"In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

Attempts are made to evaluate the feasibility of using a water-injection cyclone for the concentration of iron ore fines. The separation characteristics of clay fines, containing large amounts of alumina and silica, from the iron values are discussed. The effects of critical variables, such as injection water rate, truncated cone diameter, spigot opening and vortex finder diameter, on the performance of a water-injection cyclone in terms of iron, alumina and silica grades; iron recoveries; and alumina and silica rejections are discussed. A set of 16 full-factorial experiments (24) was carried out to gain an understanding of the individual and interaction effects of the variables. The results indicate that classifying iron ore fines containing 63.0% iron, 2.5% alumina and 3.5% silica through a water-injection cyclone can produce concentrates with iron grades greater than 66.0% and alumina and silica contents less than 1.5% and 2.0%, respectively, at different study conditions. The achievable iron recovery values are greater than 88%, and alumina and silica rejections are more than 80% and 50%, respectively, within the specific study conditions. While the truncated cone diameter, injection water rate and spigot diameter influences the alumina rejection to a considerable extent, it is mostly influenced by the vortex finder diameter. The iron recovery and silica rejection values are mostly influenced by spigot diameter and truncated cone diameter. The effect of injection water on the concentration characteristics depend on the prevalent truncated cone diameter and spigot diameter conditions.

The intent of this paper is to make mine operators and engineers aware of parameters which affect the loading behavior of passive roof support systems. The strength of a passive roof support element alone is not a meaningful measure of support performance. Passive roof support elements and the surrounding strata act as a system, responding to changes in the physical mine environment due to the extraction of coal and associated redistribution of stresses. The load- ing of a passive roof support element is a function of the stiffness of the roof support structure; a stiffer structure will react a higher load to a converging mine roof than will a more flexible structure. If the stiffness if the support structure is not properly designed, excessive loading will result due to the displacement of the mine roof, causing premature failure of the support. Ideally, the yield strength of a passive support needs to be no greater than that required to support the dead weight of the immediate mine roof, providing the post yield characteristics of the support are compatible with the irresistible convergence of the overburden strata and the support system continues to provide this resistance after reaching its yield load. Idealized design considerations for passive roof support systems in terms load-displacement characteristics discussed. The stiffness and yield characteristics of wood concrete cribbing, as determined controlled tests in the Bureau's Roof Simulator, are compared preliminary recommendations passive roof support utilization also provided.

This thermomechanical analysis used the finite element method to investigate the behavior of crushed salt backfill in a waste disposal room situated in a salt dome repository. The first of two objectives was to determine the transient temperature rise and degree of thermomechanical consolidation that occur in the backfill as a function of drillhole depths. The second objective involved the evaluation of closure due to salt creep of unlined emplacement drillholes and the determination of pressure on steel sleeve liners in the drillholes should liners become necessary for canister retrieval. The retrievability period was considered to extend for 25 years after waste emplacement. The canisters were assumed to contain ten-year old high level waste with a thermal output of 4.3 kW at the time of emplacement.

Dr David Greenwood opened the first technical session of the conference by highlighting the diverse nature of the papers in this session but drawing attention to the common theme that each solved a particular problem. PAPER 1.1 Tony Elliott introduced his paper on deep mix-in-place soil/cement stabilisation by stressing its simplicity. The engineering solution adopted at Elland was detailed in his paper and had formed the key to success of the project. The process itself is not widely used or known in the UK, although it has the potential to achieve significant benefits, subject to proper engineering control being exercised. It was explained that although the concept was not new, development of the technique for soil modification was relatively recent. The alternatives to mechanical mixing are injection, which is very dependent on soil type, site geometry, etc, and jet grouting; both processes are soil-responsive, and not easily monitored or programmed, difficulties which can largely be overcome by mixing. To achieve this at depths to say 30m requires high-powered, high torque machines and has resulted in significant equipment development.

A rotating disc of precipitant zinc in a single stage flow reactor was used to study the effects of deposit mass on the reaction kinetics of copper cementing on to zinc from dilute aqueous solutions.The reaction rate is controlled by external mass transport and the mass transfer coefficient (relative to the original precipitant area) is dependent on the quantity of deposit present. For deposit masses up to about 0·3 mg/cm2 the mass transfer coefficient (first order rate constant) is that expected for the counter-diffusion of reactant and product cations through a laminar boundary layer to a smooth rotating disc. For depositmasses from 0·3 mg/cm2 to about 5 mg/cm2, the mass transfer coefficient increases significantly with deposit mass. For deposit masses greater than 5 mg/cm2 and at least up to 12 mg/cm2, the mass transfer coefficient has again a constant value which is some four to seven times the initial ("deposit free") value. The rate constant for the entire range of deposit masses studied (0 to 12 mg/cm2 ) can be expressed empirically as a cumulative normal distribution of the logarithm of the deposit mass.The enhancement in the mass transfer coefficient for deposit masses greater than 5 mg/cm2 relative to the initial mass transfer coefficient depends on the local operating conditions and increases with increasing disc rotational speed. This enhancement is, however, independent of the previous history of reaction rates.

Recently more and more attentions are paid to high pressure hydrogen quenching (HPHQ) for its advantages such as environmental friendliness, low distortion, etc, compared to oil and water quenching. In HPHQ process, heat transfer coefficient (HTC) usually varies from part surface to surface because of the intense variation of gas velocity around the part. This article studies the effect of HTC distribution on part distortion after HPHQ and shows that finite element simulations considering HTC distribution predict different distortion from these without considering HTC distribution. It is also pointed out in this article that HTC distribution can be optimized by adjusting part orientation and HPHQ condition so that part distortion is minimized.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

The decreasing availability of land in urban areas, and the increasing demand for urban development is leading to the construction of taller and heavier buildings at increasingly marginal sites. Such structures usually require founding at depth and modern construction methods are making the economics of piled foundations ever more attractive (Salgado, 1995). However, the urban environment is not suited to pile driving. Conventional dynamic installation techniques (i.e. drop hammer or vibro-piling) induce vibrations and settlement in a zone close to the pile, and cause noise and dust pollution. Damage to existing structures resulting from pile driving vibrations is not uncommon (Tomlinson, 1986).

Understanding the interaction between rock bolts and underground rock movement is critical for safe and cost effective underground excavation design. Although early research on this subject involved a balance of theoretical analysis and field measurement, recent work has been heavily focused on analytical and numerical studies. This paper describes technologies that have the potential to redress the balance through instrumentation of rock bolts deployed under routine operating conditions in underground mines. Two new products are presented in this paper. Firstly the U-cell coupler is a load cell device that can be routinely coupled to the threaded end of a bolt prior to installation. It measures the ?series? load at the head of the bolt. Secondly, the d-REBAR involves an array of small-diameter, long-base length displacement sensors recessed into grooves along the entire length of the bolt. Both new instruments are interfaced with on-board digital signal conditioning and telemetry. Methodologies for the deployment of the new instrumentation and guidelines are presented for the interpretation of results based on data obtained from field trials. Successful field installations demonstrate the viability and practicality of these new technologies and, moreover, provide important insight in to rock bolt/rock mass interaction.

This report describes the preparation characteristics of the significant coalbeds in Harrison County, W. Va. It is one in a series of Federal Bureau of Mines reports planned to determine coals suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 6.5 million tons of coal was produced in Harrison County, W. Va., in 1958, of which over 3.7 million tons was cleaned mechanically in seven preparation plants. All of the coal cleaned was from the Pittsburgh bed. It has been estimated that more than 1,816 million tons of coal remains in the county in beds 12 inches or more thick. The Pittsburgh and Redstone beds were selected by the Bureau for a study based on current production rates and estimated minable reserves. Sample locations were selected following a study of the literature, conferences with mining engineers and mining company officials in the field, and examination of the available sites. Six samples were collected from the Pittsburgh bed, and three samples came from the Redstone bed, Float-and-sink tests of the samples collected from the Pittsburgh and Redstone beds showed that neither coal could be upgraded to a metallurgical fuel under the standards set up for this study, even after intensive preparation. Finer crushing of the samples moderately increased the yields and slightly reduced both the ash and the sulfur contents in the 1.30-specific-gravity float fractions. Finer crushing slightly decreased the yields in the 1.58-specific-gravity float fractions, whereas it reduced the sulfur content 0.11 percent for the Redstone sample and 0.46 for the Pittsburgh sample.

During the mining course, when the roof above coal seams is constituted by thick and hard sandstone (conglomerate), sudden roof movements often take place with great force and de¬struction which is the biggest danger to the safety and production. Such sever movements of the roof in mining directly relate to the rock mechanical properties which are the main fac¬tors that influences the regularity of hard roof movement and its destruction form. A significient work and important technical way for applying rock mechanics into mining en¬gineering is studying the rock mechanics of the hard roof and altering some of the rock me¬chanic parameters which induce the improvement of the rock properties in order to efficiently control the movement of the hard roof.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. In order to evaluate the relationships between weathering and durability and strength of rock samples from the Goathill North rock pile at the Molycorp Questa mine, NM, we conducted slake durability and point load tests. Slake durability index (ID2) values ranged from 84 to 98%. Point load strength index (Is50) averaged for all rock units ranged from 1.1 to 5.7 MPa. Results show a slight positive trend between ID2 and paste pH. Two populations of data are distinguishable when ID2 is plotted versus the percentages of chlorite, illite and internal friction angle. In general, Is50 values increase toward the interior of the rock pile. Preliminary conclusions indicate that the durability and strength of the rock pile material generally increase toward the interior of the rock pile. Pre-rock pile alteration and post-rock pile weathering history have affected the durability of the GHN rock pile samples.

A study of the swelling behaviour of a single batch of high-grade iron ore pellets during hydrogen reduction in a fixed bed showed that the extent of swelling is governed by the nucleation and growth of crystalline iron protuberances from the wüstite grains. Over the reduction temperature range 650 to 1000°C, it was found that substantial degrees of swelling can occur at temperatures in excess of 850°C, and significant variations in the swelling behaviour of individual pellets from different bed levels are observed under these conditions.The results are discussed in terms of a recent swelling theory and shown to be in general agreement.
