The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

A mathematical treatment of multiple-pass floating-zone refining of semiconductors, including the evaporation of solutes from the melt at reduced pressure, is presented. Vapor pressures and evaporation rate constants for phosphorus, arsenic, and antimony in germanium have been determined from floating-zone experiments conducted at 10 mm Hg. Rate sensi-tivity of arsenic in germanium has been examined over the range of 1 to 10 in. per hr growth rate. The equilibrium value of the segregation coefficient of arsenic in germanium, as determined by an extrapolation of these data, was found to be 0.09. PFANN has treated the segregation of nonvolatile solutes in the zone-melting process, Bradshaw and Mlavsky2 considered the evaporation of solutes in a vacuum during the growth of crystals by pulling from the melt, and van den Boomgaard3 has shown that it is possible to bring a volatile impurity element homogeneously into an ingot by means of zone-melting under a constant pressure of that element. This paper is concerned with the volatilization of solutes during zone - melting in a vacuum. The mathematical analysis by Lord4 of multiple-pass zone melting is extended to include evaporation of solutes. A method is presented in which evaluations of vapor pressures, evaporation rate constants, and distribution coefficients may be derived from the variation of solute concentration in the floating-zone refining of germanium at 105 mm Hg. EXPERIMENTAL Ingots of zone refined germanium, approximately 1/4 in. in diam and 10 to 12 in. in length, were subjected to several floating-zone passes at 105 mm Hg in order to provide intrinsic material for these studies. These ingots were then seeded in a [Ill] direction and solid-doped to a constant impurity concentration of approximately 1015 atoms per cmS in a forming gas ambient (10 pct H - 90 pct A) at 1/2 atm gage. The resulting crystals were subjected to repeated floating-zone passes at 105 mm Hg and a concentration profile along the length made after termination of each pass. Concentrations were determined from four-point probe resistivity measurements, and proper precautions were taken to prevent contamination during handling. A constant zone length, crystal cross section, and growth rate were maintained during zoning. A stationary coil and moving crystal system were employed for floating-zone growth with neither the section of crystal above nor below the melt rotated.

THE data on the critical resolved shear stress for zinc single crystals published by Rosbaud and Schmid1 showed many irregularities, as seen in fig. 1. There have been subsequent investigations,2,3 but no one has repeated this work with a wide range of orientations, with specimens of a higher degree of purity and perfection, and with improved experimental techniques in order to determine whether these variations were entirely experimental or whether they might have been due, at least in part, to some feature of the mode of deformation not known or understood. Mathewson4 and others have long felt that the glide observed in a [100]* direction between two (001)* planes in the zinc lattice might be actually the net effect of many consecutive unit glides or movements in two alternating [210] directions (fig.

For several years the Bureau of Mines at its Northwest Experiment Station, in cooperation with the Mines Department. of the University of Washington, has been studying the breakage and degradation of coal. The first phase of the study was devoted to the determination of the friability of many coals of various ranks and comparison of various methods for estimating friability.' A study of the relative ease or difficulty with which various coals are reduced to the fine size required for use as pulverized fuel followed the completion of this work. Baltzer and Hudson2 list twelve research organizations in the United States, two in England, one in Germany and one in Canada that are reported to be engaged on this problem; showing the general appreciation of the need for a simple method of estimating the grindability of different coals. Hardgrove,3 ho has advanced a method for estimating grindability, points out that pulverizer tests of different coals are incomplete and unsatisfactory. He compares such tests to that of a boiler test made without knowledge of the calorific value of the coal. Frisch arid Holder4 also stress the same point. They state that,

Magnesium alloys usually are superheated before casting in order to ensure fineness of grain. Superheat temperatures in common use range from 1600" to r 7o0°F.; the casting temperature, which depends upon the mold shape, is usually 200° to 300°F. lower. The process of superhcating requires considerable time and seriously shortens the life of the iron pots used. Recently it has been reported1 that if acetylene, carbon dioxide or natural gas is bubbled through molten electrolytic A.S.T.M. No. 4 alloy at 1400°F. for 5 min., grain refinement equivalent to that of superheating will take place. Addition of certain solids such as graphite or aluminum carbide accomplishes the same results? As will be shown in this paper, it is possible to achieve grain refinement in magnesium casting alloys at low temperatures by mechanical stirring of the molten metal for a short time. This process was developed in the course of research work, supervised by the War Metallurgy Committee under the "Restricted' project NRC-550, for the Office of Production Research and Development of the War Production Board. This paper, based on that work, has been released for publication by the O.P.R.D. Materials and Methods The alloys studied were the most common American sand-casting alloys designated as No. 4 and No. 17 by the American Society for Testing Materials. The magnesiun used in these alloys was of both carbothermic3 and electrolytic' origin. Chemical analyses supplied by the producers are shown in Table I. Each heat consisted of approximately 5 lb. of alloy melted in a Tercod crucible. It was refined by fluxing with Permanente No. 7* refining flux at 1300° to 1350°F. After cooling to 1200° to 1250°F., portions of approximately one pound each, were ladled into iron crucibles contained in an electric furnace at about 1250°F. The molten metal was covered with Permanente No. 21 † covering flux and then heated to the temperature to be investigated. Normally each of the four portions was given a different treatment. In a typical case one portion was stirred vigorously for 5 min., acetylene gas was passed through a second portion for 5 min., a third portion was superheated to 1600°F. for 15 min., then . cooled to casting temperature, and the fourth was held for 5 min. at the temperature of stirring or gassing without other treatment. Each portion was then cast into one-inch diameter cylinders in three "nonturbulent" molds of identical shape. One mold was made of cast iron and the other two of baked sand. PROPERTY LOCATION Located in the Copper Creek area of the Galiuro Mountains, the Old Reliable is on ground first claimed for mineral value during the Civil War. The deposit was mined sporatically from 1880 to 1919 and again in 1953 and 1954, with a total of about 30,000 tons of ore removed. The ore body is a near vertical breccia pipe containing approximately 4,000,000 tons of 0.80% copper with mineralization occuring as chalcocite, chalcopyrite, malachite, chalcanthite, and chrysocolla. The host rocks are extrusive lavas of cretaceous age which were intruded and mineralized by Copper Creek Granodiorite, which is Laramide in age. The ore zone, which occurs on the toe of a ridge, is about 300 feet by 600 feet in plan, with the bulk of the deposit extending from the surface to a depth of 500 feet.

THE unsteady-state type of gas-liquid metal diffusion cell1 has found considerable application.2"4 Cells of this general design can function as steady-state cells if allowed to operate long enough to reach steady state. This report tells of some success in the adaption of this type of cell for steady-state work, using the 0-Ag system in which the mass transfer of the gas "species" is basically controlled by diffusion in the liquid. The gas, e.g-., O2, is maintained in the cell tube'-3 at 1 atm pressure, Fig. 1, by buret and sensitive oil manometer. The gas, after diffusing through the stagnant metal, escapes at the annular metal surface around the tube at a lower constant partial pressure, in this case that of O2 in slowly flowing air, 1 atm.

STOPING methods in which shoveling plays an important part are gradually being replaced by other and cheaper methods. But there will always be considerable shoveling done underground in stopes as well as in drifts, tunnels, urinzes, and shafts. At the mines of the PhelpsDodge Corporation at Tyrone, N. M., the cost of shoveling in all stopes in 1917 amounted to 24c. per T. In the top-slice stopes for the same period, it cost 27 c. per T. or 16 per cent, of the total cost of these stopes. The tonnage for shovelers from all stoping was 9.3 T. per man, and for topslicing 8.2 T. per man. These stopes were not unduly hot, and there was not more than the usual amount of timber to interfere with the work of the men. The tonnages obtained per shoveler were considered low; first, because of a poor grade of Mexican labor, many of the men having come in from railroad grading camps; and second, because of a poor spacing of raises, especially in the top-slice stopes, where, in general, they were spaced 25 ft. by 66 ft. (7.6 by 20.1 m.) centers. The average wage per laborer shift was $2.67 during the year. It was thought, however, that even under these conditions the men were not producing the tonnage that they should, so, with the consent of the management, the writer undertook to determine how the general efficiency of the underground shoveling could be improved. No predetermined plan for conducting these experiments was arranged because we had no definite ideas as to the scope of the work or the number of elements into which the investigation would resolve itself, before all of its phases could be determined. We were sure, however, that any work that would thoroughly cover the ground would have to be in the nature of a systematic time study, combined with a course of instruction in correct shoveling methods and adequate and intelligent supervision of the work. Two or three companies in the Southwest have done some work to determine the proper shovel to be used undcrground, but so far as is known the work has been limited to equipping certain parts of their mines with a particular type and size of shovel and thereafter watching the cost and efficiency records. In each case it seems to have been the shovel that held the 21-lb. (9.5-kg.) load that gave the bcst results. Excepting personal communications from these companies, the only data available on scientific shoveling are contained in F. W. Taylor's book, "The Principles of Scientific Management," and D. J. Haucr's article, in The Contractor for March 29, 1918, "A Hundred Hints for Shovelers." This paper discusses and draws conclusions from several thousand time-study readings, taken both on the surface and in the mines for nearly a year. A sufficient number of readings were taken on each factor in the problem for the plotting of curves of the performances and to obtain accurate indices of the work to be expected from this class of labor. The work is not as complete in all of its details as we would like to havc it, because we were forced to stop the work temporarily, owing to the numbcr of men going into the National service and our inability to get others who could make time studies. The results obtained so far, however, have been of such a startling nature that we have decided to submit them at this time, subject to future modification. It is hoped, also, that a free discussion of this paper will lead to a disclosure of any errors that may have becn embodied and offer some valuable suggestions for the conduct of future work.

Some specific observations might be appropriate concerning the reporting of Research and Development results. Each report is usually directed towards a particular group, such as technical, operational financial, or marketing. The requirements and background of the group receiving the report must be considered, and the emphasis and coverage geared to the training of people concerned. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. (A check list prepared in conjunction with the various users of the report is sometimes useful to prevent omissions.) Typical points listed might be: Financial- (1) capital requirements, (2) timing of capital expenditures, (3) tax implications, including depreciation, depletion and investment credits, (4) changes in working capital.

All shall be equally entitled to the privileges of membership, excepting that no member of any class whose residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members.

"The Rockets' Red Glare" of the Fourth of July is produced by strontium compounds. However, strontium has a number of less spectacular uses; i.e. in, or in connection with, the manufacture of ceramics, caustic soda, glass, railway and truck signal flares, beet sugar and steel. The principal ore of strontium for use both as the mineral and for production of compounds is celestite (SrSO4). This mineral varies in color from white to pink or blue depending on presence of impurities. It has a hardness of about 3.5 and specific gravity of 3.9. It is brittle and has perfect basal and prismatic cleavages. The high grade ore is obtained from England, hence it has become the standard for all other producing areas. (See analyses, Table 1.) The most objectionable impurity in English celestite is iron, coming mostly from adhering clay. On the other hand, Mexican celestite, while no higher in strontium sulfate content, is extremely low in iron (less than 0.2 pct), hence it is more desirable for certain uses. Most of the celestite in Spain and in the United States is high in calcium and barium, and commonly high in iron, and requires some form of beneficiation in order to be equal to English ore. The natural carbonate (SrCO3), or strontianite, is less important than celestite as a source of strontium, because it is less abundant and is not so widespread in its occurrence. Furthermore, it generally occurs with calcite (CaCO3) and lead sulfide (PbS), and for most uses these impurities are detrimental. This mineral is generally white or yellowish, forming needle-like crystals. It has a hardness of about 3.7 and a specific gravity of 3.68-3.8. The mineral is brittle and has an imperfect cleavage. A typical analysis of German strontianite is shown in Table 1. [ ] Distribution of Deposits UNITED STATES Occurrences of strontium minerals are known in Arkansas, Arizona, California, Illinois, Ohio, Pennsylvania, Tennessee, Texas, and Washington. Celestite occurs in the Vulture Mountains, Maricopa County, Arizona in beds three to ten feet thick associated with sandstone, gypsum, and barite. Because of the low strontium content, approximately 86 pct SrSO4, it has no commercial value. A large deposit of celestite occurs in San Bernardino County, California, in the Cady Mountains near Argus Station, about eight miles west of Ludlow. Use of concrete underground at No. 4 mine, Cornwall, Pa., has become increasingly important. Starting with small amounts at finger openings, occasional raises, piers, its use has expanded to entire slushing drifts and haulages. Besides eliminating costly timber repairs, concreting costs of slushing drifts have proved cheaper than timbering. Higher haulage-concreting costs are offset by no maintenance charges during the life of the haulage.

The rapid increase in reliability, the low cost of operation, the ready application of safety devices, and the growing availability of central-station power have made the question of installing a hoist of the electric type no longer debatable. Where adequate electric power is available, there are few cases where it would be advisable to install a steam or air hoist. The type of electrical equipment depends largely on the nature of the power supply, its capacity, and the form of the power contract under which power is purchased. In a large majority of cases, the available electric power is alternating current, three phase, 60 cycles. There is, however, considerable 25-cycle power in use; and in a few instances constant voltage direct current is the only power available for a small or an occasional medium-size hoist. Where a new hoist is to be installed, the designer of the mechanical parts can readily take care of the maximum stresses likely to be imposed by the motor. Where the hoist is already installed and operated by steam or air and it is desired to substitute an electric motor for the engine, a careful check should be made to determine the advisability of using the old mechanical parts. In most cases it is better to install a complete new hoist than to attempt to use old mechanical parts. A steam engine has a definite maximum torque, which the hoist has been designed to withstand, while a motor may be able to deliver momentary torques beyond the strength of the mechanical parts of the hoist. The selection of the proper type of electrical equipment can only be made after complete information is obtained and certain calculations made to determine the capacities required. There are several methods used in making hoist calculations, but no matter what method is utilized a fair degree of familiarity with hoists and hoisting conditions is necessary before an intelligent analysis and proper selection can be made. Refinements in radiation logging techniques during recent years have involved increasing usage of scintillation ditectors. These detectors produce voltage pulses whose heights are related to the energies of the gamma rays which initiate them. Analysis of the gamma-ray spectrum, as indicated by the pulse heights, yields information about the chemical elements composing the formations surveyed. Refined scintillation counter techniques can furnish chemical information concerning earth formations in situ, from a study of the gamma-ray spectra emitted by the formation either naturally or as a result of neutron bombardment."' Accompanying the rising interest in gamma-ray scintillation spectroscopy, there has been increased activity in the development of accelerator-type neutron sources (in contrast to encapsulated chemical-mixture sources). Such neutron generators are attractive for several reasons: (1) they greatly reduce radiation hazards to personnel; (2) there is a great reduction in contamination danger if they are lost in the hole; (3) they can produce larger neutron intensities than can conveniently available encapsulated sources; and (4) they are capable of being pulsed, thus permitting new techniques in logging. In the past, both accelerator and encapsulated neutron sources have been used by others in conjunction with scintillation-detector pulse-height analysis. The results have not been too encouraging, due to the interference among different gamma-ray spectral lines and to the fact that the gamma-ray peaks were not too clearly distinguishable above the large and ill-defined background "noise".'.' This paper is a status report on laboratory studies of a technique using a borehole accelerator as a neutron source, which gives an improved scintillation spectrum, thus permitting more accurate chemical analyses of the formations penetrated. The Schlumberger-accelerator neutron source' is presented; the origins of inelastic and of thermal-neutron, capture gamma rays are dis- cussed, and results are given for some laboratory measurements performed in borehole geometry. THE NEUTRON GENERATOR-TUBE ACCELERATOR In the attempt to develop an accelerator neutron source which would have the desirable properties outlined in the "Introduction" and which would operate satisfactorily under borehole logging conditions, a small-diameter, cylindrical, neutron generator tube has been developed. This tube utilizes the principle of accelerating deuterons (heavy hydrogen nuclei) by a high voltage so that they bombard a tritium (heavy, heavy hydrogen) target. The resulting reactions produce large numbers of neutrons of 14 Mev energy. Furthermore, the tube is permanently sealed and, thus, the use of pumping techniques in the sonde is avoided. The tube consists of a pressure control, an ion source in which the deuterons are stripped of their electrons, an accelerating gap down which the deuterons are sped by the high voltage, a secondary electron suppressor and a tritium-loaded target. Obviously, the tube requires auxiliary circuitry in a sonde for the control of the ion source, tube pressure, high voltage and other operating variables. Neutron yields, both continuous and pulsed, have been produced under simulated field conditions in the range between 1 and 10 times those conventionally used in neutron logging applications. For the experiments discussed in this paper, neutron-pulse repetition rates in the range between 500 and 5,000 pulses/sec are adequate. Furthermore, by making suitable adjustments in operating conditions, one can vary the pulse width from a minimum of several microseconds up to dc. As will be seen later, the present application to well logging does not require that one have available pulses of neutrons which are appreciably shorter than the time it takes for fast neutrons to slow down to thermal energy in water. As a consequence, much of our interest has been directed towards the operating characteristics of the tube with pulses longer than about 10 microseconds in duration. Our experience to date shows that tubes can be operated in this manner with reasonably constant, average neutron outputs.

H G. MOULTON should not be confused with the famous economist of the same name. Our H. G. stands for Herbert George, whereas the chief of the Brookings Institution is Harold Glenn. Like most so- called New York members of the Institute's hoard, Mr. Moulton came from the West, in this case from Idaho where he was born, and Oregon, where he was educated at the University of Oregon. His early work included such jobs as mucker, assayer, smelter, chemist, mine surveyor, draftsman, engineer on surveys and construction, and assistant on mine examinations. In 1909 he was engaged as mining engineer by the firm of Eugene Meyer, Jr. S' Co., continuing with them for the next eight years.

Continuous mining machinery provides the coal industry with one way to compete for a larger share of the total energy market. Various types of machines are discussed and some of the problems with continuous miners, encountered by operators, are reviewed. Equipment manufacturers are working with mine personnel to provide solutions for problems that arise. While coal production over the past 25 or 30 years has been on a horizontal plane, coal's share of the total energy market has declined. To participate more effectively in this total energy market, it is necessary to produce coal more efficiently. It is the obligation of all management, employes, and mining departments to gear the deep mining industry to the rapid progress and changing of today's modern industry. This can be accomplished in the near future with the selection of the proper type of continuous miner best suited to each operator's individual situation. In most mining operations there is tremendous incentive to undertake the continuous mining program. It can reduce the size of the mine greatly by permitting a minimum of working places; it makes pillar recovery work more efficient from the standpoint of overall cost, amount of coal recovered, and safety. The work force can be reduced materially permitting closer and more efficient supervision. It simplifies maintenance because equipment can be more readily standardized. The trend of the coal market favors the use of continuous mining machines. Although there appears to be a general feeling that continuous mining is still a relatively new program and will be slow in replacing conventional mechanical equipment, the fact is that tremendous strides have been made since the first machines were installed in 1948. This program is advancing at approximately the same rate that mobile loading machines replaced hand loading. From 1948 to 1955 there were approximately 450 continuous mining machines in service. In October 1959, a survey revealed that there were more than 700 continuous mining machines in service. Many operators have expressed a desire to undertake this program, but they feel that they could not do so at this time because of one or more of the following reasons: 1) the thickness of their coal seams, 2) seam characteristics, 3) soft bottoms, 4) bad roof conditions, 5) size consist, 6) insufficient flexibility in machines, 7) difficult ventilation problems, and 8) high maintenance costs. With the realization on coal about the same today as it was in 1948, or slightly less and since coal is still failing to participate to a greater degree in the total energy market, it is not surprising that the coal industry is desperately exploring more economical methods for deep mining. The manufacturers are aware that the coal industry is willing to invest in continuous miners if the equipment is built for maximum flexibility, will produce higher tons per man, and assure long life between overhaul programs. CONTINUOUS MINING MACHINES Before discussing details regarding the selection of a continuous miner, let us have a preview of some of the continuous mining machines which are available to the coal industry today. Jeffrey Manufacturing Co.: The machine shown is the Jeffrey 76 A.M. Colmol. This is their most widely used miner, and has been particularly successful in central Pennsylvania and in high-wall mining in western Kentucky. One of the outstanding features of this auger-type miner is its portability. The entire mining range can be changed from its lowest point to the maximum height without stopping the mining operation. Jeffrey 76 B.M. Colmol: This machine is similar to the 76 A.M. model; however, it is built bigger and stronger for a mining range of 50 1/2 to 72 in. This is the model that is now available (Fig. 2). Jeffrey has added two arms to the top row, omitted the odd arm in the bottom row, thus permitting a 50 pct larger throat opening. This eliminates one
