The Antamina tailings beach is considered a fundamental design component, as well as a predictive control for phreatic surface control. In this sense, the paper point out the development and purpose of the tailings beach , as well as what future opportunities may exist. These present and future opportunities, include implications of the beach as an evaporative surface control thus reducing pond volume. These desireable outcomes include better control of the phreatic surface in a rockfill dam, and reduction of pond water volume.

Energy Metals Corp. (EMC) holds numerous mineral properties in the northern portion of the Great Divide Basin. The JAB property is one of several potential properties being planned for development as a satellite facility to the greater Antelope uranium project. A National Instrument 43-101 Technical Report was completed for the JAB property. This report estimated total measured and indicated mineral resources on the property totaling 1.6 kt (3,555,022 lbs) U3O8 contained in 2.2 Mt (2.4 million st) at an average grade of 0.073 percent U3O8 at a 0.25 grade times thickness (GT) cutoff in accordance with CIM Standards on Mineral Resources and Reserves. The JAB property is located in Sections 13, 14, 15, 16, 21, 22 and 23, Township 26 North, Range 94 West, approximately Latitude 42° 14’ North and Longitude 108° 00’ West (Fig. 1). This property consists of unpatented mining lode claims and Wyoming state mineral leases com-prising approximately 850 hm2 (2,100 acres).

THE Board of Directors of the Institute has authorized the appointment of a committee to draw up rules of procedure under which awards can be made from time to time to petroleum engineers for outstanding contributions to the art of finding and producing oil and gas. These awards will 11e sponsored by the Petroleum Division and are the first recognition by any professional society of outstanding achievement in "oil mining." They will be in the form of either a gold medal, scholar- ship, or other suitable prize. The awards will be financed from the income of the Anthony F. Lucas Memorial Fund, which was started about fifteen years ago, shortly after' his death, by admirers of Captain Lucas.

Anthony I?. Lucas died suddenly at his home in Washington, D. C., on Sept. 2, 1921. Captain Lucas, as he was known to us, was born in Dalmatia, Austria, in 1855, of Montenegrin ancestry. He was graduated as an engineer at the Polytechnic of Grate and served in the Austrian Navy as second lieutenant. In 1879, he obtained leave of absence and visited an uncle in the United States. After an extension of this leave of absence, in order to undertake an engineering engagement in the lumber district of Michigan, where he resided, he decided to become an American citizen. He was naturalized in May, 1885. His name was Luchich, but as his uncle had adopted the name of Lucas, which was more easily pronounced by Americans, from his entrance to this country, he used this Anglo-Saxon form. Without knowing this fact, upon first meeting him a person was sometimes surprised to note the rather Germanic pronunciation of the Captain. Although he subsequently revisited Austria with Mrs. Lucas, he made his permanent home at Washington, D. C. His son served with distinction in the A. E. F. during the World War. His activities in this country as a mining engineer were at first in Colorado and later in salt mining at Petit Anse and Belle Isle, La. During his salt investigations, his attention was directed toward the possibility of oil in the Gulf Coast region and in January, 1901, his well, the "Lucas Gusher," on Spindle Top, Tex., started a new era in the oil business and his reputation as discoverer made him famous throughout the world. Captain Lucas became a member of the A. I. M. E. in 1895. During 1914, 1915, 1918, and 1919, he was chairman of the Petroleum and Gas Committee of the Institute and was at all times prominent in Institute affairs. As to the personality of Captain Lucas, the lasting impression is of a courteous hospitable gentleman, genial, affable, obliging, and helpful with his advice br assistance to any colleague. He was sincere, honest, firm against all obstacles, backing his judgment with his own hard work along any course which he had determined to be correct. His value in the engineering world lies mainly in the petroleum industry. In the oil business all wild-catters are pioneers that deserve credit and gratitude upon their success. There are, however, names that particularly stand out in our history. Drake conquered such obstacles as ridicule, lack of finances, and started the oil business. In 1901, Captain Lucas had the conviction that Spindle Top, a dome rising about 12 ft. above the coastal prairie south of Beaumont, Tex., contained commercial oil. ANTHRACITE?S satisfactory showing in 1942 was accomplished in the face of adverse conditions, such as the loss of man power to the active services and to other industries, and the difficulty and delay in obtaining the necessary materials and equipment required in mining operations. Although the in- creased output was stimulated by the war, and thus does not impress one as contributing to continuing improvement in the industry, nevertheless the year witnessed several efforts ant1 consideration of others that have the appearance of permanent progress.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

COMPARED with 1939, the year 1940 has seen no material change in the production of anthracite. Many factors seem to indicate a stabilized anthracite production of approximately 50 million tons per year. The present war has stimulated demand in the Cana¬dian and New England markets, which were formerly furnished with a portion of their needs from Great Britain and other European countries. Neither has there been any material change in the "bootleg coal" situation. This problem is more serious in the Southern anthracite field than in the Hazleton, Wilkes-Barre, and Scranton areas. Anthracite preparation developments, particularly in the early days of the anthracite industry, formed the basis for the modern coal preparation plants that have become so essential to the coal industry today. The anthracite industry, from early in the 19th century until relatively recently, was a leader in mining, preparation and marketing of coal, and played a leading role in the development of the industrial America we know today. Anthracite was discovered in America in about 1760--the story of Necho Allen is well known--but the rediscoveries leading to mining operations took place about 50 years later. The Wurtz brothers in 1815 at Scranton, the Smith brothers at Wilkes-Barre in 1807, Beach in Hazleton in about 1814, and Boyd in 1816 at Shamokin were all instrumental in promoting early mining and marketing of anthracite (J3. The early canals and railroads were built for the specific purpose of moving anthracite to the market areas. Eventually, the industry grew until, in 1917, it reached a production zenith of a little over 100,000,000 tons, representing about 20 percent of the total coal output in the United States. Almost half of the anthracite produced that year was consumed for domestic heating, a utilization that had dominated the industry for almost 100 years. Initially, anthracite had to be used by gunsmiths and blacksmiths, after which had followed the consumption of extensive quantities for railroads, blast furnaces and foundries, and electric power generation. Most of the markets have been lost to coke, oil, and natural gas. Near the anthracite regions, however, significant quantities are still used for domestic heating, power generation, carbon black manufacture, blending with bituminous coal to make metallurgical coke and fuel, and for other industrial purposes. Thus, anthracite production has not been entirely committed to history, but remains an active industry that follows modern practices in the mining, preparation, shipping, and utilization of a fuel that is still a valuable adjunct to the national economy. In fact, its inherent low sulfur content may make it an important fuel of the future. Estimates indicate there are reserves of anthracite to last for 300 years at a consumption rate of 50,000,000 tons/year. Anthracite Preparation Yesterday A 170-year history of the anthracite industry obviously is not the purpose of this discussion. A complete history of anthracite preparation, the rather unglamorous step in the processing of "mine run" hard coal to make it suitable for the user, is also not practical. Hence, the purpose of this report is to trace the development of some of the most important processes used through the years to meet a part of the demand for energy developed by our modern society. Anthracite preparation in the early days of the industry consisted solely of separating slate from the coal, by hand, underground (Z). This method prevailed for almost 20 years until wrought iron hand rakes were introduced to separate the large and small sizes. Shortly thereafter, the first attempts were made to size and clean the coal aboveground. The coal was dumped on a perforated cast iron plate, and men used sledge hammers to break the larger pieces into smaller sizes suitable for the market. The smallest sizes--that is, the material that went through the plate--were thrown away because they had no value at that time--a concept that existed for many years and actually was the basis for the subsequent "river" coal production and the many silt banks which are landmarks in the anthracite region. The larger sizes, at that time, sold for 50 cents per ton. The Batten breaker, or roll crusher, was invented in 1844, followed soon thereafter by the Snell-Diehm breaker (A). The latter had disadvantages, including excessive waste and fixed product size, but it later was improved in these respects. A breaker was also developed at Minersville, Pa., at about the same time that processed 200 tons of coal per day, using roll crushers and circular screens (1). Handpicking, from the beginning of anthracite preparation, was an important part of the cleaning process and was still being practiced as late as 1950. It was this process that involved the "breaker" boys of coal region lore. How much good handpicking accomplished depended on how much impurity was present in the coal--the more the impurities, the greater the reduction in ash. Thus, high-impurity streams were significantly improved, whereas picking of relatively clean coal was mainly to show an effort to make a quality product. As indicated, picking is largely a visual operation. It was and is wasteful of coal in the larger sizes since some good coal is always associated with the bad. However, it was probably much more effective' in the larger than the smaller sizes.

WITH the expiration on April 30, 1941, of the agreement between the anthracite operators and the United Mine Workers of America, a new agreement was entered into, providing for a general wage increase of 7 1/2 per cent effective May 1, to be brought to a total of 10 per cent on Oct. 1. Contract rates were increased from the rates established under the agreement of September 1923, and hourly rates were raised above the agreement of May 1936 as modified from the eight-to seven-hour day in May 1937. The new rates are to be in force for the duration of the agreement, ending April 30, 1943.

INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. Loiseau about 1878, at Nesquehoning, Pa., near the No. 1 or Nesquehoning colliery

THE northern anthracite fields, although facing the same economic problems as the southern fields, are confronted with the additional problem of fast dwindling reserves of anthracite which can be conventionally and economically won. The mining of coal which remains in thin beds and the recovery of pillars from areas heretofore considered unrecoverable, either by reason of cost or surface restriction, pose problems of in- creasing importance to the economic life of the northern field operations. Successful approaches have Been made to this problem and other work is being performed that holds promise. There exists in the northern anthracite field millions of tons of solid coal, the recovery of which has not been too successful due to the following inherent operating faults: inability to concentrate producing areas; the great quantities of rock to be cut and handled, lack of consideration of proper sequence and speed of second mining, and the continued use of the mine car as the basis of payment. A mining system that has successfully solved these major problems has been in operation in the Scranton area since 1944. Over 1% million tons have been produced from veins varying from 3 to 4% ft thick by this method, which is known as the multiple panel-triangular system-conveyor mining.

IN the earlier period of anthracite-ruining, much coal was wasted, both underground and in the culm-banks on the surface. Such waste is common in the development of new mining districts, in which, as a rule, only the richest material can be profitably treated. In the anthracite-region, special causes operated to increase this evil. The mines were generally operated under 20-year leases, and royalties were paid upon such coal only as was actually marketed. The lessees consequently cared for immediate profit only. They were- not bound to win all the coal they exposed, or to leave it in such condition that their successors could win it. Nor was it their interest or duty to educate consumers in the use of their product. The market called for coal of large sizes ; and such coal they furnished, throwing away the rest. Any pains taken by them to bring about a more rational use of coal by their consumers would have borne fruit, after their leases had expired, to the benefit of somebody else. A full statement of the situation wits given in 1893, in the report of the State Commission, appointed in 1889 to investigate the subject.` That body included the names of Heber S. Thompson, William Griffith and the late Eckley B. Coxe.2 Its report gives special attention to the utilization of the old culm-banks.

ANTHRACOAL is a mixture of small particles of anthracite coal and a matrix of practically pure carbon, formed from the distillation of coal-tar pitch or other suitable bitumen. It is a hard, dense, homogeneous mass, with a silvery luster and in color varies from silvery to grayish black. When pushed from the oven, it develops only partly the fingerlike structure of coke; but, unlike coke, it has a tendency to remain in blocky masses. When struck with a hammer or passed through crushing rolls, it breaks with an irregular fracture, similar to anthracite, but with very little fines. Due to its density, anthracoal is harder, tougher, and stronger than coke. The results of a test made by the blast-furnace department, of the Bethlehem Steel Co., on two barrels of anthracoal are given in Table 1. The advances in electronics and the development of more efficient algorithms, allow for the designing of more complex and sophisticated automated systems. The new devices include lighter, faster, reliable, and stronger robot manipulators. One available technology, with relatively low cost, is a simple robot manipulator controlled by remote control. The device has been designed to be used in both mining and law enforcement, where it can be useful for inspection, rescue, gas analysis, and even to manipulate dangerous objects, such as explosives. The applications may even include the rescue of trapped miners in risky environments. The major advantage is the fact that the robot can be controlled with a remote and monitored through a video camera, minimizing human exposure to hazardous areas, where robots can perform tasks in an aggressive atmosphere and confined spaces. This article presents a mining robot manipulator controlled by remote control, using video cameras for positioning and sensors for movements, which are located on the operator's arm. With this system, it is possible to create a sensation of virtual reality, allowing easy operation for anyone trained in dealing with explosives, rescues, or other dangerous tasks. Blasting and mining are becoming perfect applications for robots, and its use should increase very soon. The results are discussed and presented for the brand new Xiru 01 robot manipulator.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

Antimony and bismuth are two of the elements that need to be removed from copper electrolyte to ensure a trouble free operation as well as to maintain copper cathode purity. One method to control these impurities is the use of aminophosphonic ion exchange resins. Antimony is present as both Sb(III) and Sb (V). Sb(V) is very difficult to remove from these resins, requiring excess amounts of highly concentrated hydrochloric acid. In industry this affinity of Sb(V) for the resin causes a buildup of Sb(V) and degrading resin performance due to continual reduction of resin capacity. A new method for regeneration of aminophosphonic resins loaded with Sb(V) has been developed, which utilizes catalytic regeneration of the resin. Ion exchange can then be utilized for continual control of Sb and Bi in copper electrolyte.
