In the Santa Eulalia mining district, Chihuahua, Mexico, the main mineral zone occurs in a gently warped dome with simple associated structures and contains orebodies distributed through a vertical range of over 900 m. The stratigraphy of 1945 m of geologic column is described and an abrupt shrinkage is documented in the volume of limestones immediately associated with large orebodies. Termed collapse, this shrinkage occurred during the course of mineralization. Contacts of limestone with igneous sills, and 366 m of fossiliferous limestone beds, particularly the main fossil bed, have been important localizers of ore-bodies. Up-dip gravitational controls may have been important. Fractures have exerted only local controls and over short distances. Thrust zones have displaced diabase sills and in turn have been intruded by upper members of a group of rhyolite porphyry sills. Mineralizers were related to the rhyolite porphyry, and ore has been introduced to the limestone where certain sills lie between the displaced segments of diabase and have been cut by north-south fissures. Speculations are raised that fields of unreleased strain may have influenced orebody locations; the district's zoning pattern may be a reflection of the filtering effects of large volumes of limestone; and that metal-rich brines mobilized by or incorporated within the invading porphyry might be the source of the mineralizers. PRODUCTION AND LOCATION The Santa Eulalia district has a production record approaching or exceeding 35 million tons of silver-lead-zinc ore from replacement bodies in limestone. In operation since the first years of the 17001s, production has been confined to two intensely mineralized areas separated by 2 km of barren limestone, the West Camp and the East Camp. Probably 50% has been mined since 1908, with over 90% from the West Camp. The West Camp, exploited through a vertical depth of 1945 m and now approaching exhaustion, is the subject of this paper. The district lies in the northern part of the Santa Eulalia Mountains in central Chihuahua in northern Mexico, 400 km south of El Paso, Texas, and 22 km southeast of Chihuahua City. Dominating the northern part of the range is the Cerro de Santa Eulalia, a broad rolling upland which contains the district's West and East Camps. The West Camp, on the west side of the range, centers around the village of Santo Domingo, which is 2 km northeast of the Real de Santa Eulalia (Fig. 1). Since 2003, there has been an unprecedented growth in the demand for engineering, technical and project services in the mineral industries. This demand for services became evident in Australia earlier than many other markets and has since spread globally. This growth has created significant issues for the strategic direction and planning by the service provider. Such strategic questions include:- how fast to grow, how to recruit, train and integrate new staff, what market sectors to service, the selection of targeted customer sectors and managing strategic growth with short term demands and commercial reality. These factors are discussed using in depth experiences and examples that illustrate these strategic approaches. The relevance of this new industry environment to New Zealand services will be highly discussed.

Scale physical models, constructed according to the principle of similarity theory, have been widely used to simulate the mining disturbances to surrounding strata and to evaluate the effectiveness of implemented ground control techniques. This technique has also been used for studying mining-induced surface and subsurface subsidence. The movements of the observation points installed on the physical model at different mining stages are currently measured using total station which is time-consuming and inaccurate especially on small scale models. A photogrammetry-based measurement system has been developed. During a physical modeling process, photos of the model can be taken during the simulation process reducing survey time from hours to a few seconds. A program, Photogrammetry Analysis for Physical Modeling of Mine Subsidence Process (PAPMMSP), developed based on photogrammetric principle is used to quickly identify the installed observation points and accurately determine their coordinates. The measurement accuracy is well under submillimeter level—an ultra-important advantage as any measurement errors in coordinates are magnified by the model dimension scale (commonly 20 to 400). A physical modeling case of subsurface strata movements and deformations associated with longwall mining operations is presented in the paper to demonstrate the functions and capabilities of the developed photogrammetry program.

In January 1948 , the Secretary of the Interior directed that a study be made of energy resources and requirements that would provide a basis for continuing appraisal of the adequacy of the Department's programs in the energy field . That this instruction was timely has been demonstrated by the increasing interest being evidenced by Congress , industry , labor , and the public in the future of the energy segment of our national economy . Several studies of individual energy sectors have appeared . Various legislative proposals have been made in Congress for obtaining more information on this subject . Substantial interest in energy projections is not , of course , a recent innovation . Energy availability and consumption are strategic factors in peacetime prosperity and growth and in our national defense as well . The past generation's literature of earnest public discussion and of legislative consideration of matters involving energy projections is very extensive . This is an exploratory study produced in the Program Staff of the Office of the Secretary of the Interior in the first half of 1949 and revised recently to take account of certain of the preliminary energy data from the 1947 Census of Manufactures and critical comments . It is offered at this time solely as a technical contribution in economic research technique . As the Bureau of Mines has recently undertaken to revise this preliminary study , critical and other comments are invited .

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

A wide range of materials are used in hydraulic backfilling operations and the pipeline flow behaviour of these mixtures varies considerably. It is shown that despite the large differences in constituent materials and flow behaviour, a common approach can be applied to analysing the flow of all hydraulic backfills. This is extended to include a rational design approach for backfill distribution systems. The use and limitations of pipe loop tests as a design aid is discussed. Backfill quality control is identified as a key area where improvement needs to be made to enhance the reliability of backfill system operation.

The purpose of the development described in this report and as stated in the contract work statement is to "design, develop, fabricate, test and demonstrate, and deliver to the government permissible low cost cylindrical stress gauges and associated components capable of measuring change of stress as a function of time in underground coal mines. The cylindrical stress gauges shall be suitable for installation in bore holes". The technique adopted for measuring rock stress changes is to preload a steel cylinder diametrically across the sides of a 1-1/2 in diameter bore hole and detect deformation of the cylinder from stress changes in the rock, by means of a vibrating wire transducer. By calibration, changes in the period (time for one wire oscillation at the natural frequency) of a high tensioned wire stretched diametrically across the cylinder in the direction of load application are related to stress changes in the rock. To completely evaluate the stress field change in the plane of the bore hole, three gauges set at an angle to each other are required.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made, Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This paper discusses the Installation of a Vibwall for the Cardiff Bay Barrage Project Wales, UK, by Kvaerner Cementation Foundations. Only the second use of the technique in the UK the wall was successfully placed to a depth in excess of 20 metres, in unique and challenging conditions. The installation of the Vibwall was a technical success, but not a financial one. The use of the technique was at its "limits" and this paper recommends some of the controls essential in the carrying out of such work in the future.

Technical procedures and designs are illustrated.IntroductionThe development of high-performance heat-shrinkable materials slightly over 20 years ago proved to be one of the major technological breakthroughs in power cable accessories. Heat-shrinkable products were introduced initially for use as low-volt age cable accessories in the aircraft and electronics industry. A program of continuous development and product introduction now enables the manufacturer to offer a broad range of products for mining, industrial and utility electrical systems.With the advent of atomic energy, an important discovery was made-exposure of some plastic materials to high-energy electrons can cause the permanent crosslinking, or intermolecular joining, of adjacent molecules. Once the material has been crosslinked, it will not melt or flow at any temperature.The unique properties of heat-shrinkable products also result from the exposure of special thermoplastic formulations to high-energy electrons. Because of crosslinking, these products have perfect elastic memory. The heat-shrinkable products are supplied in expanded condition. When heated, they will shrink and tightly cover the object over which they have been placed. 'The functional and operating demands of mine cable accessories exceeded the classic electronic applications of heat shrinkable materials. These demands required a very sophisticated program to develop materials and adhesive systems that could endure the operational environment associated with the mining industry,Ease of assembly, low installed cost and operational reliability are among the main reasons for the acceptance of heat-shrinkable mine cable accessories in electrically powered mines. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

"Based on contact-angle measurements and the work of adhesion equation, the hydrophobicity of a wide variety of coals was found to decrease with decreasing rank, fixed carbon and total carbon content and with increasing oxygen and hydroxyl content. The estimated hydrophobicity, based on the water-sessile-drop contact angle, is '\.. 20% for lignite, increases with increasing rank up to a maximum of 'V70% for low (LV) and medium (MV) volatile bituminous coals and then decreases somewhat for anthracite. Using the captive-bubble technique, the calculated hydrophobicity ranges from '\.. 0% (below HV A bituminous rank) to a maximum of 55% for L V-MV coal. The former estimation is believed to be the more accurate. While the water-sessile-drop contact angle as measured on a polished-coal surface is usually larger than that shown by the captive-bubble method, the two values were found to converge at""' 95% relative humidity. It is proposed that the surface of coal consists of three kinds of sites: strongly hydrophobic, weakly hydrophobic and hydrophilic. The sessile-drop technique measures the total hydrophobic sites whereas the captive-bubble method measures only the more strongly hydrophobic sites. A water film covers the weakly hydrophobic sites preventing their detection by the captive-bubble technique.INTRODUCTIONCoal is a mixture of the degradation products of plants and of mineral matter. The appearance and properties of a specific coal is determined by the nature of the original vegetation and the extent of the physical and chemical changes which have occurred after deposition. The coalification process may be considered to have started with peat formation followed by a transition to lignite due to burial under sediments and metamorphic processes. Further metamorphic transformation to bituminous coals and, finally, under intense metamorphic action, to anthracite causes the carbon content and rank of the coal to increase. With such a wide variation in their genesis and composition, equally wide variations in the degree of hydrophobicity of different coals may be expected. It is the purpose of this paper to provide a means of estimating the hydrophobicity of a given coal sample based on rank parameters."

An artificial standard material has been developed and used to examine the robustness of some of the procedures for correcting stereological bias. Different mineral liberation distributions were constructed from the standard material. The particles were mounted, sectioned and the sectioning data measured with an electron microscope interfaced to an image analyser. Four correction procedures were used and the corrected and true liberation distributions compared. It was found that the large-sections correction provided a simple, uncorrupted correction. Hill's fast approximation performed well except in cases of narrow liberation distributions; the sectioning data appeared to support the assumption that the locked section and locked particle distributions are identical. Barbery's correction performed well in most cases, having difficulty only with the very irregular liberation distribution. The PARGEN correction was able to provide a good estimate of the true amount of free material, but had difficulty in predicting the locked particle distribution

Froth flotation is a widely used, cost effective coal cleaning process. However, its high process efficiency is limited to a narrow particle size range between approximately 50 to 600 µm for coal and 10 to 100 µm for minerals. Beyond this range, the efficiency of froth flotation decreases sharply, especially for difficult-to-float coal fines of weak hydrophobicity (e.g., oxidized coal). This study was aimed at enhancing recovery of an Illinois fine coal sample using a flotation column featuring a hydrodynamic cavitation nanobubble generator. Nanobubbles that are mostly smaller than 1 µm can be formed selectively on hydrophobic coal particles from dissolved air in fine coal slurry. Results indicate that combustible recovery of a -150 µm coal was increased by 5-50% for different size fractions in presence of nanobubbles, depending on process operating conditions. Other major advantages of the nanobubble flotation process include lower collector dosage and air consumption since nanobubbles are produced from air naturally dissolved in water and they act as a secondary collector on particle surfaces, thereby resulting in considerably lower operating costs. Over the last ten years geological and mining software products have evolved greatly. Software companies developing such products have focussed almost exclusively on the development of technical aspects of the applications, addressing geological, ore reserve estimation and mine planning problems. These specialist applications, and the many other new technologies that are being developed by a myriad of niche developers, are an essential part of todayÆs hi-tech mining operations. Technology is also being used in many other areas to improve the mining process and there is no doubt that tremendous advances are being made in all these fields. Yet there is something missing. The manner in which the technologies are used and implemented has led to the creation of many independent and inefficient æislands of technologyÆ where a variety of products from different vendors are used to address different, but related problems. Problems occur with unreliable information, data duplication, data redundancy and transferring data between applications that may be incompatible or even run on different computer platforms. These problems impede the flow and availability of information and hamper day-to-day decision-making by mine management. A solution to this problem is to take a holistic view of all the various technical applications and incorporate them into a single information technology solution. This solution must encompass all of the information requirements of a mining operation and must provide facilities that address much of the modern thinking about mine management, including strategic mine planning, value management, key performance indicators, and maintenance of a mineral balance sheet. Gemcom is developing an Integrated Resource Asset Management System (IRAMS), which is an enterprise-wide integrated computer system that encompasses various applications typically found at a mining operation. The core component of the system is a common, open, industry standard database that can be shared by many users from each of the different departments at a mine. Around that central repository are the primary applications that provide the mine with information it needs to operate. Ensuring that the information is reliable, accurate, shareable, timely and consistent will eliminate many inefficiencies, and provide significant benefits to mining companies. In turn these benefits will lead to significant improvements in decision-making, productivity and profitability for the operation. The initial version of the IRAMS system is currently being implemented at the De Beers Venetia Mine in South Africa. The system is being built around a core repository using the Microsoft æBack OfficeÆ architecture, and incorporates key technical applications from Gemcom, Whittle, De Beers Technical Team, Wenco and JKTech. The benefits of enterprise-wide systems have long been recognised in the commercial arena and enterprise resource planning (ERP) systems such as SAP, JD Edwards and MIMS are becoming commonplace in the mining industry. The more forward looking software developers and mining companies realise the need for efficient management of the information gathered during the mining process and can see that the concepts used in ERP systems apply equally to the technical applications as they did to commercial applications. The use of IT in the mining industry has expanded tremendously over the last five years as enabling technology and management acceptance has become more prevalent, and there is considerable room for dramatic growth over the next five years. The evolution of geological and mining software has now reached the stage where mines will yield the greatest returns by integrating the applications used in each area of their operations.

The Umiray Angat 13,2 km long tunnel in Philippines have been bored through extremely variable and difficult ground conditions including a number of special events. In particular the following adverse conditions were found: faults in decomposed ground, high temperature rocks, extremely rapid and important convergence phenomena, water inflows up to 800 litres per second. The special El Nino climatic conditions caused a long dry season and lower the level of the lake that was granting the access by barge to the site under the minimum navigable level. Many equipment have had therefore to be transported to site by a 10 ton capacity helicopter, after having been partially dismounted. For the same reason most of the tunnel drive have been bored servicing the site by 1 ton capacity helicopters to transport materials, spares and personnel. In order to overcome the above geological and logistic problems several innovation were introduced and tested in this project. Despite all that difficulties the 13,2 km of tunnel were bored in about 24 months, with a global average of 500 m/month.

"The Mount Milligan Mine, owned by Thompson Creek Metals Company Inc. (TCM), started operations in September of 2013. It is located between the communities of Fort St. James and Mackenzie and is the first major metal mine to open in British Columbia in 15 years. Based on reserves as of January 1, 2014, it has an estimated 22 year mine life with 2.1 billion pounds of copper and 6 million ounces of gold in reserves. Like all commissioning operations, there have been issues achieving design throughput and recovery due to flow sheet design, equipment failures, control philosophy, and reagent scheme. Efforts to improve overall mill performance include equipment modifications, reagent screening and testing, and grind size testing. Applying these changes to the mill and working closely with the mine has resulted in continuous improvement each month as Mount Milligan looks to achieve the nominal design capacity of 60,000 dry metric tonnes per day in the later part of 2015. Considerable focus is being placed into ensuring size reduction equipment is utilized effectively. Additional modifications and tests are being undertaken to steadily improve processes and alleviate restrictions in the mill. This paper will discuss the start-up and present ramp-up history of Mount Milligan, the current mill processes, and the steps taken to achieve expected production numbers.OPERATION BACKGROUNDMount Milligan is an open-pit copper and gold operation wholly owned and operated by Thompson Creek Metals. It is located approximately 155km northwest of Prince George, British Columbia, between the communities of Mackenzie and Fort St. James. The copper-gold porphyry deposit contains a Measured and Indicated Mineral Resource of 706.7 Mt at 0.18% Cu and 0.33 g/t Au, containing 2.84 billion lb. copper and 7.50 million oz. gold. Mine life is currently estimated at 22.1 years (“Feasibility Update – Mt. Milligan,” 2009). The mill is designed to process 60,000 dry metric tonnes per day and produce 400 dry metric tonnes of concentrate per day averaging 25.5% Cu and 40 ppm Au. Concentrate is delivered by truck and trailer to Mackenzie followed by rail to Vancouver for overseas shipping to various customers.Mount Milligan is considered a “zero discharge” operation meaning no process or surface water will be discharged to the environment. As well, stockpiling is very limited and is only permitted for a short period of time. This scenario presents several unique challenges. Scheduling of ore/waste production must be carefully planned as waste rock is used to build the tailings storage facility (TSF). Reagent selection is also important as persistent chemicals will have a tendency to build up in reclaim water which feeds the process water tank."

Since the first commercial plant was built at Mount Isa, another twenty ISASMELT™ furnaces have come into commercial operation, and construction of new plants continues. The primary copper ISASMELT™ top submerged lance (TSL) technology continues to attract interest from potential users who seek to smelt productively. In addition to the known benefits of productivity and flexibility, ISASMELT™ operators have also achieved improvements to energy efficiency when switching from their previous technologies. The recent production statistics for operation at Tuticorin, India show that ISASMELT™ has taken the first steps into territory beyond 400,000 t/y (copper cathode basis) and this will likely be the scale chosen by future new copper smelters operating purely on a toll smelting basis. "Gold bearing deposits of the Witwatersrand basin are generally less than 2m thick and require conventional narrow-reef mining methods for extraction and employ explosives as a means of rock breaking. Optimal utilization of explosives is dependent on the overall design of the blast. The under-utilization of explosives arises when shot-holes are drilled inconsistently, overcharged, and when tamping is absent. This can be rectified by emphasizing the importance of good drilling practices as part of induction programmes and refresher courses. The project was aimed at determining whether or not explosives are being optimally utilized at project site. This was investigated through a study of the properties of explosives, mine standards, and recommendations for usage. Underground observations were made to determine whether or not mine standards were being adhered to. Historic data was obtained to establish the historic relationship existing between the quantity of explosives used (kg) and the production output (m2). This was then compared to the quantity of explosives the mine expects to use per unit of production. The results obtained were analysed to determine the presence and extent of over- or under-utilization. It was found that explosives are being under-utilized at the mine. More explosives are ordered than expected per unit of production. The explosives’ properties are not thoroughly exploited during blasting, thereby requiring the use of more explosives than prescribed.
