The annual business meeting will be held on Feb. 18 at 10 a. m., and no technical sessions will be scheduled at that time, so that all members may participate in the election of officers, hear the presentation of the annual reports of officers and committees and discuss any matter which they may care to bring up at that time. The annual dinner will be held at the Conlmodore Hotel on the evening of Feb. 20, and the usual good time is promised. Arrangements for this and other social features of the meeting are, as usual, in hands of the New York Sec- tion, of which the chairman this year, Ralph M. Roosevelt, has a well-established reputation earned as president of the Zinc Institute, as host.

In recent investigations of the isothermal transformations of the retained 0 phase in a titanium alloy having 13 pct V, 11 pct Cr, and 3 to 4 pct Al, there have been indications that the w transition phase is the initial decomposition product at temperatures below about 950°C (510 c).' This metastable phase, found in a number of titanium-base alloys rich in stabilizing elements and known to have an adverse effect on their ductility and toughness, is not easily observed by the usual experimental techniques. Since wis coherent with the /3 matrix,495 distinct interphase boundaries are not revealed metallographically. However, in some cases, an etching effect (i-e., a "mottled" /3 surface) poorly resolved by light microscopy has been found to correspond with the presence of w.6 X-ray diffraction examination has generally been the most suc- cessful means for identifying this phase and crys-tallographic determinations have been made.4'5 Dynamic elastic modulus7 and electrical resistivity measurementse have also aided in the identification of w. Gentlemen of the American Institute of Mining Engineers : I desire to thank you sincerely for the distinguished honor you have conferred upon me by electing me to the presidency of this society, a position which in the past has been filled by some of our most distinguished and ablest members, men eminently qualified by education, practical training and a business ability which has enabled them not only to fill the position with credit to themselves, but as well with honor to the society. In deference to a custom long established, by which the presidentelect is expected to read a paper on some subject with which he is more or less familiar, I have thought that a brief review of the methods employed in the manufacture of iron, as witnessed by myself, and reaching back to 1838, would interest some of our older members and give our younger ones a glimpse into the trials and difficulties encountered in those early days by the pioneers in this great industry. In 1840, 12 to 20 tons of pig-iron was the make of a furnace per week—at this time from 1200 to 2000 gross tons. In 1840, 3 to 4 tons No. 4 wire rods per turn. THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

MINING operations have been carried on in the immediate area of the Elizabeth mine during periods of high copper prices since 1793, when copperas and vermillion were first won from the outcrop. Present operations started in 1942 as a war baby. Since then production has totaled 1.7 million tons of 1.8 pct Cu ore. Elizabeth mining operations are on a pyrrhotite- chalcopyrite orebody contained in a gently plunging amphibolite syncline. The oreshoot varies in width from 10 to 40 ft, and in the area under consideration is about 150 ft in vertical extent, and more than 1000 ft long. Surface pits or cuts have been worked in three areas along the outcrop, with one pit just completed and a second in full production. Present production is 24,000 tons per month, of which 6000 to 7000 tons is trucked from the open pit.

PRODUCTION of magnesium metal in the United States during the past decade has increased from less than 6oo,ooo lb. in 1928 to more than 4,800,000 lb. in 1938.1 The growing industry has stimulated interest in methods of production and in sources of raw material. All of the present domestic production is from brines. However, the availability of large tonnages of magnesite in the state of Washington, together with the possibility of cheap power, have created interest in the utilization of magnesite for the production of magnesium metal as well as for other purposes. Magnesite, the carbonate of magnesium (MgCO3), usually is associated with limestone (CaCO3) and dolomite (MgCO3CaCO3). It occurs in crystalline and microcrystalline (sometimes termed amorphous) forms.2 The more common crystalline mineral is found in various shades of white, gray, yellow and brown, the colors being due to impurities, chiefly iron. Magnesite has a hardness of 3.5 to 4.5 and a specific gravity of 3.0 to 3.1. It forms rhombohedral crystals in the hexagonal system, having a vitreous, pearly luster. The quarries and mines of the Northwest Magnesite Co. near Chewelah, Wash., are large producers of magnesite for refractories. The deposits are extensive, some veins being hundreds of feet wide. The boundaries of the veins are indefinite, and the magnesite is interfingered with dolomite. Calcite, talc, serpentine, quartz and shale are disseminated through the deposits. The quality of the ore cannot be determined by appearance or by simple tests; chemical analysis is required. These features make it difficult to determine the boundaries or total quantity of workable ore.3 Only the higher-grade ores are mined, and a considerable proportion of the magnesite content is discarded by hand-sorting and log-washing methods. After calcining, the sorted product meets the specifications for usual refractory material, as it contains approximately 81 per cent MgO, 7 per cent Si02, 6 per cent CaO and 6 per cent Fe203 + A1203. A sample of the reject material had the following analysis after calcining: 65.4 per cent MgO, 6.3 CaO, 21.1 Si02 and 6.5 R203. The percentage reported as R203 includes compounds whose chlorides are acid-soluble but give precipitates in ammoniacal solution that are ignited and weighed. The more common constituents are Fe203, A1203 and Ti02. The sorted magnesite product is not the best grade, even for refractory purposes, and leaves much to be desired for a reduction process. The rejected material contains a large proportion of magnesite. It is apparent that an effective concentration method would yield a higher recovery and a better product. The author demonstrates an approach for analyzing overcasting requirements for a stripping project. This approach to the problem employs indicated trends in the relationship of the weight of the machine (only electropowered draglines are considered) to its ability to do stripping work. Strip mining in the domestic coal industry is contributing a greater proportion of overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely). Accompanying these changes, there have been continuing studies searching for procedures to appraise deeper stripping problems. Although the only known practicable way to accurately evaluate a proposed stripping venture is to make studies (including cost estimates) step by step, it is nevertheless desirable to have a quick method for making preliminary evaluations of potential strip mining operations. A recently devised digital computer method of providing a preliminary simple overcasting analysis for a stripping prospect relates the indicated trends in the relationship of the weight of the machine to its ability to do stripping work. In addition, this approach employs situations where the geometry of each cut-and-spoil section is assumed to take certain defined relationships for varying overburden depths. Slopes are necessarily considered to be stable, which means such practical factors as the mechanics of soils are neglected for the sake of convenience. Definition of Terms: Photographs A and B show a shovel-type and a dragline-type of simple overcast operation, plus terms used to denote certain parts of a pit. Pits that follow a straight line when projected on a horizontal plane are referred to as straightaway. It has been assumed that all section drawings accompanying this article pertain to straightaway cuts which, in turn, means that areas can be compared by relative volume. The volume of overburden is measured in virgin cubic yards. Material displaced from its virgin state to a spoil area normally occupies a larger volume than when in situ; the difference is termed swell, and it is expressed as a percentage of the original volume. For example, if the original cut volume is denoted V cu yd, and the spoil volume is 1.2 V cu yd, the swell is a positive 20 pct. MAXIMUM USEFULNESS FACTOR (MUF) CONCEPT Men experienced in overburden removal give emphasis to the weight of the machine in relation to its value as an excavator. From the writer's understanding, value has been only loosely defined and discussed generally and vaguely. The concept is considered important, however, since it is based upon the observations of many men. It provides a clue for the approach taken to solve deep stripping problems. In the procedure described below, value has been arbitrarily established as the product of the nominal dipper size of the shovel (or dragline) times a functional dumping reach. MUFs—Shovel: A shovel's capability to handle thick overburden is usually limited by its ability to dispose of the spoil. Thus the dumping reach, as well as its dumping height, is significant. The angle of repose of spoil material must also be considered. Although such slope angles vary among different mines, jobs, and materials, a slope of 1.25 to 1, frequently found in both planning and practice, is used by this author in the illustration of this analytical method. The relationship of the shovel's geometry to a stripping operation is shown in Fig. 1. To gain maximum advantage in constructing spoil piles, the shovel is placed so that its tracks adjacent to the spoil are as close as possible to the rib of the coal deposit. Geography: The Tagtepe district of the Vilayet of Eskigehir is about 20 miles northeast of the city of Eskigehir (approximately midway between Ankara and Istanbul) in western Anatolia. The area is a mountainous one, the highest peak being Tagtepe Mountain (5200 ft) which is approximately in the center of the district. The mountains drop off to the deep valley of the Sakarya River on the north and to the plain of Eskigehir on the south. For the most part, the watershed is on the northern side of the mountain barrier, draining into the Sakarya River, which in turn empties into the Black Sea midway between Zonguldak and the mouth of the Bosphorus. The approximate area covered by the Tagtepe district is shown in fig. 1. Transportation to shipping points is available via the Istanbul-Ankara railroad. The station on this line nearest the mining district is Alpikoy station, about 20 miles by road southwest of Tagtepe Mountain. Interior roads within the district are poor. Being of dirt, the winter rains and snows render them almost impassable for trucks from about the middle of December until the end of March, thus presenting a considerable transportation problem. However, the roads from the Bagoren and Tagtepe chromite mines to the railroad shipping point at Alpikoy station have recently been repaired and will be maintained for all-weather truck transportation. Detailed climatic data are not available. However, in general the spring, summer, and early autumn months are dry, and good weather may be expected from May until early November. Then the winter rains commence, and heavy snow is usual during January and February. Geology: The mountainous structure of Tagtepe belongs to basic rocks of serpentine (Variscan Orogeny) which is in contact with Paleozoic schists at west, and an Oligocene outcrop of red clays in Margi-Sepetci region (see fig. 1) at southeast. The northwest and southwest borders of Tagtepe district are, respectively, surrounded by Paleozoic schists and pebbly gray and yellow Neogene clays. More recent formations of alluviums overlay the plain of Eskigehir. Dark basic rocks of trachytes with hornblende are visible on Turkmenbaba Mountain, at the west of Tagtepe. Mineral Occurrences: Chromite: the most important mineral found in any quantity in the Tagtepe district. The alignment of the deposits of chromite is in general along the line Bagoren-Tagtepe (see fig. 1). The first mines in the area were those of Tagtepe and Bagoren, which were developed over 20 years ago with Swedish capital. Other deposits of chromite, more recently discovered and so far of less importance, are being worked at Kurucor, Komurcu, Gelinmezari, and Lacin (see fig. 1). Deposits average generally between 46 and 48 pct chromic oxide, with the exception of the Bagoren mine which averages 44 pct. However, a new lode, very recently plotted, in the Tagtepe mine averages 50 pct Cr,O,, 4.6 pct SOz, and 7 pct FeO. Geological character of the chromite occurrences in the Tagtepe mine may be considered typical of most chromite lodes in this area. The indications are that the formations of ore lenses are developed by the segregation of chromite crystals intruded into the serpentinized rock, and exposed later to tectonic movement within the zone of crystallization. All lenticular masses are more or less regular in shape and follow each other in southeast-northwest direction and dip generally 70" NE. Ore lenses do not seem to persist in depth, average depth of two lenses is 60 ft below surface. Three lodes .have been mined as open-pit. The average dimensions of individual lenses are as follows: pitch length, 100 ft; breadth, 27 ft; and width, 20 ft. The lenses and their enclosing rocks are broken by parallel fractures in approximately east-west direction. This paper describes the fluo-solids roaster and acid plants at the new 40,000-TPY Trepca electrolytic zinc plant. The electrolytic zinc plant units were constructed to the design of Singmaster and Breyer, New York and began operation in mid-1967. The fluo-solids roaster plant, constructed according to the design of Dorr-Oliver, Paris, includes concentrate handling and storage facilities; two independent concentrate roasting circuits, each with a 110 to 155 TPD fluo-solids roaster; waste heat boilers; cyclones; electrostatic precipitators; calcine coolers; and calcine conveyors. The acid plant uses the "Petersen system" contact process. The plant has one acid circuit with a capacity of 230 tons of monohydrate per day. Gases for the acid plant are obtained from roasting zinc concentrates. When the roaster plant is operating at maximum capacity, excess SO2 is used in two other Petersen System circuits in the near vicinity.

National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

IT is singular that an industry quite the antithesis of flying should record tremendous strides in the utilization of aviation through- out the entire depression period, .while in the same years private interests lagged and airplatie manufacturing plants closed to such an extent that he purchase of new planes of certain types was practically impossible. Though receiving little notice from aviation publications and national associations, this use of the airplane progressed by sheer merit. It saved money, conserved energies, and made minutes in the air the equal of weeks on foot or water.
