Following a decline in direct and indirect employment in the minerals industry between 2000 and 2003, the situation reversed in 2004 and employment rose by 12 per cent. Furthermore, there are forecasts of continuing employment growth in the minerals industry in the immediate future. For those of us charged with promoting the virtues of a career in the minerals industry this is encouraging news, as it provides us with the evidence to promote the increasing employment opportunities of a healthy and vibrant industry. However, for many others û particularly the employers in this industry û the news is not so rosy. The jobs are there, and in increasing numbers, but the workers arenÆt! Employers right across the industry are finding it increasingly difficult to fill vacancies with suitably qualified and skilled employees and the competition is becoming fiercer. In the minerals and energy sector, questions are being asked and solutions sought on the industryÆs ability to attract and retain a skilled workforce. From many quarters û industry, government and the education sector, calls for urgent action are becoming louder. The reasons for this are well known û the nature of the work, the remote location, perceptions of the industry, an aging workforce, the gender imbalance, the shrinking demographic of school leavers. It is the latter I wish to focus on û the Generation Y demographic û those who have recently left school, those who are in higher education or have recently entered the workforce, or those who are still at secondary school. These young people are the next cohort of potential employees for the industry. But our need for them appears to be greater that their perceived need for us! How do we engage them so they are informed about the industry? How do we inform and advise them so they are prepared to consider further education and training in disciplines and skill areas relating to our industry? How do we guide and motivate them to give it their best shot and work in it û at least for part of their working life? These are fundamental questions that many within the industry have been grappling with for quite some time. Let me share with you some of the strategies that the Minerals Council is implementing to address this issue.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

"Spring Creek Mine uses high pressure water to extract the thick Main seam in the Upper Rewanuicoal measures. The extraction method results in the creation of large voids which collapsespontaneously. This can result in the displacement of large volumes of methane, which may create a signifi cant hazard if not correctly managed. A system of automatic dilution doors is employed to mitigate this risk. This paper describes the evolution of the system and gives some examples of its eff ectiveness."

A critical issue associated with mining operations has been the stability of tailings impoundments. Some breach events have produced catastrophic tailings flows that have caused significant economic damage, mass casualties and long-lasting environmental impact in the downstream environment. This paper reports independently estimated values of runout distance, inundation area and fahrboschung of 16 tailings flows. The adopted methodology involves the geospatial analysis of satellite and aerial imagery to classify each tailings flow into a primary impact zone (Zone 1: main overland flow) and a secondary impact zone (Zone 2: along-creek diluted flow) to characterise runout. Only Zone 1 runout values are reported herein given the greater significance in relation to downstream impact. The fahrboschung is calculated using elevation data from global 30 m digital elevation models (DEMs) and source literature. The results show that all the selected tailings flows travelled long distances (2.4 km to 98.5 km) and inundated large areas (0.35 km2 to 27.0 km2) over very low fahrboschung values (0.04° to 4.8°). This indicates very high flow mobility that is largely governed by the high water content sourced from interstitial waters and, in many cases, supernatant ponds. Scatter plots display poor correlations owing to the complexity and variability in travel path characteristics (confinement, slope angle and obstructions) and the inherent properties of the flowing mass. The slope angle of the travel path exerts a strong control over the flow velocity which has implications on kinetic energy and downstream geomorphological impact. Mean tailings flow velocities may range from ~6 m/s on near-flat, open terrain to over 30 m/s in relatively steeper, channelised travel paths, indicating that tailings flows fall within the extremely rapid and high mobility spectrum of global mass movements. The presented work forms an inceptive part of the CanBreach tailings project, a major component of which is to develop a comprehensive database of case histories to examine the role of geotechnics, failure modes and downstream terrains in influencing tailings flow behaviour.

Grade control programs aim to deliver economic tonnes to the mill via accurate definition of ore and waste. The foundation of a successful program is high quality sampling supported by geology and a suitable data management and modelling system. Underground sampling methods include chip, channel and panel samples; grab/muck pile samples; and drill-based samples. Grade control strategy is related to mining method and orebody type. Sampling protocols must be designed to suit the style of mineralisation in question. Holistic studies focussing on ore mineralogy and gold particle deportment, size and distribution are required for sample collection and preparation protocol optimisation through ‘Theory of Sampling’ application. Where possible, such programs should be undertaken early in the life of a project. Appropriate assaying procedures are also required. Program implementation will require suitably skilled individuals to train and mentor staff, with ongoing Quality Assurance/Quality Control (QA/QC) monitoring and review will allow protocols and staff to be updated as required.

Several years of operating experience of over 100 gold recovery operations on the West Coast has provided a database from which the basic operating costs of these types of operations can be characterised. Using figures generated from the averaging of plant operating costs throughout the region and financial modelling using Lotus spreadsheets has been developed to analyse both existing and proposed developments. This type of modelling has several uses: 1. Identification of the impact on profitability of changes in management practices, finance costs, operating costs and revenue streams. 2. Project evaluation and planning. 3. Profitability projections for development financing. 4. Troubleshooting with existing operations. 5. Valuation of existing operations and properties.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

Dilution is associated with considerable direct and indirect costs in underground open stoping operations. As shown in previous works, an improved ability to predict dilution enables the economic risks associated with unplanned dilution to be reduced. Depending on the width of the orebody and depth of mining, the economic performance of an open stoping operation can become even more sensitive to dilution. It is shown in several well-documented studies that as little as 1 per cent of additional dilution can impose millions of dollars of lost profits per annum. Optimisation of a stoping operation is therefore largely dependent on the ability of the operation to minimise dilution. This can only be achieved through sensible analysis of past and future performance of mined stopes using the most appropriate recent available technologies and tools. This article presents a new design process that utilises advanced geotechnical numerical modelling and various other analytical tools to assist with a more robust mine design of open stoping operations. The focus of this design process is on geotechnical factors affecting dilution during the life-of-mine. A recent application of this optimisation method for a mining operation is presented in this paper as a case study. Through the application of this method and various other operational improvements, the mine was able to deliver more consistent production and lower operating costs over its life-ofmine outlook and was able to reduce dilution by up to 50 per cent and achieve sustainable record high production rates.

Perseverance nickel deposit is located at latitude 27¦ 491S, longitude 1200 42'E, 330 km north of Kalgoorlie, Western Australia. Gossanous outcrops were discovered in April, 1971, and after further detailed surface investigations, percussion drilling led to diamond drilling by June, 1971. Up to December, 1972, 127 diamond holes totalling 45,590 m were drilled to indicate 33 million tonnes averaging 2.2% Ni using a 1% cut-off grade. The deposit occurs in a lenticular ultra- mafic unit emplaced in metasediments locally forming the eastern flank of the Archaean green- stone belt trending NNW from Leonora to Wiluna. To the east a major strike fault separates the metasediments from gneiss; westwards there is a sequence of metavolcanics with further ultra- mafic units. Length of the lens is 3500 m and it attains a maximum width of 800 In. The eastern contact is moderately regular, but the western contact is prominently embayed. Local strikes are NNW, and dips are steeply W. A set of strike faults cuts the ultramafics and enveloping quartzites. These are normal faults, parallel to the major eastern fault, dipping 65-70¦W. Resolution Copper Mining LLC (RCML) is one of the largest undeveloped high-grade porphyry copper-molybdenum deposits in the world, with an orebody at depths of approximately 2000 m beneath post-mineralisation cover. With a vision to develop a large-scale, low-cost operating mine, the project is designed as a micropanel cave with an advanced undercut.In September 2014, RCML began a study focusing on identifying and selecting the best production cases to eventually reach full production (120 kt/d). To achieve this, a methodology was developed that allows the fast evaluation of a large number of production schedules.Dassault Systèmes GEOVIA was commissioned to enhance the Footprint Finder program for batch scheduling panel cave production. The tonnage and grade schedules produced by Footprint Finder were compared to schedules developed using personal computing block caving (PCBC™). The inputs to Footprint Finder were then adjusted to achieve a reasonable correlation with the PCBC™ schedules.The enhanced Footprint Finder program was used to batch-process nearly 54 000 schedules using 20 elevations, 17 shutoff grades, four heights of draw, two different copper grades (modelled and upside), two layout refinements within the existing footprint and a variety of production ramp-up rates to 120 kt/d. The study team developed processes to analyse large amounts of data, to assist in selecting a matrix of the best schedules for detailed assessment using PCBC™. Three hundred PCBC™ schedules were developed.The detailed trade-offs between the scenarios is currently underway with promising results. Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. Attempts to rationalise the geological environment of nickel sulphide deposits associated with Archaean ultrabasic rocks has produced much speculation as to the origin of the sulphides and the relative importance of geochemical, mineralogical, textural and structural characteristics of the host rocks. From an economic viewpoint the object of such work is to establish geological criteria which can be used as an exploration guide. Exploration procedure for nickel sulphide mineralisation of the 'Kambalda type' (Hudson, 1972), which occurs at or near the basal contact of Archaean ultramafic flow units and lenses consisted of geological mapping, surface prospecting with soil sampling and rock geochemistry.

Many sampling standards arrive at a value for the prescribed sample mass by assuming a specific relation between the sample mass and the relative standard deviation of the fundamental error and assigning a value to the tolerated coefficient of variation. In order to obtain an equation that provides a relation between the minimum sample mass and the particle properties, many different models for the drawing of a sample have been developed. Here, a model for the drawing of a sample is proposed which can be considered to be a generalisation of the model used in GyÆs sampling theory. Using simulations, it is illustrated that the generalised model can lead to a better correspondence with actual sampling processes.

A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

Flotation recovery in geometallurgical modelling is usually predicted based on relationships developed from batch flotation testing of different ore types. These batch flotation tests are usually performed at a constant set of operating conditions and at a fixed feed grind size P80. Usually the laboratory feed grind P80 is that which is expected to be produced in the full-scale flotation circuit for that particular ore type.Flotation recovery will be a strong function of the valuable mineral particle size distribution, with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation of this fraction. This valuable mineral particle size distribution is not characterised by the solids P80 parameter alone. The proportion of material in each class will also be a function of the slope of the size distribution and the degree of preferential grinding of the valuable mineral in comparison to the total mass of the ore.This paper will demonstrate (through example) how these other size distribution parameters can change with a change in grinding technology, the size and operating conditions used in a grinding unit and the characteristics of the classification technology used in conjunction with the grinding unit. Case studies will be presented that demonstrate how this can result in these parameters being very different in laboratory testing to that produced in the full-scale comminution circuit. A rule of thumb that laboratory rod milling rather than ball milling produces a size distribution most similar to that of the full-scale grinding circuit will be challenged. These differences can result in a significant change in flotation recovery. It is therefore important to consider these parameters when developing a laboratory geometallurgical program, to enable more accurate prediction of the flotation recoveries that will be achieved in the full-scale process.CITATION:Runge, K C, Tabosa, E and Jankovic, A, 2013.
