Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

Laboratory-Scale Magnetohydrostatic Separator for High Resolution Density Analysis of Plastic and Other Wastes Recycling and reuse of different plastic wastes is still a current problem to solve for process engineers and it is true for seeking industrial applications as well as for smaller laboratory-scale, where a given waste sample, plastic or even metallic, has to be precisely separated into narrow density fractions to gain data for industrial design or for scientific research. The principle of magnetohydrostatic separators are known even there are industrial size machines but our primary aim was the development of a laboratory-scale separator for analysis of particles of densities up to 6 kg/L and sizes up to 8 mm. Main parts of the built experimental equipment are the ferrite core with two high power coils. The shape of the ferrite core at the two sides of the separator channel was specially designed to produce isodynamic magnetic field. In these places the ferrite core was constructed from laser cut ferrite sheets. The development of the high power electric supply for the two coils was a real challenge because the high voltage and current (400 V, 30 A) and because it had to be precisely regulated for being able to set discrete relative forces on the particles. Two separator channels were made from transparent plastic. The magnetic fluid is circulated by a centrifugal pump, fresh feed is supplied by a vibrated feeder and products can be taken by built in samplers. The velocity profile in the separator channel is measured by an ultrasonic Doppler velocity meter. Paper reports about the development and itself of the magnetohydrostatic separator and about some fundamental and applied laboratory experiments with different reference particles and wastes from used cars and electrical appliances.

Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

There are several long-standing rules of thumb that are often quoted in mine ventilation studies. They include airway ‘carrying velocities’ and the critical upcast air velocity range that must be avoided to prevent a water blanket forming. Quoting these rules of thumb may lend an air of legitimacy to a ventilation design, and allow the design engineer to avoid having to study a problem from first principles. But how valid are these shortcuts in today’s rapidly changing world? This paper summarises research into the genesis of several commonly quoted rules of thumb. It finds that they were very specific to the local conditions, practices and economics at the time they were developed. It also presents examples where applying these rules of thumb outside of their original context can lead to unexpected and erroneous results.CITATION:Derrington, A S, 2017. Prefeasibility planning and cost estimation of conveyor systems has historically been undertaken by comparing fixed plant transport requirements to that of similar systems in service. This paper describes the development of a prefeasibility conveyor technical design and cost estimation application using Microsoft Excel Visual Basic for Applications (VBA) platform. The application tool known as D-Convey (Dachshund Convey) was developed with the goal enabling the end user:- to develop a technical model for conceptualised conveyor systems,- to perform economic analysis on the developed technical model, and - to conduct a comparative and risk analysis.An Excel VBA based platform was utilised to draw upon both the analytical and graphical capabilities of a spreadsheet. Some of the features of D-Convey system include a revolutionary dynamic graphical help system, known as the 'information pane' in lieu of traditional help files as well as the use of familiar graphical user interface elements such as the MS Office 2007 task ribbon. The D-Convey system incorporates material database allowing for mass handling prefeasibility estimation in other industries; it has been validated at a local quarry.

Bioleaching of Weathered Saprolite - Heavy Metal Adaptation Mechanisms of Aspergillus foetidus Nickel laterite ores remain important to the future supply of Ni and Co as they contain the bulk of known nickel and cobalt reserves (80 per cent and 90 - 95 per cent respectively). Current commercial extractions of Ni and Co from nickel laterite ores are energy intensive and operational costs are high. Microbial leaching of oxide ores has the potential to offer a much needed step-change in the technology for processing laterite ores. Biological leaching of low-grade nickel laterite is based on a non-traditional leaching of oxide minerals using heterotrophic micro-organisms. The organisms solubilise metals by excreting organic acids; these acids then form complexes with heavy metals. Optimisation of the process in in-situ application, however, has been hampered by the toxicity of the heavy metals that are being leached by the organisms. Our recent study has shown that organisms are able to develop tolerance towards heavy metals by adaptation. This study examined the extracellular metal detoxification mechanisms of A. foetidus in 0.2 per cent (wt/v) to 0.7 per cent (wt/v) of weathered saprolite ore. To support our analysis, FTIR, CHNS and microscopy were used to confirm the participation of specific functional groups in the extracellular detoxification process.

The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

Importance of Strain to Fragment Strength in Blasting Induced Pre-Conditioning When a rock is blasted, cracks propagate through the rock causing the rock to fracture. This paper focuses on applying the results from a series of small scale blasting tests were designed to show the effect that varying blast variables such as explosive type and explosive energy have on the resulting strength of the post blast fragments. It was shown that the velocity of detonation of the explosive product affects the reduction of fragment strength. This has important implications for the downstream comminution process. The observations from these tests are then explained with reference to the principles of fracture mechanics. A simple but effective prediction of blast induced preconditioning is shown.

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial. During an eight month period, January to August 1978, nine bore holes were drilled in the Mikonui River gravels. On account of two rebores required from near bottom, the number of bores is in effect 11. Just on 1300 feet were drilled with an average depth of 120 feet. Depth varied from 102 feet to 133 feet. Penetration on average per hole value, varied from 7.4 to 16.4 feet per day. Gold values were even more erratic. Drill rig used was the Keystone churn drill manufactured locally by the Dispatch Foundary. It is skid mounted and requires a crew of two persons.

In recent years, due to advances in designing of various magnet assemblies, a wide range of magnetic materials with different properties can be concentrated. Jalal Abad iron ore beneficiation plant, which is located in Iran, Kerman province, is currently producing iron ore concentrate with the capacity of 0.8 Mt/a by having medium intensity magnetic separators (MIMS) with rougher and cleaner stages that finally leads to the production of an iron concentrate with the Fe grade of about 65 per cent. In this plant, the rougher tailings directly goes to the thickener as the final tailings and cleaner tailings feeds to the ball mill for regrinding. Since some hematite particles with weak magnetic properties cannot be recovered from only these two stages of magnetic separation, the obtained tailings from this concentration plant has approximately an iron grade of 25 per cent to 27 per cent. Accordingly, laboratory processing tests were conducted on the obtained representative sample of the final tailings. Based on the experimental results performed on final tailings, a new magnetic drum separator with a specific magnetic assembly was designed that could finally lead to product with iron grade range of 58 per cent to 60 per cent with relative and total weight per cent of 8.6 per cent and 3.86 per cent. Finally, it could be concluded that feeding of magnetite particles to the existing drum separators, due to their high magnetic field intensity, cannot efficiently lead to improvement of the grade of concentrate. Therefore, pilot magnetic separation tests were done on the final concentrate for evaluation of product upgrading probability. Consequently, by increasing another stage of cleaning and by decreasing the magnetic field intensity, the final product grade could be enhanced from 65 per cent to 67 per cent.

At the Red Dome and Mungana deposits in north Queensland, Australia, it is proposed that mineralisation and alteration developed as a 'telescoped' overprinting continuum, ranging in style from hypothermal to epithermal, reflecting the major changes that developed in the regional setting over the period circa 325 - 290 Ma. Regional assessment suggests that this also applies to many other precious and base metal deposits within a 40 km length of the host Siluro-Devonian Chillagoe Formation.   A ten stage paragenetic sequence of structural preparation, multi phase intrusion and associated mineralisation, alteration and brecciation is postulated for the Chillagoe district.

Lightning Ridge, Australia, is the largest opal producing area in the world. Most opal is mined from shallow underground mines by individuals or small partnerships with the industry having been protected from large-scale development to date. The safety performance of opal mining has lagged both general mining industry standards and community expectations. The application of geotechnical analysis to the opal fields has the potential to considerably reduce injuries and fatalities. With consideration of the local culture, preliminary geotechnical analysis has been applied to some current methods of work utilised at Lightning Ridge. Practical solutions have been advocated and are presented in this paper. Improvements to safety generated by these practical solutions indicate that further geotechnical research at Lightning Ridge is warranted and would be beneficial.

Over the last few years at Glencore’s Mount Isa Copper Operations (MICO) mining conditions have become increasingly challenging through lower head grades and higher work indices. MICO has had great success improving operating efficiencies and increasing productivity through focusing on technology, innovation and operational discipline. The recent implementation of the Mine Site Technologies (MST) ImPact System has supported the continued transformation of the MICO operations through improved personnel safety and direct measurement of productivity. The ImPact System has implemented new safety systems such as the heavy vehicle proximity detection system, underground personnel tracking system and emergency evacuation dashboards improving the overall safety of the workforce. The ImPact System has facilitated productivity improvements via real-time equipment and personnel monitoring, and the implementation of exception reporting (personnel productivity), KPI reports and production dashboards, and transparent reports highlighting developing maintenance issues.This paper discusses the components of the ImPact System, the current installation at MICO, and critically analyses the implementation processes and right sizing of the system to meet the needs of the business today and into the future.CITATION:Bullock, J, Kent, D and Wilkinson, M, 2017. Self-cleaning fluidised bed heat exchangers have demonstrated unparalleled performance internationally for the implementation of indirect heat transfer in severely fouling fluid environments. Recent advances in equipment design have increased the scope of application to include indirect heat transfer in slurry environments, including fouling, scaling and viscous slurries. The ingenious configuration of recirculated cleaning particles through the tubes of vertical shell and tube heat exchangers provides the ability to solve heat transfer problems that arise as a consequence of tube-side fouling during indirect heat transfer to process fluids or slurries. In most cases, the cleaning particles consist of chopped metal wire, however other process-specific materials may be used.
