Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

In the maintenance of rubber-tired mining equipment, tires may well represent the single greatest problem. Using a 50-ton truck as an example, engine upkeep averages about 8% of the machine's total yearly operating cost, while tires average a whopping 20%. In fact, depending upon such factors as job layout, conditions, and whether it is maintenance or production people who run the job, tire costs can climb to as high as 50% of the truck's total operating expense. Similar costs apply to other earthmoving equipment such as tractor-scrapers and front end loaders. While operators must resign themselves to "normal" tire life and wear, there are many corrective steps that can be taken to fight the "abnormal."

That variations in the humidity of the air and in the moisture content of a mixture of broken solids being separated electrostatically cause trouble is not new.' Much of the reputation for unreliability commonly ascribed to the electrostatic separation processes is probably due to this one factor alone. Some operators dry thoroughly before separating; and while this is good in many instances, there are others in which it is not the remedy for trouble. Some mixtures behave best in very dry air and with the mixtures fed to the separator while hot to reduce the adsorbed water content. On the other hand, an overdried mixture on coming to equilibrium with more humid air, has been known to take up moisture selectively on one family of particles, as of coal in the presence of slate and clay, and give sharper electrostatic separation. From these observations it is concluded that there is a permissible moisture content for a particle and also for the atmosphere surrounding it, if in equilibrium, at which the particle will have a conductivity or cntact potential2-4 that is ideal for electrostatic separation. This permissible moisture content varies between a wide range of limits for the different materials that are are and with the kind of electrostatic separating process used. Water can be present as a result of adsorption and condensation from the atmosphere, as an accumulation before or during mining, or as a residue from a previous process step. The water may exist as a liquid film or as an adsorbed layer of vapor. If the water exceeds permissible limits it must be removed. Its state determines the method. Drying by evaporation is necessary for adsorbed water, for part of the liquid-film water (that is, up to several percent of the dry weight), and for free water in the internal structure. Large water contents may be removed by drainage Or filtration. At just what point mechanical removal should cease and drying by evaporation begin depends upon the method of mechanical removal and its cost. Particles can also be separated according to their differences in dielectric constant when suspended in a liquid of intermediate dielectric constant. Recovery of this liquid presents a a problem' Permissible Moisture The adsorbed moisture on the outer surface of minerals can be quickly removed or replaced. Accordingly, in speaking of adsorbed moisture contents, either that of the solid or that of the surrounding air may be considered, the two values being connected by a distribution coefficient which varies with the temperature. However, such a condition does not necessarily exist in processes where an initially dry material is suddenly introduced into an atmosphere having a partial pressure of water vapor or where a moist material is suddenly introduced into a dry atmosphere. The Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: 1'Congress has always been most generous as to the disposition of the national lands.... There was land for all, and it was the government's glad function to distribute it and let those profit who could.... And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud." Of the reaction and the evolution of a new policy, the Secretary con. tinues: • ' " A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water—water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said 'land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

Beds or lenses of potash and magnesium salts are found in a thick salt section (Salado) overlain by Rustler Red Beds in several members of which water is present and from one of which the rehery process water used by International is obtained. Most of the holes drilled are less than 1000 ft. deep, but some wildcat holes have exceeded 3- ft. cable or rotary tools are used to drill down to the salt. when samples of water are desired the cable rig is used, but when this is not necessary, and where caving material is present, the rotary rig has an advantage. The rotary rig has a further advantage in that only one machine is required to drill and core the entire hole, whereas the cable rig must be moved off to make way for the core drill. Casing is placed in the upper section of the hole as required to shut off water, and a 5 3/16 in. string is set in the top of the salt before coring starts. With the rotary rig drilling is often carried to the salt with no casing, as drilling mud seals off caving ground and water-bearing strata, and a string of 4-in. line pipe or 4-in. flush-joint casing is landed on top of salt. Several types of gasoline-powered core rigs have been used in the field and all recover a 2 1/2-in. core. More recently the Sullivan Model 37 rotary rig has been tried, and a Sullivan Model N has been adapted to use a rotary bit in the upper section. Core is recovered in 20 ft. sections with a double-tube core barrel, and the bit used is a bottom-discharge type set with diamonds. The drilling fluid must be a saturated brine to prevent solution and etching of the minerals present. Blowouts are apt to Occur from nitrogen gas trapped under the several polybalite beds, and some have been strong enough to blow the tools out of the hole. Core recovery is practically loo per cent. All holes are plugged after drilling, with cement through the salt section and opposite each water horizon* and mud through the remainder of the hole. Cores are carefully logged and preserved, and in sections containing potash and magnesium minerals they are quartered and analyzed. The correlation of Ore beds between drill holes is briefly described. IN 1926 I had occasion to make numerous measure-ments with a Pitot tube. The differential gage was mounted in a box, and since the work entailed setting upon girders, staging, and flues of various shapes and slopes, much time was generally expended in getting the box blocked into the level position. This inconvenience was so considerable that I devised the gage stand shown in the accompanying illustration. The gage is bolted to the board seat, the bolt per-mitting unlimited adjustment in the plane of the paper. The seat, carrying the gage, revolves on trunnions, per-mitting unlimited adjustment in a second plane, per-pendicular to the first. Consequently, the stand may be stood up, hung by one corner, leaned against some-thing or simply laid down, and the gage levelled from any position. On uneven surfaces, where the stand naturally rests on only three of its legs, it may be swung in the manner peculiar to the tripod, bringing the center of gravity within the triangle formed by the legs, thereby providing a firm set-up. Rubber stoppers under compression were found to give sufficient friction to hold the seat in the desired position.

Retreat mining, using yielding steel friction props, over a 7-year period has been successful at a uranium mine operated by Hecla Mining Co. in southeast Utah. The support system allows good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered. Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths. The Radon mine was one of the first American metal mines to use yielding steel props for supporting the relaxed core of the pressure arch which is induced by retreating longwall mining. Full caving was induced. After more than 7 years of stoping experience, the method has proved very satisfactory for the conditions encountered. The mine and method have been described in references listed in the bibliography. U.S. Bureau of Mines Information Circular 8004 by Wilbert Dare and Philip Lindstrom gives the most information. Stoping experience at this mine indicates that there are many advantages to be gained by using yielding supports; such as in safety, timber cost, roof control, ventilation, ore dilution, and low cost per pound of metal produced. Subsidence measurements show that the surface will rise rather than slump in some areas over the mine. This appears to be an unusual observation and is presented as a new development in subsidence studies. The Radon mine is located 35 miles southeast of Moab, Utah in the north end of the Big Indian mining district in San Juan County. Hecla Mining Co. operated the mine from early 1955 to early 1964 through an operating agreement with Federal Resources, Inc. Development consisted of a 3-compartment, 690-ft shaft, 4 main levels driven on the ore horizon and a haulage level below the ore. Evaluation of physical and economic factors showed that this flat-dipping ore occurrence could be mined by a low-cost coal mining method. The value of the deposit was high and unusual premiums were possible by clean mining. THE American copper mining industry is threatened with disintegration and destruction. This threat is not one which may only materialize in the distant future. The destruction has already commenced. At present, many domestic mines have already closed down. .Others are operating on a greatly curtailed basis. Those operating are doing so only at tremendous loss-because the selling price of copper is below the cost of production and rapidly diminishing financial resources and credit clearly forecast the early suspension of operations in most of the industry. Unemployment in the mining districts is increasing by leaps and bounds. While this condition is due in some measure to the present unsatisfactory state of business in general, the copper industry, unlike other lines of business, sees no possibility of recovery without definite aid. The fundamental, underlying cause of present conditions in the American copper mining industry is the unprecedented rise in foreign production, and the basic change which has taken place in the world copper industry in the last three years. The American industry had begun to feel this change early in 1929 long before the general collapse of business in the fall of that year. While the distress in the industry is undoubtedly aggravated by the present economic depression, it nevertheless would have arrived and. have been present at this time, regardless of general business conditions.

The consumption of lead for batteries in some western countries and Japan amounts to 870,000 T. annually. Battery life is 2-3 years. Therefore after a short time a considerable quantity of lead flows back to smelters. The production of lead from scrap batteries is discussed from the following points of view: 1. Separation of the acid contained in the batteries. 2. Separation of the components which are free of lead from the components containing lead, e.g. cases, separators. 3. Separation of metallic lead from lead compounds. 4. Avoidance of manual-work. A process has been developed and perfected at a plant, which began operation in 1965. The procedure consists essentially of the following steps: 1. Breaking the cases and removing the acid. 2. Crushing the batteries in an impact mill. 3. Screening off separators. 4. Separation of slurry. 5. Gravity separation of metal and organic material. The plant has a one-shift capacity of -24,000 T. batteries/year.

Sharp declines of initial production of both oil and gas occurred in West Virginia during 1943. There was only a small decrease in the number of ncw wells, but these wells did not show the quantities of oil and gas that might have been expected. The same situation prevailed both as to routine drilling in old pools and as to exploratory wildcat wells. Out of 42 wildcats drilled, 19 resulted in small commercial gas wells, and 2 in small commercial oil. No new oil pools were discovered, but the proved limits of several old pools were considerably extended, giving 4200 acres of newly proved oil territory. Three new gas pools, resulting from discoveries made in 1942 and former years, came into definite activity. The newly proved gas territory in these and in various extensions of old pools is 39,000 acres or more. It is doubtful whether the newly proved reserves of either oil or gas will balance current withdrawals. The account of operations, as gathered from trade journals and other reporting services, shows that 696 new wells were drilled, resulting in 82 oil wells with 919 bbl. of daily new production; 475 gas wells with 454,735,000 cu. ft. of daily open flow, and 137 dry holes. Also, 57 old wells were drilled to deeper sands, with 3 bbl. and 11,484,000 cu. it. of added production. On the new wells, the oil average was 11.2 bbl. per well per day, and the gas average was 957,337 cu. ft. per well per day. On new wells the ratio of dry holes to completions was 19.68 per cent. On deeper drilling the ratio of failures was 14.03 per cent. The greatly decreased average initial gas-well production in 1943, as compared with 2,270,406 CU. ft. per well in 1942, is directly attributable to the abrupt decline of completions in the Charleston gas field, which reached its peak in 1942. Production of oil for the year was estimated by the U. S. Rureau of Mines as 3,349,000 bbl., as compared with 3,574,000 bbl. in 1942. Production of natural gas for the year is estimated by the author as 210,000, 000,000 cu. ft., compared with the U. S. Bureau of Mines final figures of 215,193,-000,000 cu. ft.* in 1942.

A joint statistical report released by the U.S. Department of Commerce and U.S. Securities and Exchange Commission indicates that business investment in new plants and equipment is expected to total $81.8 billion during 1971. This figure is based on the findings of a survey conducted in late April and May and reflects about a 1 ½ % decrease in investments from the $83.1 billion projected in February. Mining, on the other hand, is still in a bullish mood and is expected to spend $1.99 billion in 1971 compared to $1.89 billion in 1970 and $1.86 billion in 1969. Based on figures quoted above, mining investment in 1971 should show a 5.2% increase over 1970. Carl E. Bagge, president of the National Coal Association, was the dedicatory speaker at the new Milton R. Young Station of the Minnkota Power Cooperative in North Dakota. This new power plant incorporates many innovations which have overcome the problems of using the low-cost lignite abundant in the area. According to Bagge, this development and President Nixon's recent request for an extra $10 million for coal gasification plants is helping the region lead the way in providing for the power needs of the future. He also maintains that gasification of coal can reconcile coal consumption with the demand for cleaner air, and also assure the nation of adequate pipeline gas.

This article demonstrates that the Gilvarry and Klimpel-Austin equations for the random fracture of solids are incorrect by deriving intuitively correct expressions for simple cases and showing that the foregoing equations do not reduce to right answers. It is the purpose of this article to point out serious errors in some existing treatments of the random fracture of solids. Gilvarry ' gives the equation where B(y,x) is the cumulative fraction by weight of particles which fall below size y when particles of size x are broken. The constants i, j, k contain shape factors and densities of flaws leading to propagating fracture surfaces. The authors believe this equation to be incorrect. Klimpel and usttin' give where r~ is the number of fracture planes originating from edge flaws (per L where L is the edge length of the original particle), rs is the number of fracture planes originating from flaws on the particle surface (per S where S is the surface of the original particle) and rv is the number of fracture planes originating from flaws within the particle volume. This equation is also incorrect. The failures of these equations will be demonstrated by deriving intuitively correct expressions for simple cases and showing that the Eqs. 1 and 2 do not reduce to the correct answer. In this process, the flaws in statistical reasoning inherent in the derivations of Eqs. 1 and 2 become apparent. THE KLIMPEL-AUSTIN EQUATION Eq. 2 was derived by considering a set number of fracture planes occurring spatially at random within a given particle. This case will be treated here in its simplest form: a line with 1, 2, 3, etc., fractures occurring at random. This is illustrated in Fig. 1, with the original length of the line as Vo. The breakage of a long, thin, brittle fiber is a corresponding physical case, with the volume of a fragment proportional to its length. Assuming independence of the occurrence of the fractures, the probability of any one fracture occurring in length dV is dV/V0. The effect of grain size on the brittle -ductile transition temperature of pure iron and three dilute Fe-W alloys has been investigated by slow bend tests. The brittle-ductile transition temperature for pure iron increased with increasing grain sizes from 8000 to 500 grains per sq mm where the transition temperature then decreased with further increase in grain size. The dilute additions of tungsten lowered the transition temperature for fine grain sizes, suppressed a reversal of the curve in the coarse grained portion, and raised the transition temperature for this region. The frequency of twin occurrence increased with increasing grain size and decreasing temperature. The object of the present investigation was to re-examine the effect of grain size on the brittle -ductile transition of pure iron and several dilute Fe-W alloys. Current literature normally presents a simple relationship between grain size and the brittle-ductile transition temperature, namely, that the transition temperature increases with increasing grain size. Heslop and etch' have studied the transition temperature of mild steel by V-notch Charpy impact tests for the grain size range between 200 and 6000 grains per sq mm. The result was a linear plot of In 1-1/2 vs brittle-ductile transition temperature, where 1 is the grain diameter. Recent experiments by sipos2 revealed the possibility of a reversal in the slope of the grain size vs transition temperature plot for pure iron; however, his investigation was limited in scope, and the data obtained were insufficient to permit a definitive curve. The present investigation was undertaken in an effort to confirm or extend the grain size effect observed in iron by Sipos. PROCEDURE All alloys were vacuum induction melted, using 99.95 pct Fe containing 0.03 pct 0 and 0.004 pct C. Four ingots were made, ranging from pure iron to iron with 0.035 pct W. The chemical composition of each alloy, after processing, is given in Table I. The four alloys were prepared as 45 lb heats and cast into 4 in. diam by 16 in. molds. They were then extruded into 3/4 in. rods at 1800oF. Specimens for chemical analysis, taken from various positions along the rods, revealed no variation in tungsten content along the length. The extruded rods were reduced to 0.156 in. diam stock by a series of cold swaging operations involving intermediate vacuum annealing treatments. This procedure yielded a final cold reduction in area ranging from 10 to 90 pct. The swaged rods were chemically cleaned, cold pressed to a cross section of 0.10 by 0.18 by 1.0 in. long (2.54 by 4.73 by 25 mm). The specimens were wrapped in iron foil and vacuum sealed (10-4 mm Hg) in quartz. Various heat treatments at temperatures from 700" to 1300oC were utilized to produce grain sizes from 8000 to 1 grain per sq mm. Grain sizes were determined by measuring the average area of grains in a polished section. In specimens with grain size greater than 20 grains per sq mm, the total number of grains in the cross section was counted and then divided by the area to yield grains per sq mm. Grain size was measured both for longitudinal and transverse cross sections. The average of the two measurements was plotted vs transition temperature. An Instron Table Model testing machine was used to determine the transition temperature of specimens tested in three point horizontal bending. The specimen was supported by two 1/4 in. dowels one in. apart. Bending was accomplished with a push rod, the end of which had an 1/8 in. radius. The head speed was 50 in. per min.
