The Bureau of Mines has developed a portable flammable gas detecting system for estimating the flammable gas concentrations in a mine containing one or more combustible gases at concentrations up to 100 vol pct. With this portable detecting system, mine rescue or recovery personnel can quickly determine if they are working in a potentially explosive gas atmosphere and either leave the area or make appropriate changes in the fresh air ventilation of the mine to render the area safe. The detecting system uses a commercial, intrinsically safe, flammable gas detector with a range from 0 to 5 vol pct methane (CH4). The flammable gas detector has a catalytic heat-of-combustion sensor that can detect all flammable gases that would be encountered in a mine including methane (CH4), ethane (C2H6), carbon monoxide (CO), and hydrogen (H2). To determine the mine gas concentration, the rescue worker dilutes a sample with fresh air carried within the detecting system. The concentration of the diluted sample is then measured with the permissable flammable gas detector. The actual mine gas concentration is calculated from the product of the indicated diluted gas concentration and the system dilution ratio using a pocket calculator or the nomograph on the side of the unit.

Tunnel construction on the Brightwater Conveyance System?s East and Central contracts required ground modifications of the existing site soils, comprised of sandy alluvium to very dense glacial till, to assist with both hand-mined and TBM tunneling operations at vertical access shafts. The ground modification program was completed with a modified double fluid jet grouting system to construct continuous overlapping soilcrete columns to depths up to 94-ft below existing grade. This paper presents the sequence and methodology for the ground modification work and capabilities of jet grouting for structural support and groundwater control in the challenging soil profile present at the Brightwater Conveyance System Project.

Tungsten metal, chemically equivalent to commercial grade, is produced by electrolysis of impure tungsten compounds or scheelite in an alkali, phosphate or borate electrolyte. A preliminary investigation of fused-bath electrolysis shows the effect of electrolyte composition, temperature, and current density on current efficiency, yield, crystal structure, and purity of product. Experiments show that tungsten can be electrowon from scheelite in a fused alkali, phosphate, or borate bath with similar results. Studies on electrolyte composition show that the addition of sodium chloride is essential to both electrolytes in treating scheelite. Although its main function is to react with or flux the CaO, it also increases the bath fluidity. Temperature studies revealed optimum ranges between 900° and 1,100° C.; 900° C. proved satisfactory for tungsten trioxide, and 950° to 1,050° C. for scheelite. Current efficiencies were satisfactory for all current densities ranging from 10 to 57 a./dm.2. Yields were 400 to 650 g./kw.-hr. over the same current-density range. Crystal size and purity of the product are functions of temperature, current density, and amount of impurities in the electrolyte. Deposited crystals vary in shape from spherical grains to clusters of dendritic hexagonal needles, and in size from smaller than 35 to 570 microns. The purity of the tungsten metal produced ranges from 99.7 to 99.94 percent.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. First of all I would like to outline the Association of Professional Engineers, Scientists and Managers, Australia(APESMA).

Quantifying the performance of a comminution circuit relative to the potential that can be achieved is a standard requirement in justifying operating practice (the stick) and seeking operational upside (the carrot). Historic measures tend to focus on performance relative to laboratory design tests that provide a direct measure of specific grinding energy, such as the Bond Work index; or use dropweight breakage tests calibrated to a substantial database of operating sites, such as the SMC methodology. Although of value, such approaches are flawed in significant aspects. The assumption is that the laboratory prediction is correct and the single sample it is based on is representative. The database benchmarking methods are, by definition, locked into current average operating practice. These approaches do not illuminate upside; can ‘punish’ operations that are actually more efficient, such as grinding finer than standard operation; and reward poor operation that may comfortably produce a coarser grind than optimal for recovery or excess slimes that reduce recovery and increase water consumption and tailings volume. The authors present a set of established and easily applied measures, that draw together daily operation, highlight areas of opportunity and inefficiency, use simple samples and data, and can be used to provide the ‘size of the prize’ in pursuing specific areas of process improvement. These tools include size specific energy (SSE), overall operating effectiveness (OEE) which includes product quality, theory of constraints, and links this to the end objective – maximising the efficient production of valuable metals. Feeds into objective function driven by economics – financial return, energy, environment.

Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.

Mill tailings, containing iron sulphides in particular, pose an environmental concern since they constitute a potential source of acid mine drainage which can damage vegetation, harm soil and living organisms, and contaminate groundwaters. Proper disposal of acid generating tailings is therefore an important issue that must be addressed and resolved in a satisfactory manner. Placer Dome Canada operates a 4000 t/d gold cyanidation facility at Musselwhite mine, in northwestern Ontario, where the mill tailings have been classified as acid generating. This study was conducted to explore the effectiveness of froth flotation in removing the sulphide minerals from these tailings and producing a low-sulphur, non-acid generating material that could serve as a capping material for previously deposited tailings. Laboratory semi-batch flotation tests were carried out in accordance with an experimental design procedure, and a computer simulation program was developed to facilitate the evaluation of flotation performance. In this investigation, pH, collector concentration, and airflow rate were considered as the relevant flotation variables, and their effects were examined both experimentally and by simulation. Results have demonstrated that flotation can successfully desulphurize the Musselwhite mine tailings and render them non-acid generating.

The subject of bearing pile performance installed by vibratory hammers has been a matter of increasing study and continued controversy. A recent case study from a major bridge replacement project is discussed which provides encouraging data on the use of vibratory pile hammers as a primary means of pile installation and also presents the problems associated with its general acceptance. The bridge project case study foundations consisted of HP 14 x 89 pile sections, designed to develop capacity primarily in friction. Preliminary tip elevations were determined by traditional static analyses. Production pile installation was performed using an IHC S-70 Hydro-Hammer. Driving criteria and final production pile tip elevations were determined after preliminary indicator pile drive tests and static load test results at bridge pier cofferdam locations. Based on impact driven production pile performance, the Contractor wished to investigate vibratory driven piles as a means to accelerate construction schedule. Dynamic pile testing procedures were used as the primary measurement tool and test results were compared to the production pile drive records and prior static load tests. Field testing consisted of driving and monitoring with the PDA impact driven piles to the design tip elevation. Three vibratory driven piles were installed to the same tip elevation and immediately subjected to impact driving and dynamic testing to compare dynamic pile resistance. The results indicated that the site soil conditions were favorable for vibratory pile hammer installation. Recommendations and procedures for proceeding with vibratory hammer pile installation were presented to the Owner. These procedures included quality control in conformance with latest AASHTO recommendations. The Owner, in spite of the site specific data base and QA/QC procedures, would not accept vibratory pile hammer installation, due to the absence of precedence. It is concluded that for vibratory methods to become accepted a rational method of analysis, design and field QA/QC procedures requires development. In addition, the engineering community and Owners/Agencies must be more open to alternate methods of foundation construction. The continued development of dynamic methods of monitoring vibratory pile installation is considered to be key to the general acceptance of this installation procedure.

As part of an effort to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California, the Bureau of Mines conducted investigations at the old Badger Hill placer mine in Nevada County, Calif., to collect data and information regarding drilling and sampling methods and deposit characteristics. Sampling studies involved the collection and processing of 400 tons of large-and small-volume samples from drill holes, underground workings, surface pits, and blasthole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicated that the bulk of the gold is within 40 feet of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of truck-mounted rotary, buckett and vibratory drills, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel..

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

The probability of detachment of quartz particles from air bubbles during bubble oscillations was investigated by means of a vibration method. Theoretical calculations of the detachment force based on the work of Nutt and Schulze for a single spherical particle show a correlation with the experimental results described. However, the forces that were determined experimentally were considerably lower than the theoretically derived values. Some of the factors which were expected to affect the probability of detachment, such as particle size, bubble size, collector concentration and vibrational acceleration, were also investigated

Wireless electronic blasting systems are a new technology that enable truly wireless initiation through rock, air and water. This is achieved using low frequency magnetic induction waves to wirelessly send a firing command to groups of in-hole primers. Fully wireless initiation not only removes the limitations imposed by a wired connection to each primer in a blast, but also enables users to alter the paradigm of conventional mining techniques to advance operational productivity and reduce personnel exposure to high-risk activities. While initially deployed in underground applications, wireless electronic blasting is now being used in the open cut environment. To capture the early impacts in surface mining operations, case studies conducted at three surface mines evaluated blasts utilizing a wireless electronic blasting system against baseline blasts using conventional, wired initiation systems. The purpose of this paper is to outline the specific learnings associated with wireless electronic blasting in surface mining to date. The paper will include references to these specific case studies as well as benefits realized and applications for the future.

"Mine decommissioning is the final phase in a mining project. Planning for decommissioning must commence for a proposed mine even before the government approves it. Queensland mining approvals require proponents to commit to completion (or closure) criteria defining successful rehabilitation. Queensland mining project statutory environmental authorities must also specify how progressive rehabilitation is to occur throughout the mining project. Final landforms with graded banks together with creek and run-off diversions are often required and constructed early in the life of a mining project. At closure, mining projects must demonstrate that future medium-term risks are not significant, or failing this, a residual risk financial payment must be made to the state. CSIRO climate change projections indicate that Queensland is likely to become warmer this century with less rainfall in parts and with extreme rainfall events likely to occur more frequently. This project was undertaken to?determine: if current rehabilitation planning tools assist in determining the environmental risks from mining closure not adequately addressing climate change if these risks are addressed by current rehabilitation outcomes.The north-west Queensland mining region and the central Queensland coalfields were represented in this project by five study sites. Local data sets for temperature, rainfall and rainfall intensity were produced using conservative greenhouse gas emission scenarios representing likely future atmospheres, and using the SimCLIM climate model, Evaporation data sets were also derived from available climate parameters. These projected climate variables supported equations and models used in Queensland to determine mining project rehabilitation completion criteria. Storm intensities and return intervals were directly applied to assess the likelihood of failure of engineered structures such as stormwater diversions and banks. Plant cover change determined by an existing growth model together with rainfall intensity and changes in the R and C factors of the universal soil loss equation (USLE) erosion model enabled estimates of long-term erosion rates. Flood estimates were undertaken using regional rated catchments.The study found that stormwater diversions and banks on recontoured rehabilitated landforms, if constructed to currently accepted completion criteria, would likely fail within 30 years and with the likelihood of failure steadily increasing thereafter. The change in likelihood of failure was able to be estimated and could be applied to the determination of residual environmental risk for approval of a surrender application involving rehabilitation. The USLE model showed that long-term erosion rates increased as a consequence of climate change from north to south across the Queensland mining precincts. Because the growth model did not consider carbon dioxide fertilisation affects, results would likely be worse-case.Likely climate change outcomes have consequential residual environmental risks of mining project rehabilitation failure. This increased risk may result in increased payments to the state from mining projects where high consequences exist. It has been demonstrated that all the cadmium from spent batteries, typically 4 g per battery, can be recovered by burning polyvinyl chloride waste to yield hydrogen chloride; this reacts to produce volatile calcium chloride, which can then be condensed and collected in a separate reactor. Alternatively, chlorine may be used to chlorinate the cadmium with equal efficiency. There is also a prospect of using very low concentrations of these gases, less than 1%, to effect the separation. The Cd was recovered more quickly when exposed to sustained, controlled flow rates of chlorinating gases, whereas when PVC was burnt most of the gas was produced in a very short time, not allowing complete reaction. This problem can be overcome by recirculation of the gas into the reactor. The technology is efficient and clean and the equipment used is simple, enhancing the prospects for a pilot-scale version of the process

Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

The principal causes of unstable boreholes* have been known for many years. For example, in a paper published in 1938, Halbouty and Kaldenbachl listed nearly all the classes of troublesome shales that we know today. Much progress has been made since then, but we still have difficulty in identifying the cause of hole problems and consequently in selecting the right technique for combatting them. This subject was discussed at length by Kelly2 in a recent paper and much valuable information was provided. In the Shell Laboratory it was felt that there was a need for a better understanding of the basic mechanisms underlying the various forms of hole instability, and accordingly, a study was undertaken. This entailed reviewing the physics and chemistry of shales, developing tests for characterizing shales, and constructing a model to study borehole stability. Full simulation of underground conditions was not attempted; for example, we used reconstituted shale specimens, and often simple solutions or suspensions rather than practical drilling muds. Such procedures are necessary in order to establish mechanisms, but caution must be exercised in applying the results to the more complex conditions in the field. Part I — Compaction Swelling and Dispersion of Shales Compaction of Sediments Shales are formed by the compaction of sediments. Water is expressed as sediments are buried by subsequent layers, and the degree of compaction is proportional to the depth of burial, provided the water is able to escape easily to permeable formations. The younger sediments, when recovered at the surface, soften and disperse when mixed with water; the older shales have undergone diagenesis (alteration of the clay minerals, secondary cementation, etc.), and remain hard and unaffected by water. In this paper we shall apply the term "shale", as the drilling engineer does, to everything from clays, which are highly reactive to water, to completely lithified materials such as claystones and slates, which are completely inert. However, because these materials behave quite differently when encountered in the drilling well, it is desirable to develop a simple means of characterizing them. The feature that distinguishes the various shales is their dispersibility in water —soft clays disperse readily, harder shales disperse slowly when agitated, the lithified materials will not disperse at all unless milled. In the dispersibility test used in our study, a weighed amount of dry shale particles in the 12-to-100-mesh-size range was placed in a tube filled with distilled water and allowed to soak for 16 hours. Introduction Argyle is located in the Kimberley region in northwest Australia (Fig. 1). It is a significant diamond discovery by world standards and is the first major diamond find in Australia. The deposit consists of a pipe and associated alluvial deposits. Before the 1970s, diamonds were known to exist only sporadically in Australia. They have been found occasionally in association with gold deposits in Western Australia. There is a small deposit near Copeton in New South Wales. Some alluvial occurrences have also been found in Victoria, South Australia, and New South Wales. The first indicator minerals in the Kimberley region of Western Australia were discovered in January 1973. Production from the alluvial deposits at Argyle began in 1983. A $430-million construction program to develop a mine and treatment plant capable of producing 25 million carats per year was completed in December (1 carat = 0.2 grams). Ownership and management Participants in the project are known as the Argyle Diamond Mines Joint Venture. The group consists of CRA Ltd., 56.8%; Ashton Mining Ltd., 38.2%; and the Western Australian Diamond Trust (formerly Northern Mining Corp.), 5%. The project is managed by Argyle Diamond Mines Pty. Ltd., a wholly-owned subsidiary of CRA. Marketing is undertaken separately by the Western Australian Diamond Trust and by Argyle Diamond Sales Ltd. (for CRA and Ashton Mining groups). History Ownership of the Exploration Joint Venture has changed over the last 12 years as various parties changed their shareholdings. The original Kalumburu Joint Venture was formed in 1972 with five participants, each holding a 20% interest. By 1983, a number of ownership changes had occurred. The end result is that two original participants have sold out. CRA now holds a 56.8% share and the Ashton Mining Group holds 38.2%. CRA also assumed project management in January 1977. Table 1 demonstrates the long lead times involved in developing a project.
