Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

The rapid expansion of gold production in Australia over the last five years can be attributed in part to the development of selective mining techniques for open pit gold operations. These techniques allow an increase in head grade with a substantial reduction in mill feed tonnage, as compared with traditional open pit designs. As a result, the capital requirements for mine development and mill construction are substantially reduced, improving the cash flow profile in the early years of operations. To put such a design into effect, the emphasis of mine production must be on producing gold, rather than tonnes of ore. Mine planning at Martha Hill has been based on such a philosophy. After the quantity and grade of the resource had been defined, the exploration programme was increasingly concerned with the local variability of ore zones, and with determining the position of values within broad ore-definition envelopes. The purpose of this work has been to allow the prediction of the tonnages and grades achievable from various levels of the pit when mining selectively using hydraulic excavators. The studies have so far indicated that the Martha Hill deposit can be mined selectively during the early years of production. The additional costs for detailed grade control and a reduced digging efficiency are more than compensated by the exclusion from the mill feed of much valueless material.

In 2005, El Teniente mine began preconditioning the primary rock mass by hydraulic fracturing (HF). The major perceived benefits of this process are a decrease in the magnitude of the expected maximum seismic event and improved cave propagation. In addition, HF has resulted in new information on the propagation pressures of each fracture. Previous studies have attempted to relate propagation pressure to minor principal stress or confining stress.Considering the spatial continuity of propagation pressure and the significant quantity of collected data since the incorporation of the HF technique, minimum requirements for geostatistical modelling have been reached, permitting robust estimates inside the representative volume with acceptable errors (Cornejo, Muñoz and Rojas, 2012; Cornejo and Landeros, 2013). These results are then used to identify zones with higher magnitudes, which are mostly related to more complex geotechnical zones (intrusive and major faults) and caving singularities, making it possible to estimate the spatial extension of these zones.Finally, these results are integrated with other geomechanics aspects to support risk analysis of the mining plan.CITATION:Cornejo, J, Landeros, P, Benado, D, Caviedes, C and Pinochet, A, 2016. It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone; its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. Coals can be blended, which alone are poorly, Coking, but which have compensating features. Blending also allows better exploitation of coking coal reserves. Several applications of blending have been reviewed with regard to coal producers and exporters, as well as coal users. The possibility of extracting a coking coal fraction from fuel coals is discussed. Blending systems and the coking of coal are also briefly reviewed.

Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

Incorrect sampling and measurement operations and misunderstanding the components of variability can cause huge economic losses to the mining industry. The main objective of this paper is to illustrate by means of four historical facts how Codelco has been evolving in those issues since the late 1980s. The El Abra bias, the awareness of the different kind of sampling errors and the role of Francis Pitard, the awareness of weighting errors, and the understanding of the components of nature and process variability are described. It has been a slow but a consistent process. Much progress has been achieved but still there are many opportunities for improvement to transit from the tonnage culture to the productivity culture.

Fletcher Challenge Limited through its subsidiary Grampian Mining Co Limited has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the West Coast of the South Island, New Zealand. The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilising spiral, wet magnet, high tension and plate electrostatic separators have been designed to produce ilmenite from the ore. Studies to utilise the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

Deposits of low-grade iron ores containing abundant goethite are distributed across the world. A common difficulty associated with beneficiating goethitic-rich ores is the poor liberation characteristics of the iron-bearing minerals which often contain finely disseminated gangue minerals such as kaolinite, gibbsite and quartz. Microwave-assisted heating has been proposed as an effective way of inducing dehydroxylation and associated mineral transformations in order to beneficiate low-grade goethitic ores. In this research, the mineral transformations occurring in a low-grade goethite-rich sample using microwave radiation was studied. Roasting conditions (up to 1000°C and under various CO/CO2 gas atmospheres) were designed to generate a magnetic product from a goethite-rich, reject waste stream sample sourced from an iron ore processing site in the Pilbara, Western Australia. Conditions (T, pO2) for transforming the raw material from hydrated goethite to hematite and eventually to magnetite are presented. Chemical and mineralogical characterisation of the raw material and roast products were conducted using X-ray fluorescence, X-ray diffraction, optical microscopy and scanning electron microscopy techniques to identify the mineralogical and chemical changes occurring during the heat treatment. Further steps are suggested to optimise the microwave-assisted magnetising roasting and correlate it with the application of magnetic separation techniques to maximise the efficiency of upgrading the iron content in low-grade iron ores.CITATION:Nunna, V, Hapugoda, S and Pownceby, M I, 2017. Many caving mines use numerical flow models to simulate mine production, forecast recovered ore grades and optimise the draw strategy. In sublevel caving (SLC) mines, the effects of blasting and fragmentation at an individual ring scale generally cannot be included in these models. Previous attempts to use results from marker recovery trials to calibrate numerical flow models have been limited due to difficulties in accounting for blasting effects at a ring scale. This paper outlines how an empirical criterion for blasting and fragmentation was used to attribute variable flow properties into a numerical flow model based on the blast design and modelled fragmentation. The flow model was then validated using data from a number of full scale marker recovery experiments. The result of this approach was a significant improvement in forecast accuracy when compared against the same modelled cave marker recovery without the inclusion of these blasting effects. Improvements in the flow model are currently being adopted within the mine scale model to further improve the accuracy of grade forecasting, optimise the draw strategy and increase net present value. The integrated modelling approach is also being used to simulate the effects of different drill and blast designs on cave recovery. It is suggested that, if implemented, the technique would lead to improved blast designs in other SLC mines, increase the value of marker trial data and reduce costs associated with large scale blast design trials.CITATION:Campbell, A D and Power, G R, 2017. The demand for gallium has increased significantly over the last few decades due to the expanding use of Ga compounds in the electronics industry. Because it is widely dispersed and rarely found naturally in concentrations greater than 0.1%, Ga is expensive (approximately US$500/kg) and difficult to produce in large quantities.   A previous study of metals in geothermal systems reported significant quantities of Ga present in the muds on the northeast margin of Lake Rotokawa, an acidic lake associated with a high-temperature geothermal field situated in the Taupo Volcanic Zone of New Zealand. Similar muds are present in many other geothermal fields in the zone, suggesting that geothermal muds could be a commercial source ofGa.

Well designed and maintained haul roads are the key to minimising truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often diff cult to achieve. Poorly designed and built roads exhibit high rolling resistance - a one per cent increase in road rolling resistance can typically reduce speed on ramp by as much as ten per cent - and on the f at by up to 26 per cent. In the current economic climates, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations - often in excess of 50 per cent of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled - is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the interplay between a good design and safe, cost efficient haulage.This paper brief y summarises the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers' requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimise haulage hazards, both from a health and safety perspective. Generally, both objectives have been achieved, but with some specific areas of design and operation still presenting ongoing potential health and safety hazards.The paper then summarises current design guidelines for these safety-critical issues, both from a road-design 'best-practice' and road management perspectives. Implementation of the approach is seen as a basis for reducing the potential of an under-designed mine road to lead to health and safety defects and secondly as a means of giving haul road safety and performance issues greater prominence in the minds of the road-user, operator, mine planner and designer alike.

Radio Detection and Ranging is an active form of remote sensing. The-imaging system sends out a source of electromagnetic energy to 'illuminate' the terrain and then records the energy returned. The wavelengths used by radar are in the microwave region and vary from a few millimetres to about a metre. Radar systems are independent of lighting conditions and weather. In addition, targets may be illuminated in the optimum direction to enhance features of interest. New Zealand was one of the principal investigators on the Shuttle Imaging Radar (SIR-B) experiment, part of the payload on Challenger Mission 41-G in October 1984. Data collected over New Zealand was restricted to two very poor quality optical images and one poor quality digital data take. The digital image covered the ranges between the Hawke Bay-Wairoa Basin and the Volcanic Plateau. Variations of texture in this image frequently were indicative of variations in lithology and induration. The image also clearly depicted major faults where these had had a significant effect on the topography.

The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.
