The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

Fragmentation is an important factor for improving downstream processes in mine operations. Six trials have been conducted at the Aitik copper mine to investigate the effect of ultra-short inter-hole delay times, i.e. smaller than 1 ms/m of burden, on fragmentation. Swelling, MWD data, and crusher efficiency were also evaluated for trials. According to the results, the effect of examined short inter-hole delay times, i.e. 0.14 to 0.86 ms/m of burden, on fragmentation was found to be marginal. Delay time of 0.43 ms/m of burden resulted in slightly finer fragmentation and larger swell; however, the effect of short delays was overshadowed by the effect of small variations in specific charge.

At the request of the Idaho Congressional Delegation, the U.S. Bureau of Mines Western Field Operations Center investigated the mineral resources of the 140,000-acre Red Mountain roadless area, located northeast of Lowman, in central Idaho. The area includes U.S. Forest Service Red Mountain RARE II area (4-063). The highly mineralized road less area is underlain mainly by granitic rocks which are transected by a northeast-trending fault system. Associated with the granitic rocks and fault system are gold and black sand mineral resources. At least 1,395 ounces of gold and 858 ounces of silver have been recovered from six lode and placer mines within the roadless area. A total of 525 tons of columbium-tantalum, 2,049 tons of euxenite, 83.5 tons of columbite, and 54,862 tons of ilmenite concentrates have been produced from a nearby black sand mineral placer. Mine workings and facilities in the roadless area consist of two dismantled mills, 15 open and caved underground excavations totaling about 2,900 ft of workings, seven large pits and quarries, over 166 smaller dozer-and hand-dug prospect pits and trenches, and in excess of 66 drill holes. The mineralized sites in the roadless area are covered by about 690 current (1992) mining claims. About 130 individuals are holding the claims. Also within the roadless area are four patented lode mining claims. Twenty-five of the 54 mineralized sites identified during the study of the roadless area have, or likely have, mineral resources. One has gold and three have black sand mineral resources that are marginal or subeconomic. There also are two hot springs with thermal water resources, some veins that could be sources of decorative quartz, and dimension stone which was quarried in the past and could be again.

In order to deliver a quality shotcrete and concrete product underground for the extensions to the Cullinan Diamond Mine operations it was decided to develop a new, simpler concrete product to meet underground support requirements. The aim was to develop a concrete product that not only reduced costs but also met the performance criteria of the current range of concrete products used on Cullinan Diamond Mine, a 25, 45 and 60 MPa concrete and a fibre reinforced wet shotcrete. The concrete product batching and delivery system was to be from surface as opposed to the current underground batching systems. The operational principle was to include an automated surface batching plant with delivery of the concrete product to a borehole containing suspended pipelines delivering to an underground storage facility from where the product is delivered to the working area by further pumping or agicars. A series of stemming confinement tests were conducted at a test site near Vernal, Utah. The purpose of the study was to determine the relative performance of various stemming enhancement “plugs”, stem types and loading configurations. The stemming performance was quantified in terms of: . Stem confinement time . Stem ejection velocity . Ground swell velocity . Ground vibration . Air blast . Crater formation Of primary interest was the performance of a new spherical stemming enhancement plug. The initial findings indicate that the hard plastic spheres improved blast performance when used appropriately. Their ability to improve blast performance is reduced when used in over confined or severely underconfined conditions. The study also evaluated the effects of air decking on stemming confinement and explosive performance.

Froth flotation is one of the most widely used and effective processes for mineral benefication. First introduced in 1911, flotation technology has seen many developments over the past 80-plus years. Innovations in reagent chemistry, equipment design, process analysis and process control have given design and plant engineers a powerful set of "tools" for process optimization. However, it does not follow that all flotation systems are optimized. As Klimpel observes: "The problem with the industrial flotation process is that it is relatively easy to get reasonable results, and relatively difficult to get excellent results." Klimpel [1988] While reasonable was sufficient in the past. competitive forces will make excellent necessary in the future. Judging by the activities in many Canadian plants this transition is already underway.

THE petroleum engineers have the conference habit. They drop in, thresh things over, and drop out. No time is wasted. So it was at the Fort Worth meeting of the Petroleum Division, Thursday and Friday, Oct. 8 and 9; headquarters, Blackstone Hotel. Associate Chairman Albertson arrived the morning of the 7th, to tie in any loose ends of the technical program. S. M. Greenidge, chairman of the local committee, checked the arrangements with his committeemen at a luncheon that noon. By mid-afternoon the next day's attendance was anybody's guess-there were no noses to count. But when the gavel sounded Thursday morning 175 members and guests were present, also the official A.I.M.E. party consisting of President Lovejoy, Secretary Parsons, and George Otis Smith. Shortly after adjournment Friday afternoon all but a handful had vamoosed, lit out, disap¬peared. But, in the meantime, it was a grand conference, attendance maximum every session, and the discussion fast and furious. The discussion came from all over the floor, sometimes as good-natured sniping, sometimes in long volleys that were almost fatal to the reporter. Everyone knew his subject and few there were who had nothing to say.

Although the Mt Charlotte gold resource was discovered in 1893, it was only in 1954 that geologists correctly interpreted drill data and defined a large low-grade orebody. The mine has been a large, low-cost and profitable producer since 1962 when bulk mining commenced using cut and fill. From 1968 a combination of long hole open stoping with delayed mass blasting was used. This proved to be an excellent mining method for the large, separate subvertical orebodies. The structured but otherwise good quality rock allowed very large stopes to stand unsupported. Exceptionally large equipment, for its time, was used to efficiently mine, muck and move the ore at low-cost. The mine only just survived severe cost pressures in 1974-76, due to very low gold prices. Better gold prices in 1979 and a need to access deeper ore meant a bold commitment to sink the Cassidy Shaft and refurbish the mine to sustain future profitability. In 1997 the Sam Pearce Decline connected to the underground workings, making it profitable to mine upper level remnant ore. Mining-induced seismicity has been a feature of mining at Mt Charlotte. The main cause has been shearing on structures. A mine-wide seismic system was installed in 1994. Large seismic events have occasionally made management question whether a safe working environment can be maintained. Thorough investigations led to an understanding of the problem and development of procedures to minimise seismicity.

Explosionproof electrical enclosures for coal mine face equipment have been of the same basic design for many years without significant change. Characteristics for potential improvement were investigated through interviews, visits to mines and studies. Improved safety, health and productivity were the goals. Areas identified for improvement included rapid venting of pressure build-up due to an internal explosion, quick and easy entry or removal of cable entrances, and a quick and easy cover removal for rapid component access. Concepts were identified and evaluated, and the more promising devices were fabricated and tested. Encouraging results from initial tests led to further design refinement and establishment of design guidelines. These design guidelines for a pressure vent and for an elastomeric grommet type cable entry are described along with the testing used. An application for an experimental permit was requested from MSHA. After test and evaluation experimental permit #396 for evaluation in an underground coal mine was granted.

This User's Manual, extracted from information contained in the Final Report for the above referenced project, outlines test procedures to measure the braking capabilities of underground non-coal rubber-tired mining equipment. Methods to interpret test results, recommendations for safe braking capabilities, and basic techniques to improve braking systems and road surfaces are also discussed. Possible applications for runaway vehicle protective devices other than braking systems are reviewed. Also included is a listing of mining equipment and brake component manufacturers who supply the majority of equipment to the United States non-coal mining industry. In conjunction with this list of manufacturers, a general tabulation of brake related specifications appears for vehicles observed during stopping tests conducted underground.

Characteristics of metal/non metal mines were evaluated to determine the suitability of applying the U.S. Bureau of Mines electromagnetic location system to the problem of locating trapped mines in metal/non metal mines. Statistical distributions of mine depths and overburden conductivities show that the existing USBM EM system is inadequate for most metal/non metal mines. Alternate approaches to trapped miner location in deep mines were identified and subsequent field tests were conducted at six (6) mines to evaluate their feasibility. The approach considered to be the most promising is one which utilizes the existing manpack transmitting system, modified slightly for a dual frequency output, in conjunction with a sophisticated signal processing receiver on the surface. The main advantage of staying with a "through the earth" approach is that the underground equipment can be kept simple, easily maintained, light-weight and inexpensive.

Regular monitoring of surface deformation over mine sites is important for providing updated information to managers regarding geotechnical risks related to ground instabilities. This is particularly true in cases where unexpected or accelerating movement patterns are observed, as these trends may have implications related to worker safety within active mining environments, as well as continuity of ongoing operations. InSAR is an active remote sensing technique that uses radar satellite imagery to precisely measure ground movement. This technology has started to become a standard tool for monitoring surface stability in many different sectors, including underground and open pit/cut mining applications. In recent years the launch of satellites that collect radar imagery on a more frequent basis, coupled with advances in InSAR processing techniques, has improved both the extent to which movement patterns typical of mining operations can be characterized and the temporal scale on which results can be reported to geotechnical departments. As a result of these developments, InSAR monitoring can now better meet the operational needs of mine sites. An overview of the more recently launched satellites that have a particular relevance to the monitoring of mines is provided, along with an explanation of the InSAR tools that are the most valuable to mine managers and geotechnical engineers. First, broad differences between high resolution X-band imagery and low resolution (but freely available) Sentinel imagery are discussed. Second, the various InSAR tools and their particular applications for different types of mine sites and operations are covered, which include fast delivery deformation maps for short-term reporting, multi-interferometric algorithms for longer-term analyses and rapid movement tracking (RMT) for emergency monitoring or high-risk situations. The ability of the technology to resolve 2D and 3D movement is also touched upon. Practical examples of InSAR application over a variety of mine sites will be presented, as well as surrounding hazards including landslides, to illustrate how InSAR can help provide geotechnical engineers with a picture of surface stability over the full mine site and surrounding areas to help manage risk. Test equipment has been developed to record automatically both the displacement of the pile head and the load applied during a conventional maintained load pile test. Some systems also have, in addition, been fitted with the facility for maintaining the applied load, as set by the operator, at very constant levels. The advantages are both commercial and technical, but a well trained operator has to be in attendance to control the test. Since typical test specifications in the UK require more than 19 hours to complete, it became inevitable that at least one equipment operator remained on site to expedite the test for its duration. Although electronic measurement and data logging of load tests may be more safe than previous direct observation of dial gauges. A single person remaining on a construction site alone is not to be recommended, even if they are just supervising the test. Further development of the testing system produced equipment which will perform the entire test specification as required without operator intervention. To achieve this, full automation is employed. The patented method particularly addresses the safety requirements and by using additional sensors, detects any uncharacteristic behaviour of the pile under test or of the reaction system and the equipment takes appropriate action in a controlled and safe manner. The quality of test data returned from these automated systems is a key element when analysing pile behaviour with models such as CEMSOLVE? and TIMESETTM. These analysis methods often indicate ground disturbance resulting from installation technique and have allowed pile design to be optimised using actual field data rather than theoretical considerations alone. An additional feature is remote access, this allows the data recorded to be transferred and the progress of the test to be viewed from practically any location. This permits experts to view the data 'live' and allows rapid diagnosis of any problems with the expected pile behaviour.

Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. Previous results from the sampler ratification process (of the interleaved sampling design) were reanalysed, a physical inspection was carried out on the sampling system again, and the sampler performance was monitored (quality control parameters) for the period. From these investigations, it was found that airflows inside the Vezin introduced the sampling bias. A change in sampling protocol was introduced, as well as certain physical changes to the sampling equipment, to eliminate the airflow and thus the bias conditions significantly. The accounting period that followed the phased upgrading process showed that the accounting between the smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below 5% relative to theoretical stock). Uranium activity has introduced a comparatively new hazard to United States mining. In addition to the hazards common to all mines, uranium mines have a complex health problem of radiation damage. Like many new processes, radiation and nuclear energy can be made to serve man in many useful ways when properly understood and handled; but, like fire, gases, and electricity, their potential dangers must be known and respected, and appropriate precautions must be taken or death may result. Since 1950 the Public Health Service has been conducting basic investigations on exposure to radon and its daughter products and the effect of exposure upon the health of miners in uranium mines of the Western States. The Bureau of Mines assisted in several of these investigations, especially in mines on Indian lands. The studies have shown that a serious health hazard exists from radioactive exposure that might cause lung cancer if continued over a number of years. The Public Health Service report, Control of Radon and Daughters in Uranium Mines and Calculations on Biologic Effects,6/ shows that 55 percent of the uranium mines employing 64 percent of the miners had atmospheric concentrations more than five times the working level now accepted as reasonably safe for industrial exposures. Extensive control measures are necessary to reduce these concentrations to the suggested working level of less than 300 micromicrocuries of total radon daughter products per liter of air.
