During the past year considerable progress was made in the exploitation of Iraq's resources, although no new fields were discovered. The principal development was the completion of the much heralded pipe line from Kirkuk to the Mediterranean, by the Iraq Petroleum Co., Ltd., and the beginning of crude exports to Europe on the second of August. Official ceremonies for the opening of the lines took place in January, 1935. The line in itself is sufficient achievement under the existing natural handicaps to deserve a moment's attention. It is 1151 miles long, composed of two independent lines made up mostly of 12-in. with some 10-in. and 8-in. pipe, and extends from Kirkuk westward 156 miles to beyond the Euphrates River as a double line. From that point, near the village of Haditha inside the Iraq border, it bifurcates, one leg going as a single line to Haifa through the British Mandated Territories of Trans-Jordania and Palestine, and the other to Tripoli through the French Mandates of Syria and the Leban(on)ese Republics. The total length of the Tripoli line is 532 miles, of the Haifa line 619 miles. The line leaves Kirkuk at an elevation of 1013 ft., drops to 350 ft. at the Tigris, to 200 ft. at Wadi Tharthar west of the Tigris and again to 300 ft. at the Euphrates, rises to more than 3150 ft. at mile 451 on the central Arabian steppe along the south line and to more than 2500 ft. at mile 466 along the north line. On crossing the rift valley of the Jordan River south of Galilee, it drops abruptly below 850 ft. below sea level, requiring the use of extra heavy 8-in. pipe and a relief station to reduce the pressure. A picked group of American welders, under H. S. Austin, of the Ajax Pipe Line Co., laid the line. It is coated, wrapped, and buried 30 in. beneath the surface in solid rock along much of the route. It crosses four large rivers and wide stretches of alkaline soils. Twelve pumping stations are employed, three of which are double east of the bifurcation. Each single station houses three 500-hp. crude-burning deisel engines flexible-coupled to reciproratirig pumps. WE as employees of these related companies, I am sure, are proud to be affiliated with them, and have great faith in the sagacity and fore- sightedness of our employers. Most of us here have been called into important positions in these organizations, and it should be our most earnest endeavor to sense and carry them out as if they were our very own. We have been asked to supervise and carry on a work over which our employers cannot personally watch. It has been well said that the most efficient organization is that which requires the least attention from its head. Because of the very nature and condition of our work, which separates us by many miles from our employers and makes it impossible for us to receive attention and instructions from the heads of our departments, save for occasional visits and correspondence, we are given a great opportunity to prove that we can be efficient workers without too much attention from the heads of our departments. There are few employees who cannot do their duty when it is laid before them in specific terms, and when their employers are always there to see that their plans are carried out. But the employee who is really giving efficient service sees his duty himself and willingly does it. '

ARTHUR CROWFOOT, Morenci, Ariz. (communication to the Secretary*).-In order to set at rest any doubts in regard to the reasons for selecting the Callow pneumatic flotation process for use in the concentrators of the Arizona Copper Co., Ltd., at Clifton and Morenci, I am presenting the following facts gained from the results of test work carried out on the Callow and Cole-Bergman types of flotation machines at Morenci. Prior to the comparative test of merit between the Callow and Cole-Bergman machines, many months' time and a large amount of money had been expended in the development and testing of the Cole-Bergman machine, and it was necessary to decide quickly what make of machine was best to install. The Callow pneumatic flotation process was recommended for installation in our concentrators for the following reasons: The results indicated: 1. That the Callow system made the highest extraction of copper values from the feed treated. 2. That the Callow system was simpler to operate and could he operated it a lower cost. 3. That the Callow system operated with a lower air pressure. (The question of the actual power consumption of the two types of machines was not definitely settled at this time.) During the official test period the Callow flotation apparatus showed an additional recovery of from 1 to 1.5 lb. of copper per ton more than the Cole-Bergman machine, this difference being maintained by further treatment of the tailing from both machines. The simplicity of the operation of the Callow flotation system is one of its notable features, two operators per shift being able to handle 90 standard cells and blower equipment.

A matter of much concern at present to the coal-mining industry of Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (1) production, supply and sale of coal; (11) the reorganization of the coal-mining industry; (111) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them. Part I.—Production, Supply and Sale of Coal Under Part I of the Coal Mines Act, 1930, provision is made for central and district schemes to regulate the production, supply and sale of coal by the fixation of standard tonnage, quota and minimum prices. By Nov. 1, 1930, all the district schemes came into force with the exception of that for Scotland, where the majority of the coal-owners did not see their way to accept the amendments to their draft scheme demanded by the Mines Department. A compulsory scheme for Scotland was thereupon prepared by the Mines Department and put into force on Nov. 24, 1930. It is administered by the coal-owners of the district. The essence of the schemes is the allocation of tonnage for each district by a Central Council, and the allocation of quota for each pit in a district by an Executive Board for that district. Up to Dec. 31, 1930, the various bodies of coal-owners engaged in administering the schemes were employed in work preliminary to their full operation. Standard tonnages had to be determined and coals had to be classified. In consequence, it was not found possible to put the regulation of output into force until Jan. 1, 1931. The determination of minimum prices proved to be an even longer process, and only in a few districts were minimum price schedules operative during the first quarter of this year. The working of the schemes during the March quarter, 1931, has been reviewed in an official publication by the Mines Department,' which can be summarized as follows:

By now most readers of this column are aware that it no longer has a regular editor. Tom Murphy, who did the job so well, has had to bow out because of his duties in Australia---duties that keep him from the luxuries of such things as typists and typewriters for rather extended periods of time. We will miss his regular contributions but hope and expect to hear from him as a guest columnist from time to time. Finding an editor to function on a regular basis turns out to be no simple task. This does not mean that there may not be candidates around who would secretly enjoy having their arm twisted into a "yes" position, but at the moment none has been found. Anyway, at the Salt Lake City business meeting it was agreed that we should try to spread the load around. To that end, the Regional Vice Chairmen were specifically singled out as one potential source of contributions. These fellows should have an opportunity for a hearing during their term in office. The existing organizational set-up of the IndMD Division may be a little unfair to this group of officers. The limited responsibility outlined in our Manual of Official Duties and Responsibilities does not offer them much chance for self-expression. Probably the by-laws were written so as to have a geographic representation of membership in case it should be needed at some time. But that is another subject. The point is that now these regional officers have an opportunity to speak out on topics of their own choosing through this column. Some have already done just that. There are also other potential contributors to the column. One is the Secretary, who twice a year uses the column for distributing the minutes of our business meeting to the members. Another is the outgoing Division Chairman. In Salt Lake City, it was decided that this officer should be challenged to contribute something each year as a means of reviewing events of the past year or explaining what should have happened but didn't. I am, therefore, trying to accept that challenge.

Y.-I should like to ask Mr. Neale how the members of the production committees at the individual mines, who came from the mine workers themselves, were chosen or appointed; also from what classes of employees they usually came? J. B. NEALE.-In the union fields, they were chosen by a local. In the non-union fields, they were chosen either by the men in mass meeting or by the company officials. The last way was very unsatisfactory because it gave the men an opportunity to say that they were going to be passed upon as to whether they were slackers or not, by men chosen by the company. When they were chosen by the locals or at mass meetings of the workers, the appointments have been very much more satisfactory. R. D. HALL, ? New York, N. Y.-The matter of inefficiency on the part of the operator is one that I think we may well take into account, because there is a very large inefficiency on the part of the coal operator; it has arisen from reasons almost beyond his control and will continue for these same reasons. It is no use arguing a moral responsibility on the part of the operator, when you make efficiency very largely a loss to the operator who puts it in force. If you ask a man working on a clay wage to work with more efficiency. he says, "Well, I may do it or I may not," it all depends how he feels, but he does not lose anything financially by not working hard. If you ask the man who is working by the ton to put out more tons, he makes a profit by putting out more tons. How is it with the operator? If he gives a man all the cars he needs and all the power he needs, if he runs after his working men and waits on them, he does not get his coal out any cheaper than before.. He gives the man a better chance and there is more efficiency, but at the same time he has increased his expenses all along the line. At the end of the year he finds that his profits have been less than if he had had less efficiency. The efficiency is really against him in many ways. Because he gets a larger tonnage, he reduces the overhead to a certain extent; but hiss tonnage may not be any greater because he may work fewer days. As Mr. Taylor remarked some tine ago, supposing he puts in a machine that is very much more effective than any he had before, he has the same scale; the miner gets out more coal, but he himself does not get any benefit out of it because he has a scale fixed, so much per ton.

A STRIKING testimonial to the value of safety was contained in an ad- dress given in May, 1936, by A. R. Young, vice-president of the United States Steel Corp.: In the period from 1906 to 1935 we have spent $24,860,540 on safety work. By comparing the cost of "prevented" accidents by the cost of settling similar accidents, we found that we had made a saving of $117,224,238. Even if those figures are 50 per cent wrong, at least we got back every dollar we paid for safety and another with it. I don't think anyone has to blush before his board of directors for an investment of that kind.

THE failure, by swelling, of several cast aluminum-zinc, spiral, pump rods, used to circulate water in a constant-temperature bath, brought up the question as to whether the presence of tin in varying quantities would have any appreciable influence in controlling this action. Previous workers had found the same difficulty with aluminum-zinc alloys, due to their swelling in water or solutions of electrolyte^.^ It was known that pure aluminum was practically insoluble in concentrated sulfuric and nitric acids, presumably due to the formation of an oxidized film on the surface. Concentrated sulfuric acid had little or no effect on pure zinc and tin and concentrated hydrochloric acid would attack all three metals. These facts aroused curiosity as to the probable reaction of the ternary alloys of these metals, and tests were made to determine their resistivity to the action of common laboratory reagents. Samples, covering the entire range of the ternary series of aluminum, zinc and tin alloys, were made up from good grades of the commercial metals.2 The materials were melted, at as low temperatures as possible, in graphite crucibles in a gas-fired crucible furnace. Graphite crucibles were used in preference to clay, to prevent the absorption of silicon by the aluminum, as found by previous workers. The melted materials were stirred thoroughly with pine sticks in order to ensure complete mixing and the greatest possible freedom from oxidation, and were cast in sectional, iron molds giving bars % in. in diameter and 5 in. long.

A SPECIAL meeting arranged by the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers was held on Tuesday and Wednesday, Sept. 21 and 22, in the Assembly Room of the American Annex Hotel, St. Louis, Mo. Preceding the first session on Tuesday morning, the members and guests were registered and presented with the usual Institute badges. The morning session was opened at 10:30 by Ralph Arnold of Los Angeles, Calif., Chairman of the Petroleum and Gas Committee. In his opening remarks, he suggested that the petroleum section specialize more and more on the technical problems of the oil industry and that an effort be made to enlarge the membership of the Institute among the technical men of the industry. The following program was presented : OIL FIELDS OF RUSSIA, by A. Beeby Thompson and T. G. Madgwick, of London, England. Presented by H. A. Wheeler; discussed by Arthur Knapp and R. VanA. Mills. This most comprehensive paper was one of what is hoped to be a series to be presented by some of our foreign members. It is by far the best description in English of the world-famous Baku and other fields of Russia.

Those familiar with the war in France at first hand know that in these last two years the weight of the suffering has fallen upon the families of the well-to-do classes; those who before the war lived in comparative ease and comfort, with every prospect of educating their children as their parents and grandparents had been. Thousands of the men in these families have been killed, "officiers d'élite," and the small pensions accorded the widows permit them only to house and feed their children HELÈNE JOURNÈS. and give them a common-school education. The pension for a lieutenant's widow is $245 a year; for 'a captain's, $345; for a colonel's $575; and so on. At present, it requires three francs a day to provide food for one person in cities, and conditions are not improving. The American Ouvroir Funds, 681 Fifth Ave., New York City, has tried for nearly two years to have individual Americans give individual children a "bourse," or purse, as it is called, of from $150 to $250 a year, so that they may enter such educational institutions as the Lycées, the Polytechnique, Beaux Arts, St. Cyr, etc. The war relief societies of these military schools furnish photographs and histories of children under their care and on their lists.

DURING the past year publications in physical metallurgy have not been abundant when compared with the output of prewar years. Nevertheless, some noteworthy contributions have been made to the literature. Because of the necessity for war production, much of the metallurgical effort has been directed towards the solution of problems of production processes. The limited amount of time devoted to other problems is reflected in the small number of papers devoted to nonapplied research, though a few excellent contributions have been made to the fundamentals as will become evident in the following pages. Results of many of the government-sponsored research investigations have been released to the public and are being published in the technical journals. Many more of these papers may be expected to appear in the 1946 publications.. Public distribution of information obtained in the course of these investigations should be of great value to American industries in the postwar era. The Kentucky Geological Survey(KGS) was established in 1854 as the official geologic research organization in the Commonwealth. Since that time the Survey has performed basic research in a number of geologic areas such as energy, applied geology, mineral resources, geologic mapping, and hydrogeology. Because of coal's importance to Kentucky, a significant part of the geologic data collected by the KGS is coal related. Coal-related data also occur in a variety of other KGS data sets such as the petroleum and water data files. To adequately respond to coal-related inquiries, the KGS maintains an inter- active, on-line data base in which various types of geologic and hydrologic information can be easily stored, retrieved, and manipulated. The KGS will continue to expand and update this data base through ongoing research, and by cooperating with the Kentucky Natural Resources and Environmental Protection Cabinet, Kentucky Department of Mines and Minerals, U. S. Geological Survey, and University of Kentucky Institute for Mining and Minerals Research. Data in this comprehensive system is available to State, Federal, and local governments; industry; researchers; and the general public. These data facilitate coal exploration, mine planning and permitting, coal production, and research activities in the Commonwealth of Kentucky.

DEMANDS upon power plants by the war program in 1941 intensified problems of coal utilization. It was an outstanding year in that field. The domestic heating stove witnessed outstanding development; the research folks progressing so rapidly that the design of the "perfect" stove is just around the corner. Use of colored motion pictures in analyzing fuel-bed performances has reached a new high with the colored pictures taken at minute intervals and projected at sixteen frames a second as shown by the Koppers Coal Co. and the Anthracite Institute (on domestic stokers) and the Consolidated Edison Co. (industrial stokers). Continued efforts of this kind will be beneficial in analyzing further some of the "Code for Testing Coal" problems confronting Subcommittee No. 2 of the Joint A. I. M. E. - A. S. M. E. Committees.

This year, Great Britain is looking back over a century to August 14, 1850, the day when the first "Act for the Inspection of Coal Mines" was passed in that country, an act which signaled the end of over two hundred years of hitherto uncontrolled and dangerous mining practices. It was back in the time of Queen Elizabeth that . thousands of pounds were invested in mining, particularly coal mining in England and Scot- land. By 1640 there were collieries producing 10,000 to 25,000 tons of coal per year. In the seventeenth century the Tyne district coal industry was organized into powerful partnerships, and coal took an even larger part in industry, as a source of power and as fuel for the iron industry. In the early 19th century a "phenomenal, almost devastating expansion" characterized Britain's coal industry, and it was sparked by a 111 pct in- crease in the population of England and Wales in the first half of the century. Coal production for those 50 years increased 470 pct and pig iron production was up 946 pct for the period 1801-51.

The following is an extract of the Engineers' licensing law recently passed by the Colorado legislature; it went into force July 10. On the board of examiners are representatives of the four national societies. R. J. Grant, of Denver, represents the American Institute of Mining and Metallurgical Engineers; H. I. Reid, of Colorado Springs, the. American Society of Civil Engineers; H. S. Sands, of Denver, the American Institute of Electrical Engineers; and Frank E. Shepard, of Denver, the American Society of Mechanical Engineering. Within sixty clays after the taking effect of this act the Governor of the state shall appoint a State Board of Engineer Examiners, to be composed of five members, who shall be legal residents of the state of Colorado and who shall have been engaged in the practice of engineering for at least ten years. Upon the expiration of the term of any members other than the state engineer the governor shall appoint their successors for a term of four years, from a list of five nominees elected by the licensed engineers acting in a general assembly called together for this purpose by the president of the board. Such assembly shall be held in the month of January next preceding the expiration of the terms of any members. The Board of Examiners shall adopt all necessary rules, regulations and by-laws to govern its proceedings, not inconsistent with this act or the laws of the state or of the United States.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,
