The fundamental chemistry of zinc smelting, especially that part dealing with the chemical reduction of the zinc-oxide content of a roasted zinc ore, has been discussed by metallurgists in some detail, but, in the light of present knowledge, unsatisfactorily. A considerable portion of the information available has been qualitative, or quantitative in a sense that could not be interpreted chemically. A number of attempts to elucidate the physical chemistry of zinc oxide reduction have been based upon unsubstantiated and, as is now known, incorrect equilibrium data. To write upon the chemistry of zinc smelting at this time, when electrolytic methods for the production of zinc metal from ore are becoming increasingly widespread, may seem a belated effort. So, for example, C. A. Hansen,3 in the communicated discussion of an article by the author,4 writes as follows:

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent on improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silverbearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

"The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region. This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

This report summarizes the fundamental research and technical studies conducted by the Explosives Branch of the Bureau of Mines from July 1, 1943, to June 30, 1949. It is the thirteenth of a series of annual reports, which have aimed to bring to the reader a resume of the research results that have appeared in published form during each fiscal year. The work of the Explosives Branch covers a number of activities - explosives research, explosives testing, flame and combustion research, flammability of gases and vapors, dust-explosions research, and technical studies in the experimental mine. An important part of the work of the branch is fundamental research to advance our knowledge and understanding of explosion processes. Considerable emphasis has been placed on studies of ignition and flame stabilization, as it is felt that an understanding of these processes should assist materially in alleviating explosion hazards in coal mines. The results are also finding important application in the development of jet propulsion. Studies of the explosibility of gases, vapors, and dusts saving thousands of lives and are preventing the destruction of much property. In innumerable instances in which potential explosion hazards exist, safe operating procedures have been recommended from data taken in the Laboratory. Aware of the value to national security of research results of combustion, flame, and explosion, the Army, Navy, and Air Forces are actively supporting important phases of this fundamental research.

In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

The U.S. economy showed further strength during the third quarter of 1983, continuing the upward trend discussed in the last two issues of Minerals and Materials. The National Association of Purchasing Management composite index increased to a 10-year high of 67. 1 in July. (A value of 50 or greater indicates expanding industrial activity.) The index, a weighted composite of new orders, production, employment, vendor performance, and inventories, is derived from a survey of purchasing agents for about 250 industrial firms. Investment and Other National Economic Indicators The strong consumer surge of second quarter 1983 was reinforced during the third quarter by the performance of private investment. Because of this, many analysts became more optimistic about the strength of the recovery and its potential for being sustained. Capital investment growth, negative since 1980, was positive for every investment component in the third quarter of 1983. Preliminary estimates indicate a real increase of $1.4 billion (at an annual rate) in private investment expenditures on nonresidential structures, an increase of $4.3 billion (at an annual rate) for producers' durable equipment, and an increase of $4.8 billion (at an annual rate) in real inventory levels. The second quarter 1983 increase in expenditures on producers' durable equipment was the first indicator that investment recovery would occur during the rest of the year (table 1). Corporate profits in total manufacturing increased $6.5 billion from first quarter to second quarter 1983 (table 2).

This paper is one of a series , dealing with mining methods and costs , sponsored and published by the U. S. Bureau of Mines . Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.
