"The artisanal mining sector in Central Africa is largely informal, yet provides an essential livelihood for many (directly or indirectly) participants, as well as facilitating an important source for the flow of income into many communities. Artisanal mining varies from site to site, but appear largely well structured despite its informality. The artisanal mining sites in Central Africa have some inherent management structure and the extraction itself is often organised. Artisanal mining is labour intensive and is generally conducted utilising hand digging methods e.g. shovels or hand chisels. Artisanal mining is generally more dangerous than small-scale or large-scale modern mining operations. This is especially true as artisanal operations are generally subsistence activities with artisanal miners focusing more on immediate concerns than the long-term consequences of their activities. When miners have no other source of income, they will usually find ways to evade controls and carry on working. The objective, through proper/dedicated training of artisanal miners is to migrate Artisanal mining to establish a small-scale mining (SSM) industry in Central Africa. Through developing the necessary skills in the fundamental areas of mining it is proposed that Artisanal Mining can become more productive and safer mining operations. The paper reviews the above focus areas, highlighting the skills and tools that are necessary to assist in establishing a sustainable small scale mining industry migrating from manual labour to semi-mechanised mining and processing. The purpose of the transformation process is to create a safe, healthy, environmental and community oriented mining operation with the objective to uplift the skills and wealth of the mineworkers and the general community."

The Ute-Ulay project area is located approximately five miles west of Lake City, in Hinsdale County, Colorado. The Ute-Ulay Mine site is approximately one mile east of the project area. The elevation of the site is 9,200 feet and is adjacent to Henson Creek (Figure 1) [ ] The Ute-Ulay Mining complex is an inactive gold, silver, and zinc mining/milling operation, that operated from the 1880?s until the 1970?s, and sporadically into the late 1990?s. The mining complex comprises several levels of underground mines, a flotation mill, and an abandoned town site. Due to the narrow, steep sided canyon, milled tailings were pumped upstream one mile in a sluice box to a wider section of the canyon, and deposited into five tailings impoundments and one berm located between the impoundments. An estimated 9,000 cubic yards (yd3) of fine grained tailings were located in the impoundments adjacent to the creek. The Ute-Ulay project area consisted of the mill tailings impoundments located upstream from the historic mine.

This report presents the results of a study examining the relationship between supervisor characteristics and performance in underground coal mines, The specific objectives of the research include; document tasks performed by first-line supervisors during a normal shift; explain why supervisors carry out their duties as they do: identify salient characteristics of effective first-line supervisors; and formulate criteria for selecting and developing candidate supervisors. To accomplish the study objectives, on-site observation and data collection was carried out at 13 underground mines in Illinois, Ohio, and Pennsylvania. One hundred thirty-eight first-line supervisors were observed during a full work-shift and discussions with the supervisors and the mine superintendent were held during the course of the visit. The observational data from the study provide a detailed description of what supervisors to during their shift. The report begins with an introduction discussing the problem being studied and objectives of the research. The literature related to supervisor selection is then reviewed. The following section describes the research design including data collection procedures and statistical methodology used in the study. The next sections present the analysis of mine, section, crew, and supervisor characteristics. The report concludes with a discussion of the results of the study and recommendations concerning supervisor selection and development.

Introduction Guar gum is a natural nonionic polysaccharide. Guaran, the functional polysaccharide in guar gum is a chain of (1?4)-linked ß-D-mannopyranose units with a-D-galactopyranose units connected to the mannose backbone through (1?6) glycosidic linkages. The poly-mannose chain is randomly substituted with galactose units at a mannose-to-galactose ratio of 1.8-1.0 [1]. Cheng et al. reported that the molecular weight of natural guar gum is 1.935 • 106 [2]. Robinson et al. found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105 [3]. Guar gum is frequently used as a depressant of naturally hydrophobic gangue minerals (e.g. talc) in the flotation of PGM-bearing ores, and according to Harris et al. a wide variety of modified guar gums are available for this application [4]. The Canadian potash industry utilizes natural guar gum as a blinder of water-insoluble slimes in the flotation of potash (sylvinite) ores, a process that is carried out in a saturated KCl/NaCl brine. The role of the polysaccharide is to prevent a primary amine collector from adsorbing onto these unwanted fine minerals. Hydrophobic interactions between basal cleavage planes and the polymer appear to be involved in guar gum adsorption on talc [5,6]. Liu and Laskowski stressed the importance of metal impurities on mineral surfaces that can serve as the active sites for polysaccharide adsorption [7]. This postulate was consistent with the later observation that, in addition to hydrogen bonding, the adsorption of guar gum onto talc was strongly dependent on the surface concentration of magnesium sites [8,9]. In this case the adsorption process was visualized as metal-polysaccharide complexation facilitated by the cis-configuration of the hydroxyl groups of mannose monomers. Hydrogen bonding and chemical interactions with metal sites were also suggested by Rath and Subramanian in their studies on guar gum adsorption on biotite mica [10]. In a recent study, Wang et al. demonstrated that hydrogen bonding is the main driving force behind guar gum adsorption onto talc [11]. Their data also show that the adsorption density of guar gum on alumina is about five times lower than the adsorption density on talc. Pawlik and Laskowski reported that the amount of guar gum adsorbed on illite was independent of ionic strength over a wide range of salt concentrations [12]. The adsorption density of the polysaccharide on illite did not measurably change with ionic strength from that of distilled water to about 50%-saturated KCl/NaCl potash brine (~3N KCl/NaCl). However, guar gum adsorption on dolomite dramatically decreased over the same range of ionic strengths, and no reliable explanation of that phenomenon was proposed [12]. The water structure-breaking or structure-making capabilities of background ions are usually ignored when discussing adsorption mechanisms of polymers. The concept of “structure breakers” and “structure makers” was first introduced by Gurney, and Frank and Wen who postulated that each ion is surrounded by three distinct regions of water structure [13,14]. In the first layer, water molecules are tightly bound to the ion. The second region extends farther away from the ion and is referred to as the region of structure breaking. Only at larger distances, where the ionic field is weak, water molecules form the “normal” ice-like structure. It is also now recognized that the first layer can be further divided into the primary and secondary hydration shells. Small, strongly hydrated ions reinforce the “normal” structure of water and the region of structure breaking disappears. In contrast, large less-hydrated ions disturb the ice-like structure and generate an extensive region of structure breaking. Experimentally, these two effects can readily be distinguished through viscosity measurements. Increasing concentrations of structure-breaking ions result in a decrease of the viscosity of aqueous solutions. On the other hand, increasing amounts of structure-makers significantly reduce the viscosity of water. Alkali metal cations form a sequence known as the Hofmeister series. Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. "In conventional flotation, fluoride ions selectively would react with the aluminum site on the microcline surface and produce negative charged sites for amine to be adsorbed (Smith, 1976). According to this view, aluminum site is considered as a key feature in feldspar flotation. Generally, fluoride ion has been widely used as a modifying agent in silicate flotation. Since O'Meara's patent appeared on HF -amine reagent system to selectively float feldspar from quartz in 1942, relatively few contributions have been devoted in this issue. The reason might be that the process works very well, and accordingly there is no initiative to investigate in this area. However, due to the awareness of international community to restrict using of hazardous reagents like HF, sound engineering practice to search for alternative methods, not utilizing HF, has been launched. Inspection of literature, one can find several works dealing with this issue.In this contribution, the effect of ethoxylation of long chain alcohols on the quartz and feldspar flotation behaviors was investigated for surfactants of the octylphenol polyoxyethylene family. The tests were carried out with an average of 7.5 (Triton X 114), 9.5 (Triton X 100), 30 (Triton X305), 40 (Triton X 405) and 70 (TritonX 705) oxyethylene units. Electrokinetic and flotation studies on quartz have shown that at low pH values, quartz could be floated with polyoxyethylene octytlphenols. The possible mode of adsorption of these nonionic surfactants may be suggested to be due to hydrogen bonding between the oxygen of ether and hydrogen in the free hydroxyl groups on quartz surface. It was anticipated that the selectivity between quartz and microcline would decrease as oxyethylenic chain length increases."

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The purpose of this paper is to highlight the environmental benefits of properly managing slurry waste as it is generated on site. The following projects will be used to illustrate the importance of proper onsite waste management. Project: Jet Grout Backflow Dewatering The goal was to dewater the backflow directly onsite to produce a dry, solid waste and reusable water. The backflow spoil was pumped directly to the dewatering system as it was generated. Utilizing mechanical separation equipment and flocculation polymer the waste volume was reduced by 44%. Due to the site footprint and high volumes, slurry waste removal and onsite processing were the only two feasible options. Onsite dewatering proved to be the environmentally beneficial option as it eliminated the need for slurry waste hauling and disposal. The benefits of utilizing a dewatering system are listed below: Project: Soil Mixing Spoil Recycling for Slurry Wall Construction In this application the spoils generated contain bentonite mud, cement mixture and organic ground soils. The goal of this project was to process the backflow mixture to recover reusable bentonite mud and separate the soil as a dry, stackable waste product. The treatment system replaced the traditional method of vacuum truck extraction and facility disposal. The environmental benefits of properly handling the backflow is a decrease in fresh water usage, bentonite additive reduction, and the reduction of CO2 emissions. The paper will consist of a project scope, technical equipment and process description, environmental impact reduction calculations and lessons learned for each project.

"In flotation circuits, direct measurement of the volumetric flow rate delivered by electromagnetic flowmeters is often difficult to obtain particularly due to piping and flow constraints. However, on-line material balance calculation could offer a reliable alternative to flow rate sensing. This paper describes an on-line material balance software package as applied to a copper flotation circuit for mass flow rate estimation mainly based on the output of an x-ray fluorescence onstream analyser. Rule-based procedures for the management of the main calculation modules are designed and integrated to a Comdale expert system. Attempts to diagnose the flotation process from mass flow rate data are also discussed.INTRODUCTIONThe need for improved process diagnosis, control and optimisation has become more evident for the mineral processing industry in the last decade. Therefore, new process variables need to be inferred or measured particularly in highly multivariable processes such as flotation. This process is subject to a wide variety of disturbances mainly generated by frequent and sometimes abrupt changes in physical and chemical characteristics of the ore and due to some irregularities in manual process operating procedures.A flotation circuit scheme is always a complex network counting more than two dozens of slurry streams. Underground 802.11 wireless communications has become widely adopted for automation and communication purposes but maximizing the wireless signal presents many obstacles given the harsh environment as well as the presence of materials and conditions that can reduce signal propagation. Changes in elevations and curvatures in ramp to drift transitions also affect the wireless signal. Based on the requirements of wireless applications such as voice, data, or location tracking, the wireless site survey is the key tool for measuring and predicting signal strength and signal-to-noise ratio. These readings help determine the maximum distance between access points in order to sustain an overlapping wireless signal where required. This paper describes the methodology and tools used for measuring 802.11 wireless signal strength in an underground mine environment in Northern Ontario. The physical characteristics of the mine and the actual recorded wireless signal data will be presented in order for the audience to gain an understanding of the factors that affect signal throughput. Antenna selection used for the site survey will also be discussed as it played a key role in propagating the wireless signal.

"IntroductionDuring and since• the war, it has been my privilege to work closely with those in Canada who are responsible for the vital raw materials needed in our co-operative atomic energy programme. The understanding which has developed between our two groups in this all-important enterprise has been a great source of pleasure. We in the United States are aware of the importance of the contribution made by Canada to this project, and we look forward to continuing our mutually advantageous relationship.The impact of World War II, and the decision by Canada, Great Britain, and the United States to join in a programme for the development of atomic weapons, created a sudden and immense demand for uranium minerals. Early in the raw materials programme, it was evident that sufficient raw materials to fulfill war-time atomic weapon requirements could be secured from three sources: the rich pitchblende deposits of the Eldorado , mine at Great Bear lake; the Shinkolobwe mine in the Belgian Congo; and as a by-product of the vanadium industry of the Colorado Plateau in the United States. In the early part of the programme, therefore, our joint efforts were directed toward obtaining immediate maximum production from these localities. The contribution made by Eldorado Mining and Refining (1944), Limited, both in supplying and refining raw materials, was and continues to be of vital importance.In addition, it was also obvious from the first that in this programme, as in any mining enterprise, exploration activities directed•toward the discovery and development of new sources of uranium ore were essential if production were to be maintained over an extended period of time. In order to satisfy obvious security requirements during the war, it was necessary to proceed with this exploration programme, both in Canada and the United States, as secretly as possible. With the end of the war, and the revelation that an atomic weapon had been developed, however, secrecy in exploration was no longer required. The important thing was to get on with a broadened exploration programme."

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. Drill cores from uranium roll-front deposits, hosted in lower Cretaceous strata, were examined from the proposed Dewey Burdock in-situ uranium recovery site in the northern part of the Edgemont uranium district, South Dakota. Uraninite (UO2), coffinite U(SiO4)0.9(OH)0.4, and doloresite (H8V6O16) occur as pore-occluding cements within the Fall River Formation in the Dewey area. In contrast, within the Lakota Formation in the Burdock area, uranium (with very little vanadium) is absorbed onto woody fragments and amorphous carbonaceous material in pressure-solution seams. Both areas have typical uranium roll-front mineralogy with 0.5 wt. % pyrite in the reduced solid phase and no pyrite in the oxidized solid phase. The groundwater at the ore zone is not oxygenated, so the uranium is relatively insoluble. Uranium in solution in ground waters is <10µg/L at Dewey and <22 µg/L at Burdock. Micromineralogic and geochemical data are being used to understand water/rock interactions, uranium distribution and movement, and as input factors for predictive reactive transport models.

This paper discusses how elemental analysis of conveyed bulk flows in real time using PGNAA (Prompt Gamma Neutron Activation Analysis) technology has resulted in significant improvements in advancing plant control in mineral processing operations. Basis of operation of the PGNAA through belt, full stream, continuous, multi-elemental, real time analysis technology is explained. Capabilities and limitations in plant operating environments are discussed including comparison with other real time, online technologies through review of published information available for on-conveyor minerals applications. Case studies demonstrate benefits provided by this technology in two operating mines. An iron ore company had prior experience with the PGNAA analyser technology, implementing an early model in a minerals application in 2003 to develop confidence in its measurement performance and usefulness of the data. A number of analysers were subsequently included throughout the new plant design for extensive measurement and control of conveyed bulk flows, from conveying after mining through to rail load-out. A copper-gold company installed an analyser to address copper ore blending issues where an on-belt system was the only viable option for the degree of control required. Analyser suitability was evaluated through test work on site samples to determine customised multi-element precision guarantees for each application. Analyser results from normal operation are compared against laboratory analyses of multiple cross stream samples collected from conveyed flows to assess performance. Both projects discussed were able to realise benefits previously unattainable for plant quality control, surpassing capabilities of traditional technologies which were either unsuitable for measuring conveyed flows with adequate accuracy or in real time. Equipment payback within a few months was achieved for both sites. Through proven performance in these applications, the companies consider the technology an essential component in advanced plant control necessary in new process flow sheet designs, rather than an optimisation tool.
