The marine portion of the Pacific Basin and Rim constitutes a significant part of the world's surface in which the mineral resources are virtually undeveloped. Indications of substantial resources have resulted in speculation and uncertainty with regard to their potential in the near term. The main issues are centered on the markets for the resource materials, the technology needs for their recovery, and the possible impacts of their development on the environment. While the governments of Japan, France, the Soviet Union, India, China, and Korea are financing new programs in deep ocean mining, the US is consolidating its early leadership by the continuation of NOAA's authority under the Deep Seabed Hard Mineral Resources Act and the Sea Grant Act, Interior's authority under the outer Continental Shelf Lands Act, and by the development of a new Marine Minerals Technology Center within the Department of Interior's mineral institutes program, managed by the U.S. Bureau of Mines. The Center has a Continental Shelf Division (CSD) located in Mississippi, and an Oceans Basin Division (OBD) located in Hawaii. Research and training in the divisions is directed toward the practical aspects of mineral recovery from the nearshore and deep ocean environments with a strong bias for the OBD toward industrial and international cooperative programs in the Pacific Basin and Rim. In terms of resource development, the marine minerals in the Pacific Basin may be favored in some cases, in competition with land sources, by political and environmental considerations.

Drilling and blasting constitute important activity in mining operations and account for around 20% of the total excavation cost. The utilization coefficient of energy for explosions of the fragmentation type is hardly 15 to 2035 and an enhancement in this is possible only through optimization of blast design. Designing a 'blast is a complex planning task, which for optimum results calls for matching the energy level of the explosive, rock properties and bench geometry. Optimum blast design needs a comprehensive study and an objective analysis of the intersecting elements. A cost optimised approach is often adopted with due consideration for all the cost sectors viz., drilling, blasting, loading, hauling dumping, and primary crushing, contributing to the overall miring cost. The present study deals with a performance prediction model which predicts the optimum burden for an explosive system in a given rock type to produce a certain desired fragment size. The model is framed on the inputs : shovel size, drill size, unit cost of drilling, bench dimensions, rock density, bond index, unit cost of explosive, maximum work potential. The model has been extended to compute the drilling and blasting costs for an assumed size of the bench to be blasted per round, so as to arrive at the overall cost optimization from a number of explosive systems. A comparative cost calculation with different explosive systems has been presented for a typical iron ore mine in India.

Magnetic separation is routinely used in the processing of titanium minerals, and the efficiency of these operations can be determined by measuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved. This paper describes the development of an inductance-based instrument for measuring very low levels of magnetic susceptibility on-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance. A prototype instrument has been installed in the zircon scavenger circuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction. Using the instrument, the zircon content of this stream can now be accurately determined from the measured magnetic susceptibility, provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

Mine design procedures will be revolu- tionised by technological developments in computers, software, database construction and management, and numerical modelling programs. Developments in geotechnical databases will be required which utilize geological and geomechanical tests to supply appropriate input for numerical models. Techniques utilizing sedimentological and structural modelling are described. The capacity of current numerical models in mine design is outlined and a program for developing a fully integrated mine design package proposed.

Faster and more efficient methods of producing and refining iron and steel are imposing severe conditions on the refractory materials used to contain these metals in the molten state. In order to provide refractory linings which will give the desired service life and maintain unit availability at an economical level, it is necessary to appreciate the aggressive environment in which the refractories operate and determine the reaction mechanisms by which the refractories are destroyed. Only by such studies can the most suitable refractory or refractory combination for a particular unit be selected. Examples of refractories selection and reaction mechanisms are discussed for blast furnaces, BOS vessels, AOD vessels, steel ladles, vacuum degassing units and continuous casting.

Access roads for haulage, construction or maintenance purposes are discussed with particular attention being given to the un- sealed "all weather" form of construction for Off-Highway applications. The service conditions experienced by the surfaces used in these roads is examined. These conditions are discussed in terms of the conventional engineering properties used for natural gravel material selection. Experience gained during the construction of a pipeline access track is used to illustratE material selection guidelines based on geological input and an understanding of good construction practices. Although the unsealed gravel road is the back-bone of the rural road network in Australia, in general, traffic loadings are relatively low compared to the off-highway unsealed haulage road. Rock bolt installation is generally carried out in two steps. First the hole is drilled and the drill steel is extracted, then the bolt is inserted into the hole and tightened or grouted. With single pass bolting (SPB), however, these two steps can be carried out at the same time. This kind of bolting system has at least three advantages, (1) the time used for the bolt installation could be reduced, (2) the condition of safety for the operators could be improved, and (3) the degree of automation of the rock bolting practice could be increased. The study presented in this paper is concerned with the development of the SPB system. The current state of the system is discussed, and further improvement of the technique is explored.

The optimization of management structure systems for coal mines is undertaken with the use of economic and mathematical models of the monitoring, manufacturing, and functional subdivisions of the systems. The main para- meter to be minimized is economic loss result ing from organization faults and this is achieved, in part, by optimum distribution of both technological objects and engineering and technical personnel. Models used are of the "gated" type, parameters for which are derived from analysis of manufacturing processes and from automatic information systems. The use of these models ofmanagement structures is only part of the process of optimization of those structures for coal mining operations.

Conflicting claims and views on the priming of ammonium nitrate/fuel oil (ANFO) are reviewed; certain fallacies and misconceptions are rectified. Optimum priming systems for a range of blasthole conditions are indicated. Moves towards optimum priming lead to reductions in the combined cost of drilling, blasting and handling the material. With shallow blastholes, two-point priming is rarely warranted. Best blasting results from single priming are usually obtained when the primer is located near, but not at, the bottom of the blasthole. As blast- hole depth increases, two-point priming becomes more reliable and effective than single priming. For two-point priming, primers should be located such that detonation waves in the ANFO collide at grade level or, if preferred, within a hard band in the burden. Where blastholes are very deep and/or strata variations can be appreciable, three or more spaced primers are often justified. The effectiveness of a primer varies with its detonation pressure, diameter and length. Primer properties influence the velocity of detonation (VOD) near the primer, but do not affect the final (steady-state) VOD in the ANFO. The hazard posed by underground mine fires is illustrated in the first part of this paper by means of a review of experiences in four mining countries over the last three decades. This brief review indicates that while much progress has been made generally in preventing fires and providing means of protection to miners, the possibility of disasters occurring must continue to be regarded as very real. Based upon recent investigations by the South African mining industry, an integrated strategy for providing protection to personnel in the event of a fire is outlined in the second part of the paper. The main, complementary, elements in this strategy are the prevention of ignitions, the limitation of fires, provision of protection systems and equipment, training for emergencies, and effective implementation of safety measures. Some comments are made on important aspects of these elements and on possible further developments.

The prime requirement is market, which for NZ inevitably means overseas markets. In order to be internationally competitive, the economies of scale and mechanical handling are essential. Since significant markets have not been sought, the full extent of our industrial mineral potential is not known. In general the technology exists to impart the desired quality, but at a price. Price is the main constraint, which may confine truly competitive operations to coastal situations to avoid high internal freight charges. Some commercial deposits of construction materials are being sterilised by zoning, making the costs to the consumer and country unnecessarily high. Unless management is enlightened and marketing is forceful, it can restrict growth. There is a good case to mount a search for phosphate minerals. The main growth areas are likely to be direct shipping ores like limestone, silica sand, and olivine, but in particular pumice.

Predictive chemical models facilitate the selection, design and assessment of aqueous chemical processes. The development of expertise in aqueous themochemistry has not matched the explosion in computer technology for modelling, which has placed pressure on the need for acquisition of skills to critically assess the appropriateness of the models produced. The 'blind faith' culture which appears to be developing must be arrested by appropriate programs at the tertiary level and professional development strategies in the minerals industry.

The need to estimate the block size distribution of a jointed rock mass is of great importance in the design of blasting rounds to attain a pre- established fragmentation. Other Geomechanics topics, such as ,hydraulic behavior of rock-masses, as well as the determination of their strength properties, also require the accurate prediction of a rock-mass composition in terms of block size taking in due account the three dimensional interference of joints and other geologic discontinuities. In this paper, a method for computing the block size analysis of a jointed rock mass is described, using as input the common geologic data (dip and strike) of fracture planes existing in a rock bench prior to blasting.

The 1980's has seen a revolution in gold mine developments in Australasia. We are witnessing a near ten fold increase in all phases of gold mine development ranging from exploration through to production. Ounces produced have yet to mirror this activity but have increased from a low point of 600,000 in 1980 to 1,800,000 ounces in 1985 in Australia alone. In 1980 the region had less than 10 gold mines, yet 14 new mines started production in 1985 and as many as 28 might start up in the next 18 months. Developing gold mines in the 1980's in Australasia has not been the easiest of jobs, yet the great number of new developments suggest that we have entered a new era that will rank in history along with the 1850's, 1890's and 1930's as high points.Within- our Australasian region two very distinctive styles of gold deposits are being discovered and developed. On the Australian mainland the new mines are in geologically old rocks and are mostly the low grade haloes surrounding worked out high grade deposits. Most are limited life open pit operations depending on recent innovative carbon-in-pulp or heap leach technology. In the Pacific Islands region the style of discoveries are geologically recent, large bulk-low-grade deposits often geologically analogous to porphyry copper deposits. These deposits are typically 10 to 20 times larger than those being proved up on the Australian mainland.

From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.

In order for the Australian underground coal mining industry to achieve the high productivity rates demanded of it without compromising its good safety record, improved geotechnical monitoring systems are required. One of the main problem areas affecting underground coal mining is the deterioration of previously stable roadways.CSIRO Division of Geomechanics has been working on a NERDDC funded project to develop an instrument to monitor coal mine roof deformation. The instrument which has been developed, Roof Alert, is a self contained, battery powered, intrinsically safe device. It can monitor the magnitude and rate of deformation and give multiple, variable visual alarm signals where preset levels ate exceeded.

Methane emitted from underground coal mines, along with ventilation air and known as ventilation air methane (VAM), constitutes the largest component of coal mine methane (CMM) emissions. Atmospheric methane, on the other hand, is a potent greenhouse gas with a significant adverse impact on the atmosphere. This has led to the development of various technological alternatives for its use as an energy fuel. Techniques involving oxidation of VAM, usually consisting of very low concentrations of methane, have been validated in the past. Prominent among these technologies are the thermal and catalytic flow reversal reactors, ancillary fuel technologies, lean fuel gas turbines, and concentrators and gasifiers. However, the efficiency of any VAM utilisation technique depends on the amount and concentration of methane in the ventilation exhaust air. Therefore, quantification of VAM emission from a coal mine is the first step towards identifying the most suitable technology for its utilisation for energy production. This paper presents an evaluation of the efficacy of VAM as an energy source. It provides details of a case study aimed at developing a technique to accurately quantify VAM emission from a coal mine. It further discusses the various VAM utilisation techniques available, and presents an economic evaluation of the alternatives. Based on the findings of the study, the most feasible method for VAM utilisation is identified for the mine. The paper summarises the procedure for quantifying VAM emissions and selecting the most suitable utilisation technique.
