This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. "The CANMET SPOC project aims at inducing progress in process evaluation and optimization by developing user oriented software based on state-of-the-art theory. The present work is the result of a joint effort by CANMET, Noranda Mines and Université Laval to develop two computer packages: one (RTD) to calculate the residence time distribution that best describes the material transport through the mill, the other (FINDBS) to estimate the rate of breakage and distribution function of the population balance model in a ball mill. The RTD package can handle data from various experimental methods (impulse or complex tracer feed, with or without recycling, etc...). The FINDBS package provides options for the functional description oj both model parameters Band S. The full detail of the methods and programs appears in a users guide. The program capabilities and several sample runs are presented.IntroductionSimulation of mineral dressing operations by computer has been largely contained within academic and research circles and has not yet gained a status of routine practice in the ore and coal industries. It is however a matter of time before process simulators are available on every process engineer's desk to assist process optimization tasks, flowsheet design and professional training. The CANMET SPOC project (Simulated Processing of Ore and Coal) was initiated in 1980 to assist the Canadian industry in integrating computer-based methodology for process evaluation and optimization(1). Software development, documentation and transfer is one of the main priorities of the project which will mature in 1985 by releasing a complete package of manuals and programs covering sampling, material balance computation, unit modelling, flowsheet simulation and optimization . This paper is a condensed description of a typical project element in its 1982-1983 state of development. The required methodology for ball-mill modelling and simulation was consolidated an d merged to other project elements during a joint study under contract financed by CANMET and Noranda Mines Ltd . The first part of the study dealt with documenting experimental methods and software for ball-mill computer simulation. Université Laval GRAAIM (Goupe de Recherche en Automatistion Appliquée à l'Industrie Minérale) acted as sub-contractor for this part of the study(16,17). A second part dealt with applying the model calibration techniques to a large industrial data base and is reported elsewhere(2,18,19)."

The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

Silver is one of the three major metals produced from the Broken Hill mines. The accurate determination of the silver in these ores, therefore, is of economic importance.With due appreciation of the divergence of opinion of many who are interested in the subject of the determination of silver, the writer has been prompted to present the results of some recent experiments on silver losses during cupellation and conclusions from these experiments in the present paper. The losses of silver in the fire assay for this metal are due to silver retained in the slag during the fusion or scorification of the ore, and to silver volatilized from, and absorbed by the cupel during the process of cupellation.The literature describing the results of experimental work on silver losses due to the above causes is extensive, and the general conclusion of these experiments is that the silver lost in the slag is small, but that lost by cupellation is larger and more variable.The term cupellation loss in this paper refers to the total cupellation loss, no distinction being made between the absorption and volatilization losses.Volatilization loss is shown by King to be 0.5% of the total cupellation loss and, as it is generally accepted among assayers as being only a small fraction of the cupellation loss (3) (5), it will not receive further consideration in this paper.The factors causing the loss of silver by cupellation and the precautions to be obs~rved to reduce the loss in this operation are described in (1), (2), (3), (4) and (5). Scanning electron microscope–Mineral Liberation Analyser SEM-MLA can be used to discriminate between hematite/magnetite in iron ores, but achieving backscattered electron (BSE) segmentation between the two minerals is difficult for particles =75 µm using typical preparation and analysis methods for the MLA based on a tungsten filament SEM (Quanta 400) with 25 kV high voltage. Preparing iron ore sample mounts using a slow-speed polishing method, and conducting the experiment on a field emission gun SEM-MLA (Quanta 650) with the high voltage (HV) setting lowered to 15 kV reduces instrument noise and results in very clean BSE images and segmentation. This method requires new X-ray standards to be acquired for each mineral identity at 15 kV because of major changes in the spectra at lower kV. Historically, miners have known that roof rocks originally composed largely of mud were prone to slaking and deterioration when exposed to water and humidity. Mine Safety and Health Administration (MSHA) records show that roof falls are more prevalent in summer and late fall. Field data shows higher bolt loads and increased room convergence in summer months. Laboratory data shows that very high internal pressures can be generated by significant strain in clay-rich rocks. In summer months humidities ranging from 70-100% can cause rock strains up to 7%, and rock pressures of 14,000 psi, more than enough to break apart weak shales and fireclays. The National Institute for Occupational Safety and Health (NIOSH) conducted wet/dry immersion cycling of clay-rich rocks. Results show that the rocks most prone to moisture deterioration are fireclays, claystones, and sandy shales, all of which have disrupted bedding. Of the 7 mudrocks with a weatherability index above 40%, none showed consistent fissile bedding. Black shales were surprisingly resistant to wet/dry water immersion cycling. Generally, mixed rocks (stackrock), typically susceptible to horizontal stress, are more resistant to moisture-deterioration. Mine roof rocks tested with moisture sensitivity ratings above 50% (moisture sensitivity index ranges from 0-100 with 100 being the most sensitive) all came from mines which had roof skin problems and used supplemental support to prevent rock fall injuries. Some roof rocks showed lateral variability of moisture sensitivity values, suggesting the need for more samples in highly varying roof rocks. Swelling strains of mudrocks showed that almost all of the swelling occurred in the first 24 hours after immersion. The wet/dry immersion cycling test used provides an accurate, quick and inexpensive method for estimating the moisture sensitivity of mudrocks. With this information mine operators can begin to anticipate hazardous ground and prepare appropriate roof support.

Concentrations of bright green material in the "Golden Mile" of Kalgoorlie, which carry particularly high gold values, are known locally as "green leader".This assemblage consists largely of quartz, sericitic muscovite, carbonates, and pyrite. Some of the sericitic muscovite contains vanadium, giving the rock its green colour. Vanadium oxides, including nolanite, are also present. Tellurides identified in this study are calaverite, altaite, petzite, melonite, and coloradoite. Native gold was found in most of the samples; some of the gold, at least, has been formed from the decomposition of gold tellurides.It is suggested that mineralizing solutions carrying gold and tellurium leached vanadium from the host rocks and subsequently deposited gold tellurides and vanadium-bearing minerals in the "green leader".

Conventional Atmospheric Monitoring System (AMS) installations for monitoring CO, CH4, O2 and air-velocity throughout underground mines are usually relegated to a modest 3-5 mile extent and with data communication speeds confined to a ponderous 1-5K baud range. New US-MSHA and state regulations require fast reporting of unsafe conditions, and the old 20-30 minute updates are no longer acceptable. To communicate farther and faster has always been a problem, because data reliability degenerates with excessive distances and high speeds. Because of this, very large mines often resort to costly optical-fiber media, using expensive OF cables and repeaters to obtain the necessary coverage. This entails high initial cost, as well as high maintenance and downtime costs to repair or replace broken optical fibers. Rel-Tek has pioneered with its DX-Bus communication data highway, which uses inexpensive twisted-pair telemetry cables, which can now communicate well into the 20-mile extent of the largest mines -- normally a brick wall for low-tech AMS systems. This extended range, enables the use of twisted-pair cables and provides a low cost alternative to OF systems. This paper discusses the DX-Bus, and its latest accomplishment, the ?B-LINK,? a unique high-speed communication repeater that maintains the 19.2K-Baud data rate. On-going innovations to our workhorse Millennia-DX computer software have kept pace with this extra speed/distance phenomenon, resulting in a dually-optimized AMS package: both hardware and software. Cost savings are substantial, and at no sacrifice of reliability ? nearly always at 100%. Sensor updates are measured in seconds, not minutes and hours. Twisted pair copper cable is cheap to purchase and install and a breeze to maintain. Rel-Tek uses the B-LINK's wide branching capabilities to enable the AMS to extend 20-miles both far and wide. Actual experience in large US coal mines -- both longwall and continuous mining operations -- confirms the large mine performance. The ventilation and safety benefits to the mining industry are immeasurable.

Automation technologies are increasingly adopted in different mines world-wide. This paper presents the technical aspects of vehicle automation applications at two Noranda operating mines. Teleoperation of 5 LHDs at Noranda?s Bell Allard mine is used in order to meet aggressive mining requirements under difficult conditions. The equipment is performing under high demand for reliability and performance. In order to further increase performance, automated loading has been commissioned on one of the LHDs and is being tested. Results to date indicate improved performance with respect to an operator through better filling of the bucket, fewer passes at the muck pile and shorter cycles. Noranda?s Brunswick mine is currently commissioning an automated haulage zone where two optically guided trucks transport ore from a remotely operated chute to two ore passes. Expected operational advantages include increased system capacity and enhanced safety and comfort for the operator. Monitoring to date indicates that the trucks can operate reliably under the conditions imposed by mine production.

The stability of a raise bore is often assessed using the rock mass classification system published by McCracken and Stacey as a modification of the Q system. Often the assessment is done using a spreadsheet to manipulate geotechnical log(s) of boreholes. This paper discusses the inherent difficulties with this approach. Recent work by others to provide guidelines to the classification system is discussed. A recent example of the design and raise bore performance at Macraes Gold Mine, New Zealand is presented. A key issue is that a visual assessment of the drill core and/or core photographs is necessary to æground-truthÆ the classification.

Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. The cyclic steam injection process has become the most widely applied and most successful thermal recovery technique in use today.1-4 Normally, steam stimulation is repeated several times during the life of a project. The problem is to select the optimum number and size of steam treatments so that the profits realized over the entire life of the project are maximum. Obviously, operating costs rise directly with the frequency and amount of steam injection. Operating efficiency, on the other hand, can be adversely affected if the amount and frequency of stimulation are insufficient. Thus arises a multistage decision problem; that is, a decision must be made at each sub-period (day, for example), as to whether steam should be injected, and, if so, how much. It is desirable that these decisions be made in such a way as to secure maximum net profit before taxes. This can be achieved by dynamic programming. To use dynamic programming, we must be able to predict not only the production rate-time curve resulting from a given stimulation, but also how changes in stimulation policy will affect this curve. In this study, the effect of steam injection on well performance is estimated on the basis of a simple model that takes into account both steady-state and transient flow. Oil production rate is calculated for both types of flow, and the larger of the two values is used. This allows the calculation to change to radial steady-state flow at such time as this mechanism becomes more effective than the transient mechanism. We propose to show how dynamic programming can be used to optimize the steam soak process with respect to net profit. For this, a mathematical representation of the steam soak technique is necessary. A further objective, therefore, is the formulation of a mathematical model capable of realistically simulating the physical process. Oil Production Response Model The advantage of using a mathematical model is its generality and ease of manipulation. However, the model must be an accurate representation of the physical process, for a solution derived from a model can be no better than the model itself. The question now arises as to how well the model should be expected to simulate reality. In general, the simplest model should be tried first, for additional accuracy is apt to require additional cost and time. Also, the search for a high degree of accuracy may yield only greater complexity and difficulty without yielding significantly better results. With this in mind, we kept our model as simple as possible, yet generally representative of the actual physical process. The number of state variables is limited to three, and stochastic variations in the parameters are ignored. As a consequence, use of this model should be restricted to cases in which the underlying assumptions are not severely violated. In

The Rosebery and Hercules mines, situated in the Rosebery-Williamsford district in western Tasmania, have a history of production dating back to 1896-7, although full scale production did not commence until 1936, following the development of a satisfactory process of selective flotation (Hall, Cottle, Rosenhain and McGhie, 1953). The mineral composition of the Rosebery zinc-lead ores was first described in detail by Stillwell (1934). The Hercules ore is generally similar, but as yet no descriptions of it have beenpublished.Since Dr. Stillwell's paper appeared, the management of the Rosebery and Hercules mines has from time to time submitted a number of interesting mineral specimens to C.S.I.R.O. Mineragraphie Investigations. Examination of these specimens brought to light eight minerals, some relatively uncommon, not previously recognized in these ores.They are cassiterite, molybdenite, stannite, electrum, meneghinite, boulangerite, pyrargyrite and pyrrhotite. Some of the specimens are also rich in tetrahedrite and gold. In addition each of the other ore minerals described by Stillwell, viz. pyrite, sphalerite, galena, bournonite, chaleopyrite and arsenopyrite, was detected in one or more of the specimens examined during the present study. The principal gangue minerals were found to be quartz, manganiferous carbonate, sericite and barite, agreeing closely with the observations of Stillwell.The present study was based on the examination of the following eight specimens.

Sandstone, a widely distributed siliceous sedimentary rock, is the third most popular building stone in the United States. It is formed by the breaking down of preexisting rocks by weathering, subsequent segregation of the detrital quartz grains into discrete deposits by the sorting action of water or wind, and finally cementation of the quartz sand into a coherent rock. The homogeneity and resistance to weathering of the resultant sandstone make it suitable for exterior construction. Its excellent wearing properties explain its popularity for flagging and stair treads. However, quarrying and dressing methods and costs are adversely affected by the abrasiveness and hardness of sandstone especially as compared to limestone.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Watershed tungsten deposit is located in the Hodgkinson Province of north Queensland, Australia. The deposit is hosted by Siluro-Devonian flysch-type meta-sediments of the Hodgkinson Formation, which were subjected to four major deformation events. Mineralisation has occurred syn- to post-D4 and is related to the intrusion of S-type granitoids of the Permian Whypalla Supersuite.Watershed is located within a regional NW–SE-striking melange zone composed of brecciated and intermixed arenites and shales. The major NW–SE-striking Tullah fault zone is situated in close proximity to the east of the deposit.The Watershed deposit occurs within a tightly folded upright anticline with NW-plunging fold axis. The anticline contains a major package of coarse-grained to conglomeratic arenite, which harbours the Watershed mineralisation. Several alteration styles occur within the arenites, of which Fe-poor calc-silicate alteration dominated by clinozoisite/epidote is the most significant. Less widespread but locally important alteration styles comprise garnet-dominated calc-silicate alteration, albitisation and sericitisation. The arenites are enveloped by unmineralised carbonaceous shales and shale breccias.Tungsten mineralisation occurs solely as molybdenum-poor scheelite and can be found as three styles: disseminated mineralisation in calc-silicate altered arenites, vein-style mineralisation with quartz-albite-scheelite veins and minor but high-grade mineralisation in albitised felsic dykes.Contact metamorphic rocks and geophysical data indicate the proximity of an underlying granitic body. It is believed that this granitic body was the main driver of the hydrothermal system generating the Watershed deposit. An early mineralisation stage caused the selective calc-silicate alteration of the arenites, while a second stage caused the vein-style high-grade mineralisation. The folded shales enveloping the arenites worked as an effective barrier that kept the mineralising fluids in a confined rock volume.The scheelite mineralisation at Watershed is open to depth, with a granite-hosted porphyry or greisen-style mineralisation anticipated below the current resource.CITATION:Griessmann, M and Williamson, J, 2015. In this report, the use of Penn State Ventilation Simulator (PSU/MVS) for planning and evaluating new coal mine ventilation systems is demonstrated. The simulator's application to evaluate the ventilation system of a coal mine currently under development is discussed. The ventilation system is evaluated for representing development of the mine at the end of 12, 24 and 36 months after mining has begun. The report describes the necessary steps of data input preparation, ventilation network development, analysis of results, modifications to the network, and methods to expand the computer program for networks larger than 550 branches.
