Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

Recent works suggest that dehydration of subducting slab and consequent hydration and partial melting influences the dynamics of mantle wedge. Plums originating form the subducting slab due to Rayleigh-Taylor instability are responsible for heterogeneous composition of the mantle wedge. Also, occurrence of partial melt in the mantle wedge can trigger dynamic processes like exhumation of UHP rocks in intra-oceanic settings or can influence characteristics of the subduction tectonic regime. A basic method for designing reasonable jig cycles for movable-screen jigs is presented in this paper. The reliability and effectiveness of the designed jig cycle was verified with tests performed on an artificial mixed material. An iron ore (12 - 100 mm) from Huashugo Iron Mine, Jiuquan Iron and Steel Company, was treated in the TJD-75 movable-screen jig using the designed jig cycle. A good result was achieved. The procedure presented here should provide a reliable technique for the design of a commercial movable-screen jig.

The tragedy of the Moura No. 2 incident has lost much of its emotional mileage for those organisations that thrive on loss and suffering. However, for the families, workers, mine owners and operators in the Queensland underground coalfields, the challenge of delivering a positive outcome, though well underway, is in its infancy. The pressure created by interested parties is necessary for overcoming the inertia involved in change; but they cannot deliver the change. The responsibility ultimately resides at each individual minesite with the people who work there each day.

The effect of operating parameters of a shaking table on the separation of mixed quartz-magnetite artificial feed has been experimentally investigated by use of laboratory-scale shaking table. Based on a great number of experimental data collected, the multi-variate non-linear model of shaking table has been developed. The model allows for the calculation of the product grade and recovery. A computer model has been programmed, for inclusion in a software package for the simulation and optimisation of shaking table if the feed characteristics and the concentrate grade are given.

In'the past, innovation in explosives technology, spurred on by industry needs has assisted the Mining Industry to improve productivity and reduce costs. Our Mining Industry is of major importance to the Economy., The value of mineral produc- tion in 1987 was $25 million or 10% of GDP. Australian Mining is a business depending on international markets. The Mining Industry is our leading export earner, generating 44% of all export income. 60% of mineral production is exported. About half of these minerals are extracted using explosives. Explosives rank as one of the top three consumable expenditures for a mine. For example: A major open-cut iron or coal mine can spend $6 million dollar per annum on explosives.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. Optimisation and mathematical formulations for open pit design and long-term production scheduling have been available since the 1960s. There are two main concerns in the application of existing mixed integer programming (MIP) models in open pit mines: a. the feasibility of generating both optimal solutions and practically mineable scheduling patterns and b. the inability to deal with in situ variability in orebodies and account for uncertainty. In dealing with these issues, a general open pit production scheduling method for multi-element deposits is presented and subsequently used to optimise the long-term production schedule in a nickel laterite deposit. The application shows the weaknesses of MIP formulations in terms of generating optimal solutions as well as practically feasible mining patterns. The application of the same formulation in the presence of in situ orebody variability and uncertainty uncovers a major reason for deviations of scheduled production from actual production, and outlines additional limits of traditional optimisation formulations as well as future needs.

A study of refined metallic copper and nickel production was carried out using Life Cycle Assessment methodology to estimate the life cycle emissions of greenhouse and acid rain gases for these metals using data derived from the literature. Various processing routes were investigated which included a pyrometallurgical and a hydrometallurgical route for each metal. The effect of a number of process variables, namely ore grade, fuel type for electricity generation and efficiency of generation were also examined in the study. The results of the study, expressed in terms of total (or full cycle) energy consumption, Global Warming Potential (GWP) and Acidification Potential (AP), showed that the hydrometallurgical processes involving solvent extraction and electrowinning had higher energy consumptions and GWPs than the pyrometallurgical processes for both metals. Nickel metal production was shown to be several-fold more energy intensive than copper metal production. The significant effect that falling ore grades have on attempts to meet greenhouse emission targets was also highlighted in the study.

Commercial pelletizing commenced in 1955 to agglomerate very fine concen- trates which could not be fed directly to the blast furnace. Extensive develop- ment has taken place and is continuing. There are now three main heat hardening processes in use. Plants are operating, or under construction, throughout the world capable of producing in excess of 125 million tons per year of pellets from concentrates or direct mined orefines. The Whyalla Pellet Plant, which commenced production in May 1968, is examined in detail to illustrate the general principles of pelletizing. This plant converts high grade iron ore fines into high quality pellets at a rate in excess of 2 million tons per year.

Wrenching between basement blocks is considered to be the mechanism whereby a well developed set of en echelon folds and an associated fracture system are developed in the Fitzroy Depression, Western Australia. The regular geometry of these structures accords with a right lateral regional coupling between high-standing, basement blocks bounding a trough filled with a thick pile of stratified Phanerozoic sediments. The structures developed during or after the Mesozoic Era, but the couple is inferred to have been applied to blocks outlined by old lineaments, which may reflect strains or ruptures in basement that developed during the Precambrian, and which were regenerated during Palaeozoic and Mesozoic time.

Dynamic shocks, which occur in mine hoisting systems have been measured by various investigators over the past 30 years. In 1966 the most intensive analytical investigations were being planned in Bochum, Germany, where equipment then was being constructed to measure the power generated in any particular dynamic shock. Between 1953 and 1956, in Broken Hill, N.S.W., accelerations of the shaft conveyances were measured and analysed. The "effective mass" of the conveyances at the time of the shock was then and still is considered as indeterminate and not easily measured. It is believed that probable peak forces can be determined by the product of the static mass and the accelerations. The subsequent problem of the elimination of the dynamic shocks becomes one of possibly increasing the frequency and thus reducing the amplitude, after identifying and evaluating the shock generators. In addition, judicious use of the clearance between the shaft conveyance and the guide, as a zone in which to absorb vibrations, is a factor which has been overlooked in earlier investigations on This topic.

From statistics on general and electrical fatalities in the Australian mineral industry, it could be said that the present approach to industrial safety is irrational. Deaths are few and decreasing in number, yet spend- ing on occupational safety is large and increasing. State mine safety inspec- torates are being expanded and a National Occupational Health and Safety Commission was recently established. Recent data are analysed in the paper and mining industry fatalities placed in perspective with deaths in other areas. Cost effectiveness of different strategies is discussed along with social implications. Strategies found successful are described and others suggested.,

Efficient performance of pulp lifters to discharge ground rock is critical to the effective performance of SAG and AG mills. The paper covers developments in the design of pulp lifters and associated grates, of both conventional straight-radial and curved types, and of the inner discharge cone. Issues covered include the discharge performance of both the slurry and rock components of the discharge, reverse flow back into the mill through open grates and backflow down the pulp lifters of material that fails to discharge from the mill. The design experience is interpreted in the light of developments in particle flow modelling of the flow of charge in pulp lifters.

Despite mineral sand occurrences having been noted since the 1970s, the Wemen North Mine is the first operation to commence commercial mining within the inland Murray Basin. The deposit was discovered in the 1990s and, following lengthy resource development, mining commenced in 2001. This initial mine was established as a pilot operation to test the commercial viability of mining in the Murray Basin, with subsequent expansions planned if the mine proves successful. The deposit lies beneath arable farmland close to the Murray River and is hosted by Pliocene marine sands, with a geometry resembling a classical beach strand placer. The operation utilises traditional dry mining overburden removal techniques, with ore mining carried out using a floating dredge and concentrator. This paper looks at the geology of the Wemen North deposit, the mining techniques and challenges as well as grade control practices employed to mine this palaeo-beach placer deposit.

Factors affecting the rate of arsenic removal from lead bullion during softening processes were studied. Very high rates of removal could be obtained under conditions of intense agitation and ready availability of oxidant. Reaction mechanisms were proposed to explain the sequences observed. Selective removal of arsenic with minimal loss of antimony from bullion was favoured by a low temperature Harris process and oxidizing via a caustic soda medium.

Recent advances in global positioning systems (GPS), machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50 mm. Some of the outcomes possible are: precise selective mining û even when the ore is visually indistinguishable from waste; tracking grade and tonnage of every ore parcel through the mine; real time productivity monitoring; detailed post accident safety analysis; and tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

During 2002, design and development of the worldÆs largest flotation cell was completed. The cell is the mineral industryÆs first 257 m3 flotation cell, and represents a major development in the design of larger flotation cells, with a 50 per cent increase in cell volume over the widely installed 160 m3 WEMCO« SmartCellTM flotation machine. It is anticipated, in the next few years, world-class copper sulfide concentrators will incorporate 257 m3 flotation cells in their rougher-scavenger flotation circuits. The prototype 257 m3 cell, No 250 SmartCellTM flotation machine is installed in Minera Los PelambresÆ existing rougher flotation circuit. The machine is located in front of the first cell in Row 1 and is followed by nine No 130 SmartCellTM flotation cells. The unit has been in operation since April 2004, and has proven itself in this duty. A key to the successful development of the equipment has been the emphasis placed on fundamental hydrodynamic scale-up criteria. Hydrodynamic factors include superficial gas velocity, water (pulp) circulation through the draft tube, and pulp mixing (distribution) characteristics. This paper will review the scale-up criteria of the No 250 flotation cell, and a case study will be presented on the in-plant testing of the equipment. The case study will document the metallurgical and hydrodynamic performance of the machine. It will also illustrate the economic benefits derived by incorporating larger flotation cells in a modern copper sulfide concentrator.

It is desired to present in a condensed form the present state of our knowledge in regard to the distribution of the ore, coal, and oil-shale deposits of Tasmania in time and space.Tasmania is exceptionally well endowed with mineral wealth, particularly in the north-western and western districts. In the enthusiasm resulting from the first discoveries of mineral deposits at a great number of localities in those districts, it became a generally accepted belief that the whole of that portion of Tasmania constituted a continuous metalliferous province. As geological research in these, areas has progressed, however, it has become increasingly clear that ore-deposition has been confined on an economic scale to definite well-defined areas or belts which have a genetic relationship to certain tectonic and petrologic phases of the general geology. On 20 December 1983 at 8.40am blast- hole 57 of Blast RN177 prematurely detonated follwed by a violent deflagration of blast- hole 59 at 10.40am. The blastholes were 380mm diameter drilled in black pyritic Mt McRae shale. The blastholes were loaded with ANFO and primed. Blasthole 57 was stemmed and blasthole 59 was not. A poss- ible mechanism which could lead to such a detonation is described. preliminary tests showed the top 5m of a bench had the highest temperature which could not be influenced by a range of treat -ments. Small scale laboratory tests show- ed that zinc oxide (ZnO) and magnesium carbonate (Mg2CO3) inhibited the reaction. A series of tests using AN with and without inhibitors loaded into the collars of blast -holes drilled in the top 6m of the bench and unstemmed is described. An analysis of the time to reaction of the holes loaded with AN against temperature shows that the decomposition of the AN in contact with the black pyritic shale is probably a sulphuric acid catalysed react- ion. All the inhibitors tested can neut- ralise the sulphuric acid in the shale. 10% ZnO appears to be an effective inhibitor of the reaction providing the AN/ZnO (90/10) is kept out of contact with surface material whose temperature can be as high as 60¦C in summer. It is concluded that ANFO/ZnO (90/ 10) should be now tested in stemmed holes.
