Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. Three complete connector assemblies and six separate contacts were submitted to a series of tests to establish the connectors permissibility and compliance with U. S. Bureau of Mines research Contract #H 0110423 D.C. portion. Test Procedure TPC-0118 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the direct current connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. nonmetallic mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and sand and gravel mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the cool mining sector.

Provide improved permanent stoppings designed specifically for use in mines with large cross-sectional entries. Approach The large entry sizes in many mines, such as oil shale, salt, and limestone, make the conventional stopping construction techniques used in smaller opening mines unacceptable. The Bureau of Mines and Colorado Mining Association jointly sponsored a contract to design and test new or modified stopping concepts for these mines. The most promising concepts were then tested in an oil-shale mine having 30-foot-high by 55-foot-wide mine entry openings. All stopping designs tested were evaluated in terms of cost, air tightness, and resistance to blast damage.

"INTRODUCTION The Bynum property is about 15 miles west of Gadsden and 1 mile north of Walnut Grove, Etowah County, Ala. The ore lies in layers and as irregular masses and pockets in the clay residue from decomposed quartzite and limestone formations to the district.The property has been developed by means of numerous shallow shafts sunk to water level - about 25 foot. Operations are confined to small-scale, selective mining of pockets of high-grade ore. The ore is marketed directly, without beneficiation. The property does not yield a large amount of manganese ores. No estimates of reserve ore tonnages are available.A 206-pound sample was furnished for test. It was taken at random from a stock rile estimated to contain 130 tons of ore. The sample con¬sisted of a mixture of manganese oxides, iron oxides, and siliceous fragments in clay. The manganese occurred largely as soft, unconsolidated pyrolusite and wad. Some hard, crystalline pieces of psilomelane were distributed through the soft material. Small amounts of iron oxides were associated with the manganese oxides. Chert, quartzite, and clay comprised the gangue minerals.Dry analysis of the sample was as follows: 36.0 percent manganese, 6.1 percent iron, 2: .0 percent silica, 1.5 percent calcium carbonate, 0.36 percent phosphorus, 3.0 percent alumina, 2.2 percent barium, and 0.31 percent zinc."

This paper describes the location, features, qualities, extent, and potential of iron occurrences and some associative resources - limestone and dolomite, coal, petroleum and natural gas, power, and water - in New Mexico. Reconnaissance investigations were made of 118 iron occurrences to determine their extent, attitude, and potential; character samples were analyzed to determine their quality and impurities; and pioneer metallurgical investigations were made on character samples to present their metallurgical problems. Some factors influencing past and potential iron markets are discussed. The most abundant iron minerals are magnetite and hematite, The higher grade deposits are extensive contact-metamorphic and pyrometasomatic replacements in calcareous Paleozoic rocks associated with intrusives. Low-grade deposits of considerable potential are the extensive Cambrian oolitic hematites of sedimentary origin and the Precambrian magnetite-hematite taconite iron formation. Iron occurs also as extensive colluvial and alluvial concentrations. A wide variety of accessory elements are indicated and these pose metallurgical and economic problems.

The U.S. Bureau of Mines investigated Fe-base alloys containing 8 pet Crwith Ni, AI, and Si additions as substitutes for standard AISI Type 304 stainless steel (SS) in high-temperature oxidizing applications. The objective of this study was to reduce the amount of Cr required to make an austenitic stainless steel while retaining satisfactory workability, mechanical properties, and oxidation resistance. Alloys prepared in this investigation had a composition of Fe-8Cr-lMn-0.07C with varying amounts of Ni, AI, and Si. A minimum of 10 pet Ni was required to achieve an austenitic composition. The microstructures of the austenitic alloys were very susceptible to room-temperature, deformation-induced martensitic transformations. When the alloys were cold worked or stressed, the materials had far greater tensile strengths than Type 304 SS at room temperature. At higher temperatures, tensile strengths and workability of several of the alloys were comparable to that of Type 304 SS. Although martensitic transformation caused the room-temperature properties of the experimental alloys to be quite different than those of Type 304 SS, the superior oxidation resistance and similar hot workability of several alloys encourage their use as replacements for Type 304 SS.

The U.S. Bureau of Mines has, primarily through its contract program, used large-scale centrifuges to determine design criteria for tailing embankments. The centrifuge runs were made at two installations, the University of Cambridge, Cambridge, England and Sandia National Laboratories, Albuquerque, NM. The major problems considered were as follows: slope stability of embankments, modeling erosion and seepage, use of the phreatic surface level to ascertain the validity of centrifuge modeling, and the effects of compaction and weathering on a tailings embankment. This report summarizes the results of the four test series conducted at University of Cambridge and Sandia National Laboratories. A review of prior centrifuge applications to mining problems is included. Consideration is given to future centrifuge application to mining problems in both soil and rock mechanics.

The U.S. Bureau of Mines awarded a contract to Foster-Miller Associates, Inc. (FMA) to provide recommendations on the safest, most practical methods for complying with new regulations requiring that all underground coal miners have a self-contained, self-rescuer (SCSR) -a device capable of supplying, in an emergency, 1 hr of self-contained oxygen (no breathing of mine air). This report develops information and recommendations which could be used during the early stages of nationwide compliance, especially in the areas of inspection, testing, and underground storage of SCSRs. Volume I contains an Executive Summary, Introduction, Definitions, Recommended Guidelines for District Managers and Mine Operators, and a Storage Plan Checklist and Sample Form.

This bibliography was compiled by the Bureau of Mines as part of an investigation into the possible utilization of low-temperature coal-tar bases. The bibliography consists of literature and patent references from about 1945 to 1961 and is divided into the following headings: Analysis and Composition; Production, Synthesis, Reactions, and Utilization; and Separation, Purification, and Properties. Although over 1,000 references are included, no attempt was made to insure a comprehensive survey. The literature and patent references are arranged alphabetically by author or patentee. When several publications have the same author they are listed in reverse order of age, with the newest first. An author index is included because secondary authors are not cross-indexed. In almost every instance, the entry is accompanied by a Chemical Abstracts reference for those interested in locating an abstract of the original paper.

The project objective of this contract is to design, develop, and demonstrate a dust collecting system for auger head miners, used in coal seams 40 inches or less in height, which will reduce respirable dust below the limits established by the Federal Coal Mine Health and Safety Act of 1969. This system was to be incorporated into 3 Wilcox Mark 20 continuous miner. In order to accomplish this, the objective was divided in three main areas. First: To develop a dust control system which would remove by isolation, respirable dust from the face area and areas where miners work. Second: To develop a dust scrubbing system to remove and collect float dust before the air reaches the return airway. Third: To reduce the overall noise levels to which the miners are exposed.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. A few of the more progressive mining companies have taken precautions to safeguard employees or man-trips. Specially constructed men-cars -have been provided with special devices or mechanisms to stop the cars on slopes, if the hoisting cable should break. Cars have been equipped with safety chains to connect and hold them together if a coupling should break. Steel frames covered with heavy wire netting have been placed over cars to reduce injuries to the riders from roof fails on slopes. A safety cable passing from the front car to a point above the cable socket on the slope hoisting cable is used frequently as a precaution in case the socket loosens o the main cable breaks at the socket. Such devices are commendable, but the percentage of man-cars and man-trips protected is relatively small - entirely too small. Man-trips that travel level haulage roads are rarely protected safety devices, and haulage roads are seldom inspected by mine officials to determine the condition of roof and ribs.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/ lbl/2 should limit the ground vibration to less than 1 ips.
