DEFENSE Materials Procurement Agency has been moving rapidly to encourage copper industry expansion programs. Although copper production is at a high level, a shortage exists on a world-wide basis as well as on the domestic scene. Projected expansion programs will not ease this current demand for most of them are 2 to 5 years off. Refining facilities are adequate but there is a shortage of ore and scrap, and it is for this reason that the expansion programs are directed at developing more sources of supply. The domestic expansion programmed thus far and understood to have been arranged with price escalation should the domestic price go to 271/20, were summarized by American Metal Markets as follows (dates of announcement are given in parenthesis: .1-Copper Cities Mining Co.'s, $15,000,000 expansion near Miami, Ariz., to be operating about 1954. DMPA will buy 22,500 tons of copper a year up to a given amount on an agreed price of 23¢ per pound, with some exceptions and depending upon salability at a higher price to other purchasers in the U. S. (September 25th). 2-An RFC loan of $60,000 to North Butte Mining Co. to be paid off on the basis of deliveries at a purchase price of 241/20 per pound (September 25th). 3-A $25,000,000 expansion program by Phelps Dodge to provide 38,000 tons per year by late 1954. DMPA would purchase it at a price of 22¢ per pound up to 112,500 tons providing other purchasers in the U. S. will not pay a higher price (September 26th). 4-Anaconda Copper Mining Co. $40,000,000 expansion in Nevada to provide more than 30,000 (might be increased to 45,000) tons per year. DMPA would purchase the copper at 250 per pound for a limited period of time if it is not salable to industrial users at above this price. Production would start around 1953 (November 14th).

BAUXITE is known mainly as the ore from which aluminum is smelted but it has large use also in the manufacture of artificial abrasives and as a basis for certain chemical industries. A small amount is used for refractories and for other purposes. COMPOSITION Dana and others give the mineral formula of bauxite as A1203.2H20 and the composition as A12037 73.9 pct; H2O, 26.1 pct. It has been definitely shown, however, that bauxite does not exist as a specific mineral but rather as a rock. The term is now used synonymously with aluminum ore and it embraces gibbsite (hydrargillite or alpha trihydrate), A1203.3H20 (A12037 65.4 pct; H2O, 34.6 pct); boehmite (alpha mono¬hydrate), A1203.H20(Al203) 85 pct; H2O, 15 pct); diaspore (beta monohydrate), A1203.H2O(A12037 85 pct; H2O, 15 pct), and mixtures in various proportions of any two of them. Bauxite of the Mesozoic and Cenozoic in Europe is predominantly a mixture of gibbsite and boehmite, subordinately a mixture of boehmite and diaspore, or gibbsite and diaspore. The bauxite of North and South America, tropical Africa, Asia, and Australasia consists largely of gibbsite. Corundum (A1203) is not included under bauxite, although gradations from bauxite to emery or corundum exist. All bauxite, irrespective of the aluminum minerals composing it, contains certain impurities, including silica, in the form of clay minerals (kaolinite, halloysite, and others) or quartz, iron oxide (as hematite or goethite), titania (as leucoxene or rutile), iron sulphide (as pyrite or marcasite), iron carbonate (siderite), and calcium carbonate (as calcite); the last three mentioned in minor amount and of local occurrence only. THE Engineering Education Committee of the Institute convened at the Engineering Societies Building on Feb. 18, .1929, with. E. A. Holbrook, dean of the Schools of Mines and Engineering, University of Pittsburgh, in the chair. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. Wildcat drilling for new supplies of gas and the expansion of previously discovered oil and gas pools were the principal petroleum activities in West Virginia .during 1942. Much of the new gas exploration is still uncompleted and still indecisive but various wildcats made substantial extensions to existing pools. Out of 53 wildcats drilled 27 resulted in commercial gas and 6 in commercial oil. Four of the oil discoveries also had commercial gas. No strictly new pools of oil or gas can safely be described as discovered but several scattered oil and gas wells previously drilled have been confirmed as the openers of definite pools; also, various completions closed wide gaps between apparent gas pools already discovered. The proved oil territory of the state was increased about 4850 acres and the proved gas territory about 51,000 acres. The new proved oil reserves should about balance withdrawals and the new gas may represent a substantial increase. Aside from the drilling in four rather lively pools, oil activity was slight because of unfavorable operating conditions and prices. Gas drilling also declined for reasons beyond the control of the operators. The account of operations, as gathered from trade journals and other reporting services, shows that 797 new wells were drilled, providing 119 new oil wells with 2762 bbl. of daily new production; 536 new gas wells with 1,228,501,000 CU. ft. of daily open flow: and 142 dry holes. Also... 76 old wells were drilled to deeper sands, with 71 bbl. and 26,034,000 cu, ft. of added production. On the new wells the oil average was 23.21 bbl. per well per day; and the gas average was 2,270,406 CU. ft. per well per day. On new wells the ratio of dry holes to completions was 17.82 per cent. On deeper drilling the ratio of failures was 21.05 per cent. Production of oil for the year was estimated by the Oil ad Gas Journal as 3,492,000 bbl., as compared with 3,378,000 bbl. in 1941. Production of natural gas for the year is estimated by the author as 220,000,000,000 cu. ft., as compared with the U. S. Bureau of Mines final figures of 207,000,000,000 cu. ft.* in 1941. General State op Industry Leasing of wildcat acreage increased considerably. The total land of all classes under lease may now exceed 5,000,000 acres. Taking into consideration completions, abandonments and corrected figures or estimates, Table I shows cumulative and late annual statistics. It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. Since early in 1916, when it became apparent that the steel industry of the United States could not depend for the duration of the war on several important foreign sources of manganese and might have to depend entirely on domestic ores, the U. S. Geological Survey, with the assistance of several cooperating organizations, has made a comprehensive investigation of domestic manganese resources. The work has included field studies in a number of states well as annual, quarterly, and monthly canvasses among operators concerning current and future production. In order that the interested public might have access to the important results of the studies, preliminary reports concerning the field work as well as periodic summaries of production were issued as promptly as possible. Although numerous summaries of production l2, l3, l4 have been prepared from time to time for the use of the several boards and committees responsible for the conduct of the war, it has been thought for some months that those engaged in the industry, as well as others, might be interested in a preliminary summary of the accumulated geologic and production data. The cessation of hostilities, in November, 1918, probably detracts from the usefulness of much of the material that is here presented, but apart from the historic interest in the performance of an important industry in war time, there is a possibility that some of the conclusions may be helpful to those who continue to exploit domestic deposits, as well as to those who wish to measure the country's independence in mineral supplies. Appropriate final geologic reports are being prepared by the geologists who did the field work. The present authors, having done but a small part of the recent field work, acknowledge with great appreciation the use of preliminary and unpublished reports and the cordial informal cooperation of the following geologists in the preparation of this paper: F. The process developed over the last few years by Republic Steel Corporation in conjunction with Colorado School of Mines Research Institute has been used as a basis for the conceptual engineering of full size plants. The paper will cover the equipment design criteria, equipment design itself, and the integration of the complex unit operations. There are unique features of agitation and use of gas media through- out. The paper will provide an illustrative example of the process requirements for a variety of raw material feeds. It will discuss the materials of construction approach required.

During 1966, crushed stone production in the United States totaled just over 811 million tons valued at almost $1.2 billion. This represented in- creases of 4 % in tonnage and 5 % in value over that for 1965. Excluding the crushed stone used for agricultural and certain industrial purposes (cement, lime and flux), crushed stone mineral aggregate production totaled 616.3 million tons valued at almost $910 million, also up roughly 4% in tonnage and 5% in value over the 1965 figures. Limestone was by far the most widely used rock variety, followed by basalt, granite and sandstone in that order. Concrete aggregate and roadstone continued as the main uses for stone, accounting for 63% of all tonnage produced in 1966 and 60% of total stone value. Sand and gravel production in 1966 increased 3% over that for 1965. Total 1966 output was just in excess of 934 million tons valued at almost $985 million as compared with 908 million tons at $957 million for the previous year. Excluding the higher valued industrial sands, 903.2 million tons of sand and gravel valued at $891.6 million were used directly as mineral aggregates, representing a 2.9% increase in tonnage and a 2.4% increase in value over 1965.

CHIEF among the varied problems facing the mine-manager is that of vein-structure and origin, which is highly important as a guide to successful discovery and development. If metalliferous deposits can be traced to the intrusion of waters along definite lines, then is there something tangible for him to study. But when he is told by a geologist that metalliferous deposits are due to some other cause, like magmatic differentiation, while not perhaps discouraged, he is impressed with a vague sense of new worlds to be conquered. In 1897, while manager of the War Eagle mine at Rossland, B. C., where, previously, the ore-bodies had not been supposed to occur as veins, I suggested to visiting members of the Canadian Geological Survey that, perhaps, the structure of the pyrrhotite-bodies of that mine, which had been proved to occur along well-defined fractures, might throw some light on the similar deposits of Sudbury, then held to be basic aggregations from the original magma. Later investigation has at least provoked discussion of this last deduction, questioning its correctness and suggesting that, perhaps, the deposits are actual veins. The following extract from a paper by J. E. Spurr 1 is quoted, because it sets forth Mr. Spurr's theory of the quartz-occurrences of the Silver Peak mines, which will be discussed in this article. It also graphically describes the attendant geological features. '' The Drinkwater group of mines, which is the most important part of the Blair gold properties, and which has produced practically all of the million dollars' worth of ore, as above stated, may be taken as typical of the gold-veins which, though widespread and numerous, show a wonderful similarity of character. PLATING iron with copper has received great attention from practical sand scientific men, but, aside from the deposit secured by immersion of iron in copper salts, by electro-plating, or by welding together thin sheets of iron and copper, these efforts have met with no success. Failure of these efforts, in the production of copper plating, has been due to the fact that the conditions normally and necessarily present in the plating operation are antagonistic to the production of copper-plated iron. In most, if not quite all of them, a bath of molten copper has been used. The-temperature of a molten copper bath is so high that the iron becomes oxidized before it can be immersed in the molten copper, and unless protective flux for the molten copper is used, the surface of the copper will become oxidized, and, in any event, the plated iron will oxidize immediately on its being withdrawn from the molten bath. I recently had the pleasure of visiting the works of The Metals Plating Co. at Elizabeth, N. J., where I witnessed the plating of iron sheets with copper by a new process.1 The plating metal is applied to the sheet in the form of a liquid mixture by means of rolls, such as inking rolls. The sheet, after being coated with the mixture, is automatically carried forward and deposited on a link-belt conveyor, which carries it through a furnace maintained at a. temperature well above that of molten copper. The basic principle involved in this method lies in the application of the plating metal to the sheet while the sheet is cold and then melting the metal in place on the sheet under conditions which are favorable to the formation of the plating.

IN 1949 an orebody containing some 10 billion lb of recoverable rare earth metals was discovered in the Mountain Pass district of San Bernardino County, California.' The following year Molybdenum Corp. of America purchased a number of claims at the deposit and a mill on the property which had been constructed to process the district's gold ores. Average composition of ore from the San Bernardino deposit is less than 0.1 pct Tho2, 25 to 35 pct calcite, 10 pct rare earth oxides, 15 to 20 pct silica, and 30 to 40 pct barite.' Rare earth content of the ore analyzes 50.7 pct CeO2, 4.2 pct Pr6O11, 11.7 pct Nd2O3;, 1.3 pct Sm2O3,, and 34.3 pct La2O3 and others.' By floating the barite and depressing the bastna-site, Molybdenum Corp. of America produced a concentrate that contained 60 to 70 pct rare earth oxides. More than 25 pct of the rare earths, however, was lost in flotation. It seemed likely that a more economical method could be found. At the present time most of the rare earths in the concentrates are converted to rare earth chlorides, which are either fed to ion exchange columns for separation of the individual rare earths or reduced to misch metal. Current investigation shows that solvent extraction may achieve this separation more economically than ion exchange. The study reported here was undertaken to develop an economical method of preparing a pure rare earth nitrate mixture from California bastnasite ore. Results indicated that more than 98 pct of the rare earths could be recovered. Several possibilities were considered for processing bastnasite ore, but only the method outlined in Fig. 1 was investigated. This involved leaching the calcined ore with nitric acid. The nitric acid process is discussed under the following headings: 1) calcination of the ore, 2) leaching of calcine, 3) filtration studies, 4) solvent extraction, and 5) nitric acid recovery. Calcination: Since California bastnasite ore contains 25 to 35 pct calcite and about 10 pct bastnasite, calcination was needed to reduce the violence of reaction with nitric acid. Weight losses of 26 to 30 pct were obtained by calcining the ore at 900°C for I hr or at 800°C for 4 hr. Longer periods resulted in no further weight loss. Leaching the Calcine: When the bastnasite calcine was leached with 30 pct nitric acid for 8 to 10 days, rare earth recoveries of only 45 to 50 pct were

I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time.
