 's competitive advantage. In the case of this particular expedition, the industry evidentally has a strong ally - the country's mines ministers. It appears that an initiative is under way to assess the impact of non-profit taxes on mining in Canada as compared to other mining nations.IntroductionSeventy-five years ago, Canadians were unceremoniously introduced to something called income tax. Since then, income tax has been identified as the source of countless evils ranging from the common cold (attributed to stress) to the demise of the economy. Some years later, the provinces jumped on the bandwagon with their own income taxes, and later on with mining taxes. These profit-based taxes had some appeal to elected officials and to a segment of the populace. The onus of the taxes varied directly with the ability to pay (in theory, at least). Previously, the principal sources of government revenues had been property taxes and customs duties, which were viewed as possibly being somewhat regressive in nature.The mining industry has always had concerns about different aspects of income and mining taxes - the tax rate is too high or the depreciation rate is too low, and so on. Recently, though, the industry has turned its sights on the expanding array of taxes which are not based on profit, including payroll taxes, capital taxes, water taxes, sales taxes, fuel taxes, property taxes, environmental levies and user fees. The industry is seriously concerned that the rising level of non-pro fit-based taxes is not only hampering the industry 's ability to reinvest in Canada, but is also placing Canada at a disadvantage in terms of trying to attract new investment capital."

The IREDES Special Interest Group (SIG) for Drill rigs has been active since its inception at MineExpo 2000, in Las Vegas USA. The SIG for drill rigs is responsible for the development of a IREDES Drill rig profile. This includes the exchange of production planning, performance and quality reporting data between various kinds of drill rigs and the databases used by the operating mine. During year 2001 a first draft of the drill rigs profile was jointly prepared by drill rig suppliers, mining companies and third party suppliers and reviewed during several SIG meetings. In mid 2002 the profile was released for prototyping projects and since then, feed back received from these projects has been used as input to the first official IREDES release. LKAB and Atlas Copco decided in 2002 to start an IREDES prototyping project using the Simba L6C production drill rig as target equipment. The goal was to verify the drill rig profile and identify possible problems prior to the official release. This was done by implementing the IREDES prototype version in the LKAB?s production planning system and Simba rig control system. The Simba rig control system was designed to handle drill plan and logging information coming from the mine planning system. In parallel to this the mine production system was adapted for drill plan export and logging data import on IREDES format. This paper presents the most recent results of this prototyping project. Result from late 2002 show that the basic architecture of the drill rig profile works and that a common language for data exchange, IREDES will be a central issue for future mine automation. As a result from this and other IREDES prototyping projects the official IREDES release will be available in 2003. Soon after that release IREDES compliant products can be expected. This will include drill rigs and mine production planning systems.

At the Annual Meeting of this society, held in Halifax last year, a paper entitled "Closed System Breathing Apparatus" was read by I. C. Mackie, metallurgist, British Empire Steel Corporation. Coming from such an authority it was most instructive and illuminating. The purpose of the paper was to emphasize the necessity of a full supply of oxygen and the danger of oxygen shortage in the use of rescue breathing apparatus. In connection with this he pointed out: "In times of emergency, when life is at stake, rescue men cannot be restrained from using their utmost endeavor, and unless the apparatus is adequate to meet the heaviest load, the result may be fatal to the wearer. The body's demand for its oxygen requirement is absolutely imperative and must be granted at once. We can do without food for many days and without water for many hours, but we cannot do without full requirements of oxygen even for a few minutes. Furthermore, the victim of oxygen shortage gets practically no warning. He may fall helpless or unconscious before realizing that he is in a serious condition." Hence the necessity for expelling all the nitrogen from the breathing-bag and filling it with pure oxygen; also filling the lungs of the wearer with oxygen before he begins to use the breathing apparatus. This practice is general at all the collieries under the British Empire Steel Corporation.

"Surface coal mining production from Elk Valley and area in southeastern British Columbia began in 1913. Since 1970, five open-pit mines have been put into production: Westar Mining&apos;s Hanner and Greenhills Operations; Fording Coal&apos;s Fording River Operation; Byron Creek Collieries&apos; Coal Mountain Mine and Crows Nest Resources&apos; Line Creek Operation.ln 1983 these mines produced 14.9 million tonnes of raw coal at an average strip ratio of 4.9 bank cubic metres of waste to 1.0 tonne of raw coal. This is 70% of the estimated 21.1 M tonnes annual capacity .Multiple seams are recovered with truck/shovel and dragline equipment. There is a wide range of equipment types in use with a recent trend toward larger and more mobile equipment.Coal mining in Elk Valley involves advancing along strike in four steps: hangingwall waste removal; seam cleaning; coal recovery; and foot wall waste removal. Each mine is unique in its approach to these four steps but the truck/shovel methods can be categorized into three main groups: seam dips < 35 degrees as at Harmer, Fording and Greenhills; seam dips 35 to 50 degrees as at Line Creek; and seam dips >50 degrees as at Byron Creek. Dragline mining at Fording involves bath waste and coal removal by draglines."

"The effect of nitrogen on the flotation separation of sulphides from complex ores from Brunswick Mining and Smelting (New Brunswick) and Mattabi Mines (Ontario) was investigated. The most significant finding was enhanced pyrite floatability after as little as 3 minutes nitrogen conditioning. This was used in a novel sphalerite/pyrite separation process developed on the Brunswick ore. After aeration and Cu/Pb bulk flotation in air using xanthate the slurry was nitrogen conditioned, xanthate added and the pyrite floated in nitrogen. As an example up to 70% pyrite recovery with about 20% sphalerite recovery was achieved. Sphalerite was recovered from the pyrite tailings and the pyrite concentrate by copper-activation, raising the pH to 10 and floating in air. About 65-70% recovery at 35-40% Zn grade was achieved compared to 25% Zn grade by the conventional route. The process offers a promising alternative to current practice which seeks to depress pyrite at all stages. A possible mechanism of the effect of nitrogen is presented. INTRODUCTIONUse of gases other than air in froth flotation has been reported from time to time. [Podobnik and Shirley, 1982; Lin and Metzer, 1975]. Of all the gases, nitrogen would appear to hold the greatest practical promise because of its easy availability and chemical inertness. It is used in froth flotation in chalcopyrite-molybdenite separation [Redfearn, 1983]. The use of nitrogen in polysulphide chalcopyrite. this case is mainly to reduce the oxidation of a compound (Nokes reagent) used as a depressant for There is no reported use of nitrogen in the flotation of other sulphide minerals."

"A multipurpose program for a hand-held programmable TJ-59 calculator and PC-100C printer facilitates the evaluation of various mineral processing tests and the calculation of mass and metal balances. Its application is demonstrated by some example problems. Detailed user instructions are given for each application.IntroductionThe program listed in Appendix I is written for a programmable Texas Instruments TI-591 PC-100C calculator I printer combination. The program is applicable for the evaluation of:1) screen analyses;2) flotation test s; and3) mass and metal balances.Each application is demonstrated by an example problem and corresponding detailed user instructions. The ""measured"" data in the examples are fictitious and do not represent a real operation.The steps in using the program are the same for each of the three types of application, viz.:1. Enter the number of product fractions and press ""A"".2. Enter the measured weights (0) of each fraction and press ""RIS"" each time. After the last fraction has been entered, the printer automatical1y displays the total weight.3. Press ""B"" to calculate the weight distribution (Y). Once ""B"" is pressed, the printer automatically displays the weight distribution of all fractions.4. If the accumulated weight distribution (EV) is also needed, press ""RIS"". The printer now displays these data. This step is optional and may be bypassed.5. Press ""2nd A"" to prepare for entering of the measured metal assay (M).6. Enter the measured metal assays of each fraction and press ""RIS"" each time. If analytical data exist for more than one metal, each data set has to be entered separately in one sequence.7. Press ""C"" to determine the ""calculated"" head assay (MA) of all fractions.8. Press ""RIS"" to calculate the metal distribution (R). The majority of refineries that operate with traditional starting sheet technology ?starting sheet- uses a relatively low current density of 250 A/m2. Industrial tests at high current density with conventional technology were carried out in Refinery of Potrerillos, getting satisfactory results that are similar the results obtained with permanent cathode technology. The series of copper refining electrolyses electrolysis trials were carried out between 300 to 325 A/m2. Electrolysis conditions, in accordance with industrial practice, were kept constant in all sets of experiments and were as follows; 45 g/L Cu 2+, 210 g/L H2SO4, 62 °C, electrolyte circulation of 14-18 L/min. The same Dosing dosing of Additives additives used in permanent cathode technology was required in these tests. In general, only not importantminor operational modifications were necessary in comparison to normal practice in the Refinery to assure the good results. Different quality of starting sheet and anodes were examined. The test included starting sheets from smelter and laminated process. Results indicate that the charge physical quality of the electrodes and the control of the process during the two first days of operation are the keys to get the best results.

Gypsum in Manitoba is quarried from the Jurassic Amaranth Formation a1 Gypsumville and Harcus; it has been mined near Amaranth and Silver Plains. At Gypsumville, gypsum is carbonate- free but has thin clay laminae between gypsum layers; the rock is folded in places, and some anhydrite is present. At Harcus, gypsum contains scattered dolomite, both as patches in a penemosaic pattern and as thin layers; small chalcedonic concretions also can be found. The quarry at Harcus was opened late in 1978 and currently produces about 100,000 tonnes annually. The two inactive mines near Amaranth operated from 1932 lo 1963 and from 1967 to 1970, and contain a central anhydrite layer. The mine near Silver Plains was flooded from an underlying artesian aquifer in 1975 and has not been reopened. Manitoba gypsum is used in cemem plants in Mani1oba and Saskatchewan and in wallboard plants in the three Prairie Provinces.

There are significant global environmental and supply issues with existing energy paths today . Global emission and fuel regulations, global fuel and power structure, energy security, and cost are driving new technology and non-conventional approaches . Fuel cells will play a significant role in the strategy to effect positive global change, increase fuel efficiency and decrease dependency on traditional fossil fuels. Fuel cells do not require recharging, just refuelling and a wide range of fuels are possible with hydrogen being the most desirable. Technical progress as well as investments in fuel cells for transportation, stationary, portable, and micro fuel cell applications have been dramatic in recent years. The present view is very optimistic for fuel cell power generation and the status is presently at the field trial level, or early commercialization stage, moving into volume commercialization. A number of demonstration programs are in progress worldwide such as the California Fuel Cell Partnership which involves original equipment manufacturers (OEMs), fuel providers, transit authorities, state and government bodies. Fuel cells and a hydrogen infrastructure are key to a long-term solution to global energy issues. Fuel cells will need to be competitive on an economic basis with the established and highly developed internal combustion engine and other forms of power generation There has been significant technical progress in a number of fuel cell areas including power density, transient / dynamic response, multiple fuels, cost potential, reliability and durability. However, significant technology gaps still remain today. This presentation will focus on the status and progress of the fuel cell today, current fuel cell research and development, the challenges going forward, and the future view of the fuel cell and it&apos;s impact on global energy issues.

Introduction Sturgeon River area, on the east side of lake Nipigon, Ontario, was the scene of a gold rush in 1934. According to press reports, the active staking during the latter part of the summer spread out rapidly from the early holdings until it embraced practically all of the lower basin of Sturgeon river in a belt up to ten miles wide extending west from Kinghorn for 35 miles to lake Nipigon. And, before winter set in, active prospecting and claim staking reached beyond lake Nipigon to areas where belts of ancient schists were known, notably west of Obonga lake. The writer&apos;s familiarity in past years with the areas to which attention has been directed admits of some observations on means of access in the field, the general geology, and the progress that has been made in identifying formations favourable for the occurrence of gold. Canoe Routes From the writer&apos;s observations in Sturgeon River area in 1917 and in the Obonga Lake area in 1933, it is recalled that there is, locally, a striking dif~ ference in the accessibility of the two areas by travel along canoe routes. Sturgeon River area is easily accessible from Kinghorn or Jellicoe stations on the Canadian National railways. Many small lakes, commonly of the linear type and with elongations east and west, occur among the forested rocky ridges near Jellicoe (Figure 1) and to the east and west along, or adjacent to, Sturgeon river. This stream has long stretches with gentle current between the falls and rapids. The drainage system provides excellent canoe routes (Figure 2), and the interruptions to travel (Figure 3) are remembered .as scenic features that were passed by portages with firm footing. West of Obonga lake, the streams flowing easterly to lake Nipigon may be followed through scenic canyons to a plateau of law relief characterized by extensive muskegs and shallow, brown-water lakes; and along small streams, where beaver dams have been destroyed, there are muck ponds where the usual alternatives of paddling or portaging can be dismissed in favour of the &apos;moosing&apos; method of progress with the canoe (Figure 4).

"Abstract-In recent years, several unsavory events in international mineral exploration, as well as several widely publicized project difficulties and failures have occurred. The report Setting New Standards has "raised the bar" and proclaimed a "commitment to continuous improvement... and change." We need to evolve from our "generally accepted" practices to more effective quality assurance policies, guidelines and standards. Several steps will be required to support the work of the "qualified persons" now wholly entrusted with technical and professional matters:• adopt a mineral development model and objectives appropriate to orient the selection of workmethods and verification procedures suitable to increase the profitability of these activities;• review the definitions and implications of the terms practice, guideline and standard;• review three quality assurance systems with emphasis on commitment of company management and complementary emphasis on systematic quality policies, plans and manuals (ISO 9000), continuous improvement through "profound knowledge" (Deming, 1986), and self-appraisal of continuous improvement and client satisfaction using the Qualimeter Guide (Québec Society for Quality);• determine, from the objectives of the mineral development model proposed and the problems often encountered, the requirements of resource/reserve estimation and the production feasibility study. To regain investors’ confidence and improve the returns from mineral development activities, an explicit commitment to quality by the board of directors and the management of every company is required.A number of mining companies have gained ISO 9002 certification for their operations but exploration companies should start by developing and implementing quality assurance guidelines and standards based on the ISO 9001 pattern, without achieving actual ISO certification in the short term. Both professional associations and industry organizations must be involved in the process of developing the required quality and continuous improvement guidelines and standards."

The Companion Policy of NI43101 references the guidelines and states that issuers and Qualified Persons should follow them.Exploration Best Practices GuidelinesPreamble: These guidelines have been prepared to assist the Qualified Person(s) in the planning and supervision of exploration programs which will be reported under National Instrument 43-101. Such exploration programs must be under the supervision of the Qualified Person who will be responsible and accountable for the planning, execution and interpretation of all exploration activity as well as the implementation of quality assurance programs and reporting. These guidelines are also recommended for use in the planning and execution of exploration programs which will not be reported under NI 43-101. This set of broad guidelines or ""best practices"" has been drawn up to ensure a consistently high quality of work that will maintain public confidence and assist securities regulators. The guidelines are not intended to inhibit the original thinking or application of new approaches, that are fundamental to successful mineral exploration.Results should be summarized and reported in a Technical Report of good professional quality in accordance with the National Instrument 43-101 and Form 1 contained in that instrument. All exploration work from which public reporting will ensue must be designed and carried out under the supervision of a Qualified Person (""QP""). A QP is defined in National Instrument 43-101 as an individual who is an engineer or geoscientist with at least five (5) years' experience in mineral exploration, mine development, mine operation or project assessment, has experience relevant to the subject matter of the project or report and is a member in good standing of a recognized professional association."

The Mining Association of Canada launched the Towards Sustainable Mining initiative in 2004. TSM&apos;s goal is to improve the mining industry&apos;s performance by aligning its actions with the priorities and values of Canadians. The initiative currently includes performance indicators for four areas: tailings management, energy use and greenhouse gas management, external outreach and corporate crisis management planning. Over the past year, the association has been designing a performance assessment and verification system for these performance areas, as its members prepare to move external verification of their performance in 2007. The initiative and its evolution, as well as the challenges faced in developing a verification system applicable to an entire sector will be examined.

A Joint Venture between Hope Bay Gold Corporation and Miramar Mining Corporation recently acquired the Hope Bay project in Nunavut, which represents the first discovery of a major new Archean greenstone gold belt in Canada since the discovery of Hemlo in 1982 and the Yellowknife belt in 1938. Located some 685 km North of Yellowknife, the Hope Bay Belt is geologically comparable to the other major gold producing regions of Canada. The initial discovery of gold mineralization in 1992 led BHP to acquire virtually all of the Hope Bay belt. Over the subsequent 6 years, BHP expended C$85 million on exploration, including 180,000 meters of drilling, 2.3km of underground workings and a 27,000 tonne bulk sample, as well as extensive environmental and economic studies. Hope Bay Gold and Miramar acquired the Hope Bay property in December 1999 for a cost of C$27 million, considerably less than the C$85 million spent by BHP in exploring the property. They both hold 50% of the project, and share expenses equally. Hope Bay Gold is the manager of all exploration phases and Miramar will manage feasibility, construction and operations. The Hope Bay Joint Venture controls 1,117 sq. km., covering virtually the entire 80 km long Hope Bay and adjacent Elu greenstone belts. We believe that Hope Bay is one of the best-undeveloped gold projects in Canada. Work to date has defined a global resource in excess of three million ounces of gold in three principal deposits, each of which is open to extension along strike and to depth. A C$17 million work program for year 2000 focused on advancing a significant portion of the gold resource to a measured and indicated category. This will provide the basis for initiation of a feasibility study in 2001. The 2000 drill program was one of the largest undertaken in Canada last year, and is a clear indication of our confidence that Hope Bay will develop into a major gold producing district. The majority of the potential mineable areas known to date lie within 350m of surface and would be accessed through a combination of open pit and declines. Currently, development of a 1,800 to 2,000 tpd gold mine producing in excess of 300,000 ounces of gold per year at cash costs below $US200 per ounce is envisioned. In addition, the exploration potential on the 80 km gold belt at Hope Bay is clearly tremendous.

"The Candego property is in Boisbuisson and Christie Townships, Quebec, about 13 miles south of Marsoui, a village on the north coast of the Gaspe peninsula, 80 miles east of the railhead at Matane. It was the first producing mine in the peninsula. Production to October 1954, when operations were suspended, totalled 68,497 tons of ore, which yielded concentrates containing 8,706,535 lb. lead, 5,870,272 lb. zinc, 355,526 oz. silver, and about 1,000 oz. gold. The property was acquired by the present company in the summer of 1955.The mine has been developed by seven adits, driven into the west slope of the valley of the Marsoui River. The river here is at an elevation of about 1,600 feet, and is roughly 1,500 feet below the level of the adjacent upland. Adit elevations range from 1,760 to 2,330 feet. Five of them are in one vertical zone, on what was originally believed to be a single vein. Past production has come from Nos. l to 5; the chief present high-grade ore reserves are in No. 7.The author's observations were made in adits Nos. 3 to 6, in several of the old pits, in the surface trenches, and on drill core, at various times between December 1952 and September 1953. Much of the surrounding area has been mapped by Jones (I) and McGerrigle (2) for the Quebec Department of Mines. H. M. Kingsbury served as consulting geologist to the mining company for several years.General GeologyThe Candego veins occur in Lower ( ?) Ordovician sedimentary rocks which form a strip about 15 miles wide along the north coast of the Gaspé peninsula. The series includes limestones, shales, and sandstones, mildly metamorphosed in places. Three miles south of the mine is the north contact of the granitic intrusive, regarded as Lower or Middle Devonian, which underlies the Tabletop Mountains area. This batholith is about 10 miles long, in a north-south direction, and about 4 miles wide. At Mount Albert, about 5 miles west of the Tabletop intrusion, is a group of basic rocks, amphibolites and serpentinized peridotites, thought to have been intruded at the close of the Ordovician."

In the last 30 years numerous mining plants have been developed in North America but only a handful of these have required freezing the area where the shaft was sunk. The most recent mine shaft to be sunk using this technique is located on an island off the coast of Louisiana. The project required the input and skills of numerous people in several companies, including the owner, engineers and contractors. The Cote Blanche installation is one of several mines in the area which extract salt from a dome which extends under the Gulf of Mexico. The geology of this area is, however, markedly different from others in the region because there is approximately 460 ft of water logged soil above the salt dome. Because it is not possible to sink a shaft in ground that is this soft, the overburden where the shaft is located must be frozen before excavation can take place. The Cote Blanche mine is a producing facility which was built in 1958 by the Carey Salt Company. The original facility included a 14 ft diameter production shaft and a 7 ft-8 in diameter service/ventilation/escape shaft. This system was installed by The Cementation Company. In 1996 the owner decided to improve both the mine ventilation and production hoisting system by installing a third shaft. This shaft would be designed to extract 650 tons per hour from a depth of 1600 ft and provide 500,000 cfm of ventilation to the mine at a maxium design pressure of 4 in WG. These parameters resulted in a requirement for a 16 ft finished inside diameter concrete lined shaft and a headframe designed as a pressure bulkhead. Because the mine would operate from one level only, the most efficient hoisting system for the application was determined to be a ground mounted koepe running on rope guides. With these criteria fixed Cote Blanche embarked on a program which would see construction start in June 1998 with the first salt produced in February 2001 at a cost of $US18M. The major players in the design and construction were G.L. Tiley & Associates Ltd., BLM Bharti Engineering, Freezewall Inc., Phillips Mining, Geotechnical and Grouting Inc., Don Hart Consulting and Dynatec International.

"The paper presents the approach taken by Craigmont Mines to grinding circuit control. A detailed description is given of a fully automatic control system which bases its control actions on the continuous measurement of particle size in the cyclone overflow stream. The control system holds a specified particle size in the cyclone overflow, and grinds rod mi 11 ore feed at increased rates. The principles of operation of the system used for continuous measurement of particle size are described, end the improvements in mill throughput and copper recovery over several months of continuous operation are presented.INTRODUCTION Craigmont Mines Limited is located in the south-western interior region of the province of British Columbia, approximately 230 road miles north-east of Vancouver, and ten miles west of the town of Merritt. A moderate climate, good roads and service facilities provided by the Canadian Pacific Railway, Inland Natural Gas Company, and the B.C. Hydro and Power Authority, have provided a very favorable mine and plant site.The preliminary metallurgical design of the Craigmont mill was based on the test results of samples obtained from the original 2500' level drift during 1959. Pilot plant runs and other research testing for design pur¬poses were conducted at the Canadian Exploration Ltd. Laboratory, at Salmo, B.C. The design flowsheet was altered in progressive stages from 2,000 to 3,000, and finally 4,000 tons per day as the ore reserves became better defined. Construction work on the 2,400' level mill site commenced in late 1960. The official opening of Craigntnt Mines Limited took place on September 15, 1961, a little over two years from the time of the metallurgical assessment of the original ore samples.Mill throughput to date has varied widely both on a daily and a monthly basis, due to the varying hardness of the mine ores. The grindability af the ore appears to be related to the oxide iron content, which varies from lows of 9% to highs of 20%. "Mining Companies have producing assets in increasingly diverse portions of the world. It is not uncommon that the owner, the design team, the mine contractors and the operators are all based in different countries. While these assets are always subject to the regulatory requirement of those countries there have not been international standards available to review and evaluate these assets. This becomes particularly important when considering safety critical items such as tailings dams, vertical shaft systems and autonomous vehicles to highlight a few. The work currently being completed in ISO ensures these standards will be available and will be generated by and subscribed to on an international basis, thus removing the potential for patriotic partisanship and ensuring safe and predictable systems are installed. This paper will discuss the benefits of the international standards, the structure of the teams and working groups who are generating these standards as well as the process by which the standards are generated. This will allow insight into the creation of the standard and will aim to demonstrate the “neutral” and technically strong manner in which the generation of these standards is achieved. In addition, the paper will discuss the standards which have been produced in the last five years as well as the current standards which are in place. The finale will discuss upcoming work and the timelines in which it is anticipated these will be completed. The work currently being completed in the International Organization for Standardization (ISO) ensure these standards will be available and will be generated by and subscribed to on an international basis, thus removing the potential for patriotic partisanship and ensuring safe and predictable systems are installed. The ISO/TC 82 – Mining was founded in 1955. This was an active committee until it was thought that the standards at the time were adequate and the Technical Committee was put on “Care and Maintenance”. In 2012 countries lobbied ISO to pull this committee from dormancy and restart it, this happened in in the same year."

"THE FOLLOWING are some comments on the article, ""International Trade in Minerals and Economic Development"", by M. Sengupta, published in the October 1976 issue of the CIM Bulletin.Sengupta says in the introduction that ""The mechanism through which this growth (economic development) has occurred is basic ally straight forward"". His statement is quite misleading and perhaps it is better to quote Gerald Meier:""Development economists must operate in an imperfect second-best world, away from the simplified premises of neoclassical economics. Their subject matter is therefore not yet a coherent or self-contained discipline. Denied recourse to a set of general principles, perhaps the student's most sensible introduction to economic development is through a study of 'leading issues' that are at the time a major preoccupation of the development economist and development practitioner"" .Sengupta quotes an authority who wrote 18 years ago. Academic and operating development economists today know full well that existing theory is quite deficient. Sociologists, political scientists and engineers in this field also know that economic, social, political and technical development involves all academic disciplines.Sengupta indicates that tariffs in developed countries prevent less developed countries from supplying refined metal, or manufactured and semi-manufactured products. He lists Zambia, Chile and Zaire as examples of copper concentrate exporters, as inadequately shown in Table 1. He is wrong."
