INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). LONG regarded as nearly worked out, the anthracite region still shows promise of a hundred years of life, for means are being found to get bottom, top, pillar, and other coal that earlier generations disregarded as too expensive to mine. Rock drivages and, still more, machinery are making it possible to get such coal. Mechanical methods enable the owner of thin beds to mine these with profit, and the miner recognizes that he must permit the use of machinery or the inexorable laws of economics will deny him opportunity to work. E. L. Dana, Jr., well outlines this situation, which in the past year became definitely established. Stripping also is recovering, safely and inexpensively, coal that past generations regarded as too hazardous and costly for mining.

A recent visit with the engineering students of the Western University of Pennsylvania to the Keeling coal-mine on the south side of Pittsburgh furnished interesting matter to communicate, as may be the case, however, with regard to the striking features of any of our well-arranged larger collieries; for every mine surely appears unique as a whole, though description fails to give that impression, except in particulars.

Cooperation will be the keynote of the meeting of the Institute that will be held in New York on February 17 to 20. Arrangements are being made for two joint sessions with the Canadian Mining Institute, on the same day, which therefore will be known as Canadian Mining Institute Day. On the afternoon of Wednesday, February 19, there will be a joint session with the American Institute of Electrical Engineers. Besides, we will receive six or eight papers through the National Research Council, four of which will be presented at the National Research Council Session. In March, at the next meeting, of the Canadian Mining Institute, there will be an American Institute of Mining Engineers Day. The plan is to have the same subjects discussed at both meetings, but by different speakers. One speaker on each subject will represent the Canadian Mining Institute, and one speaker the American Institute of Mining Engineers. The Canadians and the Americans who will speak in Canada are expected to attend the discussion in New York. In addition the discussion at the New York meeting will be sent to Canada in printed form, so that the Canadian discussion will be a continuation of the former. At the joint session with the American Institute of Electrical Engineers, there will -be presented six very important papers on the subject of Electric Welding, one by the Chairman of the Electric Welding Research Committee of the National Research Council, another by the Chairman of the Metallurgical Sub-committee of that same Committee, and a third by Comfort A. Adams, President of the American Institute of Electrical Engineers and Chairman of the Welding Committee of the Emergency Fleet Corporation. We will receive six or eight papers through the National Research Council. These papers are results of recent investigations and represent the last word in their respective subjects. The excursion on Thursday, February 20, will be to Newark Bay to visit the Federal Shipyard where the first, electric-welded ship is being built. Philip W. NOT WITHSTANDING the extremely low ebb of business activity, the nonmetallic industries have fared somewhat better than some other branches of mining. The average price level in nonmetallics, although far from satisfactory, has resisted any cataclysmic fall such as has been suffered by copper and other metals. Stocks, also, though too abundant, represent no corresponding overhang of the market, which should result, in some branches, in a more rapid recovery. Research work has continued in some industries with interesting developments.

Deep drilling was the keynote of the more important developments in the North Rocky Mountain region during 1929, with Montana recording the most important achievement through discovery of three new oil fields. Alberta produced 1,000,000 bbl. of 74 gravity naphtha, showing a considerable gain over 1928, developed a commercial oil pool in Turner Valley and extended that field 8 miles southward. Wyoming's discovery field was deepened to a second producing horizon, giving impetus to deeper drilling, and practically every Wyoming oil field will have a deep test either this year or in the near future. Whereas Montana prospecting has been confined to the shallow plains structures, since the discovery of Kevin-Sunburst field, the coming year will see an active search for new oil and gas pools in sharp-dip structures, following the success of prospecting in the Sweetgrass Hills during 1929. A dozen or more structures have been mapped in North Central Montana, several of these straddling the Alberta border. Four structures tested thus far have all shown commercial oil or gas or both. Sweetgrass Hills The first important development in the Hills area was the Rogers-Imperial gasser, which had an initial of 51,000,000 cu. ft. of dry gas per day, with a rock pressure of 1080 lb. This well is located on a sharp nose running north from the hills into Alberta. Several wells drilled by independent operators on the American side, on the west flank of reserve structure, have developed a total open flow capacity of 30,000,000 cubic feet. The third structure tested in the Hills area is known as Bears Den, where commercial oil was found at the base of the Cretaceous at 2470 ft. The existence of oil in three lower sands has been established by two wells on the top of the structure, these two wells finding gas flows of 10,000,000 and 15,000,000 cu. ft., respectively, in the horizon where

Orebodies at or near the surface are generally amenable to open pit mining. The development of a mining program involves designing an ultimate pit and a production schedule. This pit maximizes total profit while the production schedule maximize6 the present value of the property. Optimum pit limits can be approximated by two-and three-dimensional numerical techniques. These techniques presuppose that the mineralized area has been sufficiently sampled to allow a reasonably accurate prediction of grade at any spatial location.

BRÜCKNER's revolving cylinders for roasting ores, etc., are now used at a number of the mills in Colorado and New Mexico, for the purpose of roasting and chloridizing silver ores, with highly satisfactory results, even from those cylinders of small size, erected before the many improvements of recent date. As examples of the larger improved cylinders, reference can be made to those erected at the Tennessee Reduction Works, Silver City, Grant County, New Mexico, and those which were built, in 1871, at the celebrated Caribou Silver Mill and Mines, Colorado, a mining enterprise which has proved so satisfactory as to have been lately sold to a Holland company for an enormous amount. These cylinders, as now constructed by Messrs. Lane & Bodley, of Cincinnati,, Ohio, are shown in Plate III, in which Fig. 1 is an elevation in perspective, Fig. 2 a longitudinal, and Fig. 3 a trans¬verse section. Fig. 4 is a sketch of a mill, with Brückner's cylinder. The exterior of the cylinder is a shell of boiler iron, 12 feet long by 5 feet 6 inches in diameter. The ends are partially closed with similar material, leaving in the centre a circular opening about 2 feet in diameter, bounded by a flange projecting several inches.. Upon one side is placed an opening closed by a hinged door. Upon the outside of the cylinder are bolted three bands, as shown in Fig. 1, in which the section of the first is square, and that of the third semi¬circular; the second, or middle band, is a strong spur gear. Passing through the cylinder are six pipes parallel to one another, in a plane at an angle of 15° to the axis of the cylinder; these pipes also lie in this plane at an angle of from 30° to 35° to the longitudinal, axis of the plane, as shown in Fig. 2, where the internal arrangement of the cylinder is seen, a perforated diaphragm being formed through part of the cylinder by means of perforated plates placed between

With the rapid acceleration of the cost of shovel dippers and major standard shovel clipper rebuild components, maintenance management at Kennecott Copper Corp.'s Bingham Canyon mine initiated a dipper maintenance and rebuild program. The program focused on extending the service life of the shovel dipper, reducing field labor in maintaining dippers, and lowering shovel dipper rebuild costs. While comprehensive evaluation of the program is still underway, preliminary benefits of the program indicate: •Reduced field ,gelding for shovel dipper field maintenance, •Fewer dipper rebuild units entering the shop, and •Reduced dipper rebuild costs per unit.

THE METHOD of demonstrating the structure existing in a metal or alloy at high temperatures, by etching a polished sample after it has been heated to the desired temperature, is quite familiar to metallographists. The usual procedure1,2 is to heat the specimen, previously polished for microscopic examination, to the desired temperature, in a neutral atmosphere (hydrogen or nitrogen), then admit the etching gas. (chlorine, hydrochloric acid or similar gas) for. a few seconds, and finally, after flushing out the etching gas with the neutral one, cool the specimen in the neutral atmosphere. The pattern produced by etching at a definite temperature is usually taken as a record of the microstructure prevailing at that temperature. It has frequently been pointed out that changes in composition of the surface metal occur during the preliminary heating in the neutral atmosphere, so that the appearance produced' by the etching at high temperature may not exactly represent the condition of the interior of the specimen. To overcome this uncertainty, the heating has sometimes been done in vacuo,3 the etching gas being ad-mitted when the desired temperature was reached, then pumped out and the specimen cooled in vacuo.

The Institute should feel honored that one of its distinguished members, Auguste J. Rossi, has been awarded the Perkin Medal of the Society of Chemical Industry. The medal was presented at a meeting of the New York Section of the Society on Jan. 18, at the Chemists' Club. Mr. F. A. J. Fitzgerald, Past President of the American Electrochemical Society; described the work of Mr. Rossi, while the presentation address was delivered by William H. Nichols, Past President of the Society of Chemical Industry.

IN my review a year ago I pointed out that a small coal-mining companies as well as large had decided that the so called ?central shop? was a benefit. These central shops replaced in a large measure the commercial shops operated by those who have no direct connection with production of cod. Central shops in this time of salvage and major repairs have proved their worth. In addition, many of the larger companies had in their central shops equipment available for the production of many thousands of parts for our vast war machine and, as subcontractors, are doing this type of work. This is a real contribution to the war endeavor. Lack of new supplies has resulted in exhaustion of those stocks formerly stored or hidden in underground shanties. The kinetics of precipitation of transient a phase during the transformation in U-16 wt pct Mo between 400° and 550°C were studied using quantitative metallography and electrica1 resistiuity measurements. The volume percent of a phase goes through a maximum in time, corresponding to a critical degree of progress of y' formation. prior to its re-solution after prolonged annealing. The fastest rate of a precipitation oc-cuvs at 500°C with a concomittant lowest peak of 9.5 vol pct a. At 450°C, 14 vol pct a, greatest fov any temperature, was observed after 24 hr witlz an associated slowest rate of formation. a precipitation at 400°C ceases after approximately 160 hr and the amount of a present remains unchanged after long times at temperature; no y' was observed metallographically at this temperature. IN the U-Mo system at 16 wt pct Mo, an ordering reaction takes place below 600°C, see Fig. 1, whereupon the random bcc solid solution, y, transforms to the ordered bct phase, y'."2 The new unit cell is constructed of three old unit cells somewhat distorted. While attempting to study the kinetics of this transformation it was observed that an unexpected phase was precipitating out early during the transformation anneal reaching appreciable amounts before disappearing after long times. The y' appeared in the presence of this new phase and after long times constituted the whole sample. Owing to the high optical activity of this unexpected phase under polarized light, it was suspected to be the a phase. Subsequent X-ray powder pictures confirmed this belief. The kinetics of a phase formation and disappearance is the subject of this paper. EXPERIMENTAL PROCEDURE A) Alloy Preparation. Alloys for this study were prepared by vacuum induction melting normal reactor grade uranium and 99.5 wt pct Mo pellets in thoria crucibles. Two ingots were prepared, and sections of the top and bottom of each ingot were chemically analyzed for uranium and molybdenum content. The results of the analyses appear in Table I. B) Metallography. Samples of 16M were wrapped in tantalum foil, sealed in evacuated (5 X 10"6 mm of Hg) quartz capisules, and annealed at 1110"C prior to being transferred directly to the transformation temperature. They were examined metallographically after increasing times to determine the progress of the transformation at 400°, 450°, 500°, and 550°C. The samples were prepared for metallographic examination by mechanical polishing with diamond paste and electrolytic polishing with a solution of glacial acetic acid and chromic acid. Since the y' phase is tetragonal, its presence can be detected by viewing the sample in polarized light. To increase the contrast between y' plates, the samples were electro-etched in a 10 pct oxalic acid solution. To reveal a phase in bright field (it can be seen in polarized light in the "as-polished" state), the samples were electro-etched in a solution of citric acid and nitric acid. To determine the vol pct a phase, a variation of the one dimensional systematic point count method as described by Hilliard and cahn3 was used. The

SEPTEMBER usually being a fine month for motoring, we set out with our better half at the end of August in our Studebaker for points West. A combined business trip and vacation. The first night found us 392 miles away, at the Statler Hotel in Buffalo, and the next morning we revisited Niagara Falls for the first time in some forty years. The cataracts were as impressive as ever and certainly worth a day of any vacationist's time, instead of the half hour we could spare before going on to Chicago. The Centennial of Engineering, the hundredth anniversary of the founding of the ASCE, no doubt attracted the greatest gathering of engineers in history but still the attendance was disappointing to most of the forty or fifty societies that participated. Perhaps the time-the two weeks following Labor Day-was unfavorable. Few could afford to spend ten days away from home and business at that time of the year. Fall meetings of the AIME normally attract far more than the 300 that registered in Chicago. The technical program, however, was excellent, especially that arranged by the Minerals Beneficiation and Industrial Minerals Divs. The mineral industry papers of a more general nature that were presented as a part of the Centennial program on Monday and Tuesday of the following week were of high quality and offered by top names but had a meager audience. Undoubtedly the celebration brought engineers and engineering to the attention of millions of people. The pageant at the Museum of Science and Industry proved continuously interesting, showing the progress of engineering following the first use of fire. The show continued for many weeks. A special stamp was issued by the Government, which engineers might well use on their Christmas cards or other mail this year. After six days in Chicago we set out north, first visiting Fairbanks Morse in Beloit and Allis-Chalmers in Milwaukee. Will Mitchell's Basic Industries Research Laboratory is doing interesting work and being installed in more comfortable quarters. The next day at Ishpeming, C. W. Allen arranged for luncheon with a local group of AIME members and we then looked over the new surface plant of the Mather B mine, a model of modern functional design. Then on to a small dinner meeting at Calumet following cocktails at Endicott Lovell's attractive summer home on the lake at Point Mills. The new Memorial Union Bldg. at Houghton, where we were domiciled for the night through the courtesy of Roy Drier, is a beautiful modern addition to the college, a model of its kind.

The design, operation, and performance of an integrated pilot plant for recovering zinc and copper from a complex sulfide ore are described. Metallurqical processing comprised selective sulfate roasting in a fluid bed, leaching in a weak sulfuric acid solution, recovering copper by cementation with scrap iron, air oxidation to remove soluble iron, more-or-less conventional Purification for removal of impurities deleterious to zinc electrolysis, recovering zinc by electrolyzing solutions, and recycling spent electrolyte to the sulfating roaster. The effects of several feed preparation and roasting variables on the sulfation response of zinc, copper, and iron are set forth, together with the electrolyzing characteristics of the zinc solutions. SEVERAL years ago, St. Joseph Lead Co. undertook a research program to develop procedures for winning values from a complex ore. The deposit was a massive sulfide ore body containing upwards of 65 pct pyrite. Gangue, composed principally of quartz, calcite, dolomite, and alumina, comprised only 10 to 20 pct of the mineralized zones. Zinc, lead, and copper values were variable, but averaged about 6.7 pct Zn, 2.6 pct Pb, and 0.4 pct Cu. Early in the exploratory test work, it was established that the intimate physical association of the minerals in the ore made beneficiation by conventional flotation procedures difficult. Accordingly, in addition to a comprehensive program to investigate physical methods of ore beneficiation, a research program was established to develop a direct metallurgical method for processing the ore. After surveying a number of potential methods for recovery of both metal and sulfur values, effort was concentrated on the development of a sulfate roasting process. It is the pilot-plant development of the sulfate roasting-solution purification—electrolyzing procedures which forms the subject of the present paper. PREPILOT PLANT INVESTIGATIONS From a thermodynamic viewpoint, it is feasible to sulfate selectively a host of metals, including Zn, Cu, Pb, Cd, Ni, and Co, in an iron sulfide ore without sulfating iron. Of course, a number of conditions such as roasting temperature and gas composition must be controlled. In addition, as first disclosed by Hybinette,' an alkali metal salt is frequently beneficial in promoting the sulfation reactions. The application of fluid bed roasting to the sulfate roasting of nonferrous metals was pioneered by Stephens of Battelle Memorial Institute.' Subsequently, Falconbridge Nickel Mines, Ltd. developed an unique process for selectively sulfating and recovering nickel, copper, and cobalt from their nickeliferous pyrrhotite, which recently has been described in an excellent paper by Thornhill.3 One of the unique features of the Falconbridge process is that the feed is introduced into the fluidized roasting furnace in a manner such that the feed slurry is broken up into droplets and the droplets lose their moisture before contacting the surface of the fluidized bed. The dried droplets do not tend to cake or fuse, but rather remain as discrete agglomerates of concentrate particles and roast without significant degradation. THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.
