The current approach to the design of fill, as a structural component in a mining system, is based on traditional usage, previous experience, empirical rules and preconceived ideas. This approach does not permit the relative economicsof the various possibilities to be evaluated, retards introduction of new materials or processes, and results in fragmented fill research effort.A rational approach to the design of fill is proposed as a means of overcoming these disadvantages.This is based on five components:(a) statement of functions of fill,(b) definition of modes of fill response,(c) criteria of satisfactory performance,(d) analysis of fill response,(e) specification of required fill properties and methods of obtaining them.An assessment of each component indicates that the adoption of this rational design approach will require research effort in categorising modes of fill response and in defining criteria of satisfactory performance.

Sophisticated pit optimisation software has allowed mine planning engineers to generate mining outlines that consider the numerous factors that have a major effect on the success or otherwise of a mine plan. The outlines are generally generated using a range of values for which one can assume a fixed mining cost and a variable revenue. During analysis, the expected costs and revenues are used to investigate the cashflow and sensitivities. Ultimately, the final pit and incremental outlines, or shells, are selected for a given expected price. This paper proposes an alternative method for incremental pit shell selection that considers the risk the mine be prepared to accept. The life of mine is divided into a number of Business Risk Periods (BRPs). The BRP represents the period of time over which the owner is prepared to invest capital. During each BRP, the mine will then operate at a selected investment cost which is generally equal to or greater than the minimum required to meet production targets. In this way, a robust mine plan can be produced which allows the mine to react to change without having to alter the incremental shell limits while maintaining a strategic risk profile. This paper will summarise factors to be considered in selection of the BRP and the incremental pit shells within the BRP.

The current talk of risk management as a separate discipline and management function is like earlier imposition of Quality Control (QC) as an overlay on shoddy production management. Risk management is vital, but is integral in the way we marshal our staff, make decisions, then monitor and review and make crucial secondary decisions. New leaders must not assume that hiring experts ensures good decisions. It is only the essential step one. The worst company I worked for had more expertise than the best. The difference was in culture and decision-making processes. Failed feasibility studies, persistent technical factions in a company that cancel each other, heaps of expert consultant reports piled up like a dump of bricks, even great but half-managers in large and small companies cancelling expertise at their disposal, are the worst manifestations. Just daily foul-ups are common even amongst smart people. We miners have made a great industry but are content to drift far below excellence, even where that word is bandied around. All the management literature and management courses will not right the situation û we have been sending budding managers to this good stuff for two generations and the effects are worthwhile but marginal. A few key ideals, ideas and slogans are not the way. These make inspiring books that work about as long as the Christmas spirit does in the real world. What we need is a coachesÆ manual and a standard of the essential package of culture and work processes that make excellence possible and show how to maintain it long term. It has not been written until now because most managers want to remain dilettante amateur managers without the discipline that creates excellence. First, believe excellence is possible and worth any effort; then commit to it.

Many coal mine operators have responded to economic pressures by massive investment in machinery to reduce unit costs. To sustain the increased production which must justify the expenditure it is essential to know the resource in great detail months or even years in advance of its extraction. The required detail includes variations in composition and any lateral disruptions to the seam which night affect production. As Wilson (1985) has pointed out, a day's production loss can mean half a million dollars income forgone, and an unexpected major fault can mean a shutdown of weeks. Traditionally, seams were probed by surface drilling on (typically) 250 or 500m centres, and by horizontal drilling from sithin'the seam. Core was analysed chemically. The new generation machinery cannot tolerate the risk attendant on such widely spaced sampling, but the costs of much closer sampling rapidly become prohibitive.

Both the miner and the Regional Water Board have legal obligations to ensure that all discharges of water from a mine site are free of harmful wastes, and that proper authorisation is obtained to abstract, divert, or discharge water. This requires long-term planning of water management for the whole of the mine site. Guidance is given in the paper on the issues which must be covered in water right applications.

Analysis of the 2001 Australian census data set can be used to gain a detailed insight into the trends and levels of employment in different industry sectors. There is a common perception that employment of geoscientists within the mining industry and indeed across all industries has decreased significantly. However, the data shows that the number of individuals stating that they are geoscientists employed across all industries has decreased by only five per cent from 5336 in 1996 to 5067 in 2001. Within the mining industry (Australia and New Zealand Standard Industrial ClassificationÆs û ANZICÆs mining class), the number of geoscientists employed has decreased by ten per cent from 2701 in 1996 to 2441 in 2001. These figures, while showing a decrease, do not reflect the magnitude of the decrease commonly perceived. However, further analysis shows the number of geoscientists employed in mineral exploration may have decreased significantly more.

During the last decade the proper training of operating and maintenance staff has been recognised as directly contributing to the successful startup and continuing operations of a metallurgical project. During this period Bechtel has assisted clients in the design, development and implementation of such training. The clients have been located in Australia, Papua New Guinea, Africa, China and North America. The programmes have addressed mobile and fixed plant operations and maintenance in coal, copper, gold, borax and other mining environments. The level of sophistication has varied from highly structured and documented instruction to less formal, yet controlled efforts to reorient and enhance the skills of experienced workers to training personnel with no previous work experience. Many lessons have been learned, some easier than others. This presentation will recount the elements of various projects which enhanced and detracted from the cost-effective achievement of the goals which training was

This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.

The Norseman-Wiluna Belt (Fig.1) is a richly mineralized (production 1900 tonnes Au), Archaean greenstone belt, up to 800km long and 200km wide, which forms the major part of the Eastern Goldfields Province within the Yilgam Block. The Belt evolved ca. 2700 Ma ago as an oblique-slip mobile belt between flanking portions of an older greenstone terrane. Volcano-sedimentary successions in the Belt represent two distinct tectono-stratigraphic associations. Sequences of metamorphosed caic-alkaline intermediate to silicic volcanic rocks interlayered with tholeiitic basalts probably represent the remains of a dissected Archaean volcanic arc (or arcs), and sequences composed dominantly of ultramafic to mafic lavas and intrusions, with minor interflow tuffaceous, sulphidic or cherty sediments are interpreted as remnants of the floor of an ensialic marginal basin (Barley and Groves, 1988). Ultramafic volcanism at Kambalda has been dated at 2692 ¦ 2 Ma (Claoue-Long et al., 1986). The dominantly volcanic associations are locally overlain by coarse clastic sedimentary succes- sions. The Belt is also typified by major north- to north-northwest-striking fault systems, shear zones, and tectonic lineaments, many of which are traceable for more than 300km. As well as defining the boundaries of the belt, these structures have accomodated much of the regional strain and acted as conduits for hydrothermal fluids during deformation, metamorphism and mineralization. As a result, most of the epigenetic gold deposits in the Belt occur in subsidiary structures related to these fault systems (Eisenlohr et al., 1988). Deformation involved oblique compression resulting in a closely spaced network of low-angle faults (thrusts) as well as upright folds and oblique- to strike-slip faults (Archibald, 1987; Veamcombe et al., 1988). This was accompanied by regional metamorphism and granitoid emplacement. At Kambalda, regional deformation and metamorphism were synchronous with the emplacement of the Kambalda Granodiorite which has been dated at 2662 ¦ 4 Ma (Hill and Compston, 1986), approximately 30 Ma after volcanism.The tectonic history and style of deformation of the Norseman-Wiluna Belt are similar to those of Phanerozoic oblique- slip mobile belts at continental margins, which are also a major source of hydrothermal gold mineralization.

The Quesnell-Stikine arcs, in the Canadian Cordillera, are host to Triassic and Early Jurassic alkalic porphyry Cu-Au and calc-alkalic porphyry Cu-(Mo-Au) deposits formed outboard of ancestralNorth America in island-arc tectonic settings (McMillan, 1991). The majority of the alkalic porphyry Cu-Au deposits are products of a discrete magmatic event at the end of the Triassic, with a second and smaller event in the Early Jurassic (Mortensen, Ghosh and Ferri, 1995). Of the Triassic complexes, the Galore Creek alkalic intrusive suite is one of the largest and most silica-undersaturated intrusive complexes, and host to the most significant undeveloped alkalic porphyry Cu-Au resource in North America (Lang, Stanley and Thompson, 1995). Because of the common presence of feldspathoidal-bearing rocks in the complex (Enns et al, 1995), Galore Creek likely represents an end member example of the alkalic porphyry Cu-Au class. The Galore Creek alkalic Cu-Au-Ag porphyry district, located in NW British Columbia (Canada), contains 12 mineralised prospects (Enns et al, 1995; Micko et al, 2007; Schwab et al, in press) with a total measured and indicated resources of 785.7 Mt at 0.52 per cent Cu, 0.29 g/t Au and 4.87 g/t Ag (NovaGold Resources Inc, February, 2008). The Central Zone is the largest and best delineated. Other economically important mineralised centres include the South-West, Bountiful, West Fork and Junction deposits. The South-West Zone, the focus of this contribution, is a Cu-Au-Ag breccia-centred deposit with a measured and indicated resource of 69 Mt grading 0.42 per cent Cu, 0.69 g/t Au, 2.67 g/t Ag. Hosted in brecciated intrusive rocks, the South-West Zone is distinctly younger than the Central Zone and most of the other mineralised centres (Enns et al, 1995; Schwab et al, in press). The South-West Zone therefore preserves the late stages of hydrothermal evolution at Galore Creek. An EXTENDED ABSTRACT is available for download. The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

Ashton Mining Ltd (Ashton) and Lynas Corporation Ltd (Lynas) have established a joint venture partnership to develop and process rare earth oxides (REOÆs) from the Mt Weld deposit in Western Australia. The deposit is located in a deeply weathered volcanic carbonatite structure that contains approximately two million tonnes of rare earth oxides at an average grade of 20 per cent REO. As part of the 1999/2000 feasibility study currently being undertaken by Ashton and Lynas, an extensive laboratory beneficiation test program was undertaken by CSIRO Minerals on diamond drill core samples from the Mt Weld orebody. The aim was to develop a flowsheet, based primarily on flotation that could be confirmed at pilot plant scale. The target concentrate grade was 52 per cent REO with a REO recovery of at least 35 per cent. Two main ore types, nominated as CZ (limonitic siltstone) and LI (nodular limonitic ironstone) were identified for separate laboratory evaluation. The lower grade LI-type ore overlies the higher grade and more extensive CZ-type ore. The majority of the work was conducted on the CZ ore; only limited testing of the LI ore was undertaken. The latter contains a clay component that will present difficulties in processing due to its poor filtering and settling characteristics. Two processing options for treatment of CZ ore were presented for pilot plant consideration. One (Option 1) includes gravity concentration prior to flotation while the other (Option 2) includes finer grinding and four stages of open circuit cleaning. The benefits of each scheme are discussed in detail. Neither has been fully optimised and the definitive flowsheet is most likely to be a hybrid of the two schemes, incorporating the best features of each. Typical metallurgical results from each scheme were final concentrate grades of 49 per cent REO, 10-16 per cent Fe2O3 and 3.2-4.8 per cent CaO. REO recoveries were above 35 per cent in both cases. Features of the processes developed by CSIRO were the inclusion of a gravity concentration stage prior to flotation, a modified flotation reagent scheme, a change in the method of feed preparation, and incorporation of magnetic separation to upgrade final flotation concentrates. Metallurgical results obtained from flotation tests on LI ore were much poorer than those obtained for CZ ore. The best rougher/scavenger result, with the limited amount of testing so far completed, was an REO grade of 32 per cent with a recovery of 28 per cent. Further work is needed to develop a viable processing route for this ore type.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

The Islamic Republic of Mauritania is a large country of over 1 000 000 square kilometres situated on the Atlantic coast of north-west Africa. It is bounded to the north by Western Sahara and Algeria, to the east by Mali, and to the south by Mali and Senegal. With the exception of a narrow strip in the south along the Senegal River valley, the country lies entirely within the Sahara. The north of the country is largely devoid of vegetation, and it is estimated that 90 per cent of the population of 2.1 million people live in the southern quarter of the country. From about the turn of the century, Mauritania was ruled by the French from Dakar in Senegal and, until 1960 when it obtained independence from the French, Mauritania did not have a capital. Today, the capital is Nouakchott, home to an estimated 600 000 Moors of mixed Arab, Berber and African descent. After independence in 1960, disputes over Spanish Sahara to the north led to a military coup in 1978 and it was not until 1991 that a democratic constitution was adopted. The new constitution declares Mauritania to be an `Islamic, African, and Arab Republic.' It provides for an executive president, elected for a six-year term, and for a bicameral legislature, consisting of a national assembly and a senate. The first presidential and legislative elections were held in 1992 under United Nations' supervision. Mauritania's economy is predominantly pastoral, and the country depends heavily on foreign aid. Its principal export industries are iron ore mining (about ten million tonnes per annum from mines near Fderik in the north) and fishing. Mines d'Or d'Akjoujt SA (MORAK), a company in which General Gold Resources NL (GGR) has 42.5 per cent equity, produces over 50 000 ounces of gold per annum, which represents the third largest export industry in the country.

Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. Extensive gold mining activity û dominantly alluvial û has taken place in the Sofala-Wattle Flat district since the 1850s.This work will have located most, if not all, of the visible sources for the gold in current stream systems.Also, there are many gold bearing elevated Tertiary alluvial terraces in the district which may confuse possible gold signals from primary hard rock sources in the streams.Associated element signatures eg As and other chalcophiles, will discriminate non-alluvial signatures but will not necessarily distinguish non gold bearing mineralisation.Both trace elements and conventional gold analyses will dominantly re-identify known occurrences. Conventional BCL sampling is considered misleading as experience from the Oberon area to the south of Sofala demonstrated that BCL sampling was very sensitive û perhaps too sensitive.All occurrences û major or minor û of gold will be detected (Gatehouse, 1992). To improve on BCL sampling, a small, -120# sample with selective duplication was recommended to screen coarse-grained gold anomalism and a program of sampling covering an area thought to be prospective was enacted.Samples returning anomalous Au were analysed in duplicate and if the results demonstrated reproducibility, indicating fine gold only, the sample site was assigned a high priority.It was found that most of the reproducible samples clustered in one area û Spring Gully. The results of this sampling program led to immediate identification and, ultimately, the successful delineation of the Spring Gully gold deposit near Wattle Flat.

Significant improvements in the metallurgical performance at Pasminco Rosebery Mine have occurred over the last two years. Lead and silver recoveries have increased by more than ten per cent, lead concentrate grades are four per cent higher, zinc recoveries are up 1.5 per cent, and zinc concentrate grades have increased by two per cent. These impressive results have not occurred through the application of some new wonder reagent, but through the application of some fundamental metallurgical principals. The basic premise applied during this study was that to make an effective separation you must first achieve liberation. Therefore, the laboratory and plant studies examined the liberation characteristics within the lead circuit, and the impact of regrinding. The work demonstrated clearly that galena/sphalerite liberation was poor, and significantly impaired plant performance. Further, it was suggested that the application of lead regrinding of the lead scavenger concentrate and the lead first cleaner tailing would not only benefit lead metallurgy, but also improve sphalerite flotation. A similar approach was then applied to the zinc circuit. From these studies, solutions applying simple circuit changes utilising existing equipment were proposed and implemented. Further to the improvements in galena/sphalerite liberation, significant improvements in concentrate quality were achieved by reducing variation within the process. The implementation of changes in work practices negotiated in the Enterprise Agreement, employee contributions and specialist training also made a significant contribution to the unprecedented improvement in the lead and zinc flotation circuit performance. The results of these plant changes are discussed, along with the suggested scope for further improvement.

The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

Traditional exploration has been undertaken by both local and overseas experts to discover tin deposits in Indonesia over almost 300 years. Indonesia is part of a tin belt which runs from Myanmar in the north through Malaysia to Singkep, Bangka, and Belitung islands in Indonesia in the south. The discovery of alluvial tin deposits is becoming harder as the more obvious geological targets are exhausted and topographical conditions become more difficult. New approaches are required to sustain successful exploration. There are indications that tin deposits can be found at depth on-shore as well as off-shore. These deposits are found associated with tough clays. On-shore tin exploration is hampered by swampy areas, while the off-shore search is often affected by difficult sea conditions. These factors lead to increases in the cost of exploration as well as the cost of subsequent production. Tin price fluctuations and environmental issues are also of major concern in the planning of the future operation of tin mining in Indonesia.
