Oxidative roasting is applied on an industrial scale to beneficiate ilmenite concentrates from South African East Coast heavy minerals deposits - the aim is to increase the magnetic susceptibility of ilmenite to allow magnetic separation from chromite. The intention of this paper is to give researchers new to the field an overview of the beneficiation of ilmenite through roasting and magnetic separation, touching on the relevant fundamental aspects of magnetism.

The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

Many of us are privileged in that we have witnessed the transition from mining methods used in the first quarter of the twentieth' century to those practiced today. In the late Twenties, for example, many mines still used hand mucking methods. In the middle Thirties, more than one large metallurgical limestone quarry still used the 4 cubic yard railway steam shovel formerly in use at the Panama Canal. Mules could occasionally still be found underground, where they provided the-main-source of motive power. Within the last decade, and even within the past five years or less, great improvements have been made in blast-hole drilling, ore loading, and ore hauling equipment. Industrial demand for minerals can be expressed in exponential terms as compared to that at the turn of the century. Even marine mineral resources are receiving accelerated attention. One overall result is that larger and lower grade orebodies can be exploited at a profit. This profit must be made despite, for example, a static monetary price for gold, and despite the continual cost escalation involving labor, materials, supplies, and equipment. Accordingly, the application of the necessary degree of knowledge and judgment required to meet production, cost, and profit goals is paramount.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

The Silicon Valley Clean Water (SVCW) Gravity Pipeline (GP) is the first Progressive Design Build (PDB) tunnel completed in North America. As part of the Regional Environmental Sewer Conveyance Upgrade (RESCU) Program, the tunnel is a key component to replacing and rehabilitating components of the existing conveyance system in San Mateo County, California. The GP consists of a large diameter Fiberglass Reinforced Polymer Mortar (FRPM) pipe installed inside a 4.1 m (13.5 ft) inside diameter, 5.3 km (3.3 mile) long precast concrete segmentally lined tunnel. The tunnel was constructed using a 4.6 m (15.2 ft) diameter Earth Pressure Balance (EPB) Tunnel Boring Machine (TBM) through heterogenous silts, clays and sands. Construction included two separate TBMlaunches from a centrally located access shaft, and a tunnel alignment below but in close proximity to very soft Young Bay Mud. Settlement criteria and mitigation strategies focused on protection of an existing 1.42 m (56 inch) diameter force main and adjoining structures along the alignment. This paper discusses the results of the theoretical settlement analysis versus the actual observed ground movements, while also presenting mitigation measures and adjustments made during tunneling to reduce the risks of adverse settlement.

INTRODUCTION New York City Water Supply—Background and History Since the 1840s New York City has been developing the largest, and perhaps, the best urban water supply and distribution system in the world in terms of quality and reliability. One of the engineering marvels of the modern world, the New York City water supply and distribution system serves a population of almost nine million, including residents in nearby Westchester, Putnam, Ulster, and Orange Counties of New York State. The average daily supplies presently are running at almost 60 m3/sec(about 1,350 million gallons per day). The watershed for the New York City water supply system, under the jurisdiction of the New York City Department of Environmental Protection (NYCDEP), consists of19 reservoirs and three controlled lakes, and covers an area of approximately5,000 square kilometers (about 2,000 square miles) north of New York City. The watershed total available storage capacity is about two billion cubic meters (560 billion gallons) and is divided into three reservoir systems: the Catskill and Delaware watersheds located West of the Hudson River; and the Croton watershed, located east of the Hudson River, see Figure 1. The first element of the system, the Croton Aqueduct, started operations in 1842.Through several updates and expansions, the present-day Croton system was in place by 1911, providing a potential maximum supply of about 15 m3/s (about 340 mgd). The system includes ten reservoirs and three controlled lakes. In the late 1800s, with the tremendous growth of the City, New York City water engineers began to look for additional sources. Between 1907 and 1929, the City acquired water rights and constructed a new 148 km (92 miles) Catskill aqueduct to convey water from the Ashokan Reservoir to the City. Numerous underground coal mine ventilation seals have been installed in the United States of America prior to 2006 and after implementation of the Mine Improvement and New Emergency Response (MINER) Act. Seal engineering, design, placement, and construction is regulated in industry, but post-construction monitoring of seals is limited to visual inspection of the outby face and seal perimeter, convergence measurement, and atmospheric monitoring. To monitor seal integrity and to provide safe working conditions, a form of non-destructive testing (NDT) is necessary to accurately reflect the health of the seal by detecting post-construction changes, deterioration, or defects within in-situ seals in underground coal mines. Previous research from the National Institute of Safety and Health (NIOSH) has indicated the potential for utilizing ground penetrating radar (GPR) for assessing in-situ mine seals. This paper provides an update to the assessment of proposed NDT methods for seal evaluation using commercially available GPR technologies and systems. Full-scale free-standing seals and large-scale seal specimens were analyzed with an array of GPR units from various manufactures using multiple frequencies.

INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. "TBMs have been used in mining in decades past, but their use has been limited and sporadic, due to both perceived and actual application difficulties. With new technology and mounting success stories, this is changing. For both coal and metals mining, deep ore bodies require long access tunnels, and an efficient and economical method of reaching those deposits. Today, mining engineers are considering TBMs as part of the overall mine development plan. Planned TBM mine drifts are not only longer, but have more complicated trajectories. Mine development TBMs will have to cope with varying geology, potential for high water inflows, steep gradients, and high temperatures. TBM systems are being planned to cope with such difficulties. TBM systems will be considered and increasingly deployed for mine development, even if commodity prices remain low. TBMs can satisfy the need for increased productivity, better life of mine infrastructure, and safety. Effective conveyor systems are essential to support TBM operation in many mining applications. Many mine development tunnels are slopes, driven down at the steepest practical gradient to reach the deep ore body. Conveyors are often the only safe and effective way to haul the TBM muck form such tunnels. This paper will review the historical use of TBMs in mining, and will discuss the 2015 status of TBMs and conveyor systems in mining, and the special requirements and adaptable features needed in order to make efficient TBMs a reality in mines worldwide.HISTORICAL USE OF TBMS IN MINING APPLICATIONS The first successful hard rock TBM was invented in 1954. In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

Cortez Gold Mines is completing a Feasibility Study for a new open pit gold mine in north central NV. The production schedule calls for a peak in material movement. This schedule is based on current operational efficiencies and equipment parameters observed at the company’s existing open pit operation. To mitigate risks of over/under predicting production, simulation modeling was used to validate the loading and haulage requirements during the peak production period. The advantage of simulation is the ability to provide a realistic model of a mining operation based on scheduled, and unscheduled random events during the period under analysis.

Kinetic tests results are influenced by methodological variables, including test duration and mine waste particle size. Some samples tested produced neutral drainage in kinetic tests for more than two years prior to drainage acidification. The potential for long "lag times" can be assessed based on the mine waste mineralogy. The lag time duration can be estimated using this mineralogy in conjunction with dissolution rates observed in the kinetic tests. The influence of particle size on the drainage quality is dependent on the variation of the availability of acid-producing and acid-neutralizing minerals with particle size.

Due to the constant need to improve SAG mill performance and efficiency, extensive research into all aspects of SAG mill optimization has been performed. This paper will review the current evolution of SAG mill shell liner design and their performance at the Copperton Concentrator. The effect of these liner design changes will be discussed with respect to: • Liner configurations • Mill operating performance, i.e., throughput, power draw, mill control • Mill mechanical performance, i.e., liner wear profiles, liner life, liner breakage, liner hardness • Foundry manufacturing considerations • Economic evaluation of throughput versus liner life This paper will discuss the results of Kennecott Utah Copper’s (KUC) and ME International’s (MEI) test work, providing an insight into the past, present and potential future opportunities of SAG mill liner design.

Traditional simulations of mineral processing circuits are solved by straightforward numerical techniques which require iteration to accommodate recirculating loads. Depending on the complexity of the simulated circuit, this solution technique can be inexact, computationally intensive, and potentially unstable. In this communication, an alternate calculation approach is presented, wherein an exact analytical solution is determined as a function of the individual units? separation probabilities. All the stream data, including recirculating loads, may be solved simultaneously, negating the need for iteration. Furthermore, with an analytical solution available, circuit analysis may then be utilized to diagnose the relative separation potential of the circuit. By integrating these tools, the authors have developed a software package for evaluating circuit configurations. This paper presents the theory, development, and limitations of the software?s methodology along with industrial examples which highlight the tool?s applicability to industrial circuits.

Several recent developments in fine screening technology have been implemented at the DuPont Starke, Florida plant allowing enhanced zircon recoveries while minimizing operator requirements and total operational costs. The total design concept came about through the efforts of engineers at Derrick Corporation (Buffalo, New York), DuPont Titanium Technologies (Starke, Florida) and Roche Mining (Carrara, Australia). The use of the Kelsey Jigs for zircon recoveries from the tailings stream requires two wet sizing functions in order to operate properly. The first wet sizing is required on the initial mineral slurry feed to the Kelsey Jig. This sizing is intended to protect the Kelsey Jigs internal screen basket from plugging with nearsize particles, thereby keeping production rates maximized. The second sizing function is intended to recover properly sized garnet ragging material, which inadvertently ends up in the tailings stream leaving the Kelsey Jig. The unique machine design developed by the three partners in this project incorporated both wet sizing functions (protection and garnet recovery) into a single patented high capacity wet screening machine fitted with patented screen surface technology. This screen surface technology allowed for high capacity slurry handling capabilities at separations as fine as 230 microns while experiencing no nearsize blinding and extremely long screen panel life. The high open area urethane screen surfaces utilized in the application typically last 20 to 30 times longer than stainless steel wire surfaces. The stacked machine design minimized total equipment requirements and screen footprint requirements, and reduced power consumption and overall installation costs.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

Introduction Metallurgical accounting practices have been revolutionized over the past 15 years by the introduction of low cost personal computers and easy- to-use spreadsheet software. The Chimney Creek metallurgical accounting system takes full advantage of these advances. Data is provided by a PLC-based process control system, IBM data logging, operator logsheets and assay results from an automatatic plant sampling system. The data is organized and stored in an IBM PS/2 system using Lotus 123 and customized accounting programs to provide a comprehensive information management system. Metallurgical accounting for gold plants should ideally provide information for the following: a) Gold production accounting b) Day-to-day process control and operation c) Metallurgical evaluation and process optimization The Chimney Creek system provides all of these while overcoming specific accounting problems presented by SAG milling a coarse feed, grinding in cyanide and dump leaching run-of-mine material. Process description Gold Fields' Chimney Creek mine is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. Ore is processed by a combination of dump leaching and milling processes. The dump leach operation treats approximately 2.0 million tons per year of low grade ore (0.030 oz/ton). Run-of-mine ore is top dumped in 40 foot high pads. The use of three solution ponds for leaching enables an intermediate solution to be recirculated to the leach pad to reduce the pregnant solution flowrate and increase gold tenor of solution to the carbon-in-column (CIC) recovery circuit. Gold recovery is approximately 65% by this method. The milling process employs a SAG mill-ball mill grinding circuit to treat 900,000 tons per year at an average grade of 0.19 oz/ton. The ore is crushed to minus 12" in a jaw crusher prior to feeding the SAG mill. Cyanide is added to the grinding circuit to start gold dissolution as early as possible. After grinding, leaching of the ore is continued in a unique two-stage counter current decantation circuit 1 with 12 hours of leaching between stages . 85% of the soluble gold is recovered from the first stage thickener overflow in carbon columns (CIC). The second stage underflow is treated in a scavenger carbon-in-pulp (CIP) plant. Ultimate gold recovery is over 95%. Loaded carbon from both the dump leaching and milling processes is pressure stripped by hot cyanide solution and gold is recovered from the resulting solution by zinc precipitation. The precipitate is retorted for mercury removal and smelted into bullion. The plant flowsheet appears in Figure 1. Data collection Data for daily metallurgical accounting is obtained from three sources: a) Plant sampling b) Process control system c) Operator logsheets All of the data collection for metallurgical accounting is based around the 12-hour shift operating schedule. Sampling All critical sampling for gold production accounting is performed by automatic samplers (Figure 2). Heath & Sherwood two-stage sampling systems are used for sampling all slurry streams (cyclone overflow, CIP feed and CIP tails). The automatic sampler consists of a pneumatically operated primary sample cutter and a continuous rotary secondary splitter. The cyclone overflow and CIP tails are the most critical samples since these are used to calculate gold into and out of the plant on a shiftly basis. Shaft 26B of New York City’s Third Water Tunnel was constructed by Frontier-Kemper Constructors, Inc. of Evansville, Indiana. The 176.8 m (580 ft) deep shaft will serve as the construction shaft for the Manhattan spur of Water Tunnel No. 3. Twelve m (40 ft) of over-burden was supported by a rectangular cofferdam. This shaft was excavated in 13 months, through 164.6 m (540 ft) of rock, using 24,040 kg (26.5 tons) of explosives. Concrete lining cycles included the installation of stainless steel pipes embedded in the lining as the shaft advanced. A total of 635 m (2,084 linear feet) of stainless steel pipe was installed.
