The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

"INTRODUCTION The object of this investigation was to demonstrate a satisfactory method of storing slack subbituminous coal in open pits in a manner,that would minimize the cause of the physical deterioration and would have a practical application.The storage of coal by industrial plants is to their advantage, since an adequate operating supplying of fuel is available at all times as insurance against transportation delays, shortages, and strikes. Furthermore, it is possible to participate in low seasonal freight rates and mine costs by permitting the railroads to utilize idle equipment and by taking advantage of the off-peak production at the mines. For a number of years, one of the larger beet-sugar companies operating in the Rocky Mountain region has taken advantage of the lower prices and seasonal production of subbituminous slack coal during the summer months and purchased a large proportion of its requirements for the annual winter campaign. This company, operating sugar-refining plants in the 1943 campaign, used 256,613 tons of subbituminous coal. Of this quantity, 166,636 tons was purchased during the off-peak season and stored for use during the winter. It is the practice of this concern to place coal purchased through the months of January to October in underwater storage for use in the beet-sugar campaign, which lasts from October to as late as, January. The beet-sugar refining ""campaign"" period starts immediately after the beginning of the beet harvest and lasts 60 to 70 days."

This report describes in detail the work done on the development of the Time Domain Reflectometry Microcomputer (TDRM). Modifications to the FMC-Model 302A Cable Fault Locator is described in Appendix D. The TDRM unit uses an 8080 microcomputer to accurately locate major faults in low capacitance cables to within ± 1 foot when properly calibrated. Major faults in high capacitance cables are usually located within ± 5 feet. The upper limits of fault detection are <1 kilohm shunt fault and >7 ohm series fault. In practice fault detection limits are reduced to <300 ohms shunt fault and >30 ohms series fault because of discontinuities caused by cable repair.

T HIS has been a most momentous year in the annals of the Institute. We have been in the midst of a situation which, were it not for the convulsions of social unrest with which life is surrounded on every side, would have attracted the attention of the world at large. I do not refer to the desperate campaign for new members. That has gone on much as usual except that, this being leap year, the annual proposal to the M. & M. Society has been omitted. Nor do I refer to the desperate situation which we found in other directions, the spread of Bolshevism, the burning of the Engineers&apos; Club, the fact that the selling of copper appears to have become one of the lost arts. No, I speak of the great question which has to be. settled once and for all, as to whether this great Institute should adopt simplified spelling. The whole trouble started in the ranks of the California Hysterical Society. It appears, while most of the San Francisco members can read and write, several of them cannot spell. It also appears that the Secretary, in editing the Transactions, has perhaps made just a little bit too much of a point of employing the correct Stoughton idiom. At any rate, the rebels filed an amendment to the constitution, and the stage was set for civil war, with perhaps more stress on war than on civil.

In the Analysis of Retreat Mining Pillar Stability (ARMPS) program, the magnitude of the abutment loading adjacent to a gob area is calculated using an ?abutment angle? concept. The extent of the abutment loading is determined solely as a function of depth from an empirically derived equation. In the recommended calibration method for LaModel, it was believed that the empirical equations for calculating the magnitude and extent of the abutment load, as used in ARMPS, were the best available methods for determining these critical overburden loading values. Therefore, similar calculations were implemented in the LaModel calibration method. However, the latest in situ stress measurements of abutment loading performed in the United States and Australia have shown that there can be significant deviations in the measured abutment magnitude and extent as compared to the predicted values from the empirical formulas used in ARMPS and LaModel. It seems reasonable that the overburden geology, depth, extraction panel width, and mining height should have a significant effect on the extent and magnitude of the abutment load. However, the current empirical formulas do not incorporate many of these significant parameters into determining the abutment load on the pillars. In this paper, stress measurements from US and Australian mines were back-analyzed by using analytical and numerical methods to investigate the measured abutment extent and loading. Ultimately, it was determined that the original empirical abutment extent formula in conjunction with the original ALPS square-decay stress distribution function was supported by the case histories in this paper. Also, for depths less than 900 ft, the average 21° abutment angle was supported by the case histories; however, at depths greater than 900 ft, the abutment angle was found to be significantly less than 21° and should be calculated with a new proposed equation.

Based on published producer prices output of primary metal in 1981 was valued at over $7.5 billion. Aluminum consumption by 25,300 firms was centered in the East Central United States. THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non-metallic inclusions seems to be satisfactory and adequate. NATURE AND CONS1lTUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. Although cyclones have been around in their current form since the early-1890s, there have been some exciting new developments, which have extended their efficiency/operation. These developments have taken place with both dense medium and classification cyclones. The more noteworthy developments are:Inlet designInlet design is the determining factor in classification cyclone capacity and efficiency. The recently developed ribbon inlet with patented pressure bulge has not only resulted in unbelievable increases in capacity, but also in efficiency. Sharpness of separation corresponding to an alpha value of greater than four has been achieved! Secondary offtakeOne of the factors leading to reduced cyclone efficiency is the presence of coarse particles in the cyclone overflow. The secondary offtake has been developed specifically to scavenge these particles from the cyclone overflow with great success. Water injectorThe other major factor resulting in reduced cyclone efficiency is the presence of misplaced fine particles in the cyclone underflow. The water injector, which has been around for many years in various forms, can reduce this short circuit fraction by up to 50 per cent. 3-in-1 cycloneThe 3-in-1 cyclone combines the inlet design, secondary off take and water injector into a single unit resulting in the most efficient classification cyclone available in the market. The RejectorTMIron ore has a high yield to underflow and traditional dense medium cyclones have always been spigot constrained. The Rejector TM is an exciting new development whereby the spigot capacity has been increased substantially. The application of the Rejector TM will result in fewer/smaller cyclones being required for a given duty resulting in efficiency gains and reductions in both operating and maintenance costs.

"A young private R & D organization, COREM celebrated its 10th anniversary in 2009. Managed by a consortium of nine mining and metallurgical companies, COREM has the mandate of increasing the competitiveness of its member companies through the development and transfer of mineral processing innovations. Typical technologies developed by COREM include alternative mineral processing techniques, novel operating strategies, innovative sensors and process simulation software. Many of them were developed in partnership with universities and selected research organizations.Because the COREM membership base is broad (from ferrous to base, to precious metal industries), its R & D program must deliver technologies with applications within a wide spectrum of mineral processes. Comminution, physical (gravity and magnetic) separation, flotation, cyanidation, pelletizing and thermal processes are the main topics of the R & D program. A number of new technologies have been developed and transferred to the plants of member companies. These examples of transferable technologies demonstrate the capability of COREM to impact the bottom-line of its member companies.INTRODUCTIONCOREM is a private mineral-processing R & D organization that operates from its own laboratories and pilot-plant with its own staff of professionals and technicians (about 95 persons). It is managed and financially supported by a consortium of nine mining and metallurgical companies and three provincial and federal ministries. The very ‘down-to-earth’ mission statement of COREM is to increase the competitiveness of the mineral processing plants of its members. The eighteen plants upon which the COREM technology development program is currently based can be found in Québec, Newfoundland and Labrador, New Brunswick, the Netherlands and Botswana."

A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use, in a helicopter. Tests showed that EM signals from lightweight (3/4 lb) transmitters could be detected both on the surface and from a helicopter through as much as 4450 ft of relatively high conductivity (2 X 10- 2 mhos/m) overburden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

The holistic concept of strategic long-term planning as developed and implemented at Anglo Platinum is described. Consideration is given to the planning cycle, principles supporting the construction of the long-term plan, and aspects of unique best practice as developed in Anglo Platinum. Further description of Anglo Platinum?s approach to corporate governance, including the processes, methodology, systems, unique tools and techniques that are applied to value and select capital investment options is also given.

Design of the ultimate pit limit to direct long range mine planning has been a celebrated problem in the mining industry, and in mining academia, since 1965. Although many papers have been presented on this topic, even today, there is not a single solution technique which is widely accepted and considered universally best. Many philosophical differences exist among the pit planners concerning the use of different methods and it appears that resistance is very strong towards accepting other techniques if you are a believer in one. Whatever the case might be, the pit parameterization technique for the ultimate pit limit design is the latest and takes a different approach than its predecessors. There are already a number of papers which discuss the concepts involved (Francois-Bongarcon, 1976; 1978; 1980; 1981); however, the aim of this paper is to fill in some of the gaps which are thought to be missing in the previous discussions and, in addition, to present the recent research done on the subject at the Centre de Geostatistique de l?Ecole de Mines de Paris in Fontainbleau, France. This paper is divided into two parts. The first part will discuss practical aspects and interpretations of pit parameterization concepts with- out using mathematical or theoretical arguments; the reader who is interested in the theory should refer to Francois-Bongarcon (1978). The second part will present an approach to obtain a complete double parameterization of reserves using an inexpensive (computer costs) single parameterization algorithm. A case study of this approach is also included.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

Statistics Canada record s indicate that in recent years 70 to 80% of the entire Canadian coal production originated from Western Canadian mines, in which about 55 to 65% of the coals are bituminous. Until recently, less than 20% of the latter were extracted by underground methods , the remainder being surface-mined. However, it is estimated that within the foreseeable future up to 80 or 90% will have to be gained by underground techniques. Although Western Canadian coal resources are considerable, they are unfortunately locked in severely distorted, steeply pitching and faulted seams of variable thickness. Consequently, their economic extraction poses serious engineering problems. One possible solution to the problems is to apply hydromechanical methods to underground mining. This is a well-proven method shown to be economically viable under Western Canadian conditions. This paper endeavours to widen the scope of published data on hydraulic coal mining and is based on practical engineering and cost data gathered through contacts with West German designers and operators of hydraulic mines.

Leaching experiments were carried out on a spent catalyst sample with a honeycomb structure, containing 47.5% Ti, 5.8% Mo, 2.7% Si, 2 035 ppm As, 52 ppm Pb and 8.8 ppm Hg. More than 93% of the Mo and As was removed by direct alkaline leaching after grinding to 80% -36 micrometres. The residue contained 0.3% Mo and 60 ppm As. To obtain a TiO2 matrix with 30 ppm As, acid leaching at controlled pH with 90 kg/t Al scrap was followed by oxidising alkaline leaching. Treatment of the direct alkaline leach solution or of the mixed solutions from the two-stage process involved two successive operations: purification by neutralisation with Al(OH)3 addition to raise the Al concentration to 4 g/l, and ion exchange on Amberlite IRA 94 S resin. Whatever the type of solution treated, elution with 200 g/l NH4OH solution gave an eluate of very high purity containing 164 g/l Mo, less than 70 mg/l V and less than 2 mg/l As

This paper is based on the experiences, over many years, of numerous authors in the South African mining industry and of the hot dip galvanizing process and its application as a corrosion protection system. The paper sets out the extensive development, financial resources and stringent operating requirements of the South African mining industry. After many years of research and operational experiences, hot dip galvanizing and, when necessary, duplex systems, have been found to meet the demanding requirements of this particular industry. The paper sets out the requirements from the standpoint of corrosion criteria and is followed with a case where the corrosion protection properties of hot dip galvanizing are demonstrated. This case history traces the early investigation of the expected corrosive conditions in a new mining operation and concludes with two follow-up visits to the mine in order to examine actual performance of the corrosion protection system after ten years in service.
