Secretary of the Interior, Franklin K. Lane, has appointed a commission of five mining and metallurgical experts from the Bureau of Mines and the Geological Survey to visit Europe to observe and study reconstruction methods in the devastated regions of France and Belgium. The chairman of the commission is Dr. Frederick G. Cottrell, chief metallurgist of the Bureau of Mines. The other members are: George S. Rice, the chief mining engineer of the same bureau; Frank H. Probert, consulting engineer of the bureau, and. professor of mining in the University of California; F. J. Cameron, consulting chemist of the bureau and expert on potash matters; and Hoyt S. Gale, of the Geological Survey, another expert on potash.

IT has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were made by his colleague, Mr. Wallace E. Pratt. The writer's investigations dealt with the general stratigraphy and paleontology of the Philippines. With the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebú from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. The following report on the structure of copper is the result of work done in the laboratory of the Rome Wire Co. early in 1925. Previous work had indicated to the author that excellent results might be expected if a suitable technique in surfacing and etching could be developed. The resources of the Rome Wire Co. enabled this metal to be studied more intensively than previously, although none of the materials were investigated exhaustively. The material presented is hardly more than a preliminary summary of the most obvious character of the metal; a much longer research would have been necessary to solve many of the pressing problems connected with the casting and working of copper. The Rome Wire Co. has generously released the paper; to Dr. E. H. Darby, technical supervisor of the company, are due particular thanks for his appreciation of the importance of metallographic study of copper and for his effective support in the prosecution of the work and in making its publication possible. Dendrites, Cells and Granules The microscope reveals at least three orders of structural units in copper, as in other metals. The largest structural units are the dendrites —spine-shaped crystals building up the masses of metal when it solidifies from a melt or is crystallized from solutions by chemicals or electricity. The nucleus cells, commonly called "grains," are the largest and most conspicuous units of recrystallized solid metal; the limitations of their growth usually confine their sizes to microscopic proportions, although in "single crystals" they may become as large as the piece of metal itself. The granules are the microscopic fine-structural blocks or laminations that build up the nucleus cells; they are revealed when metal is etched with suitable chemicals. The granules are commonly visible at 500 diameters magnification and are plainly visible at 1000 diameters; magnification of the granular surfaces up to 6000 to 9000 diameters shows no finer units, not because of lack of optical resolution but because the chemical attack has left an unfeatured smooth surface.

It is recommended herein that the stability of froth is better calculated by dividing the time elapsed until the froth disappeared by the volume (in cu cm per sq cm) or height of the froth column, and is expressed in sec per cm. The stability data in Tables I, II, and III of this paper were recalculated, in accordance with this recommendation, and the results are shown respectively in the accompanying Tables VII, VIII, and IX. Compared with Tables I, II, and III of the paper, the stability data of Tables VII, VIII, and IX are more reliable in disclosing the persistence of froth of various frothers having different frothabilities. For example, the conclusion given in the paper that the stability of froth is generally proportional to the volume of froth becomes invalid when the stability of froth is expressed in sec per cm, as shown in Tables VII, VIII, and IX. Table VII shows that both the stability and volume of froth increase with the addition of small amounts of n-hexyl alcohol, and that further additions of n-hexyl alcohol decrease the stability but increase the volume of froth. Table VIII indicates that the stability of different types of frothers is governed by their chemical composition and is difficult to predict from their frothability. Table IX shows that the stability of different frothers with similar nonpolar groups tends to increase with a decrease of the hydro- philic property of their polar groups, and consequently with the decrease of their solubilities. This is further substantiated by the fact that the stability of frothers, as listed in Table IX, is generally lowered by the solvent effect of absolute ethyl alcohol. Table IX shows also that the stability of froth tends to increase with the decrease of the volume of froth* provided the frothers used have similar nonpolar groups and dissimilar polar groups.

In 1964, mining education in the United States will celebrate a 100th anniversary-that of the founding of our first school of mines at Columbia University. Prior to that, curricula leading to degrees in mining and metallurgical engineering were offered in 1853 by the Polytechnic College of Pennsylvania in Philadelphia. But the New World's earliest achievements in mining and metallurgical education were those of the Spanish in what is now Mexico. American metallurgy probably goes back to Father Jose de Acosta, who in 1590 described the metallurgy of silver and mercury in the New World.' The Spanish priest and metallurgist Don Alvaro Alonso Barba Toscano (1569-1662), in his hook The Art of Metals, published in 1640, stated a need for a school of mining and metallurgical education in the New World. (The latest translation of this book was made by R. E. Douglas and E. P. Mathewson and published by J. Wiley & Sons, New York, in 1923.)

The Banner mining district is about 70 miles northeast of Tucson in the southern part of Gila County, Arizona. Production from the district, valued at about $26 million, is chiefly from copper-silver-lead zinc ores. The stratigraphic section consists of Precambrian conglomerates, quartzites, dolomites, and limestones, Cambrian quartzites; Devonian limestones; dolomites, and shales; Mississippian limestones; Pennsylvanian limestones and shales; and Cretaceous volcanic and sedimentary rocks. Deformation of these rocks presumably started near the end of the Cretaceous, and extended into the late Tertiary. The sedimentary rocks were folded, faulted, and intruded by fine grained diorite, quartz mica diorite, and dacite porphyry. At least four distinct stages of mineralization are recognized. In the first stage of contact metamorphism and the second stage of hydrothermal alteration, favorable zones were prepared for ore deposition. Metallization occurred in three of the mineralizing stages. Magnetite, pyrite, and hematite were deposited near the end of the second stage of hydrothermal alteration. The third stage included the main deposition of sphalerite, chalcopyrite, bornite, and galena. In the fourth and final stage, minor amounts of sulfide minerals were deposited with a late anhydrite and quartz gangue. The ore deposits in the form of veins and veinlets, pipes, irregular massive replacements, and bedded replacements are localized by the extent and distribution of metamorphic and hydrothermal alteration, by the proximity to the intrusive contacts, and by the effects of structural development. Oxidized ores of copper, lead, and zinc constituted the principal production of the district prior to 1940, but, for the most part, supergene enrichment was of minor economic importance. The ore bodies of the district are in the mesothermal class of deposits, occurring as normal metasomatic replacement and vein types.

COMPRESSED-air motors are specially desirable, if economically practicable, for underground haulage, because they require no fuel, involve no danger of fire, and not only avoid heating and fouling the atmosphere with smoke and combastion-gases, but by the emission of expanding fresh air, cool and improve it and aid ventilation. The highest developments in the use of compressed-air motors for locomotion are to be found, in the opinion of the writer, in the principles of the Mekarski car-motor as applied to street tramways, and it is thought that notes taken regarding this system, during a recent trip to Europe, where two plants are in successful operation, at Nantes and Vincennes respectively, will be interesting to mining engineers. The plant at Nantes operates a street-line 5.2 miles long, requiring about twenty motors; the one at Vincennes about 7 miles of road. Each car at Nantes carries its own motor. At Vincennes, however, the motor-car is arranged to tow a second car containing no motor. The road at Nantes is the older, having been in successful operation for ten years, during which time neither the American consul, Mr. Shackelford, who has resided at Nantes for about five years, nor the vice-consul, Mr. Bennett, who has been at Nantes ever since the road started, has ever seen anything go wrong with the motors. Two years ago the general features of the St. Joseph Lead Company's zinc-smelting process were described.1 At that time the discussion was limited to a description of the production of high-purity electrothermic zinc oxide. The present paper will describe the commercial production of electrothermic zinc metal. Since a fairly complete description of the plant of the Josephtown smelter was given in the earlier paper, the brief recapitulation given here will be limited to mention of additional equip-ment recently installed and a bare outline of the preparatory process. The raw material is zinc sulphide concentrate received from the com-pany's mines in St. Lawrence County, New York. An average dry-weight analysis of this material is: Zn, 58.28 per cent; Pb, 0.56; insoluble, 1.6; Si02, 1.12; Fe, 6.4; CaO, 0.47; MgO, 0.27; S, 31.9; Cd, 0.1; Cu, 0.06; Mn, 0.24. Moisture content is usually about 3 per cent. Three 21-ft. 6-in. diameter, 12-hearth Nichols-Herreshoff furnaces roast the concen-trate to a calcine of average composition (first 10 months of 1938) : Zn, 67.69 per cent; Pb, 0.06; insoluble, 1.75; Si02, 1.26; Fe, 7.24; CaO, 0.47; MgO, 0.36; S, 1.88; Cd, 0.1; Cu, 0.07; Mn, 0.27. The sulphur dioxide gas, after passing through a waste-heat boiler, proceeds through a recently redesigned low-resistance gas-purification assembly to the contact sul-phuric acid plant, of which the capacity is 200 tons of concentrates per day. The calcine is mixed with a portion of returned furnace residues and sintered on 42-in. by 44-ft. Dwight-Lloyd sintering machines, gas-fired. Wind-box gases pass through air coolers before filtering in a 1440-bag Dracco unit, and thence to stack. The Dracco fume is mixed with Cottrell dust, from roaster gas cleaning, and sent to the leach plant, where it is roasted (SO2 to acid plant) and leached with sulphuric acid to recover, as end products, lead sulphate, zinc sulphate and cadmium.

Georgia, since 1829, has produced nearly $18,000,000 from her gold mines, but in late years the output has dwindled to insignificance. In view of present universal efforts to increase gold production, it seems pertinent to record some recent observations in that field, briefly review its past and weigh probabilities of reviving gold mining there. Little in this paper can be claimed as new or original, and it does not present results of a detailed or profound investigation of the whole region. The Allatoona gold mine was reopened in January, 1932, and explored at greater depth during the period from January to June of that year. A number of other abandoned mines were visited, but since the workings, in common with most such mines in Georgia, were flooded or caved, underground conditions could not be examined. For a wider knowledge of the subject, a search was made through available pertinent literature and statistics, a bibliography of which is appended hereto. To all the sources obligations are gratefully acknowledged. Production The discovery of gold in Georgia, in 1829, led to an influx of 6000 to 7000 miners and a production of over $200,000 in the following year. A branch of the United States Mint, established at Dahlonega in 1838, accounted for $6,115,569 up to the time of the Civil War. The output fluctuated greatly from year to year, with an all-time peak of $582,782 in 1843. In only one other year, 1845, was the half million mark exceeded. After the war mining began again, but 1883 is the last year for which an output of $200,000 is reported. Placers, always the main source of production, were yielding less and less, and in spite of increased quartz-mining activities the downward trend continued. The last year in which there was a production of $100,000 was 1902. In 1914, $16,270 came from 26 placers and 11 deep mines, with the latter reporting 1750 tons of $3 average value. In 1925, one placer and four lode mines that mined 8100 tons assaying $1.19 per ton produced $9500. One placer and one quartz mine, operating in 1930, reported a total output of $4194. Table 1 pictures the waning output.

As is generally understood, the word geophysics means literally ?the physics of the Earth? and the science of geophysics is therefore that which treats of the study and measurements of the various physical properties of the Earth. The broad and general study of the elastic, the gravimetric. or the magnetic properties of the Earth as a whole belongs to the general science of geophysics. The detailed application of this science to rocks of shallow depth and in small areas for the purposes of ascertaining data on their character and structural attitude gave rise to the present well-known science of ?applied geophysics.? Since the discovery of enormous new quantities of oil, gas, and sulphur has been by far and wide the principal benefaction of geo-physics in the United States, this paper will refer only to geophysical methods employed in the search for these particular minerals. The application of methods and appliances originally used for geophysical research to the solution of the practical problems of finding new oil-fields, plus the counterflow or new and highly refined techniques and Instruments from the company and consulting geophysical research laboratories and into non-economic geophysical research, has provided another case of that gen-eral cycle of events which is familiar to all scientists. That this closed-circuit flow or scientific current has been tremendously important to the whole science of geophysics is probably well known to all members of this audience, but the gen-eral status of the exploratory geophysical arts as now used In the search for new oil-fields, the scales on which different methods are being used, the magnitude of the costs involved, and the far greater magnitude of the practical results achieved may not necessarily have come so directly to your attention. It is, I understand, for this reason that this paper has been sug-gested, and I shall seek to provide the information requested by using as case-illustrations those changes in the oil-reserve picture for the United States as a whole, and for the Gulf Coast, California, and Illinois Basin regions in particular, which have occurred in the period of the past 17 years, during which time oil-field discoveries have proceeded at a rate which served to build up known and readily-available (or proven) oil supplies to a reasonable figure, and have dispelled the fears of a serious oil shortage during any period for which valid fore-casts can be made. Not that geophysical-prospecting methods have alone been responsible for this transformation, but they have an indispensable and leading part in the picture of exploration and production-to which geophysics, geology, engineering, and general technical progress have jointly made contribution. So far as the United States as a whole is concerned, its total proven, probable, and possible oil reserves (discoverable and recoverable by then-known methods) were estimated at about nine billion barrels in 1920, whereas proven reserves alone are now com-puted at about 16 billion. In 1920 the driller in ?wild-cat? territory was faced with the knowledge that for every new oil-field opened by a successful well, from 20 to 100 unsuccessful wells would have to be drilled and, in some territories, that the chances for a discovery were really less than one in 100 for new drilling, in contrast to which may be cited the record for the past year in parts of Louisiana where the 67 wells drilled opened 16 new oil-fields, that is to say, where the score of hits to misses was increased to approximately one out of four.

An effort has been made to give both a comprehensive and simplified picture of the origin, modes of formation, and characteristics of nonmetallic inclusions in steel. Exogenous inclusions, those formed by mechanical entrainment or heterogeneous reaction, have their principal source in ladle refractories. Mechanical emulsion is not considered a likely mechanism. Endogenous inclusions, resulting from homogeneous reactions, are formed mainly during cooling and freezing. They are principally oxides and sulfides but include some nitrides and carbides. Deoxidation affects both the quantity and character of such oxide inclusions and significantly affects the size and shape of sulfides. The importance of inclusions is largely in their effect on mechanical properties. It is fitting and proper that we should honor the memory of those technical giants who have left such a rich heritage to our profession. Today, according to annual custom, we pay tribute to such a man. To have been chosen to play a part in this observance prompts in me an inordinate pride while I am humble before the responsibilities of my task. The ranks are growing thin of those who had the good fortune to come under the personal influence of Professor Howe, but the number who continue to benefit from his legacy of technical wisdom con-stantly increases. I am among the latter. One has only to read his works to appreciate his unusual ability to take data and observations from many sources and give them a clear and comprehensive

The fact that the degree of granulation and the state of granulated particles of sinter raw mixtures are the influential factors in ensuring coke combustibility and permeability during sintering has been clarified. Based on this knowledge, Nippon Steel developed the divided coke-addition process and the technology to utilize binder, and applied them on a commercial scale. Productivity and sinter quality are thereby greatly improved with a significant reduction in fuel consumption.

At the present time, when lixiviation versus amalgamation is being so thoroughly discussed by practical men, and published information is so meagre, the following tests, made by students in the mining laboratory of the Massachusetts Institute of Technology, may be of interest to others. The ore experimented upon was obtained from the Sombrerete mines near Zacatecas, Mexico. A careful analysis of the dried sample resulted as follows : Per cent. THE decades immediately before and after the end of the nineteenth century (1890-1910) were a period of increased activity in mineral industry education. One reason for ,this, undoubtedly, was the rapid increase in mineral production in the decade 1880-1890; pig iron and copper production tripled; coal, lead, and zinc output more than doubled. Most of the other mineral substances followed the same general trend. Aluminum production began in 1886; petroleum output, which in 1888 was less than it was in 1882, almost doubled in the next three years. Gold alone showed no appreciable change until its discovery at Cripple Creek in 1891, followed by the Klondike in 1896, brought to boiling a public interest in minerals that had been simmering for some years previously. The first cyanide plant in the United States was erected at Bodie in 1893, and the first chlorination plant at Cripple Creek* the next year. Silver- lead smelting had already greatly developed, and the metallurgy of copper was almost transformed. The hearth area and smelting capacity of copper reverberatory furnaces more than quadrupled between 1878 and 1894; matte converters were first erected at Butte in 1884. Copper production of the United States in 1899 was 30 times that of 1872. While it was the increased technology used in mineral production that really made the field attractive for educated young men, undoubtedly they did not realize that, and were impressed mainly by the quantitative increase in output. In 1918 the American Society for Testing Materials held a symposium2 on what was then known as season cracking. The sessions included six papers, all on brass. During the ensuing 26 yr., many new workers have come into the field and several other metals have been found subject to failure by stress-corrosion cracking when the right combination of stress and environment is achieved. It is not surprising, therefore, that the present symposium has brought forth 29 papers covering alloys of seven important metals. The phenomenon of stress-corrosion cracking is not necessarily confined to these seven metals. Dix3 has stated, "Indeed, it is probable that ingenious investigators can find solutions which will stress-corrosion crack any known metal or alloy." Mears, Brown, and Dix4 have indicated that stress- corrosion cracking failures are not necessarily limited to metals but may include the plastics. It is to be expected that the increase in the number of metals known to crack in service and the general emphasis on such failures at a symposium such as this will alarm many to whom the subject is un- familiar.
