(Cleveland Meeting, October, 1912.) IN, August, 1911, I read a paper before the Lake Superior Mining Institute' on surveying and sampling diamond-drill holes. The present paper gives a more thorough description of these methods, together with a few changes and notes suggested by further experience. Since August, 1911, the methods, used constantly by the Cleveland-Cliffs Iron Co., have been developed to a higher degree of efficiency, and have given great satisfaction. Until a few years ago but little attention was paid to the determination of the actual course of drill-holes, to the accurate sampling and analysis of the material, or to the scientific location of the drill-holes. It has now been common practice for several years in many districts to test the inclination of drill-holes by etching glass tubes with hydrofluoric acid, but the direction of deviation from the vertical has not often been determined. Methods of determining the direction by means of a compass were first developed in connection with drilling in Victoria. The latest method used on the Rand in South Africa has been recently described by John I. Hoffman.2 In the same paper Mr. Hoffman describes an ingenious method of wedging-off a drill-bole so as to start new holes at several successive points. By this means a hole can be deflected in any desired direction, and the curvature can be controlled to a considerable extent, provided the rock is soft enough to permit the hole to be wedged off. Unfortunately, in the Lake Superior district, the jasper iron-formation is so hard that it is very difficult, if not impossible, to do this. The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

This Workshop was held at the Doubletree Inn, Seattle, Washington from September 26 to 28, 1997. Run under the auspices of the Deep Foundations Institute (DFI), it was co-funded by the newly formed Japanese Association of Micropiles (JAMP), and the Federal Highway Administration (FHWA). The Workshop was jointly organized and facilitated by Fujita Research Corporation and ECO Geosystems, Inc., with close support by Donald B. Murphy Contractors, Inc. DFI kindly consented to publish these Proceedings. As is clear from the list of attendees, 42 specially invited engineers from all aspects of micropile technology were present, representing Japanese, European and American practice. This proved to be a most friendly and interactive group of people, who freely exchanged ideas, views and close comradeship, not only during the technical sessions, but (and especially!) during the numerous social events. Perhaps the best illustration of this came in Day 2 when the attendees were divided into five competing teams, each comprising representatives from the different geographic groupings. These teams had to quickly devise solutions to two technical problems (using standard data previously provided. A team of "referees" (who also acted as "coaches") later determined the most apposite response, based on constructability design concept, cost, schedule and so on. Not only were the winning team very liberal in distributing the prize (vintage California champagne) among themselves, but the whole Workshop soon benefited from their generous division of the spoils of victory.

The recent renewal of interest in hydrometallurgical routes for copper production has been brought about by the possible future reliance on mixed ores and lower grade deposits, environmental aspects, and energy considerations.A number of hydrometallurgical processes for the recovery of copper have recently been proposed. Flowsheets are developed for two processes which incorporate several treatment methods being experimentally studied in Australia.In the first process a cupric chloride leach is followed by electrowinning whilst the second is based on the formation of cuprous ions, stabuized by acetonitrile and subsequent disproportionation to cupric ions and metallic copper. For the purpose of comparison, flowsheets were also developed for the Arbiter and Cymet processes.Process economics are estimated for the four processes and the results are discussed in relation to competitive pyrometallurgy. None of the four hydrometallurgical processes, with possible exception of the Cymet process, appears to be competitive with established large scale and newly developed pyrometallurgical processes for chalcopyrite.However, because the economics of the individual hydrometallurgical processes depend strongly on specific conditions, a "tailored" process may be competitive with pyrometallurgy in particular circumstances.

This report presents the results of a research project that gathered detailed information on the composition of the population of mobile equipment used in U.S. coal mines. A computerized data bank containing over 19,000 pieces of coal mine equipment in use in 1976 was prepared with a data retrieval program. Operator protective structure technology is reviewed; field problems experienced with ROPS are discussed.

Technological advancements in electronic sensors and mine-wide monitoring systems have improved remote monitoring and analysis of underground mining information. The effective use of . these systems for ground control applications, however, remains a challenge facing the mining industry. The U.S. Department of Interior, Bureau of Mines is conducting research, utilizing real-time acquisition of rock mechanics data, to provide mine operators the means to rapidly identify and manage potentially hazardous ground conditions. The Bureau has installed a remote monitoring network in a Colorado coal mine to record Pressures from instruments installed in the roof and pi1lars of gateroads and from transducers on shield-legs along the face. The field data are being monitored at the Denver Research Center, 150 mi from the mine. A computer at the Center analyzes the field data and generates graphic displays, which permit detailed examination of mine-wide ground conditions in real-time. For the first time, Bureau researchers are able to perform real-time monitoring and analysis of rock mechanics data while mining is in progress. The data collection and display capabilities of the system were effectively used to identify and evaluate face stability problems at the mine.

A new mode of coal transportation based on the principles of pneumatic conveying has been recently, proposed by Soo, et al. [5]. Pneumatic transport is not a novel concept and commercial experience with pneumatic pipelines for short haul distances is plentiful. The list of applications is long and includes transporting ores, chemicals and pharmaceutical products, agricultural products, and domestic and industrial wastes. The study by Soo, et al. [5] updated an earlier one [l0] and presented the most recent economic evaluation of pneumatic transportation of coal. Their preliminary study concluded that there are immediate advantages for short-distance transport (less than 100 miles) and that it is both technologically and economically feasible. That study also concludes that pneumatic transport has a higher potential and more promising profitability in long-distance applications than rail if new track and roadbed must be built. Some of the advantages of long and short distance pneumatic pipeline transport of coal compared to rail and slurry transport are: 1) Replacement of diesel fuel consumed by unit trains, as the pipeline can be powered by coal-generated electricity; 2) Reduction of the skilled-labor costs required for upgrading and maintaining railroads; 3) Elimination of signaling, rerouting and overpass costs due to increased rail traffic on' mainline trackage;

Mining camps can be divided roughly into two types-the large, opulent settlement that blooms like the rose about a strong mine in full operation; and the puny group of adobe huts, or calamina shacks, or even canvas tents flung down in the wilderness to shelter the gay pioneers of a shining prospect or the shattered survivors of a lost hope. Of the first, I know nothing; but in the second, I have spent some of my best years, and from its curious code of morals and manners, its comic hates and its unreasoning loves, its high impatience and its engulfing kindness, I have charted the narrow .and pitted path which must be trod by the woman who would success¬fully live therein.

IN these days of special legislation for the benefit of various industries one might well consider one branch of human endeavor intimately associated with engineering-that of patents and patent litigation. It is estimated that 85 per cent of all industries in the United States are based directly or indirectly on patents. Most inventors are engineers, and most patent litigation pertains to the engineering industries. It is fitting, therefore, that engineers should be vitally interested in discussing patent affairs, particularly as inventors are not a professional group, and invention is mostly a transitory phase incident to the development of specific industrial problems.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra rake for keywording and information acquisition are gratefully acknowledged. This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

In arriving at economic losses in coal mining due to accidents, a statistician is confronted with many difficulties on account of the lack of information relative to nonfatal accidents. For comparative purposes the ex¬ perience of those countries, States, or companies that keep complete records can be drawn upon and an extimate can be arrived at whereby one State can be compared with another, or one mine compared with another in the same district. Such a comparison for the United States has been compiled by the United States Bureau of Mines. It will be observed in Table 1 that the cost per ton for accidents in the State of Washington for the year 1927 is higher than for any other State, with the exception of Georgia and North Carolina, with a small combined tonnage of 130,089 tons. (The figures for coal production in Table 1 are taken from Bulletin 319, 1930, of the United States Bureau of Mines.) The reasons why the cost of accidents in Washington might be higher than the average are on account of physical conditions such as steep pitches, faults, igneous intrusions, highly explosive coal-dust, extremely friable coals, presence of gravel and water, very gassy coal beds, rugged topographic conditions, inherently bad roof and floor, thick beds, and heavy cover. The nature of the coal beds requires the use of preparation machinery. The mines are often deep, and topographic conditions are such that long and fast haul¬ age becomes necessary. All of these factors not only tend to cause high cost of production, which is manifested largely in a. lower than average daily pro¬ duction, per man, but..they.also affect to some degree a tendency toward a higher than average cost for accidents.

"Abstract Helical piles have been used as anchors and for supporting lightly loaded structures as a method of underpinning, etc in the past. Recently, helical piles are being used to support new structures because of their simple installation process using relatively light and mobile equipment. This paper presents the results of evaluation and design performed for the temporary support of existing piers during a bridge rehabilitation project.INTRODUCTIONThe helical screw foundation was invented and patented by Alexander Mitchell in England in 1833. He installed screw piles to support lighthouses in the tidal basins of England. Many applications in the earlier years in the USA were in North Carolina and in Florida to support lighthouses (in coastal plain deposits). A lighthouse of similar foundation design is still in use at Key Biscayne, Florida.In the USA, the helical piles were reintroduced as foundation elements for electrical transmission towers. Helical piles were also used for anchoring guys of self supported towers and as tie-backs for excavation support systems. Typically, helical piles are being used for supporting lightly loaded buildings and for underpinning buildings undergoing distress as a means of remediation. The helical piles are not commonly used in the transportation industry.HELICAL PILESHelical pile is a segmented deep foundation system with helical bearing plates welded to a central steel shaft. Load is transferred from the shaft to the soil through these bearing plates. Central steel shafts are available in either a square shaft (Type SS) or a round shaft (Type RS). The Type SS series are available in 38 mm to 57 mm square sizes. The Type RS series are available in 73 mm to 114 mm diameter sizes. Type SS-RS combinations are also available for compression applications in soil conditions where dense/hard soils must be penetrated with softer/loose soils above the bearing strata.The leading segment consists of a shaft with one or more helical plates that are welded to the shaft. The plates vary in diameter from 203 mm to 355.5 mm and have a thickness of 9.5 mm or 13.7 mm. Typically the plate diameter increases from the bottom of the shaft upward. A helical bearing plate or helix is one pitch of a screw thread. All helices, regardless of their diameter, have a standard 76 mm pitch. Being a true helical shape, the helices do not auger into the soil but rather screw into it with minimal soil disturbance. Helical plates are generally spaced a distance of two to three times the diameter of the plate directly below in order for them to function independently as individual bearing elements. A typical detail of helical pile is shown on Figure 1."

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

The uses for which ground talcs are suited closely depend upon their physical and chemical properties , but , in spite of this fact , little scientific investigation has been made in order to devise quick and accurate tests for the determination of these properties . The chemical properties of talc are inherent and may not be altered or modified except by selective mining or by chemical processes not practical in the present status of the industry . However , the determination of chemical properties is not so important , for most uses , as of physical properties , although sometimes certain chemical characteristics are perhaps unduly insisted upon by chemists in some industries . Physical properties are dependent both upon mineralogical characteristics and upon methods of grinding and sizing and may thus be partly changed or modified by changes in practice . There is so little known of the chemistry and physics of the various processes in which talc is used that the purchase and sale of talc is governed more by rule- of- thumb methods dependent upon individual opinion and often , prejudice , than by accurate , standard tests . This not only causes unwarranted price fluctuations , but injures both the producing and consuming industries by creating false ideas of the suitability of talc for various uses . It thus seems important that present tests be standardized and made uniform for the whole industry , and that new tests devised to fill the existing gaps .

The 1965 Lignite Symposium, the Louth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. These symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including; inspection of (1) the 200-megawatt, pulverized lignit-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glunharold mine of the Truax-Traer Coal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydroelectric Garrison Dam powerplant, near Garrison, N. Dak.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.
