'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

THE consideration of the present value of a mine is of great importance when planning for the operation of a property,, and it is particularly so in the case of mines that have large ore reserves. At various times during the past 15 years, the writer has had occasion to make rather thorough studies of the subject, and has been greatly impressed by certain important points which these studies have brought out, points which, though they may be well known, are often lost track of in the rush to obtain low mining costs and high daily tonnage output. . It is the object of this paper to present briefly, and in a general way, some of these points, and especially those which have to do with the relationship which (1) ore reserves and plant capacity, (2) grade of ore mined, and (3) ore losses in mining, bear to the present value. Present value, sometimes called present worth or actuarial value, means the value today of the future earnings of an enterprise. Great industrial, manu-facturing or railroad enterprises, if properly handled, go on indefinitely and their value is directly dependent on their estimated annual earnings. Mines, or oil properties, on the other hand, have an earning capacity only until the ore or oil is exhausted, and their present value is dependent not only on their annual earnings but also on their life, which is the length of the period over which they can produce at a profit. A mine, or an oil property, is a "wasting asset," while an estab-lished manufacturing business is not, or should not be. In other words, the present value of a mining property. represents a sum of money on which there could be paid from operating profits a determined rate of interest, say 8 per cent., and in addition an amount which, if invested at compound interest as received, would at the end of the life of the mine pay back the present value. In his "Wealth and Income of the American People," Walter Renton Ingalls says: "The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding to the life of the mine."

This paper outlines the development of small diameter grouted piling, to deal with foundation problems in difficult soils conditions and in very restricted access areas. A number of applications are outlined to show the way in which these piles have been used over the last sixteen years in Canada. PICKERING GENERATING STATION - ONTARIO HYDRO UNDERPINNING OF SCREENHOUSE - TRASH DISPOSAL AREAS Between 12th July and 29th September 1971, 40 small diameter grouted piles were installed in the screenhouse at Pickering Generating Station. Access was extremely restricted as the screenhouse had been completed and the majority of mechanical equipment had been installed. The two ends of the screenhouse had been built on granular fill which overlies till and shale bedrock and settlements had been observed which it was decided had to be halted even though the rate of subsidence had decreased. Crushing has proven to be of fundamental importance in mine mill integration at Highland Valley Copper (HVC). Highland Valley Copper has achieved large throughput and good quality control through the gyratory crushers by proper blast design and better gap control. The next step, in optimizing the mine mill relationship, is evaluating the crusher liner wear and its shape influence on performance and product size reduction. To do this a laser measurement device has been developed and data is being recorded on the concave and mantle liner wear. This paper will outline the work to date and indicate specific objectives of the work.

During the last two decades, China has expanded its iron and steel industry very quickly, from less than 100 Mt/a steel production to over 700 Mt/a. It caused big increases in both domestic iron ore production and imported iron ore quantities year by year. The mode of iron ore supply has changed from almost all domestic supply to major tonnes of imported ore plus domestic ore supply. Over 200 blast furnaces with volumes larger than 1000 m3 each have been built and put into operation. Sinter machines have been enlarged quickly. There are now 135 sinter machines with =200 m2 sintering area each. Pellet production increased from 11.94 Mt in 1999 to 210 Mt in 2011, resulting from rapidly increasing domestic concentrate supply and rapid development of the grate-kiln process. The typical ferrous burden constitution is high basicity sinter plus pellets plus lump. The pellet proportion increased and the sinter proportion decreased gradually. A lot of technical improvements, like deep bed sintering, sintering with a high ratio of limonite, composite sintering, pellet process optimisation, a high ratio of hematite in pelletisation, blast furnace operation with low-grade ferrous burdens and hazardous element control, etc have been made to enhance iron burden quality and to reduce hot metal cost. Chinese iron and steel production is expected to increase slightly in the next few years. Its overcapacity should be controlled effectively. Given the variations of iron ore supply, pellet production will keep progressing in terms of production scale and pellet quality, the sintering process will be improved further by various measures to utilise different ores efficiently, and ferrous burden constitution will be optimised continuously to realise the lowest cost of hot metal production.CITATION:Sha, Y and Wang, Z, 2013. Rock engineering has now been practised as a discipline for about50 years, and many sophisticated methods of analysis for use in rock engineering design have been developed. However, analysis is only a tool for use in engineering design, and rock masses are often so complex that realistic modelling of them, even with sophisticated methods of analysis, is impossible. At the other end of the scale, rock mass classification methods have been developed to quantify the rock mass. These ?numbers? are now widely used for assessment of stability of underground and surface excavations in rock, for the determination of rock support requirements, and for the estimation of rock mass strength and deformation properties. In considering these areas, the two concepts?design, and prediction of behaviour?will be dealt with. The discussion will be introduced by a consideration of the characteristics of the rock mass, which will highlight the variability in its properties and hence the uncertainty in the behavioural parameters. Examples of real projects will be used to illustrate the discussion.

The Olympic Dam iron-oxide copper-gold (IOCG) uranium-silver deposit is second in size only to Norilsk, the gigantic metalliferous deposit. Olympic Dam is the largest publicly declared uranium, fifth largest copper and third largest gold resource. The deposit is typified by texturally destructive brecciation and intense iron metasomatism of the Roxby Downs Granite, bedded clastic facies rocks and mafic-ultramafic dykes. The deposit contains over 100 minerals. Copper mineralisation consists of chalcopyrite, bornite and chalcocite. Uraninite, coffinite and brannerite are the dominant uranium-bearing minerals. Gold mineralisation consists of electrum, tellurides and Au-Cu alloys. Hessite is the major silver-bearing mineral. The economic minerals are disseminated throughout the breccia matrix where the average grain sizes of the Cu-sulfide, uranium, gold and silver minerals are ~50, 20, <5, <5 microns, respectively.A significant number of sampling theory-based test programs have been completed since the mid-1990s to establish sampling nomographs, select appropriate sampling (ie split versus chip and interval lengths) and sample preparation protocols, quantify the errors associated with each subsampling stage, determine the practical uncertainty limits of Olympic Dam matrix-matched standards, and identify improvement opportunities related to the ongoing assaying quality assurance / quality control (QA/QC) program. Invaluable knowledge and unexpected insights gained from sampling studies at Olympic Dam have helped to improve our understanding of the distribution of economic and deleterious elements within the Olympic Dam deposit.CITATION:Ehrig, K J and Pitard, F F, 2017. Clay shales are currently being assessed as possible host rock formations for the deep geological disposal of radioactive waste. However, one main concern is that the favourable long-term isolation properties of the intact rock mass could be negatively affected by the formation of an excavation damaged zone (EDZ) around the underground openings. The goal of this thesis was to develop and validate a mechanically-based model of the deformation and failure process of a clay shale, namely Opalinus Clay (OPA), with particular focus on the influence of anisotropy on the short-term response of circular tunnels. To achieve this goal, a hybrid continuum-discontinuum numerical approach was developed in combination with new field measurements from the Mont Terri underground research laboratory. The response of OPA during the excavation of a full-scale emplacement (FE) test tunnel was characterized by geodetic monitoring of wall displacements, radial extensometers and longitudinal inclinometers. The deformation measurements indicated strong directionality induced by the combined effect of in-situ stress field and bedding planes striking parallel to the tunnel axis, with the most severe deformation occurring in the direction approximately perpendicular to the material layering. Computer simulations were conducted using a newly-extended combined finite-discrete element method (FEM/DEM), a numerical technique which allows the explicit simulation of brittle fracturing and associated seismicity. The numerical experimentation firstly focused on the laboratory-scale analysis of failure processes (e.g., acoustic activity) in brittle rocks, and on the role of strength and modulus anisotropy in the failure behaviour of OPA in tension and compression. The fracturing behaviour of unsupported circular excavations in laminated rock masses was then analyzed under different in-situ stress conditions. Lastly, the proposed modelling methodology was applied to the aforementioned FE tunnel to obtain unique insights into the EDZ formation process around emplacement tunnels for nuclear waste. The calibrated numerical model suggested delamination along bedding planes and subsequent extensional fracturing as key mechanisms of the damage process potentially leading to buckling and spalling phenomena. Overall, the research findings are already having a direct impact on the preliminary design process of an underground repository for nuclear waste in Switzerland.

Inpit tailings disposal has been undertaken at a number of mining sites within Australia. This paper presents a brief history of the experience of inpit tailings disposal at the Marymia Gold Operation in Western Australia, including geotechnical aspects of the design. Regular monitoring of the inpit tailings disposal into the K1SE Pit at Marymia has allowed the operators of the mine to assess the performance of the tailings storage against its predicted performance during the design phase. Results of this monitoring indicated that the predicted performance was exceeded and the results have been incorporated into the design of another large inpit tailings disposal, the K1 Pit. Monitoring of tailings disposal to both the K1SE Pit and K1 Pit has allowed the mine operator to make substantial savings from inpit tailings storage when compared with above ground tailings storage facilities. The inpit method of tailings disposal at Marymia has proven to be acceptable from an environmental perspective by reducing the water resource requirements of the project, backfilling pits, which would otherwise collapse with time and eliminating the need for disturbing additional areas of mining leases, which usually accompanies construction of above ground tailings storage facilities.

INTRODUCTION Gas hydrates have considerable potential to be a major energy resource owing to their apparent abundance in Arctic regions and along continental margins throughout the world (Kvenvolden, 1988). Yet, the oil and gas industry has been slow to pursue this opportunity. The primary reasons for this are the large conventional reserve base for natural gas worldwide and the perception that gas hydrate will not be a viable resource for another twenty or thirty years. Gas hydrates are thus viewed as a potential resource for the distant future, but not a valid investment for the near term. This paper addresses both global gas markets and gas hydrate technology, and shows that the commercial development of gas hydrate could proceed rapidly enough to constitute a near-term energy resource. GLOBAL GAS MARKETS The proven worldwide reserves of conventional natural gas are truly enormous, totaling over 6,000 TCF according to BP (2004). Moreover, those reserves have nearly doubled during the past two decades and now represent 67 years of consumption at the current production rates of 80 TCF per year (Fig. 1). This reserve increase has occurred even as global production of natural gas has increased by 67% during the same two decades (Fig. 2). While declining conventional gas reserves are a concern in North America, especially in regions where established infrastructure exists to bring gas to consumers, large new discoveries continue to be made elsewhere in the world. Indeed, in many parts of the world (such as the Middle East and parts of West Africa), natural gas has been regarded as an essentially worthless byproduct of oil production or exists in stranded gas fields. Given this situation, pursuing unconventional gas resources that are inherently riskier exploration targets and more expensive to produce would appear to have little rationale from a business standpoint.

The Bureau of Mines is engaged in research to recover aluminum from kaolinitic clay and other nonbauxitic domestic resources. As part of this work, calcined Georgia kaolin was prepared by a process that prevents slime formation and makes the leached residues fast settling and easy to filter. The leaching reaction for calcined kaolinitic clay in a 5 pct stoichiometric excess of boiling 23-to 26-pct HCI was found to be zero order. Rate constants based on the weight-fraction of aluminum in the clay were found to be between 0.095 and 0.15 min-1 depending on feed preparation and leaching parameters. The mathematical relationships between aluminum extraction and time for both batch and continuous, stirred-tank operations were derived and verified experimentally.

The possible utility of selected compositions in the systems SrO-ZrO2-MgO and SrO-ZrO2-Dolomite for commercial refractory products was confirmed in this study. Specifically the compositions of interest are located in the sub-systems SrZrO3-ZrO2-MgO and SrZrO3-ZrO2-Dolomite. Both sub-systems have regions that are not affected by hydration, but the sub-system SrZrO3-ZrO2-MgO has a larger candidate compositional region. Solid state phase relations were determined for the subject systems over the temperature range 1600°C to 1300°C, with compatibility diagrams presented for each. The systems appear to show good refractory character with no apparent low melting compositions. As the compositions of commercial interest lie mostly in the higher ZrO2 portion of each system, information is presented regarding the firing treatment required to develop stabilized cubic ZrO2. A list of suggestions for further study of these systems, to further delineate the characteristics required for possible commercial utilization, is presented.

THE Caletones copper smelter of the Braden Copper Co. is in the " Teniente" mining district about SO km. (49.7 mi.) southeast of Santiago, Chile. From the seaports of San Antonio and Tralparaiso, the property is reached via the Chilean State Railway (66-in. gage) to Rancagua, whence the Braden railroad (30-in. gage) leads to the smelting plant at Caletones, 60 km. away at 5100 ft. elevation, and continues on to the mine and concentrator at Sewell, at 7000 ft. elevation, 12 km. farther into the Andes. The smelting plant was completed and put into commission in February, 1922. At the start, it smelted daily 750 tons of concentrates produced at Sewell from 10,000 tons of ore; later, its capacity was increased to 900 tons of concentrates from 12,000 tons of ore per day; and it is now being increased to 1100 tons of concentrates from 15,000 tons of ore per day. The state of stress in the region where core discing initiates has been investigated through the use of three-dimensional photoelastic models and the results of this study have been compared with those of a previous investigation of rock models. This comparison showed that discing initiates at a point of maximum shear stress, but that the magnitude of the shear stress, as determined photoelastically, is much larger than the shear strength of the rock as deter-mined from conventional triaxial testing. Moreover the shear stress required to produce discing is not constant, but depends on the applied stress field. Possible explanations for these effects are included in this article. In both exploration core drilling and overcore drilling to determine the stress in rock, occasional sections of the core obtained are broken into a series of discs.I* This discing phenomenon has been investigated in the laboratory to ascertain the state of stress required to produce it. The objective of the study was to obtain information that would make it possible to approximate the state of stress in subsurface rock from which disced cores are obtained. Referred to as the discing test, this laboratory study was conducted to determine the applied axial and radial loads required to produce discing in cylinders of rock from several sources. The dimensions of these cylinders are given in Fig. 1. Discing was produced by first applying an axial load to the cylinder and then diamond drilling the core along its axis. The radial load was then incrementally increased until discing initiated. The discs fractured or ruptured* on surfaces approximately normal to the axis of the core (planes A, B, C, D, E, Fig. 2). In many instances, the bottommost disc fractured before the drill had advanced past the points F and F', cre- ating a mush room-shaped fracture surface FEF'. Alternatively, it was also found that the same shaped fracture surface could be created by first drilling in an unloaded core to some point, say F and F', and then triaxially loading the core until fracture occurred on the plane FEF'. Jaeger and cook4 produced similar fracture surfaces in specimens subjected only to a radial biaxial load. From these laboratory studies and observations made in the field, it can be inferred that fracture or rupture initiates in the proximity of the lowest point in the kerf area, (at F and F', Fig. 2) and that the fracture or rupture surface progresses inward from this point. The experiments described above, however, do not provide any information as to the state of stress at the point at which fracture or rupture initiates. In the investigation discussed in the following sections, a three-dimensional photoelastic analysis was conducted to determine the stress distribution in the proximity of the kerf area of a triaxially loaded plastic (epoxy) cylinder containing a short section of core.

Increasing demands on quality of metallurgical grade alumina and for lower production costs led to the development of a new fluid bed calcining process. The process, jointly developed in Germany by Vereinigte Aluminium Werke A. G. and Lurgi Gesellschaften m.b.H., takes advantage of modern chemical engineering methods such as counter-current flow of combustion air and solids, direct heat-exchange between combustion air and fine solids, and near stoichiometric combustion of oil in a fluid bed. Using a two-stage Venturi-type suspension preheater for heat-recovery from combustion flue-gases, the circulating fluid bed technique with internal oil combustion at 220°F for the calcining step and a five-stage fluidized bed cooler for heat-recovery from calcines, the process gives an outstanding heat-efficiency. In a first industrial plant for 560 sh. tons/day of alumina heat consumption figures of less than 1·400 B.T.U./lb Al203 g were achieved.

"This paper discusses energy use and conservation in the primary copper industry and illustrates eco-efficiency considerations, using select examples of practices at ASARCO LLC, an integrated primary copper producer and others in the industry that promote eco-efficiency. The World Council for Sustainable Business Development first publicized the concept of eco-efficiency at the Rio Earth Summit in 1992. Eco-efficiency is a management concept linking environmental and economic performance and is aimed at generating added value for a business through, among other things, increased resource and energy conservation and reduced environmental impacts throughout the life cycle of the product or service. This concept differs from sustainable development in that focus is only on economic and environmental factors and does not include social considerations. In the metal mining and processing context, this added value can be realized by implementing practices that promote conservation of water and mineral resources, conservation of energy, minimization of waste, reduced emissions and effluents and increased recycling. The examples from the primary copper industry used to illustrate eco-efficiency considerations include: water and energy conservation in mineral processing, adoption of flash and bath smelting processes, emission reduction and process improvement associated with fire-refining, implementation of green chemistry in electrorefining, promoting product stewardship initiatives and fostering renewable energy project on disturbed mined lands.INTRODUCTION ASARCO LLC (Asarco) was organized in 1899 as the American Smelting And Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co-products. Grupo México, S.A.B. de C.V acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, molybdenum, selenium and tellurium. Asarco operates three open-pit mines and mills, two leach, solvent extraction-electrowinning (SX-EW) plants and a copper smelter in Arizona and a copper refinery in Texas."

Noise in general and drilling noise in particular have received increasing attention within the South African mining industry during the last 10?15 years. The Mine Health and Safety Committee1, during their 2003 annual summit, established two significant milestones to be met by December 2008 and December 2013. The 2008 milestone target is that of no more than ten per cent deterioration in hearing among occupationally exposed individuals, whereas the 2013 milestone target is that of less than 110 dB sound pressure levels at any place in the workplace. While these targets relate to general noise within the mining industry, it is widely believed that the most significant source of noise contributing to noise induced hearing loss (NIHL) among the underground workforce, is that of pneumatic rock drills. Data pertaining to the noise emission level of any machine is generally reported as either a sound pressure level or a sound power level of a single machine measured under free field conditions as defined in Appendix 3 of SABS-ISO 37442. However, rock drills are seldom used in isolation and underground conditions cannot be considered as free field. A methodology for the selection of rock drills on the basis of total operating cost has been developed. However, this paper focuses on the noise elements of the generic methodology and provides a model for the prediction of the composite sound pressure level and the equivalent noise exposure levels of groups of individuals from machines, used singly and in combination in an underground environment based on the sound pressure level determined according to SABS-ISO 3744 under free field conditions. The methodology includes provision for the consideration of the effect of hearing protection devices and the use of multiple machines in combination and provides an indication of the potential costs of hearing compensation.

With the steady increase of molybdenum demand worldwide and the favorable molybdenum market, many technological innovations on both process and equipment have been developed and applied in many modern molybdenum plants around the world. This paper introduces the most commonly used molybdenum flotation flowsheet, together with the introduction of the flotation chemistry. Many different types of flotation cells are used in modern moly plants, and each type of flotation cell has its own unique advantages suited for particular ore and process conditions.
