The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

The base metal industry mines and processes hundreds of million tonnes of ore per annum to produce saleable products and large tonnages of waste by-products such as tailings. These ores usually contain less than 1 wt per cent of toxic elements (As, Sb, Bi, Cd, Se, Te, Hg, etc), which are subsequently treated with the other components in the ore during the production of concentrate through to saleable metal products. The deportments of minor elements across the various unit operations of a process flow sheet do not normally receive the attention that the major elements receive. However, these minor elements can have a major influence on the quality of the products as well as an economic and environmental impact. Therefore, a high degree of control over their deportments is a key step in reducing their dispersion in the biosphere. Ongoing work at CSIRO has been examining minor element deportments across unit processes used for smelting and refining and the options for early removal of minor elements, as well as methods for safe disposal of some toxic elements. This paper provides an overview of the R&D activities undertaken at CSIRO to develop tools and methodologies for improved management of minor elements during the processing of sulfide ores.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Sparse geochronological data have been combined with data on felsic suites and depositional facies of rocks to provide an overview of the development of the Arunta Block. The study provides a basis for construction of a map showing the distribution of granites and associated felsic extrusive rocks in the Anmta Block. The tectonic evolution can be subdivided into a series of significant time intervals. Only in the initial stage, to about 1880 Ma, was there any subduction-related magmatism. All later felsic magmas were crustal-derived melts. The early, pre-1880 Ma arc-related units in the SE contain small showings of Cu, probably including the small Cu deposit in the Casey Bore Inlier at the edge of the Simpson Desert. The most significant time-interval for formation of mineral deposits was 1820-1760 Ma, when volcanogenic Cu-Pb-Zn deposits formed in the Strangways Metamorphic Complex and also in the Jervois district. A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. IT is generally accepted that for transport of coal underground from different collecting stations, the system of endless rope haulage with remote control is not only one of the safest and most economIcal, but is also one of the most'efficlent in dealing with output.When the coal measures lie in regular planes, the work of laying down such a haulage presents no difficulties. When, however, the dip of the measures is Irregular, or dislocated by faulting, the management is faced with the problem of constructing vertical curves of such a radius that the sag of the rope will correspond with the road bed, and thus obviate the danger of the rope rising and throwing the skips off the track.The direction of the main roads for haulage purposes being ascertained from the plan of the royalty to be worked, the faults or dislocations in the seam are determined for these roads with the greatest possible accuracy by means of bore holes from the surface.From the data thus obtained the haulage road can generally be so graded that the rope will keep on the floor during haulage operations, although the grades may in places be synclinal.The writer confesses that he knows of no accurate formula for calculating the sag of the rope under varying tensions and so determining the safe radius of the curve, and he had to depend upon past experiences under somewhat sImilar conditions.The accompanying sections illustrate a case where the writer has recently installed an endless rope underground approximately 5000 ft. in length, from the foot of a tunnel in which an endless rope delivers the output to the screening plant, and having to negotiate, first a 400-ft. downthrow fault, and later a 32 ft. upthrow.

A method is presented for calculating the number of cycles of stress to failure of a drill rod from operating variables; a mathematical analysis by Cooper of the stresses present in drill steels is applied to the forged collar, i1i-in. hexagonal hollow drill steel in common use in Australia; and an estimation is made of the dry fatigue limits at various points along a drill rod.It is shown that these calculations predict failure at a 'point where failure rarely occurs, and do not predict that failure should occur where it does in practice. The reasons for this anomaly lie in the neglect of bending stresses in the stress calculations, and in failuredue to corrosion fatigue at a preferred section rather than to simpler fatigue under non-corrosive conditions.INTRODUCTIONIt has long been recognized that failure of metal sections by fatigue is influenced both by the number of cycles of stress imparted to the section (N) and by the magnitude of this cyclic stress (8). In this paper, both Nand Shave been calculated for rods which have failed in service, and whose operating history is known. While the calculation of the number of cycles to failure is·simple, the calculation of stress is more complex. The results of stress caIculations predict that failure should occur only hi short rods, and then preferentially at the tip end rather than the shank end.However, in actual fatigue failures of steel rock drill rods, approximately 75 per cent. of such failures are close to the shank end, and failures near the tip end are rare.The usual explanation given for this high incidence of shank-end failures is that at the point of failure there exists, in forged collar steels of the type common in Australia "hardness valley" or. This paper describes a technique to predict achievable head grades and likely variances from target grade for the Shovelanna Iron Ore Project, in the Pilbara region of Western Australia. The block model from which the production schedule is produced was created from a wide spaced drilling program and was classified as an Inferred Resource under the JORC Code. Ideally, production schedules and target grades would be determined using a combination of Proved and Probable reserves. However sometimes it is necessary to consider the requirements of potential off-take parties who have specific grade tolerances. A technique is needed to simulate mining sequences and grade variations early in the planning process, using an æexplorationÆ block model rather than the normal æminingÆ block model. Marketing contracts require examination whether the target grade {Fe, P, SiO2, Al2O3 can be kept constant, or must be revised during the life of the mine. A model (written in ExcelÖ using Visual Basic macros) develops a feasible, close to optimal, mine plan from block model data. Cut-off grades for minable ore are chosen. The model evaluates ore tonnage, grade and stripping ratio against depth. Outputs at this stage include plots of slices through the orebody, at nominated x, y and z coordinates, showing ore grade, waste, drill hole locations and topography. The model then searches for a feasible satisfactory mine plan. The initial grade target is the average for the identified ore blocks. The available block list (ABL) at any time is the set of ore blocks, any one of which can be mined without removing any other ore block. The entire initial ABL has an unacceptably large ætotal grade stressÆ, defined as [(Grade-Target)/Tolerance]2, summed over the four relevant minerals {Fe, P, SiO2, Al2O3}. The model trims the ABL, removing the block most harming the total stress. Trimming is repeated until the total grade stress reduces to an acceptable level. The trimmed ABL defines the first mine campaign. Removing the trimmed block set, a second ABL is exposed, which is again trimmed and mined. The process is automatic: a few seconds computation provides a complete mine plan. Re-running the model with adjusted grade limits quickly shows whether a uniform target can be achieved or whether the target must be modified during the mine life.

A Feasibility Study was completed in late 2002 to ascertain the risk and reward profile from the proposed deepening of operations at Perseverance Nickel Mine in Western Australia. The system and approach adopted to this brownfields extension work is outlined and the main components of the study are overviewed. In particular, emphasis is given to the integration of mine design and scheduling tools through to financial evaluation. Detailed comment is given on the ability of the system used to provide a robust project schedule complete with 3D animation. The level of importance in eliminating scheduling errors is demonstrated in relation to the reported bottom line viability of the project. It is suggested that this is an area where brownfields Feasibility Studies have lacked clarity and authenticity, leading to the creation of an unrealistic benchmark for project implementation.

The control of industrial grinding circuits in Australian concentrators has been practised for many years in one form or another. Some have established simple feedback loops in areas such as fine ore bin feeders (tonnage control), mill pump sump levels (flow control) and water additions (density control). There are also some sophisticated systems which infer circuit product size using complex measurements of mass flaws and water additions in the circuit and attempts are made to control those flaws to produce a constant circuit product size. The inferred size method in Australian concentrators has become firmly entrenched in the last ten years and control techniques involving the use of direct size measurements with reliable on-stream sizers have been Ignored.

The coking coal produced by Utah Development Company in the Bowen Basin is processed by a dual system of dense media cyclones for the 30mm x 0.5mm feed and flotation for 0.5 x 0mm material. The basic metallurgy of these processes will be presented with emphasis on the operational characteristics which are peculiar to coal. Potential areas for process improvement by the application of more sophisticated control systems will also be discussed.

The development and availability of modern software for cavern design over recent years has provided design engineers with a range of usable design tools. The paper discusses the range of modern software available, presents a design methodology, reviews ground investigation requirements and software available for data processing and management, and discusses requirements and common analytical considerations with reference to typical packages. Caution is given of the tendency for readily available and user friendly software to be used without a full appreciation of the underlying engineering principles.

The resurgence of mining over the last 30 years has coincided with a growing awareness in the community of the importance of environmental protection and conservation. This involves a growing concern about environmental degradation, an increasing desire for the setting-aside of natural areas for wilderness preservation, accelerating pressures for the return of large areas of Crown land to Aboriginal ownership and a widening view that economic growth itself may be undesirable (Burton, 1987). This has lead to much public debate over the implementation of sound environmental policies to achieve a balance between economic necessities and ecological goals.

Mining Automation By Professor Hugh Durrant-Whyte, Australian Centre for Field Robotics and Centre for Mining Technology and Equipment, Department of Mechanical and Mechatronic Engineering, The University of Sydney Professor Hugh Durrant-Whyte summarised why the mining industry needs to automate and reviewed the current automation technology - its risks, costs and benefits. Why automate? The drivers for automation include: safety, productivity, quality control and reduced manning, equipment utilisation, maintenance, and organisation and planning. Durrant-Whyte recommended starting out with a picture of a fully automated mine and working backwards through a systematic analysis of benefit and risk. This also involves looking at the impact of the total automation on current mine design, and identifying the key technologies.

The reasons for using SFRS, including the way a SFRS performs in comparison to plain shotcrete as a support element in mining tunnels, are discussed. The mechanisms by which steel fibres reinforce shotcrete and the need for specifying performance criteria are highlighted. A description of current testing procedures, including an overview of æquantitativeÆ design recommendations provided from various international authorities, is provided. A summary of international recommendations on suitable æqualitativeÆ performance classifications is also reviewed, including a critique of their suitability. Finally recommendations on the practical considerations necessary to ensure good quality, in-place SFRS, are made, including a calculation method for determining minimum steel fibre dosages.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy.In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanized. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading.The methods that have been used can be called the "first-generation" methods.Work has been very hard for miners. It has been dangerous and exhausting.Production volumes of mines, and a s a result of that, also profits have been low.

Traditionally mill operators have been employed with varying educational backgrounds with little if any formal training in aspects of mineral processing. Pasminco Mining-Rosebery, in line with other organisations, saw the need for a prerequisite entry level for operators to enter the industry. After initial discussions between various West Coast Mines personnel, union and government representatives, an industry working group was formed in 1989 with the aim of developing a traineeship suitable for the mineral processing industry. Training and technical representatives from four of the West Coast Mines and TAFE were commissioned with the curriculum development. The resultant course, which is recognised under the Australian Traineeship system, involved an integrated on and off-the-job training program, including 13 weeks of formal off-the-job instruction.

Examples are given of the different management approaches used to improve a mine's profitability and the view is put that attention to mine design is very important but easily overlooked. The need for humans to use graphics to ccanprehend and develop strategies to exploit ore deposits is discussed. The use of two and three dimensional representations for geology, mine design and survey data is reviewed. The current use of computers in mining is discussed and reasons for the limited use of ccanputer graphis are proposed. Suggestions are made as to how more extensive use may be made of catputer graphics in mining by using recent and possibly forthcoming advances in computer hardware and by adopting certain software approaches.

While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

The number of employees required to operate a continuous operation was determined. The fixed and variable costs of the operation were separated, generally along the lines of labour and stores components. Proprietary `MicroPlanner' scheduling software was used to assess resource utilisation under the constraints generated by seven-day operation to determine the level of resources required and ensure that the maximum use was being made of all resources. The mine economic model was used to account for both the fixed and variable costs of the various task to determine the cost and net revenue of the various scenarios. The analysis indicated that mine output could be increased while reducing the unit production cost. Several eight- and 12-hour, seven-day rosters were sourced and ranked for their potential to improve production and communication, and for their effect on employee health and lifestyle.
