It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from prehistoric times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability', its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural pur£~ses where formability, permanence, and beaut)" were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity. The copper industry has been able to expand along with the mounting demand because of the ever increasing discovery of resources in the world and advances in mining, metallurgical, and fabricating technologies. World production and consumption rose progressively from about 18,000 tons in 1800 to more than 4.5 million tons in 1960. The estimated world reserve of primary- copper has more than doubled since 1935, being 212 million tons in 1960. Ninety percent of this reserve is credited to eight countries-the United States, Canada, Chile, Peru, the Soviet Union, Poland, Northern Rhodesia, and the Republic of the Congo. The United States share is 32.5 million tons of copper in ore, averaging approximately 0.9 percent. Another reserve being accumulated in the industrial countries of the world is copper products now in use that will eventually be discarded as scrap and become available for recovering secondary copper. In the United States this resource of more than 30 million tons, provides about one-fourth of the annual supply.

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

This bibliography is the second in a series that covers the current technical literature relating to the metallurgy of zirconium. The rapid advance in zirconium technology makes it mandatory that abstracts be prepared and compiled as soon as possible to have maximum value; therefore, the information in this volume is not arranged chronologically. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

This report presents the results of an investigation conducted by the Bureau of Mines for the purpose of assisting in the establishment of a satisfactory standard method for the analytical distillation of petroleum, a problem of great importance to the petroleum industry. Experiments were performed for the purpose of studying the charac- teristics of methods typical of those in use; comparative studies were made of the efficiencies of the principal types of fractionation ap- paratus available to the petroleum chemist; and the characteristics of a type of apparatus that the results of the experiments seemed to indicate was best adapted to the purpose were investigated in detail. Also, some experiments were made to determine the effect of cracking as a factor in the analytical distillation of petroleum in still heads.

The Bohemia mining district is a small but intensely mineralized area in western Oregon . For its size , it has made a substantial although somewhat sporadic production of gold throughout a long period of years . The veins also contain lead, zinc , and copper, but in the past these metals have not been recovered in important amounts . In reviewing the progress of mining activity in the district , an effort has been made to gather under one cover all available information on former operations , including methods of mining , production, and geology pertinent to the ore deposits , problems encountered, and other factual data that may affect future mining in the district . A special effort has been made to assemble as many maps of former workings as possible in order that these may be preserved and readily available to assist in future exploration. The data presented herein are based on brief reconnaissance examinations made during several weeks spent in the field in September 1946. These are supplemented by information obtained from various individuals actively or formerly connected with operations in the district . Only the principal properties and several of the more outstanding prospects were actually examined. Many of the older workings were inaccessible.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. Taxes and the U.S. Minerals Industry. - The General Accounting Office completed a report to Congress on "Assessing the Impact of Federal and State Taxes On the Domestic Minerals Industry." the study presents a quantitative method to assess the effect of taxes on profitability, and suggests ways to use taxes or tax credits to help marginal mine operations and possibly to increase mineral production, Limited copies of the 139-page report are available free of charge from U.S. General Accounting Office, Documents Handling & Information Sevices Facility, P.O. Workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., were back on the job December 1, after agreeing to a new 3-year contract. The old contract had expired November 15. On December 20, the Aluminum Company of America reportedly shut down a 42,000-ton-per-year potline at its Wenatchee, Wash., primary aluminum smelter and half of a 23,000-ton-per-year potline at its Vancouver, Wash., smelter as a result of a power cutback by the Bonneville Power Administration. A1 so in December, Kaiser Aluminum & Chemical Corp. reduced overall power at its Mead and Tacoma, Mash,, smelters and shut down one of eight 27,500-ton-per-year potlines at Mead. Reported shutdowns for the firms since September have amounted to 76,000 tons for Alcoa and 50,000 tons for Kaiser. Alcan Aluminum Ltd. announced plans to double the generating capacity at its Kemano hydroelectric power plant in British Columbia to 1,916 megawatts. The additional power would be equal to that required of a primary aluminum smelter with an annual capacity of 567,000 tons.

It is the fifteenth of a series of, ordinarily, annual reports whose aim has been to provide the reader with a resume of the research results that have appeared in published form during each fiscal year under the authorship of members of the staff. The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

The purpose of this research was to develop a system capable of detecting changes in the structure of rocks, leading to failure of mine roofs, and/or excavations. A prototype system was developed, field tested and delivered to the United States Bureau of Mines for further evaluation and research. This system is based on the analysis of acoustic signals generated on the surface of the roof by an impact device and which are reflected or backscattered by flaws and discontinuities in the rock. The specially designed impact source is capable of generating high frequency acoustic signals with excellent repeatability. The system can also be used in conjunction with conventional acoustic pulse transducers. The received signal is digitized and the data transferred to a minicomputer for processing and display. This capability allows the immediate determination of wave velocity and/or distance to a reflecting interface. Various data processing techniques such as averaging, differentiating, and comparing of different signals can be selected by entering the appropriate commands on the keyboard. Being a programmable system it is possible to implement more advanced signal processing techniques. All results as well as the signal are displayed on a CRT. Furthermore, a permanent record of the data can be generated on paper tape, which can be reentered and processed at a later date. A communications interface allows transmission of the sampled signal to a large scale re-mote computer. The system was tested extensively in the laboratory, and field tested at the York Canyon Coal Mine. These tests proved the feasibility of operation in the mining environment. Results indicate that further investigation and development will have to be undertaken to fully develop the potential of this system in satisfying the goals of this research.

Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface metal and nonmetal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. Portions of the handbook that should prove most useful to the inspectors include a survey check list, rules for determining if sampling is required, list of most frequently encountered contaminants, list of candidate contaminants and their sampling conditions, interpretation of results, and a procedure for a health and safety inspection.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. The Tertiary channel gravel deposits in northern California were selected Or detailed investigation by the U. S. Bureau of Mines as part of a national program to locate potential sources of gold that might be developed rapidly by large-scale mining operations. Five bureau research centers representing mining and metallurgy subsystems coordinated their efforts in a team operation to identify and investigate possible solutions to the problem area, that long have discouraged the resumption of large-scale mining in the deposits. This report summarizes the individual investigations, conclusions and recommendations conducted and prepared by all mining subsystems research groups after the completion of two years of field work at the deposits on San Juan Ridge in Nevada County, California. The studies indicate that modern mining technology can cope with the environmental problems that closed the immense hydraulic mines in 1,884. however, they also indicate that mining can be conducted with only marginal profits its unless the price of gold remains substantially above $70 per ounce or unless sufficient by-products can be recovered and sold to place the average value per cubic yard of gravel into a positive commercial range. The by-product potential of the Tertiary gravels remains to be investigated in more detail.
